We call on the international community to pay particular attention to the socioeconomic situation in the Sudan, which has been exacerbated by rising food and energy prices and could have serious consequences for the stabilization process.”

“It is regrettable that the civilian populations are still targeted, including women, children and vulnerable people. We continue to maintain that violence against the civilian population is unacceptable, and we strongly condemn those heinous acts. The A3 encourages UNITAMS to continue to support the Sudan through political process facilitation, capacity-building, peacebuilding and development initiatives for the implementation of the National Plan for the Protection of Civilians. In that regard, the A3 notes with satisfaction the implementation by UNITAMS of a civilian threat assessment and the improvement of documentation on conflict-related human rights and the protection of civilians. We support the Sudanese authorities’ efforts to create an environment conducive to the reconstruction of the country.”

“The A3 wishes to stress that women’s participation is essential to the success of the political process in the Sudan. We further encourage the signatory parties to implement the commitments of the framework agreement and ensure that women are represented in all spheres, including in decision-making positions in the institutions to be established. The resilience of Sudanese women and their commitment to peace deserve to be highlighted. On the security front, despite the downward trend in insecurity, armed conflict and crime remain major challenges in the Sudan. The A3 remains primarily concerned about the persistence of intercommunal clashes, particularly in Blue Nile, West Kordofan, South Kordofan, Central Darfur, North Darfur and South Darfur.”

“We encourage all stakeholders to continue their discussions on all the outstanding issues and to continue consultations with all social and political actors with a view to establishing a comprehensive political agreement that takes into account the best interests of the Sudanese people. The A3 strongly echoes the call made by the Chairperson of the African Union Commission encouraging all parties to work together in good faith for the establishment of democratic institutions, which will allow the return to constitutional order. We note with satisfaction the convening by the trilateral mechanism of a conference on the theme “The Juba Peace Agreement and completing peace”, which was held from 31 January to 3 February and provided an opportunity to discuss the issue of women’s rights.”

“On the political front, the A3 welcomes the progress made towards guaranteeing an inclusive political and transition process with the signing on 5 December 2022 of a framework agreement to relaunch the transition process in the Sudan and end the stalled political process. That agreement, which provides for a two-year transition period under a “fully democratic civilian authority”, is a real breakthrough towards a way out of the crisis and the holding of credible, fair and democratic elections. The A3 urges the non-signatory political parties to join the new dynamic driven by those positive developments.”

“We have taken note of the report of the Secretary General (S/2023/154) and have carefully considered the recommendations contained therein. The Sudan is at an important crossroad. As the A3, we recognize the efforts of the Sudanese people to overcome the political, security and humanitarian challenges that confront them. We remain strongly supportive of the ongoing initiatives to promote national reconciliation, restore constitutional rule and ensure stability in the country. We therefore reiterate our call on the international community to maintain the needed support and to work in concert with the United Nations Integrated Transition Assistance Mission in the Sudan (UNITAMS) to facilitate the peace process in order to end the many years of protracted conflict.”

“We call upon the Democratic People’s Republic of Korea to refrain from contributing to the escalation of tensions and to comply with resolution 2270 (2016). The maintenance of international peace and security is the main reason behind the creation of the United Nations. Preserving peace, harmony and stability is therefore the shared responsibility of all States. For that reason, Mozambique cannot accept acts that, by their nature, pose serious threats to peace and stability anywhere in the world. We encourage the promotion of permanent dialogue with the Democratic People’s Republic of Korea so as to alleviate tensions and curb the nuclear arms race, thus contributing to the prevention of a nuclear disaster.”

Mozambique expresses its deep concern about the rising tensions and deteriorating situation in the Korean peninsula. The prevailing environment of confrontation in that region poses a serious threat to peace and security — not only in the Korean peninsula, but also in other regions around the world. As a peace-loving nation and a defender of harmonious coexistence between peoples and States, Mozambique is concerned about the proliferation of nuclear weapons.”

