Urgent and concerted efforts are required to address these challenges, enhancing resilience and building sustainable solutions for the well-being of the population, in the face of a changing climate. Climate change is exacerbating existing vulnerabilities in South Sudan, affecting not only the environment but also the health and economic stability of communities. Rising temperatures contribute to the spread of diseases, while shifts in precipitation patterns affect agricultural productivity. “Our commitment to ensuring a peaceful and inclusive transition within our nation remains steadfast. The Republic of South Sudan acknowledges the concern about conflict-related sexual violence, and we condemn those abhorrent acts and are committed to robust and immediate action to address and prevent further instances of such violence. In order to combat conflict-related sexual violence, we have undertaken comprehensive strategies, including strengthening our legal framework to ensure that perpetrators are held accountable. Specialized courts and mechanisms have been established to handle cases with the gravity they deserve. “On the same note, on 15 November, the South Sudanese Government deployed 750 necessary unified forces personnel to Upper Nile State, in another step towards a peaceful transition in line with the road map. While we recognize the challenges highlighted in the reconstituted Joint Monitoring and Evaluation Commission’s recent quarterly report, we are actively working to address critical pending issues. Specifically, we are focused on matters related to the permanent constitution and transitional security arrangements. “We also welcome the Secretary-General's call for the appointment of a civilian deputy head of Mission, which would enhance the ongoing efforts of the local chiefs and the people of Abyei towards reconciliation and development. My Government would like to bring to the attention of the Council, in regard to visa issuance, the fact that article 34 of the two status-of-forces agreements signed by the United Nations - with the Sudan on 1 October 2012 and with South Sudan on 12 November 2012, respectively - states that either South Sudan or the Sudan can issue visas. My Government stands ready to facilitate and issue entry visas for those who need to enter Abyei.”

We want to urge that the United Nations Interim Security Force for Abyei (UNISFA) presence extend beyond the current areas of operations in the Abyei box in order to allow for the return of the civilian population to their homes. That objective will not be achieved if the troop ceiling is reduced. “This is what led the Security Council and the African Union Peace and Security Council to deploy UNISFA to facilitate the return and resettlement of the displaced Ngok Dinka communities into their areas. We believe that paragraph 16 of resolution 2445 (2018), which is the same as paragraph 17 in the resolution 2469 (2019), answers the issue of the joint police by permitting UNISFA to facilitate the coordination of the Juba administration in Abyei and the Misseriya administration in El-Muglad so as to deal with security matters that arise in the area until the final status is determined. One of the core principles of peacekeeping is the consent of Member States. We therefore urge the Council to respect this important rule, especially when dealing with the deployment of peacekeepers.”

“Upon the recommendation of the Secretary-General contained in his report (S/2019/319), the Security Council requested provision of services from United Nations agency, programmes and funds for the Ngok Dinka populations that are returning to their villages, which can only be delivered through a deputy head of mission, a civilian, acting as liaison. We therefore welcome the request in resolution 2469 (2019) for the Secretary-General to appoint one. However, we regret that the resolution did not call for the release of the report on the assassination of the Ngok Dinka Paramount Chief, Bulabek Deng Kuol, and the peacekeepers. The joint police experience in Abyei has failed twice as seen in the double displacement of the Ngok Dinka communities, in 2008 and 2011.”

“We would like to thank the penholders for their tireless efforts and support, and the members of the Council for the consultations we had with all of them. It is an experience we should carry forward not only in matters relating to South Sudan and the Sudan but possibly for other issues on the Council's agenda. Even if UNISFA is an interim security force, we are dealing with an issue that is not interim. It has been on the horizon for many years, but the many agreements reached to resolve it have been dishonoured.”
