  3. Oil exports rose to 1,956,000 barrels per day during the month of September 2009, and the Iraqi Government is working to increase exports to 2,150,000 barrels a day in 2010. As part of the Iraqi Government's ongoing efforts for the reconstruction of Iraq, the Council of Ministers has approved a comprehensive plan to rebuild the service sectors and infrastructure of the country, with an estimated budget of approximately $65 billion. Under the plan, the housing sector will be allocated 38 per cent of the budget, the agricultural sector 27 per cent, the transportation sector 14.2 per cent, the water and sanitation sector 8.4 per cent, the education sector 8.5 per cent, the health sector 5.7 per cent and the communications sector 0.9 per cent.

Further investment conferences will follow in other capitals throughout the world. Nuri al-Maliki, the Iraqi Government held an investment conference on 20 and 21 October 2009 in Washington, DC It was attended by a 300-member Iraqi delegation bringing with them investment plans for more than 750 projects in 12 vital sectors. During the conference, more than 220 meetings were held with foreign investors to discuss those projects, and Prime Minister al-Maliki and United States Secretary of State Hillary Clinton addressed the gathering. On 30 April 2009, a conference on investment in Iraq was held in London, during which the Iraqi Government offered British and European investors 500 investment projects in 11 vital sectors. The Prime Minister headed a large delegation to the conference. On 5 November 2009, another investment conference, held in Berlin, was attended by more than 200 delegation members.

As part of the Iraqi Government's efforts to strengthen the role of women in society and enable them to play vital roles, 50 women lieutenants have recently graduated from the police college to serve in the Iraqi security forces, and the coming period will witness the graduation of a second group, consisting of 100 women lieutenants. Oscar Fernandez-Taranco and his team for consultations with the Iraqi Government represents a first step, to be followed by subsequent steps, leading to the fulfilment of my Government's request to uncover those behind the deadly bombings in Baghdad in August and October. The improved security situation has facilitated the Iraqi Government's central plan of encouraging the return of displaced Iraqis to their country. For example, in the past three months, 370 displaced families have returned to their homes in Baghdad and an additional 1,114 internally displaced families have returned to their homes in the province of Diyala. More families returned to their homes in other provinces also. The Iraqis' enjoyment of their fundamental rights, as stipulated in the Iraqi Constitution, is a cornerstone of the ongoing political process.

  17. As a result, the selection of political representatives will now be based on the individual qualifications of candidates and not on the basis of lists. The division of Iraq into multiple electoral districts, pursuant to the administrative division of the provinces of the country, will give voters an opportunity to choose someone who belongs to the same constituency to represent them in Parliament. This will strengthen the correlation between the voter and his or her representative in the new parliament. The endorsement of the Electoral Law initiates a new phase of responsible competition and collective work in Iraq, moving away from narrow loyalties in order to serve the general interests of the country. In this new stage, the Iraqi Government will employ democratic mechanisms and free competition to realize the aspirations of the Iraqi people to establishing a pluralistic federal system that respects their rights, safeguards their freedoms and strengthens national unity. The approval of the open-list election system in the new Electoral Law represents an important step in the development of the democratic process in the new Iraq. The open-list system allows voters to choose candidates that will represent them in Parliament without having to vote for other candidates on the same list.

At the political and security levels, on 8 November the representatives of the Iraqi people in the Iraqi Parliament were able to reach a consensus on a final version of the 2005 Electoral Law, which was adopted after extensive discussions marked by a spirit of openness and dialogue. Their goal had been to reach a final formula satisfactory to all representatives of the political groups in the Iraqi Parliament within the constitutional institutional framework. By reaching a consensus on the Electoral Law, the Iraqi people and their representatives in Parliament proved their ability to reach an agreement on this issue, just as they had previously reached an agreement on the Constitution, elections and forming a national unity Government.

