“What we need to do today is to agree again to implement the Final Communique' of the Action Group for Syria of 30 June 2012 (S/2012/523, annex), establishing a transitional authority with the executive power to address the demands of the Syrian revolution while preserving that country's sovereignty, territorial integrity and unity. Such a solution would spare the world the dangers of terrorism. Now we must seriously address the task of finding a solution to the destructive mechanism that has led to the total destruction of Syria and turned its people into refugees in our countries and all over the world. We can testify to the gravity of the situation just by counting the number of victims. The situation in Syria is a tragedy that will remain etched in human memory.”

“We have discussed the matter many times but no one has replied to the question of why we have not provided protection to Syrian civilians or why we have not succeeded in protecting them. I do not think there is a convincing answer to that question. We continue to speak about combating terrorism. We all face that danger, and we must all work to combat it, but the Syrians believe that the main problem is State terrorism. Unfortunately, opposition to the Syrian regime no longer rests simply on the fact that it is a criminal regime that commits crimes against humanity. Now it is a matter of seeing whether or not there is a point in combating terrorism. That is exactly what the Syrian people were afraid of.”

“Here, I would like to point out that the generation that has taken to the streets and that is being subjected to summary executions is demanding a solution based on the 1967 borders before it is too late. The elements on the ground presage terrible results. The people of the region are facing a new tragedy that risks exacerbating the question of Syria, which is an international question. Despite the suffering of the Syrian people, the international community has not attempted to resolve it. The international community has proof of the use of chemical weapons and barrel bombs, and there has been a mass exodus of people, yet the regime remains in place, because no one has put an end to its excesses.”

“Finally, there are those who are bent on blocking access to the holy sites in Jerusalem, which could even lead to the division of the space. Those groups are an integral part of the Israeli Government. The Palestinian people take to the street to be heard, not because they seek mercy or pity. The Palestinian people have dignity. They are the original population. They take to the street to say that they reject humiliation and occupation and that they do not accept the international indifference that has allowed a just cause to go without response for decades. Apartheid is over, but in Palestine, for all intents and purposes, it is on the verge of being restored.”

“We can all bear witness to that, and today we are here to discuss a question of major importance that weighs heavily not only on the shoulders of the Arab and Muslim peoples but that unites all the world's democracies. It has been impossible to resolve the dispute, because the international community is not prepared to impose a just solution. The Palestinian people are being held hostage to the balance of power between the occupying Power and the occupied people. Negotiations have therefore lost their value. Talks have not been held on a continuing basis, and Israel has adopted the practice of annexing forcibly occupied land in Jerusalem and in the Golan. The Gaza Strip has been under siege for years, and wars have been unleashed against anyone who resisted.”

“Anyone who has followed the situation knows that the situation is the result of the occupation, with its illegal settlements, its discrimination against the Palestinian people, its violation of their rights and basic freedoms, its denial of access to natural resources and its stifling economic blockade. The Palestinians are currently the object of crimes committed by Israeli extremists, who act with impunity. The Palestinian people have taken to the streets yet again in order to express their rage for reasons that are perfectly understandable. They are a people whose land has been occupied and who are subjected to humiliation daily. Their land is constantly being usurped and confiscated in order to build settlements.”

“The revolt of various factions against the legitimate regime in Yemen and their domination of legitimate State institutions have led to an environment conducive to terrorism. That has led in turn to a regional and international response based on United Nations resolutions and international law. The only way of putting an end to the conflict in Yemen is to help the legitimate Government; the initiative of the Gulf States is the result of the National Dialogue Conference and is fully in line with resolution 2216 (2015). I wish the Council every success in this meeting.”

“The most effective way to meet these challenges is to launch a comprehensive national dialogue leading to reconciliation among all of the different groups in Iraq; that would also strike a blow against terrorism. That will be possible only if there is security and stability in Iraqi society. In Libya, since the outbreak of the crisis, we have stressed that it is crucial to start a comprehensive dialogue that would create a national unity Government that would restore peace and stability, one that would have international assistance in facing terrorism. We commend the role of the United Nations, represented by the Special Envoy, who has been quite efficient in his efforts towards reconciliation. Let us hope that those efforts will be successful and will re-establish stability.”

“We all are aware of the root causes of this phenomenon, which include religious exclusion, social marginalization, injustice, lack of development, absolutism, the crumbling of the international security system and the lack of effective methods for resolving conflicts peacefully. We must combat all of the causes of this phenomenon. We need policies that will put an end to all manifestations of terrorism by drawing a clear distinction between terrorism and peoples and their right to resist and put an end to occupation. Dealing with the dangerous aftermath in Iraq, including the proliferation of terrorist acts, requires the participation of all segments of the Iraqi population.”

