Emphasizing the key role of the World Health Organization in developing consolidated responses to common challenges, we support the global One Health concept and will promote it as part of the Roadmap for Health and Well-Being in Central Asia 2022-2025. Despite the diversity of the challenges facing each of our countries, we are united by common hopes, anxieties and threats. Turkmenistan is ready, together with its partners, to seek new approaches and ways to overcome the challenges faced by humanity. Based on strategic cooperation with the United Nations, our country will make every effort to achieve these goals.

To that end, in May 2023 we intend to resume negotiations on a draft resolution of the United Nations Economic and Social Commission for Asia and the Pacific on the establishment of a special United Nations programme for the Aral Sea basin, which will be based on the provisions of resolutions 72/273 and 73/297, on cooperation between the United Nations and the International Fund for Saving the Aral Sea, adopted in 2018 and 2019, respectively. The impact of the pandemic requires us to pursue our coordinated efforts to address identified vulnerabilities in global and national health systems. Turkmenistan will continue to support the joint activities of the international community to combat the novel coronavirus infection and create tools for medical diplomacy.

At the same time, noting the nationally determined contribution of Turkmenistan, adopted in May 2022 in the context of fulfilling its obligations under the Paris Agreement on Climate Change, Turkmenistan intends to step up its efforts to achieve the goals outlined in that document, including the reduction of greenhouse gas emissions and the promotion of the Global Methane Pledge initiative. We will make persistent and determined efforts to single out the Aral Sea problem a dedicated area of work within the United Nations.

Based on the positions of Turkmenistan on climate change adaptation and mitigation, presented in November 2021 at the twenty-sixth Conference of the Parties to the United Nations Framework Convention on Climate Change, held in Glasgow, as well as those practically considered in multilateral consultations within the framework of the Bonn Climate Change Conference in Bonn in June, Turkmenistan is conducting preparatory work for the establishment in Ashgabat of a regional centre for climate technology for the countries of Central Asia.

In that context, we consider it necessary, based on the provisions of General Assembly resolutions on the reliability and stability of energy resource supplies to world markets, adopted at the initiative of our country, to continue working on the implementation of Turkmenistan’s earlier proposals on the establishment of an international open-ended expert group to develop a modern international legal United Nations toolkit to regulate sustainable and reliable energy transit. In Central Asia, due to objective reasons, climate change and water issues are of critical importance and, in some cases, determining factors in the development of regional processes, with a significant impact on the general situation, the implementation of socioeconomic development plans and efforts to address serious environmental issues.

  6. At present, meeting the challenge of sustainable development will largely depend on the level of international cooperation in such critical areas as transport and energy. Pursuing its efforts to promote multilateral transport cooperation, at the current session Turkmenistan intends to summarize the results of the 2016 and 2021 United Nations Global Sustainable Transport Conferences and other high-level transport forums held in recent years, including the Ministerial Transportation Conference of Landlocked Developing Countries, held in Turkmenistan on 15 and 16 August, and to prepare proposals for the development of a draft concept for a special interregional United Nations programme for transport development. At the current session, Turkmenistan also counts on the logical continuation of a broad dialogue on the problem of energy security.

In order to maintain the stability of the global food market, to jointly search for solutions to the complex problems of providing food to the most vulnerable countries, and to support the efforts of the Secretary-General to that end, we propose to hold an international forum on food security in Turkmenistan. In the current context, it is especially important to fully deliver on the agreements reached on the implementation of the Sustainable Development Goals (SDGs) . In that regard, in support of the multilateral tools for monitoring the achievement of the SDGs, Turkmenistan will submit its second voluntary national review on the implementation of the SDGs during the High-level Political Forum in 2023.

Given that December 2022 will mark the fifteenth anniversary of the establishment of the Regional Centre, we intend to submit to the General Assembly a draft resolution on the role of the Centre, reflecting the significant events of recent years and consolidating the mechanisms of regional interaction built on its basis. We are particularly concerned about the currently rise in threats to global food security, which are rapidly beginning to affect an increasing number of countries and entire regions. In these conditions, urgent efforts and effective measures are required of the entire world community to overcome the current situation.

We are grateful to the international community for that decision, which creates the necessary conditions in a strategically important part of the political map of the world for carrying out active efforts to strengthen international security, prevent and resolve conflicts, and build strong and effective regional institutions to that end. As the host country of the headquarters of the United Nations Regional Centre for Preventive Diplomacy for Central Asia, Turkmenistan urges the provision of all possible assistance to its work, which has proven its effectiveness.

