3. “It is incumbent upon the Council to ensure the full protection of the Palestinian people. As long as the international community and the Council remain paralysed, the apartheid regime will continue its dastardly actions against the people of Palestine with impunity. Israel must therefore be held accountable for its horrendous crime and deliberate breach of numerous laws and resolutions. 4. “This provocative act is simply outrageous and undermines efforts towards the peaceful resolution of the question of Palestine. It is clearly another effort by Israel to assert its sovereignty over the Holy City and change the historical and legal status quo at the holy sites in Jerusalem. Malaysia calls upon the international community to urge Israel to fully respect resolution 2334 (2016), which condemns acts of provocation and incitement. Such behaviour must not be condoned under any circumstances, as it jeopardizes the long-standing goal of a sovereign Palestinian State, which the international community has been relentlessly pursuing. It is imperative that the Council view that provocative and inflammatory action seriously. Affirmative action by the Council is therefore crucial.”

5. “At the outset, Malaysia would like to thank you, Mr. President, for convening today’s open debate. We also thank Mr. Tor Wennesland for his briefing. The update that we have heard today is extremely concerning. It mentioned, among others, the continued killing of the Palestinians, the demolition of houses and schools, the expansion of illegal settlements and attacks by illegal settlers. Last year was one of the deadliest, with more than 230 lives lost, including those of innocent children. We are barely in the new year, and already 14 Palestinians have been killed, including 4 children. Malaysia reiterates its condemnation of the continued atrocities and abuses committed against the Palestinians by the Israeli regime. Malaysia is equally appalled by the recent incursion into Al-Haram Al-Sharif by an Israeli minister on 3 January.”

6. “Malaysia reiterates the importance of a reporting mechanism that is credible, independent, impartial, objective and transparent. We regret that Israel, the occupying Power in Palestine, is not listed in the annex to the report, despite its indiscriminate killing of and violence against thousands of Palestinian children in the occupied Palestinian territory. We emphasize the need to hold Israel accountable for its apartheid crimes and grave human rights violations and support the Secretary-General’s recommendation for listing Israel in annexes to future reports. Children are society’s most precious asset, as they are our future. Let us all work together to ensure that children around the world affected by armed conflict are given the enormous consideration and attention that they truly deserve.”

7. “Secondly, we echo the Secretary-General’s proposal that the Security Council ensure that child- protection provisions and capacities are included in all relevant mandates of United Nations peacekeeping operations and special political missions and that data and capacities related to child protection are preserved and transferred during mission transitions. Lastly, it is important that all States become party as soon as possible to the Optional Protocol to the Convention on the Rights of the Child on the involvement of children in armed conflict, and that they endorse and implement the Safe Schools Declaration and the Vancouver Principles on Peacekeeping and the Prevention of the Recruitment and Use of Child Soldiers.”

8. “That in turn will help to strengthen monitoring, reporting and responding to the abduction of children in armed-conflict settings. In that regard, I would like to focus on three central aspects that Malaysia considers of particular importance. First, it is crucial to develop practical guidance on data collection involving the denial of humanitarian access. Such efforts will help standardize and support the work of the country task forces on monitoring and reporting for the Monitoring and Reporting Mechanism.”

9. “It is also alarming to note that a total of 36 parties to conflicts around the world — State and non-State actors alike — have failed to put in place measures to improve the protection of children pursuant to the relevant Security Council resolutions. Those distressing trends demand concerted action on the part of all the parties concerned. Malaysia commends the work of the Office of the Special Representative of the Secretary-General for Children and Armed Conflict and of UNICEF in publishing the guidance note on abduction in April. It will help country task forces with monitoring and reporting, as well as their equivalents in non-monitoring-and- reporting-mechanism situations and their partners in implementing the relevant Security Council resolutions.”