With the direct sponsorship of the Prime Minister, Mr. Nuri al-Maliki, on 29 June 2009 the Iraqi Government received the first round of offers for service contracts for Iraq's oil and gas fields. The Prime Minister stressed that the Government will grant all possible facilities to companies that win the initial oil licenses. This first round represents a significant turn in the reconstruction process. An open and transparent investment of oil resources will serve the interests of the Iraqi people after decades of ineffective oil investment policies under the former regime. Oil exports increased to 1.923 million barrels a day during the month of June 2009. The Iraqi Government is working to increase oil exports to 2.15 million barrels a day in 2010.

  28. During the past few months, 1,030 Iraqi refugees from Syria, 449 from Jordan, 980 from Egypt, 111 from Yemen and 506 from Lebanon have returned to Iraq. The Iraqi people's enjoyment of their constitutional rights is fundamental to the ongoing political process. In this context, the Ministry of Interior has dismissed more than 60,000 employees accused of corruption and has decided to try 40 police officers accused of violations in prisons. On 2 August 2009, the Iraqi Prime Minister, Mr. Nuri al-Maliki, began a visit to Kurdistan, where he met with both Iraqi President Jalal Talabani and the President of the Kurdistan region, Mr. Massoud Barzani, to work together to resolve the pending issues between the central Iraqi Government and the Kurdistan region. The abilities of the Iraqi forces in Iraqi cities were tested for the first time during the annual pilgrimage of millions of visitors from around the country to the Khadhimain shrine in Baghdad, which took place peacefully and without incident. We would like to take this opportunity to thank the United States Government and the American troops, as well as the Governments and troops of other friendly countries, for their ongoing efforts and commitment to promoting security and democracy in Iraq. The improved security situation has facilitated the Iraqi Government's central plan encouraging the return of displaced Iraqis to their country. Mr. L. Craig Johnstone, United Nations Deputy High Commissioner for Refugees, recently stated that "the security in Iraq is encouraging the return of Iraqi refugees to their country".

The day 25 July 2009 witnessed the elections to the Kurdistan parliament as well as the election of the President of the Kurdistan region, Mr. Massoud Barzani, which took place in an atmosphere of transparency in the presence of international observers. These elections followed the provincial elections held earlier in the rest of the country, indicating the unity of the Iraqi provinces in their commitment to the democratic process and the expression of the Iraqi people's will to choose their representatives. Iraq today is a democratic State that respects freedoms and is governed by a constitution. The principle of peaceful rotation of power forms the basis of an open and transparent political process.

The date 30 June 2009 represented a historic day for the Iraqi people, as it witnessed the withdrawal of United States forces from Iraqi cities in accordance with the Status of Forces Agreement signed by the Governments of the Republic of Iraq and the United States of America. Under that agreement, Iraqi forces assumed command of 150 military bases formerly under American control in various parts of Iraq. The withdrawal of United States forces from Iraqi cities initiates a new stage in Iraqi-United States relations, which will focus on economic, cultural and social areas rather than solely on political and security issues, thereby building a strategic partnership contributing to the accomplishment of mutual interests.

As for the area of disarmament, Security Council resolution 1762 (2007), which ended the mandate of United Nations Monitoring, Verification and Inspection Commission (UNMOVIC) and the International Atomic Energy Agency (IAEA), stated that Iraq had fulfilled all its commitments with regard to disarmament. Next week, the Iraqi Government will hand over to the Kuwaiti authorities 24 boxes containing old currency and stamps. As of April 2009, Iraq has paid $27.1 billion of the total compensation due for the invasion of Kuwait. However, $25.5 billon remains due and that is a heavy burden on Iraq, which needs the money for services, reconstruction and development.

Based on our review of those resolutions, we have determined that Iraq has fulfilled all its obligations under those resolutions, with regard to both the impact of the occupation of Kuwait and issues related to arms. I would like to point out a number of obligations that Iraq has fulfilled with regard to Security Council resolutions on the situation between Iraq and Kuwait. Iraq has recognized the State of Kuwait and its borders in accordance with the relevant Security Council resolutions and both States continue to cooperate in the maintenance of border markers. Within the framework of the joint efforts between Iraq and the international community, the Baghdad Coordination Group for the International Compact with Iraq held a meeting in Baghdad on 26 May, which included the participation of the Under-Secretary-General and Special Adviser on the Iraq Compact, Mr. Ibrahim Gambari, to discuss the latest developments and prepare for the next conference of the International Compact, which will hopefully take place in Baghdad later this year. As a part of the Iraqi Government's efforts to resolve the ongoing issue of external debt, the Government recently reached an agreement to settle its debts with Tunisia and Greece, which amount to $186 million and $259 million, respectively. The Government has also settled its debt to trade creditors, which amounted to $470 million.