Based on the recognition by the General Assembly of neutrality as a factor in strengthening comp peace and security and resolution 71/275, proclaiming 12 December International Day of Neutrality, Turkmenistan will continue to work actively with partners to expand the membership of the United Nations Group of Friends of Neutrality for Peace, Security and Sustainable Development. The logic of the development of global processes in the field of security dictates the need for a radical strengthening of the mechanisms of regional interaction. On 28 July, the General Assembly adopted resolution 76/299, proclaiming Central Asia a zone of peace, trust and cooperation.

We are convinced that the adoption of such a document would confirm the principled and unequivocal commitment of all United Nations Member States to a peaceful, negotiation-based method of resolving conflict situations, no matter how difficult they might seem. Building further on our efforts in that direction, we invite the international community to declare 2025 the year of peace and trust, based on the provisions of resolution 73/338, adopted at the initiative of Turkmenistan. Today the role of peacekeeping instruments in the international community’s toolkit is objectively increasing. That includes in particular using the potential of neutrality and its conceptual foundations to strengthen overall stability and security.

In order to overcome the current difficulties in international relations, Turkmenistan considers it necessary to strengthen existing platforms for dialogue and to consider establishing new ones for intergovernmental contact and negotiations on pressing issues on the global agenda. Restoring trust and a culture of respectful dialogue is gaining universal significance as one of the key conditions for a responsible, non-confrontational approach, seeking opportunities for mutual understanding and maintaining a balance of interests when considering problematic issues. In order to further promote the philosophy of trust-based dialogue in international relations, Turkmenistan intends to propose a draft resolution on dialogue as a guarantor of peace for the General Assembly’s consideration.

Based on the solid foundation of engagement with this world Organization that we built over the years, and reaffirming our commitment to a strategic partnership with the United Nations and our conviction that there is no alternative to the only world structure with universal legitimacy, Turkmenistan will pursue its efforts to enhance and strengthen its role in the world and reaffirm internationally recognized legal norms and the Charter of the United Nations as the political and ideological bases of intergovernmental relations. The global security architecture created within the framework of our Organization is now being seriously tested. In the light of Turkmenistan’s chairmanship of the International Fund for Saving the Aral Sea (IFAS), we propose holding a summit in 2018 in Turkmenistan, with the Heads of the Founder States of IFAS, which would include the participation of specialized international structures such as the United Nations Development Programme, the United Nations Environment Programme and the United Nations Regional Centre for Preventive Diplomacy for Central Asia. We once again state our country’s readiness to seek out new approaches and ways to overcome the challenges faced by humankind and reaffirm our firm commitment to cooperation with the United Nations, which was and remains a strategic priority and a practical foundation for all of our activities in the international arena.

In that context, we welcome the creation of an international expert group on energy security and sustainable energy and invite States to take active part in the work of the Energy Charter Conference, which will be held on 28 and 29 November in Ashgabat. One of our main objectives is to participate actively in international efforts to deal with the most important issues of environmental protection, including the management of water resources.

Recalling that the Ashgabat Statement on Commitments and Policy Recommendations was adopted at the end of the Conference, and with the aim of successfully implementing the 2030 Agenda for Sustainable Development, Turkmenistan intends to submit to the Second Committee at the current session a draft resolution on strengthening the links between all modes of transport to achieve the Sustainable Development Goals. Ensuring sustainable and fair access to energy resources is one of the main tasks on the global 2030 Agenda. This year our country will chair the international Energy Charter Conference. In line with the plans for our chairmanship, Turkmenistan has this year undertaken a range of measures to revitalize the process of developing new international legal mechanisms in the field of sustainable energy.

  19. Cooperation in the area of transport is a priority for our country in working with the United Nations and its specialized agencies. Turkmenistan will continue to actively support the implementation of the decisions of the international community, in particular resolutions 69/213, of 2014, and 70/197, of 2015, aimed at forming new international transport and transit corridors and updating existing ones. As an important step towards the implementation of those documents, the Government of Turkmenistan suggested holding the first United Nations Global Sustainable Transport Conference, which took place in Ashgabat in November 2016, and welcomed the participation of the Secretary-General of the United Nations.