“Griffiths as a beacon of hope against a bleak backdrop, and in our view a rare bright spot of multilateral diplomacy, expires tomorrow. We hope that it will be extended immediately. As the Secretary-General stressed recently, we must do everything possible to preserve the integrity of the Black Sea Grain Initiative and ensure its continuity. That is in the interests of the people of Ukraine and of the world at large. We once again urge all the parties involved to set aside their differences and allow the extension and possibly indefinite roll-out of those life-saving arrangements, essential to countries like mine that are already dealing with acute and imminent threats to food security. Mozambique believes that the unity of the Council on the issue is essential. I now resume my functions as President of the Council.”

“We welcome the willingness expressed by some members of the international community to facilitate, mediate and promote peace initiatives, with the consent of all parties and in good faith. We have urged the parties on several occasions to seize and build on the few signs of goodwill shown during the conflict, such as prisoner exchanges and the Black Sea Grain Initiative, with a view to achieving a de-escalation. However, we must realistically concede that the more than 22 Council meetings dedicated to Ukraine alone since 2022, along with multiple warnings and offers of mediation, have so far yielded no positive momentum towards peace. It is high time for us to redouble our efforts to take concrete and pragmatic steps to end the conflict while increasing humanitarian assistance. The Black Sea Grain Initiative, aptly described by Mr.”

“Only negotiated political solutions can solve them. However, Mozambique notes that notwithstanding our repeated calls for dialogue and our appeals to the parties to return to the negotiating table, there has been little or no progress in the direction of peace. Nor have the parties heeded our repeated warnings about the increasing spillover effects of the conflict to other parts of the world or the ever-present danger of strategic miscalculation. We have said that the conflict is constraining the ability of the humanitarian community to muster an appropriate and rapid response to other challenges throughout the globe, whether those are earthquakes in Türkiye or cyclones affecting countries such as Mozambique, Malawi and Madagascar.”

I would also like to recognize the presence in the Chamber of the Permanent Representatives of Denmark, Lithuania, Ukraine and the European Union. As we enter the second year of the Russia-Ukraine conflict, the humanitarian toll keeps mounting, the prospects for peace keep receding and the resources needed to alleviate the human suffering keep multiplying. Mozambique strongly believes that the best and most effective support that the Council can give the humanitarian efforts in Ukraine is by stepping up its efforts to bring the conflict to an end. Our own experience in Mozambique shows that there is no humanitarian solution to humanitarian problems.”

We also emphasize the importance of improving the participation of all segments of civil society, with a focus on women and young people, who can play an important role as key transformative agents for the prevention and resolution of conflicts at the local level. Mozambique recognizes the linkage between security sector reform and socioeconomic development. In that regard, we hold the view that reform efforts should have a holistic vision and be more comprehensive so as to address the root causes of conflicts.”

“It is critical to combine factors that can contribute to the success of security sector reform — chief among which is the ownership of States in defining their strategies and priorities. Today, the world is confronted with new challenges to peace and security as a result of events such as climate change, cyberthreats and the increasing proliferation of terrorism and violent extremism leading to terrorist acts— with a particular incidence in Africa. In our opinion, that requires a shift in the security sector response to those challenges. A bottom-up approach is critical in that regard. We need to reinforce complementarities through cooperation and partnership at the national, regional and international levels.”

“In accordance with rule 37 of the Council’s provisional rules of procedure, I invite the representative of South Sudan to participate in this meeting. The Security Council will now begin its consideration of the item on its agenda. Members of the Council have before them document S/2023/188, which contains the text of a draft resolution submitted by the United States of America. I wish to draw the attention of Council members to document S/2023/135, which contains the report of the Secretary-General on the situation in South Sudan. The Council is ready to proceed to the vote on the draft resolution before it. I shall put the draft resolution to the vote now. A vote was taken by show of hands.”

“The A3 collectively stands against the use of chemical weapons by anyone, anywhere and under any circumstances. We remain committed to the established norms against the use of chemical weapons and all efforts to eliminate their production, storage or use. We reiterate our support for resolution 2118 (2013). To conclude, we urge the early closure of Syria’s chemical weapons programme as an important part of our common goal of international peace and security. I resume my functions as President of the Council. I give the floor to the representative of the Syrian Arab Republic.”
