Allow me at the outset to congratulate you, Mr. President, on the assumption by Viet Nam of the presidency of the Security Council for this month and express my country’s appreciation for your outstanding efforts. We wish you every success. This past 17 April marked the commemoration of the Day of the Palestinian Prisoner, which reminds us of one example of the hostile Israeli policies against the Palestinian people that have played the most prominent part in undermining the peace process and the two-State solution. The most recent such example was the attack by Israeli forces on the blessed Aqsa Mosque and worshippers in its courtyards. That incident constitutes an assault on the sanctity of holy sites, human rights instruments and the relevant United Nations resolutions.

The Kingdom is one of the leading countries in terms of the speed of its response and in helping people all over the world; as a result, it is one of the largest aid donors in the world. There will be no development without genuine peace, commitment to international laws and norms, and the resolution of conflicts through peaceful diplomatic means to avoid wars and conflicts, the most prominent consequences of which are poverty, hunger and displacement.

  8. In Afghanistan, conflicts have worsened food insecurity, which affects a large proportion of the Afghan people. Saudi Arabia, through the King Salman Centre, has been instrumental in providing displaced Afghans with food assistance, through 16 projects costing approximately $11 million.In Somalia, through 53 projects carried out by the King Salman Centre at an estimated cost of $95 million, Saudi Arabia has helped to alleviate food insecurity and malnutrition, which have been aggravated by escalating violence, conflict and such natural disasters as drought. In South Sudan, the King Salman Centre, in cooperation with the World Food Programme, has implemented three food security projects at an approximate cost of $370,000. It has also provided food assistance in north-eastern Nigeria and the countries of the Sahel.

Saudi Arabia has implemented various projects related to food security in Yemen and continues to provide assistance in that regard by supporting the humanitarian response plans of United Nations organizations for the country. Most recently, it provided $430 million in support of the 2021 plan. Saudi support for Yemen since the beginning of the crisis has amounted to more than $17 billion. Food security and nutrition have been greatly affected by the outbreak of conflicts in Syria. Through the King Salman Humanitarian Aid and Relief Centre, Saudi Arabia has played a major role in providing food assistance to Syrians, both in Syria and in the refugee-receiving countries of Jordan and Lebanon, on the basis of humanitarian needs and the areas affected. In total, 75 projects have been implemented, at an approximate cost of $152 million.

  10. The result has been a continuous deterioration in the living situation of Yemenis, a lack of basic services for civilians and an increase in the number of displaced persons in the country. The displacement crisis in Yemen remains a cause for the utmost concern, as the Iran-backed Houthi militias continue to drive people out of their areas, rob their houses at gunpoint and destroy their homes. Most recently, the militias attacked Ma’rib, which hosts a large number of internally displaced persons. In order to stop this ongoing aggression, the international community must make a concerted effort, and pressure must be applied by the United Nations and international organizations whose assistance to the Yemeni people has been looted and destroyed by the militias.

With regard to food security and nutrition, Saudi Arabia has implemented and continues to implement relief and humanitarian projects to mitigate famine and the deterioration in the food situation in many countries. Since the beginning of the coup by the Iran-backed Houthi militias, the Republic of Yemen has experienced a decline in economic and living conditions, and has suffered human and material losses because of the militias’ military operations, indiscriminate bombardment and laying of mines, as a result of which Yemenis have left for other regions and provinces to avoid the Houthi aggression. Despite many peace initiatives, the ceasefire and the agreements on Yemen, the Houthis have persisted in their aggression and continue to violate truces and peace agreements, and to refuse to observe the ceasefire.

I wish you and the United States presidency of the Security Council this month every success. Many countries around the world are experiencing sharply declining food security and severe malnutrition owing to drought and other natural disasters that have reduced food production. Military conflicts are among the most important causes of displacement, hunger and malnutrition for many people. The Saudi humanitarian response has had and continues to have a significant effect on alleviating hunger and malnutrition.

  13. It has hosted Iranian leaders on several occasions in order to search for solutions that would make it possible to foster neighbourly relations and mutual respect. Time and again, the world has seen the regime reject those endeavours and persist with its policies of sabotage and its acts of destruction in order to undermine the security and stability of regional States. The end goal cannot be dialogue for its own sake; it can only be dialogue for the sake of effective solutions. That can happen only if Iran takes measures to instil confidence in its intentions and actions; if it undertakes to respect international laws and instruments and the resolutions of the Security Council; if it refrains from intervening in the internal affairs of neighbouring States; and if it stops supporting armed groups and militias.