  45. Japan will also hold a conference in Baghdad on the subject of reconstruction in Iraq. As part of the ongoing efforts by the Iraqi Government to rebuild Iraq, the Iraqi Council of Ministers approved a comprehensive plan to reconstruct service sectors and infrastructure. The estimated budgetary cost of that plan is about $65 billion. Under the plan, 38 per cent of the budget will be allocated to the housing sector, 27 per cent to the agricultural sector, 14.2 per cent to the transportation sector, 8.4 per cent to the water and sanitation sector, 8.5 per cent to the education sector, 5.7 per cent to the health sector and 0.9 per cent to the communications sector.

  46. In the social and economic sectors, the Iraqi Government is convinced of the importance of foreign investment in Iraq in helping to rebuild an open economic system. In that connection, under the direct sponsorship of the Prime Minister, the Government held a conference in London, England, on the theme "Invest in Iraq - 2009", in order to encourage foreign investment in the country. The conference was attended by about 400 investors and representatives of governmental bodies and private companies. The Government presented an investment plan consisting of about 500 strategic projects worth approximately $500 billion. Also at the conference, some 300 companies announced their intention to invest in Iraq. A similar conference will be held in Washington this October.

  47. The Iraqi Government is launching a new programme to ensure the voluntary return of displaced Iraqis in Jordan and Egypt. It is also distributing 220 million Iraqi dinars to displaced Christian families in Hamdania as a form of temporary assistance until they can return to their home areas. The Presidential Council ratified the International Convention for the Protection of All Persons from Enforced Disappearance on 14 May 2009. On 11 May 2009, it also decided on Iraq's accession to the United Nations Convention to Combat Desertification. Lastly, on 19 March 2009, it passed legislation on compensation for people who have lost body parts owing to the criminal practices of the former regime.

To that end, the Iraqi Parliament has decided to establish an Independent High Commission for Human Rights to monitor the human rights situation in Iraq and assist the Ministry of Human Rights to perform its core functions. The Iraqi Government also continues to modernize the Iraqi judicial system in order to harmonize it with the requirements of the new democratic order in Iraq. The improved security situation in Iraq and the Government's systematic plan for the return of displaced Iraqis abroad has contributed to an increase in the number of Iraqis who have returned to the country. For example, recent statistics indicate a decrease in the number of Iraqis registered with the Office of the High Commissioner for Refugees in Syria, from 224,000 to 207,669.

  49. It should be noted that Iraqi security forces have taken over security responsibilities for the province of Salahadin, which was the home province of former dictator Saddam Hussein. The Council of Ministers has approved the agreement that was signed between Iraq and the United Kingdom to protect Iraqi oil platforms and provide training and support to Iraqi naval forces. We would like to thank friendly countries that are participating in the multinational forces and have, for the past six years, helped Iraq to maintain security and stability. An essential element of the political process is to guarantee the Iraqi people's full enjoyment of their fundamental rights, as stipulated in the Iraqi Constitution.

  50. On 23 April 2009, the so- called Emir of the Islamic State of Iraq, Abu Omar Al-Baghdadi, was arrested. The Iraqi Government, in cooperation with the United States Government, continues to take necessary measures to take over security responsibilities from American troops, in accordance with the security agreement signed between the two countries. Iraq is already responsible for 90 of the 138 military sites. By the end of June 2009, the Iraqi Ministries of Defence and the Interior will be responsible for an additional 48 military sites. The process of building Iraqi defence capabilities to fill the security vacuum created following the withdrawal of friendly forces continues successfully.
