The call on the United Nations to intervene in order to protect civilians and those under Israeli occupation has been, and continues to be, at the very heart of the statements by many Member States, particularly under the item that we are debating today. “It is carrying out its constitutional duty to restore security and stability and to protect our people from the terrorism that is targeting the Syrian State and the Syrian people. “The Council's silence in the face of Israel's violations of international law, international humanitarian law and human rights law has led Israel to believe that it is above accountability, and it has therefore persisted in its aggressive policies, threatening international peace and security and undermining the principles and rules of international law. It is regrettable that some States have once again exploited this meeting to reiterate their allegations relating to the situation in my country, in order to disrupt the ongoing developments with regard to the delivery of humanitarian assistance and the ongoing Geneva II talks. Despite our objection to such methods, we stress that the Syrian Government is more concerned than anyone else for its own people.”

“Thirdly, the issue of protecting civilians in armed conflict cannot be settled except through full commitment to the principles of international law and the provisions of the Charter of the United Nations, foremost among them the principles of the sovereign equality of States and non-interference in internal affairs. Fourthly, it is utterly unacceptable for the topic of the protection of civilians to be taken up in an opportunistic manner, thus rendering it a tool to serve the political objectives and interests of influential States. The exploitation by some Member States of the issue of the protection of civilians, both within the Security Council and beyond, and the application of selective policies and double standards will only further detract from the role entrusted to the Security Council in the Charter.”

“It has been repeatedly exploited in the service of agendas that contravene the most fundamental norms of international law. My delegation has read the concept note (S/20l4/74, annex) presented by your delegation, Madam President, to guide today's discussion. We should like to underline the following fundamental points. First, preventative action - to prevent the outbreak of conflict and seek the rapid and peaceful settlement of crises - is the ideal means to protect civilians and avoid the scourge of war. Secondly, the fundamental responsibility for the protection of civilians from any threat they may face, including the responsibility to protect them from terrorist acts, falls within the purview of the State concerned; it is the only actor mandated to maintain security and stability on its territory.”

“Following the failure of the League of Nations to prevent the outbreak of the Second World War, the United Nations was established, giving the peoples of the world renewed hope that this Organization, entrusted with the fundamental mandate of maintaining international peace and security and saving humankind from the scourge of war, would succeed. Although the Organization has to date succeeded in avoiding the outbreak of another world war, it has not been able to put an end to war or to the suffering of humankind. Despite the fact that 15 years have passed since the Security Council first debated this item, namely, the protection of civilians in armed conflict, in a series of annual debates, practical experience has regrettably proved that the issue of the protection of civilians in armed conflict clearly continues to be used selectively.”

Israel persists in allowing terrorists to work in the area of separation and to perpetrate their terrorist acts. We could speak at length of Israel's actions. “The armed groups are continuing to violate women's rights in Syria and are hampering the evacuation of injured and sick people, including women, children and disabled persons, to areas where refuge is being offered, as was the case in the city of Homs, where representatives of the International Committee of the Red Cross were present. Furthermore, those armed groups have committed numerous types of sexual violence, targeting women and girls. All such incidents have been documented and reported to the Special Representative of the Secretary-General on Sexual Violence in Conflict.”

They all entered Syria illegally through borders with neighbouring States. Investigations have shown that most of those detained belong to Al-Qaida and have been given fatwas calling for extremist acts and practices. The Security Council should send a clear message to those who stand behind such acts, States and groups alike, to cease and desist. The United Nations has likewise condemned the repression of Syrian citizens by Israeli occupying authorities. “Israel continues to refuse to provide maps of where it has planted mines and cluster bombs in Lebanon, which have caused the deaths of hundreds of Lebanese, including dozens of women and children, despite repeated calls by the Security Council and the United Nations to provide such maps. That is the reality of the terrorist State of Israel, whose representative has unsuccessfully attempted to detract attention from its terrorist nature. The representative of Israel has also labelled Palestinian refugee organizations as terrorist groups - refugees whom the State of Israel has forced into exile from their lands and homes for decades. Those refugees are attempting to regain their rights and to have recourse to international legality through international resolutions.”

“Let us not forget the report issued by the Canadian Army, which investigated a terrorist crime that had led to the deaths of a Canadian commander and three Austrian, Chinese and Finnish observers. That report revealed that Israel had deliberately attacked their position. There were also other suspicious operations against peacekeeping forces in southern Lebanon. A Belgian commander, killed on 5 September 2008, was the most recent victim of Israeli attacks in our region. He was killed during a demining operation to remove mines planted by Israel in southern Lebanon.”