We express our thanks to all countries for their support for the initiative of Turkmenistan and Brazil in that regard and for the adoption of the Joint Statement on Encouraging the Valuable Contribution of the Olympic Teams of Refugees to the Promotion of Peace and Human Rights at the thirty-sixth session of the Human Rights Council, on 15 September in Geneva. Pursuant to the Final Declaration of the International Sports Congress, entitled “Asian Games 2017: International Sport Cooperation for Peace and Development”, published as an official document of the General Assembly at its seventy-first session (A/71/878, annex), Turkmenistan reaffirms its proposal to host, under the auspices of UNESCO, the seventh International Conference of Ministers and Senior Officials Responsible for Physical Education and Sport.

Turkmenistan, recognizing the importance of sport as a key factor for guaranteeing peace and sustainable development, again states its commitment to strengthening international sports cooperation.Currently, in Ashgabat, the fifth Asian Indoor and Martial Arts Games are being held, with the participation of national teams from 65 countries, including 19 countries of Oceania, which are participating for the first time.

As a result of the comprehensive work that had been carried out jointly with the United Nations since October 2015 at the governmental level, the 17 Goals, 148 targets and 193 indicators of the SDGs were selected and adopted. To coordinate the implementation of the Sustainable Development Goals within the country, we have established a national mechanism for SDG implementation. To organize training in the methodology related to issues of implementing the SDGs at the national, regional and international levels, we have opened a training and methodological centre within the Institute of International Relations of the Ministry of Foreign Affairs in Turkmenistan.

Turkmenistan, together with Central Asian countries, intends to submit to the First Committee a draft resolution on supporting preventive diplomacy mechanisms in addressing urgent problems with the intention of supporting peace and security. The conditions in the world and new challenges and threats to humankind dictate the need to reform the United Nations and to review its working methods in order to strengthen its timeliness and its ability to react to those threats. We support reforms and also the efforts of the Secretary-General in that regard. The implementation of the Sustainable Development Goals (SDGs) is one of the key areas of our country’s strategic cooperation with the United Nations.

Noting the role of preventive diplomacy in preventing conflicts, eliminating the causes that lead to conflict, establishing an atmosphere of trust among countries and creating positive conditions for effective cooperation among States on political, diplomatic, economic, social, environmental and other issues, Turkmenistan attaches particular importance to the activities of the United Nations Regional Centre for Preventive Diplomacy for Central Asia that are aimed at achieving those objectives in the Central Asian region.   27. In point of fact, terrorism as a phenomenon threatens to undermine the entire system of global security and its political and moral foundations. We strongly condemn terrorism in all its forms and manifestations and recognize that the prevention of terrorism is one of the most important components of ensuring national, regional and global security. We welcome the important role of the United Nations in international efforts to combat terrorism. Supporting the efforts of the world community to create effective international counter-terrorism mechanisms. Turkmenistan therefore advocates the full implementation of the United Nations Global Counter- Terrorism Strategy. We believe that such work should be carried out everywhere — at the global, regional and national levels.

Guaranteeing international peace and security and protecting the legal and institutional foundations that are at the basis of the modern world order are the main task of the countries of the United Nations and of the largest international organizations, and that requires of them closer and more coordinated cooperation. The degree of effectiveness of such cooperation will in its turn largely determine the success of solutions to other global problems, including the environment, energy and food-related issues, combating terrorism, drug trafficking and other challenges. Today the effective and uncompromising struggle against terrorism has become the imperative of global development. It is clear that terrorism in all its forms is a deliberate challenge to the civilized world.

  30. The United Nations is a unique reflection of actual changes occurring in the world and it has clearly demonstrated the will and desire of States for cooperation within a stable environment. The strategic direction of reforms and the chosen path towards qualitative improvement in the work of the community of nations has become the defining vector of those changes. Turkmenistan views the reform of the United Nations as a road map towards the further strengthening and enhancement of its authority. We are convinced that the United Nations has always been and remains the most universal international structure and the most important guarantor of global stability, security and development. Turkmenistan will continue to cooperate more closely with the United Nations in the future with a view to helping it to fully display its enormous potential.

  31. 06-53615 36 Turkmenistan is a principled and determined participant in the struggle against the threat of terrorism. We regard terrorism in all its forms as a phenomenon that must be placed outside the framework of human civilization. We are convinced that in order to combat terrorism today we need the cooperation of all States, including with regard to such important issues as cooperation in the search for and extradition of the organizers and participants of terrorist acts, as well as their collaborators. Turkmenistan fully supports the efforts of the Secretary-General in elaborating a global strategy in the fight against terrorism and stands ready to provide practical assistance to the international community in its efforts in that direction.