10. “Malaysia would like to thank Brazil for organizing this important meeting. We also want to thank Special Representative of the Secretary-General Virginia Gamba de Potgieter and the other briefers for their valuable contributions to this debate. Malaysia is committed to promoting and safeguarding the rights and well-being of children in armed conflict, which was reflected in our initiative in introducing resolution 2225 (2015). While the latest report of the Secretary-General (S/2022/493) reports a decrease in the number of grave violations in comparison with the 2021 report (S/2021/437), the number remains alarmingly high at more than 20,000 cases. We are appalled by the spike in the cases of abduction, which have increased by more than 20 per cent compared to last year, with a 41 per cent rise in the abduction of girls.”

Malaysia maintains its firm position that only a negotiated political solution based on internationally agreed parameters, international law and the relevant United Nations resolutions can lead to durable peace. 13. “Continued inaction on the part of the international community has emboldened the occupying Power and the settlers. Malaysia calls on the international community, particularly the Security Council itself, to act by ensuring accountability for the perpetrators. Israel’s systematic and continued oppression of Palestinians, and its discriminatory policies, are tantamount to crimes of apartheid. Its continued attacks on civil-society organizations reporting on human rights violations in the occupied Palestinian territory are an affront to international law, international human rights law and peace. The international community must protect and continue to support human rights defenders in carrying out their important work of protecting the rights of the Palestinian people living under military occupation.”

14. “I thank you, Madam President, for convening this open debate. The situation on the ground in Palestine remains deeply concerning. In 2021, 345 Palestinians were killed, including 86 children. Israel’s illegal settlements, home demolitions, evictions and forced transfers have also continued unabated. Last year 902 homes were destroyed and 1,203 Palestinians were displaced, the highest figures since 2016. So far in 2022 Israel has demolished 35 structures, displacing 53 Palestinians in violation of international legal obligations. Those numbers are appalling. Malaysia is also extremely concerned about the increase in violent attacks by Israeli settlers. As the occupying Power, Israel has an obligation under international law to protect Palestinians and their property from violent attacks.”

ASEAN is currently finalizing its Regional Plan of Action on Women, Peace and Security. Malaysia remains convinced that women’s participation is key to the success and longevity of peace processes. 17. “It is appropriate that the number of women peacekeepers deployed to conflict and post-conflict areas is increasing to ensure that peacekeeping operations are more gender-responsive. Malaysia itself is steadily increasing the number of women peacekeepers it deploys annually and hopes to reach by 2028 the targets outlined by the United Nations concerning the proportion of women peacekeepers. That is reflected in our latest deployment under the United Nations banner in Lebanon, where our contingent, which includes 85 female personnel, has the largest number of women peacekeepers.”

18. “Malaysia fully supports that agenda through its consistent financial contributions to UN-Women in its endeavour to promote women’s meaningful participation and the integration of gender perspectives into peace and security processes. Malaysia also co-sponsored resolution 2538 (2020), on women in peacekeeping, in line with our commitments to the women and peace and security agenda and the Action for Peacekeeping initiative. We believe that the presence of women peacekeepers in conflict zones can contribute positively to promoting inclusivity in efforts to pursue sustainable peace and development, and we are cognizant of the fact that conflicts affect women disproportionately more than men.”

19. “In conflict areas, the socioeconomic impacts that women and children were already suffering have only grown worse during the pandemic. Attacks on those who are dedicated to achieving peace inflict a great setback that undermines the objectives of resolution 1325 (2000) and subsequent resolutions. In that regard, we call for those who perpetrate such attacks against women in peace processes to be held accountable. Malaysia also believes there is a need to intensify efforts to promote and ensure women’s full and equal participation in peace and security processes, as a prerequisite to achieving sustainable peace. Malaysia therefore calls for Member States, in advancing the women and peace and security agenda, to take greater efforts and initiatives that are women- centred and include gendered analysis.”

20. “Malaysia thanks Norway for convening this open debate on women and peace and security. We also thank the briefers for their insightful presentations. We recognize the crucial role of women in efforts to build sustainable peace; therefore, the issue of violence targeting women in peace and security processes is indeed an important issue to address. Malaysia condemns all forms of violence against women. We are deeply concerned about the reports of violence, intimidation and reprisals faced by women peacebuilders, civil society representatives and human rights defenders. Such reports are disturbing, particularly at a time when the coronavirus disease pandemic has already significantly and negatively impacted women.”