We can also ask, how can we shoulder our collective responsibility to the people of Syria, who, in an inhuman spectacle, are being subjected to all forms of persecution and massacres? “The Security Council therefore must focus more closely on the Palestinian question, as it has on other conflicts in the region, by taking the measures necessary to relaunch the political process in order to achieve peace and security and put an end to the occupation. It is no longer acceptable, no matter what pretext is invoked, not to help the people of Syria and help them emerge from their suffering, in a situation that has gone out of control. All red lines have been crossed, without any moral or principled inhibitions or consideration for humanitarian or international law. The impotence of the international community in the face of the war crimes and genocide committed by the regime and the humanitarian crimes committed in Syria show that the international system has crumbled and highlight the absence of an international conscience.”

“Clearly, a just solution can be found if we defer to the resolutions pertaining to the formation ofa Palestinian State within the 1967 borders, with the Holy City of Jerusalem as its capital and in line with the two- State solution, which has received the blessing of the international community. The inability of the Security Council to establish a just and lasting peace in the Middle East, especially in the context of the Israeli-Palestinian conflict, represents a threat to the principles of the peaceful resolution of conflicts. It also gives extremists pretexts to mobilize, as they take advantage of injustice and conflict.”

“Double standards have engendered a growing frustration and feelings of doubt regarding the international community's sense of justice, which leads us back to reiterate the importance of reforming the United Nations, starting with the Security Council. The Arab-Israeli conflict has gone on for too long. It has also affected peace and security in the world. It has had an extremely negative impact on the region and the entire world. The tragic consequences of the conflict will continue as long as a comprehensive and just resolution is not found. We are quite familiar with the obstacles, which come from the side of Israel.”

“While they have resulted in success in some instances, it is regrettable that, in some regions, the peace and security operations of the United Nations have either arrived too late or have been ineffectual. It is also unfortunate that every time the suffering of the people caused by the conflict increases, so does the impotence of the United Nations. If we look into the problems of peace and security in the Middle East and in the world, we must admit that there are many weaknesses and vulnerabilities within institutional legal systems, and especially within the Security Council. If we look at our failures in the Middle East - in Palestine or in Syria, for example - we find that we are entirely powerless, given the gap between the magnitude of the Violations committed and the weak stance taken by the international community.”

“Mr. Al-Attiyah (Qatar) (spoke in Arabic): We were distraught today to find out that the bombing campaign in the countryside of Horns and Hama - including the village of Restan - resulted in 40 deaths and 276 wounded, most of whom were women and children, according to preliminary reports. In that connection, we remain concerned and condemn that unjustified bombing, and we call upon States involved militarily to be on the side of the people of Syria, who are pitted against a regime turned criminal. In its criminal actions, the regime has gone beyond the atrocities committed by the terrorist groups in Syria. The United Nations efforts to maintain peace and security in the world are now of the utmost importance.”

“The political and security challenges facing the international community should not distract us from tackling the deteriorating humanitarian situation in Iraq. As the number of internally displaced persons and victims was reaching horrifying levels and in response to the ordeal of our Iraqi brethren, Qatar established an air bridge to deliver humanitarian aid to face the current circumstance. Qatar will continue to work in the direction of such a response.”

“The lesson that we draw from the spread of terrorist organizations in the region is that such organizations have benefited from dictatorships' oppressive policies, which have caused a security gap and frustration among the public, leading to a growing number of grievances. Ironically, some of those regimes, after having been abandoned by the international community due to their criminal policies and grave violations of international law and human rights, now market themselves as partners in the international campaign against terrorism. However, we think that terrorist organizations and such regimes are two sides of the same coin; both work against the interests ofpeople and against peace, security and stability in the world.”

“The world is following with grave concern and interest the horrendous and heinous acts of killing and intimidation perpetrated by terrorist organizations in Iraq and the region at large. As we discuss options for facing terrorist groups and addressing the danger to the region and the world, we think that the international community can be successful in its response only if it shows political will, makes concerted international efforts and tackles the underlying causes that have led to an environment that incubates terrorism. More important, terrorist organizations need to be cut off from their sources of funding. We should not submit to terrorist blackmail. “At a time when we are looking forward to the completion of the formation of the Iraqi Government so that it can take up the momentuous tasks of addressing the country's challenges - mainly terrorism - it is important for all Iraqis to come together and take part in Iraq's management; it is, in fact, the only way that the serious challenges facing the country will be addressed. The Iraqi people should express national unity by supporting the Government. You might agree with us, Mr. President, that such unity can be achieved only through a serious, comprehensive national dialogue. I also welcome the election of Mr. Fuad Masum as President of Iraq and of Mr. Salim Al-Jabouri as the Speaker of the National Assembly, as well as Mr. Al-Abadi's assumption of the new Government's premiership. Such developments are promising and should reflect positively on the situation in Iraq after long years of very painful events in the country.”