“Israel carried out political assassinations in Beirut in 1968, killing unarmed civilian intellectuals. In the 19805, it carried out attacks against heads of Palestinian municipalities, using booby-trapped cars. Israel bombed the American intelligence vessel, USS Liberty, during the 1967 war, after it had intercepted orders for the mass execution of Egyptian prisoners in the Sinai. In 1971, Israel shot down a Libyan civilian plane. Israel attacked the headquarters of the United Nations Interim Force in Lebanon in southern Lebanon, killing 106 civilians who had taken refuge in the United Nations building. In 2006, Israel attacked observer positions in the areas of Maroun Al-Ras and Al-Khiam.”

“The intervention by the representative of Israel cannot change the terrible past of terrorism - the archives, encyclopaedias and museums are filled with facts about ethnic cleansing, war crimes and genocide committed by Israel in the course of its bloody history against Palestinians, Syrians, Lebanese, Egyptians, Jordanians and nationals of other countries. Israel introduced State terrorism in the region. The terrorist gangs are well known to everyone. They include Shtren, Irgun, Stern Gang, Haganah and Balmakh, which have killed thousands of Palestinians and evicted millions of them from their land. Israel assassinated United Nations special envoy Count Bernadotte. By hijacking a Syrian civilian aircraft in 1954, Israel committed the first act of air piracy in history.”

“The representative of Israel thought that, through attacks against my country, she could distract attention from the problems of violence and terrorism in our region. The essential fact here is that Israel is occupying Arab territories and committing crimes against humanity. These acts have been carried out by successive Israeli Governments against the defenceless Palestinian people. “The report has thus greatly contributed to strengthening the confidence of a number of international financial institutions interested in the subject. Syria supports the efforts of the Security Council Committee mandated to monitor the implementation of resolution 1540 (2004), which Syria considers a positive step towards ensuring the non-proliferation of weapons of mass destruction and guaranteeing international peace and security. Syria does not possess such weapons and it has no intention of possessing them. To that end, Syria has acceded to the United Nations Convention against Corruption and has joined the Edgemont Group, whose membership includes financial investigation units from 106 States and which is designed to receive and address notifications of financial transactions suspected of being operations to launder money or finance terrorism. Syria's efforts have been acknowledged internationally in the joint report, which underscored Syria's success in recent years in adopting measures and enacting important legislation to that end, in accordance with relevant international recommendations.”

Syria is convinced in that respect that the United Nations plays a pivotal role in building international consensus in the struggle against terrorism. Security Council resolutions 1373 (2001), 1267 (1999), 1526 (2004), 1540 (2004) and 1566 (2004) have created a cohesive legal framework for fighting terrorism at the international level. “Syria joined the consensus on the adoption of the United Nations Global Counter-Terrorism Strategy on the basis of its support for all international efforts in that field. Syria knows that the Strategy provides important support for international cooperation on counter-terrorism. However, as it did in the debates preceding the Strategy's adoption, Syria reaffirms the need to adopt a coherent and comprehensive national, regional and international approach to counter terrorism and deplete its sources. “Terrorism knows neither nationality nor religion. It strikes indiscriminately, and no one can escape its horrors. Terrorism is thus the very antithesis of all religions, races, nationalities and civilizations. It must be fought in the framework of international legitimacy, under the United Nations Charter and in accordance with the relevant resolutions of the Security Council and the provisions of international law. The crimes that Israel has daily perpetrated for decades against the Arab people in the occupied Arab territories and the occupied Syrian Golan are an egregious example of State terrorism. Regrettably, however, acts of terrorism are subject to varying standards.”

“Syria's history reflects its reliance on home-grown traditions and its acceptance of all cultures and civilizations and the religious and intellectual beliefs of others. My country has always been devoted to its ethical position of principle, despite the extreme changes that have occurred in the international situation and in the language used to describe those constant changes. What has not changed is Syria's ongoing condemnation of terrorism in all its forms and manifestations, regardless of the source or the perpetrators, be they individuals, groups or States. That is because terrorism is manifested in criminal acts of aggression that target innocent people, their lives and their property, in violation of the sovereignty, political independence, territorial integrity and regional security of States.”
