“I would like to affirm my country's conviction that peace in Syria is still possible, but only if the parties to the conflict want it and give themselves the means, in good faith, to achieve it. The prospect of peace indeed depends on constant internal efforts and the strong support of the Security Council, which, as we have underscored, must once again find its unified voice in order to contribute to the peaceful coexistence and long-term stability of Syria. Finally, cote d'Ivoire will continue to support the Special Envoy of the Secretary-General in all of his initiatives aimed at a peaceful resolution to the crisis, in accordance with resolution 2254 (2015).”

“To that end, Cote d'Ivoire calls for compliance with the Russian-Turkish agreement on the demilitarized zone, reached in September. The agreement should allow for the separation of insurgent territories from Government zones and ensure a cessation of hostilities in that region. My country also calls on the parties to the Syrian crisis to respect the obligations to protect civilians under international law and international humanitarian law. They must therefore remove all obstacles to the provision of humanitarian assistance to refugees and displaced persons, including women and children, and to refrain from taking hostile action against humanitarian personnel, which is an obligation under international humanitarian law and a moral imperative that the belligerent parties cannot ignore.”

“Unfortunately, each incidence of violence further aggravates an already worrying humanitarian crisis, as evidenced by the situation in the Al-Hol camp. Initially planned to accommodate 10,000 people, according to the Human Rights Council, the camp now hosts 73,000 displaced persons, including about 6,500 foreign children, 240 of whom died from malnutrition or poorly treated or untreated injuries. In addition to the humanitarian consequences, such armed confrontation undermines the efforts of the international community to achieve a lasting peaceful solution to the Syrian crisis. The determination of the international community to achieve the immediate cessation of hostilities throughout Syrian territory must be as firm as its call on all parties to promote dialogue in order to give the protracted peace process a chance to succeed.”

“Mr. Adorn (Cote d'Ivoire) (spoke in French): I thank Ms. Ursula Mueller, Assistant Secretary-General for Humanitarian Affairs and Deputy Emergency Relief Coordinator, for her briefing on the latest developments in the humanitarian situation in the Syrian Arab Republic. Since the end of April the north-western part of Syria, in particular Idlib, has been the site of a new military escalation, which, in addition to causing many casualties and thousands of wounded, has led to the displacement of 239,000 people, according to the United Nations Office for the Coordination of Humanitarian Affairs. Regrettably, that new outbreak of violence, like previous ones, did not spare hospitals or schools, as Ms. Mueller informed us. The displaced persons camps were also not spared.”

“With regard to human rights, Cote d'Ivoire welcomes the efforts of the Haitian authorities aimed at their promotion, which is a key component of the MINUJUSTH mandate and a necessary condition for achieving the Sustainable Development Goals. My country welcomes the development of a national action plan on human rights, pursuant to the April 2017 recommendations of the Human Rights Council, and the launch of the new action plan to address prolonged pretrial detention, as well as the adoption of the draft criminal code and the draft code of criminal procedure to fill structural gaps. My delegation remains concerned, however, about the conditions of detention in prisons and the persistence of activities by armed gangs.”

My country is also concerned about the military escalation in the north-west and north-east of the country, where the humanitarian situation continues to deteriorate as a result of renewed hostilities. Especially in Idlib province, civilians are victims of human rights violations perpetrated by armed groups. In conclusion, Cote d'Ivoire calls on the parties to the conflict to uphold the ceasefire in the Idlib demilitarized zone, ensure respect for international humanitarian law and intensify diplomatic efforts for a political solution to the Syrian crisis, in accordance with resolution 2254 (2015) and the complementary Astana and Sochi processes.”

“That is Why my country places great hopes in the third Brussels Conference on Supporting the Future of Syria and the Region, to be held from 12 to 14 March. The Conference should enable us to take stock of the humanitarian situation in the Syrian Arab Republic and define the main priorities for 2019. In that regard, Cote d'Ivoire urges the international community to continue to support efforts to meet the basic needs and ensure the protection of those persons in distress. “Mr. Adorn (Cote d'Ivoire) (spoke in French): My delegation welcomes today's briefing and congratulates Ms. Reena Ghelani, Director for Operations and Advocacy of the United Nations Office for the Coordination of Humanitarian Affairs, for her excellent briefing on the humanitarian situation in the Syrian Arab Republic. My country remains concerned about the precarious humanitarian situation in the country despite the efforts made by the international community since the outbreak of the conflict eight years ago. According to United Nations agencies, at least 50 children died in January and February from hypothermia, malnutrition and medical conditions, 11.7 million Syrians currently living within the country's borders still need humanitarian assistance and nearly 5.7 million refugees have been registered in neighbouring countries.”

“In that regard, we should underscore that under this new resolution, the Government of the Central African Republic is to report to the Sanctions Committee by the end of June at the latest on progress in the areas of security-sector reform; disarmament, demobilization, reintegration and repatriation; and the management of weapons and munitions. “Given that C6te d'Ivoire is strongly committed to multilateralism and the promotion of multilateral frameworks, where consensus is built to address current threats to international peace and security, I would like to reiterate our support for the JCPOA, which remains a strong guarantee of the implementation of the Non-Proliferation Treaty. Cote d'Ivoire therefore urges the parties to the Plan of Action to agree on the interpretation of its provisions and resolve any misunderstandings through the mechanisms provided for that purpose, in particular the Joint Commission established in its annex IV. “Indeed, as highlighted in the Secretary-General's report (S/2018/1089), the IAEA continues to perform its role, without hindrance, in the verification of Iranian nuclear facilities. In the Agency's latest report, dated 12 November, it notes that Iran is in compliance with its commitments under the Joint Comprehensive Plan of Action, has not enriched uranium to prohibited levels or created illegal stockpiles and continues to apply, on a provisional basis, the Additional Protocol to its Safeguards Agreement, pending its entry into force. Based on that observation, my delegation believes that the implementation of the Iranian nuclear agreement should continue since it meets the requirements of the Treaty on the Non-Proliferation of Nuclear Weapons.”

“Michael Pompeo, and Ms. Maria Luiza Ribeiro Viotti, Chef de Cabinet of the Secretary- General, who is not often with us, but whom I personally would like to see more often at our meetings. More than three years after its adoption, the Joint Comprehensive Plan of Action (JCPOA) is today at a crossroads. The unity of the Council, which made possible the adoption of resolution 2231 (2015) endorsing the JCPOA, is now being undermined, to the point of impacting the interpretation of the provisions of the Plan, which had been welcomed by the international community. With regard to the Iranian nuclear issue, my delegation would like to express its appreciation for the cooperation between the Iranian Government and the International Atomic Energy Agency (IAEA).”

My country also welcomes the Prosecutor's decision to consider the possibility of extending the ICC's jurisdiction to crimes committed against migrants. “My delegation is concerned about the deteriorating security situation in Libya, after more than seven years of crisis. Since 26 August, those living in Tripoli have been the innocent victims of fighting that has resumed between militias and armed groups. The ceasefire reached on 4 September is a glimmer of hope that must be preserved. To that end, Cote d'Ivoire urges the international community to work to consolidate the current truce and create the conditions to avoid a resumption of clashes among armed factions.
