My Government supports the efforts of the Special Envoy of the Secretary- General for Yemen to reach a full ceasefire and begin a comprehensive political process to reach a solution based on the three terms of reference: the Gulf Cooperation Council Initiative and its implementing Mechanism, the outcomes of the Yemeni National Dialogue Conference and resolution 2216 (2015). Among all the challenges in the Arab region, the Iranian regime’s hostile behaviour represents a serious and major threat to the security and stability of the region and to the future and prosperity of its peoples as a result of the ideologies of hegemony and exclusion espoused by the Iranian authorities.

We reiterate our full right to take all the measures necessary to protect the security and stability of the territory, citizens and residents of Saudi Arabia from any terrorist attacks, in accordance with its obligations under international law. The Iranian-backed Houthi militia bears the responsibility for the repercussions of the Yemeni crisis and the worsening of the humanitarian situation. In a particularly heinous crime against humanity, medical supplies and food aid have been prevented from entering by closing the only road leading to the district, which suffers from shortages and deficits of all kinds of basic daily needs due to the blockade. Saudi Arabia expresses its sorrow and anger that, even as this meeting is being held today, the Security Council has stood by helplessly, unable to issue a statement condemning those attacks and practices, which calls into question the effectiveness of the Council and its ability to fulfil its role. My country calls on the Council to take the necessary and decisive steps to prevent the Houthis from endangering civilian lives.

  5. A just and comprehensive peace is the strategic choice, not policies of fait accompli and brute force. My Government condemns the brutal terrorist attacks by Iranian-backed Houthi militias on civilians and civilian sites in the Kingdom of Saudi Arabia, including the attacks on Abha and Jazan airports, which resulted in civilian casualties of various nationalities. That was a continuation of the approach taken by those militias against civilians since the beginning of the conflict. More recent examples include the siege and starvation since last September of more than 37,000 civilians in the district of Abdiyah, Ma’rib governorate, most of them women, children and older persons. The sole hospital was targeted with ballistic missiles. The district has been constantly bombed with heavy weapons and drones.

My country reiterates its consistent approach and firm position towards the Palestinian issue and its solidarity with the Palestinian people in their quest for a just and comprehensive solution to their cause in accordance with internationally recognized resolutions and the Arab Peace Initiative, adopted by the Council of the League of Arab States in 2002, which calls for the complete withdrawal of Israel from all Arab territories occupied since 1967 and the establishment of an independent Palestinian State with Jerusalem as its capital. The Kingdom of Saudi Arabia reiterates its call on the international community and the Security Council to stand firm against these Israeli policies and to move the peace process forward to reach an agreement that restores the Palestinian people’s legitimate rights.

My country has consistently emphasized those principles and was among the first States to take such a practical approach in dealing with issues and conflicts in order to reach the goal for which the United Nations was established, that is, the maintenance of international peace and security.

My country’s Government calls for the international community to cooperate to address the threat posed by the policies of Iran to international peace and security with a comprehensive approach that includes not only its nuclear programme but also its expansionist and aggressive activities — including its military and logistical support to terrorist militias — and brings an end to its activities that threaten the security and stability in the region in Yemen, Syria, Lebanon and other Arab States. Failure to confront these activities will encourage Iran to move forward with its destructive policies. The Kingdom of Saudi Arabia believes in the principle of dialogue and the peaceful resolution of problems and disputes. However, it believes that the calls for dialogue should be accompanied by a halt to threats and hostile acts on the ground.

Perhaps the best indication of that is its appointment of a military man who is a member of the Iranian Revolutionary Guard as its ambassador to the Houthi insurrectionist militia, in a flagrant violation of resolution 2216 (2015), the relevant international laws and diplomatic norms.

  12. We call on the Security Council to stand firmly against Houthi violations of the relevant Security Council resolutions and repeated attacks against the territory and population of Saudi Arabia. The Kingdom is also continuing its efforts to end the suffering of the brotherly Yemeni people and support the Yemeni economy. It has put forward numerous initiatives and measures to support and improve economic and humanitarian conditions in Yemen. Since the beginning of the crisis, the Kingdom has provided Yemen with some $17 billion. By contrast, Iran continues to pose a major threat to stability all over the region, including in Yemen. Its intervention in Yemen has directly contributed to the obstruction of United Nations efforts to reach a political solution.

It also condemns the terrorist attack on Ma'ashiq Palace. These terrorist acts are aimed not only at the Yemeni Government, but squarely at the hopes and aspirations of the brotherly Yemeni people. They are an attempt to undermine the Riyadh Agreement, which Yemenis adopted to unite ranks, restore normality, security and stability, and reach a comprehensive political solution in Yemen.

Those forces are pursuing their expansionist agendas and seeking to extend their influence without regard to the adverse consequences of their hostile policies on the States of the region, through the use of armed militias, terrorist groups and sectarian divisions. Unless these issues are addressed, the region will be unable to move forward to a better future for its peoples, who are suffering the agonies of divisions, conflict and war. The Kingdom of Saudi Arabia is founded on a great legacy of principles and constant elements that underpin its foreign policy, at the top of which is its permanent ambition to achieve peaceful solutions to conflicts, while preventing their escalation by undertaking mediation efforts in order to achieve that noble objective. The Kingdom affirms its commitment to peace as a strategic choice, its concern for the territorial integrity, sovereignty and integrity of Arab lands, and its refusal to accept anything that harms the stability of the region. The appreciation it receives from various States for its capacity-building has been increasingly noted. The Kingdom is committed to providing the necessary political support and guidance for the Centre to achieve its desired objectives. The Kingdom reiterates the importance of promoting dialogue, understanding and cooperation among religions, cultures and civilizations for peace and harmony in the world, and welcomes all regional and international initiatives and efforts to achieve that end. My country affirms its commitment to strengthening international cooperation in the fight against terrorism. The Kingdom believes that a comprehensive approach is necessary to combat terrorism. In that regard, we note the essential role played by the United Nations Counter-Terrorism Centre, which the Kingdom has been providing with financial support since its founding.   24. I also stress that terrorism constitutes a violation of international law, including international humanitarian law and international human rights law, and in particular the right to life. Terrorist acts threaten the integrity, stability and national security of States. I reiterate that the Kingdom respects the sovereignty, territorial integrity and political independence of all States in accordance with the Charter of the United Nations, and stress that terrorism should not be linked to any particular religion, race, creed, value system, culture or civilization. The Kingdom strongly condemns any attempt to link Islam to terrorism for the benefit of specific interests and to invite hatred of religion, intolerance and hostility against Muslims.

I also welcome Tunisian Foreign Minister Othman Jerandi and express our appreciation to the Permanent Mission of Tunisia to the United Nations for convening this Security Council ministerial meeting on the twentieth anniversary of resolution 1373 (2001) and the establishment of the Counter-Terrorism Committee (CTC), including trends, challenges and opportunities. I should also like to emphasize that the views of Saudi Arabia align with those of the Organization of Islamic Cooperation (OIC). It rejects terrorism in all its forms and manifestations, regardless of motives, the identity of the perpetrator and the place where it is perpetrated.