Turkmenistan has demonstrated its existing potential and capabilities through its active cooperation with the United Nations in organizing major international forums and conferences to discuss pressing problems involving global and regional issues. Through practical multilateral dialogue we have become convinced that the prevention of potential conflicts requires early warning of emerging situations, a broad-based analysis and elaboration of preventive strategies.   33. Also, on 8 September, Turkmenistan, together with other States of the region, signed a treaty creating a Nuclear- Weapon-Free Zone in Central Asia. By these actions, our country is demonstrating in practice its firm commitment to the processes of disarmament and non-proliferation. In this connection we pledge our readiness to implement the initiative of the President of Turkmenistan — which was supported by the United Nations Secretary-General — to establish a United Nations regional centre for preventive diplomacy in Central Asia. All the necessary conditions and appropriate infrastructure are already available in the capital of our State — Ashgabat. The President returned to the Chair.

In Turkmenistan, this process is advancing in a natural way, thereby instilling in the people the sense that they are masters of their land and that they are responsible for their destiny and the destiny of their country. In terms of preserving peace and security, non-proliferation of weapons of mass destruction is one of the most acute problems on today’s global agenda. Our country fully supports efforts by the world community in this area and participates in their implementation, both at the national and international levels. We are taking concrete, practical steps in this direction. It should be especially emphasized that, at the end of October 2005, the People’s Council of Turkmenistan adopted a Declaration in support of the initiatives of international organizations against the proliferation of weapons of mass destruction.

In this regard, the Turkmen people possess a vast historical experience of democratic traditions, which are organically and progressively finding their way today into the social and political life of the country and are reflected in the continual enjoyment by citizens of their constitutional rights and freedoms. In this respect, 2006 was a significant year for Turkmenistan. In accordance with the decision of the highest representative body of Government, the People’s Council, our country held elections to local self- government on an open, democratic and competitive basis. As of now, this practice is being implemented at other levels of Government. In this, we see the basis for consistent and irreversible processes of democratization, with the ever-increasing involvement of citizens and public organizations in managing the country.

  36. It provides its people with free natural gas, electricity, water, salt and low, in fact, symbolic prices for bread, utilities and public transport services, gasoline and so forth. All this is a tangible result of the long-term programme of social and economic reform carried out in our country under the leadership of the Head of the nation. Under this programme, over 60 per cent of the State budget is allocated to social spending. As a democratic State based on the rule of law, Turkmenistan is unwaveringly implementing the highest principles allowing people to express their will.

  37. Therefore, our country devotes great attention to maintaining most close contacts with offices of United Nations specialized agencies, whose importance is continually growing today. One of Turkmenistan’s main achievements since independence has been the primacy of the principle whereby each nation has the right to chose its own path of development and acceptable form of State system. This is an essential condition for stability and sustainable and progressive development in all spheres of society. Today, independent and neutral Turkmenistan is confidently advancing along its chosen path. Annually, our country’s economic growth surpasses 20 per cent, with the volume of production per capita exceeding $8,000. Turkmenistan is celebrating its 15th anniversary as a State that has guaranteed its own food independence.

  38. We also support initiating more effective and constructive dialogue between the Security Council and the General Assembly. We believe that progress will continue in the reforms started at the United Nations. Turkmenistan also welcomes expansion of the number of States represented in United Nations structures and institutions, while emphasizing the importance of geographical distribution; this is in line with the basic values of our Organization. We firmly believe that it is essential to carry out this task; it is made necessary because of the objective processes of international development, increasing interaction among States and increased need for combining regional and global problems. The United Nations is the most important international structure, where comprehensive account has to be taken of all factors underlying the processes in the world. Turkmenistan advocates strengthening the role of the United Nations and its major bodies, when decisions concerning the most pressing problems of today are taken. In this context, our country supports expansion of Security Council membership on the basis of the greatest possible agreement among United Nations Member States.