It urges the Security Council to assume its responsibility by ensuring that its resolutions on Yemen are implemented, and by working to bring an end to the destructive interference of Iran in Yemeni affairs. Iran has provided military and material support to the Houthi militias in order to foment conflict and advance its expansionist project in the region. Iranian officials have boasted of their support for S/2020/1055 the Houthi militias. Most recently, Iran sent an ambassador to the militia, which is not recognized. Our experience with the Iranian regime has taught us that piecemeal solutions and appeasement will not put a stop to its threats to international peace and security. My country has tried to make peace with Iran. Over the decades, it has engaged with Iran in a spirit of goodwill and openness.

  15. The Houthi coup militias continue to demonstrate their extremist designs on the Yemeni people, which is in the sixth consecutive year of a disastrous war. The evidence is clear. The coup militias have continued to ramp up their military campaign, using missiles and drones to target my country, and they have rejected every ceasefire initiative. They have also used the oil tanker FSO SAFER as a bargaining chip with which to extort the international community, ignoring the threat which the tanker poses to the marine environment and international commercial navigation lines. Saudi Arabia supports the efforts of the United Nations to find a comprehensive political solution in Yemen, in accordance with resolution 2216 (2015), the Initiative of the Gulf Cooperation Council and the outcomes of the National Dialogue Conference.

My country condemns the ongoing Israeli violations and categorically rejects all the futile and illegal Israeli policies, practices and plans aimed at expanding settlements, entrenching racial discrimination and erasing the national identity of the Palestinian people, including, most recently, the decision taken by Israel to build some 5,000 new settlement units in the West Bank. Finally, toxic gases and black clouds emanating from the spill would cause damage to agricultural lands and farms in the vast area of both Yemen and Saudi Arabia — irreversibly damaging fruits, grains and vegetables and causing a massive internal displacement of people throughout the affected areas. The Kingdom of Saudi Arabia condemns the irresponsible actions of the Houthi militia, who have caused this situation in the first place. The Houthis continue to use this potential disaster to blackmail the world into fulfilling their political ambitions without regard to the well-being and safety of the Yemeni people and the region as a whole. The Security Council has already asserted the need to confront the risks associated with this situation and has warned against the catastrophic consequences that would result if it remains unresolved.

  22. This dangerous situation must not be left unaddressed and the Security Council bears primary responsibility for securing the safety and security of the area. The dangers emanating from the current situation include the possibility of an oil spill of millions of litres, which is far larger than the volume of the infamous Exxon Valdez disaster that took place in Alaska in 1989. In addition, the port of Al-Hudaydah could be closed for several months, leading to severe shortages in the supply of fuel and other essential needs to the people of Yemen. The fishing industry in the region would also be gravely harmed and would take years to recover. Moreover, marine life, the environment and the shores of my country would be seriously and adversely affected.

  25. Saudi Arabia condemns all Israeli attempts to annex more occupied Palestinian territories in the West Bank and the Jordan Valley. Those attempts by the occupying authorities constitute a serious violation of international law and relevant Security Council resolutions and would eliminate all chances of a lasting and comprehensive peace.   26. Saudi Arabia has also provided $4 million in in-kind support to the State of Palestine and $3 million in financial support to Somalia and is preparing to extend support to many other countries. At a time when our world is witnessing an unprecedented challenge that knows no international borders, and in view of the danger that challenge poses to societies and peoples, especially those that are under the yoke of occupation and settlement-building, the occupying Israeli authorities continue to pursue their settlement-building policy in the occupied Palestinian territory.   27. My country also supported the Secretary-General’s call for a global ceasefire amid the novel coronavirus disease epidemic. On 26 April, the Kingdom announced that it would contribute $500 million to support international efforts to respond to the COVID-19 pandemic, specifically allocating $150 million to the Coalition for Epidemic Preparedness Innovations, $150 million to Gavi, the Vaccine Alliance, and $200 million to support WHO in its global fight against the epidemic. At the regional level, my country has made great efforts to support and assist fraternal and friendly countries in fighting the spread of the epidemic, providing WHO with $25 million in support of its efforts to combat the COVID-19 pandemic in Yemen.

Thanks to the Kingdom’s efforts at the international level, the Group of 20, chaired by King Salman Bin Abdulaziz Al-Saud, held an extraordinary virtual summit on 26 March, at which participating States and organizations were called upon to make every effort possible to address the pandemic; the Group of 20 has taken unprecedented measures and decisions in support of the global economy, including an infusion of $7 trillion into the global economy; international cooperation has been strengthened as a result of the Kingdom’s work with international organizations, namely, the World Health Organization (WHO), the International Monetary Fund, the World Bank Group and multilateral and regional development banks; and a donation in the amount of $10 million was made by the Kingdom to the WHO fund in order to help countries with fragile health-care systems.

  35. We stress that the Coalition must be provided with sufficient information regarding the allegations made against it in the report in order to conduct the relevant investigations. My country values the major role the Secretary-General plays in ending and resolving armed conflicts, and his efforts to strengthen the protection of children in times of conflict. The Coalition to Support Legitimacy in Yemen has been responsive to the Secretary-General’s recent call for a ceasefire in Yemen, and Saudi Arabia has supported the Secretary-General’s call for a global ceasefire in the light of the coronavirus disease pandemic, as well as the efforts of his Special Envoy for Yemen to push forward the political process.

Ongoing proactive engagement with the Special Representative of the Secretary-General on Children and Armed Conflict has resulted in the signing of a memorandum of understanding with the United Nations and the development of an action plan. Additional preventive measures are being taken to protect children in the ongoing armed conflict in Yemen. In that regard, we affirm our support for the mandate of Ms. Virginia Gamba de Potgieter, Special Representative of the Secretary-General on Children and Armed Conflict, and we look forward to continuing constructive cooperation between her and the Coalition to develop mechanisms for the protection of children in the armed conflict in Yemen.

It is a testament to the Coalition’s commitment to protecting children and the effectiveness of its significant and ongoing measures to strengthen the protection of children in the conflict in Yemen in accordance with international standards. The most notable of these measures are as follows. A child protection unit has been established to develop mechanisms to strengthen the protection of children in armed conflict and meet obligations under international law. Children recruited by Houthi militias are cared for and provided with health and psychological support prior to being handed over to the Yemeni Government to be reintegrated into society. Support is provided to the Yemeni Government’s programmes in Yemen to rehabilitate children prior to their being returned to their families.

I reiterate my country’s commitment to international law and international humanitarian law and its determination that all measures possible should be taken to protect children in armed conflicts. My country welcomes the removal of the Coalition to Support Legitimacy in Yemen from the list annexed to the 2020 report of the Secretary-General on children and armed conflict (S/2020/525) of parties that have not put in place adequate measures to improve the protection of children. That development is a reflection of the ability of Coalition countries to provide a model for protecting children during armed conflicts.

The Kingdom of Saudi Arabia emphasizes that protection of civilians and children, especially in armed conflicts, is of the utmost importance. That occupation’s atrocities against the defenceless children of Palestine — which include murder, displacement, imprisonment and torture — demand a strong and firm stand by the international community and the Security Council. Thirdly, we must invest in efforts to help children who face social neglect as a result of such practices. They must be provided with the necessary health, psychological and social support through rehabilitation and integration programmes, and guaranteed access to uninterrupted education during conflicts. Education provides victims with alternatives. It enables children and young people to acquire the skills and achieve the economic security necessary to break the cycle of violence.

  41. Measures should also be taken against the States that back such militias, support them with money and weapons and fuel them with extremist ideas to spread their destructive ideologies. Such practices end up implanting violent extremist tendencies in many of those innocent children and the communities to which they belong. Secondly, the occupation of States should be condemned. Such occupations engage in brutal practices towards civilians and children. They violate their rights, deprive them of their freedoms and impose painful realities on those children and their communities. It is important to hold occupiers accountable and compel them to desist from their violations and comply with the relevant international terms of reference. The practices of the Israeli occupation authorities are the most egregious example.

Strengthening the protection of children in armed conflicts can be used as a peacebuilding tool to address the negative effects of those conflicts on children, thereby contributing to transforming the present situation of the affected societies into a more stable future. The Kingdom of Saudi Arabia therefore believes that the protection of children in armed conflicts around the world is the shared responsibility of all parties in the international community, and calls for collective confrontation and concerted efforts to address the ramifications of armed conflicts for children. These efforts should be crystallized by taking a number of important steps. First of all, strict and effective measures should be taken against armed militias that use children as human shields or recruit them and force them to become involved in armed conflicts.

At the outset, allow me to congratulate you, Sir, on the assumption by France of the presidency of the Security Council for the month of June, express my delegation’s support for your tireless efforts in managing the Council’s work and wish you continued success. The issue of the protection of children in armed conflicts is acquiring ever greater importance. Such protection could help to break the cycle that perpetuates these conflicts in the long term. It is all the more significant given the role that today’s children will play in building their homelands and societies and bringing about their future stability and prosperity.