Turkmenistan welcomes efforts by the United Nations, the General Assembly and the Security Council aimed at achieving goals of sustainable development, as well as meeting the challenges set by the 2005 Summit, which determined how the world community should address the most pressing problems affecting stability, humanitarian issues and strengthening and improving the work of the United Nations. We believe that the tangible results of the collective efforts aimed at finding the best ways for the United Nations to proceed include such practical steps as the establishment of the Peacebuilding Commission, creation of the Human Rights Council and other constructive steps. During the more than 10 years that have passed since the adoption by the General Assembly of the resolution on the permanent neutrality of Turkmenistan on 12 December 1995, our State has demonstrated in practice the fundamental nature of peace-loving and humanist principles that have formed the basis of Turkmenistan’s policy since the day it acquired its independence.

Allow me to express my sincere gratitude for the honour of speaking from this high rostrum and to convey on behalf of Turkmenistan’s President, Saparmurat Niyazov, the best wishes for peace, well- 06-53615 34 being and prosperity to all the peoples of all countries. Permit me also to congratulate Madam Haya Rashed Al-Khalifa on her election to the lofty and responsible post of President and wish her success in guiding the fruitful work of the sixty-first session of the United Nations General Assembly. Neutral Turkmenistan, which marks the fifteenth anniversary of its independence this year, builds its relations in the international arena upon the principles of equal rights and mutually beneficial cooperation with all States and international organizations.

  45. Under the decree of the President of Turkmenistan, more than 16,000 of them received citizenship or residence permits. We welcome efforts of the Secretary-General of the United Nations, Mr. Kofi Annan, aimed at strengthening the United Nations. We are grateful to the United Nations, its Secretariat, its specialized agencies such as the United Nations Development Programme, the United Nations Children’s Fund, the United Nations Population Fund, the World Health Organization and others, who have coordinated and provided invaluable assistance to the development of our State. Turkmenistan along with many other States has high hopes in the United Nations and calls for its strengthening and the broadening of its role in the world.

  46. An important 34 measure in this area has been Turkmenistan’s declaration of its status of a permanently neutral State, and this has been approved by the General Assembly. Turkmenistan has assumed its international obligations in that connection and has fulfilled them over the past 10 years. These obligations are incorporated in the constitutional laws on the neutrality of Turkmenistan and on its international obligations in the field of human rights. In 1999 we abolished the death penalty. Turkmenistan has adopted specific political, economic and social measures for the protection of the rights of refugees, who arrived in our country between 1991 and 1997. During this period, about 20,000 refugees from Tajikistan, Afghanistan, Armenia and other countries arrived to Turkmenistan.

  47. Public associations and professional and artistic unions play an active role in determining the economic, social and cultural policies of the State. Turkmenistan has historically respected religious freedom for its citizens and strictly respects generally recognized international norms and principles in the area of freedom of worship. As a result, more than 100 religious organizations are registered in Turkmenistan. The State guarantees the freedom of religion and belief, the equality of faiths before the law and the right of everyone independently to determine his or her relationship to religion. Turkmenistan recognizes the primacy of universally recognized norms of international law and has joined or ratified the fundamental international instruments in the area of human rights.

For many centuries, our country has been a crossroads of routes between East and West and South and North and has been a key link in the Great Silk Road, which served as a road of peace and dialogue for cultures for almost one and a half thousand years. This led to the creation of a special spiritual atmosphere in our Turkmen land, and it is not accidental therefore that the national mentality of the Turkmens was generated in its essence as internationally oriented, seeing the individual as the supreme value, and rooted in openness, tolerance, respect for the culture of other peoples and natural peacefulness. The political system of the State recognizes the important role played by civil society.

  49. The country has achieved wide immunization coverage, which has led to a significant reduction in infectious diseases among children. A lot of work is being carried out in the areas of maternal and child health, education and social protection. In Turkmenistan, we are the fourth country in the world to be recognized by the United Nations as a State that has introduced universal iodization of salt in accordance with accepted international standards. In this connection it has been noted that our country consistently carries out its obligations, not only with regard to iodine deficiency but also with regard to the micronutrients that are needed for the development of a growing child’s body.

Citizens are guaranteed ownership of comfortable well-designed homes on financially attractive terms, with loans extending over a 15-year period and the future homeowner’s employer paying 50 per cent of the costs. Thanks to free education and good access, the country has a high level of education and literacy. Turkmenistan has achieved success in other areas, in particular the protection of the rights of children and the defence of their interests. This is a clear confirmation of our tireless fulfilment of our obligations under the Convention on the Rights of the Child. Working with the United Nations Children’s Fund, in 2000 we successfully implemented a programme for the protection of mothers and children, the comprehensive development of children and the promotion and well-being of the youth.
