On our part, the United Arab Emirates is committed to combating violent extremism and its related beliefs and terrorist acts and coordinates through its membership in the Global Counter-Terrorism Forum with the other partners to ensure that their territories are not used for disseminating terrorist acts and other related crimes. By hosting the Hedayah Centre, the United Arab Emirates is also contributing to the international community in the area of sharing best practices for countering violent extremism in all its forms. At the same time, we will work on strengthening preventive policies through the establishment of centres for the rehabilitation of people affected by extremist and terrorist ideologies.

  3. The United Arab Emirates is currently conducting a study on the mechanisms for preventing terrorist organizations from using social networks in recruitment. Thirdly, we must tighten national legislation and laws to ensure the criminalization, prosecution and punishment of the people involved. In that context, I would like to point out that the United Arab Emirates recently adopted a strict federal law to punish those found guilty of inciting terrorism or who have carried out terrorist acts. Fourthly, we need to take all the necessary steps to combat acts of violent extremism, including by promoting educational and rehabilitation programmes for unemployed youths to shield them from incitement and recruitment by terrorist campaigns.

  4. Addressing this threat cannot be done through security and military measures alone. It also requires the international community to pursue a unified, comprehensive strategy that prevents the recruitment of terrorist elements through the following strategies. First, we must strengthen international cooperation at all levels, particularly in exchanging information on recruitment campaigns for young foreign fighters and on their movements. It is also important to establish clear and specific criteria for regulating that process. Secondly, it is important to tighten control over social networks, which are used in attracting a larger number of deluded youths to achieve the vicious goals under religious slogans, which have no connection with any divine faith.

Therefore, we appeal to the international community to continue its efforts to eliminate a principal element contributing to terrorism - the recruitment of foreign fighters - and to ensure that the effort becomes part ofa comprehensive strategy aimed at eliminating other elements that fuel terrorism. The United Arab Emirates strongly condemns the recruitment of foreign fighters and related financing activities. We consider such operations one of the most dangerous elements that contribute to international terrorism. We also emphasize that the dangerous proportions of the issue are not limited to areas of conflict, but also include safe areas from which those fighters are recruited. The United Arab Emirates therefore welcomes the resolution adopted today and regards it as an important and crucial document.

Today we continue to suffer from the same threats, and even more serious ones, due to the emergence of various forms of violence that are not limited to committing murder and kidnapping and causing displacement, they also include sexual violence against women as a prime target, which is always overlooked during talk about the crimes committed by those organizations. The acts committed by the Islamic State in Iraq and the Levant (ISIL) in both Iraq and Syria are the largest proof of that and have become a source of concern for the United Arab Emirates.

The acts of terrorists organizations, which have recently seized large numbers of cities and villages and directly engaged in fuelling conflicts and committing grave violations against innocent people, including assaults, kidnappings, displacements and mass murders, serve to confirm our belief that there is a common threat facing all Member States that requires a united effort to take strong and immediate measures. The threat we face today has been exacerbated recently by the lack of deterrent actions in the past. Two decades ago, we faced the threat of Al-Qaida and other terrorist organizations whose acts were multiplying across the Arabian Peninsula and beyond.

The continued expansion by the Israeli occupation authorities of settlement activities in the heart of the West Bank, Jerusalem and its surroundings, especially after the ascension of Palestine as a non-member Observer State; the continued expulsion of Arab inhabitants from their homes; and the expropriation of their properties are blatant evidence of the insincerity of Israel's claims about its desire for peace, and further undermine efforts to create a Palestinian State and its national authority. The United Arab Emirates has also increased its direct financial, development and humanitarian assistance to several countries where piracy is flourishing, notably Somalia, so as to enable them to achieve economic recovery. We provide financing for projects to contain unemployment and to provide decent work for young people so as to dissuade them from engaging in piracy. Following the end of the transitional period in Somalia in August, those initiatives included assisting the Government by providing ships, stations and other necessary equipment, as well as funds so that their national forces, especially the coast guard, could develop their capacities to fight piracy off their coast.

It chaired the eleventh session of the Contact Group on Piracy off the Coast of Somalia and participated actively in the London Conference on Piracy and Somalia and the counter- piracy conference in Perth, Australia, along with several other activities to strengthen international efforts to combat piracy. We organized the first and second high- level conferences in Dubai on a regional response to piracy in order to coordinate the regional response with international efforts to combat piracy and to strengthen public-private partnerships. That initiative has raised $2 million for the Trust Fund to Support Initiatives of States Countering Piracy off the Coast of Somalia. There are also initiatives to improve judicial systems to try pirates detained in various countries, especially in Somalia, Kenya and Seychelles.

  20. The United Arab Emirates has taken all necessary legislative steps to reject and criminalize acts of piracy, smuggling, kidnapping and money-laundering. Organized crime has also been eager to increase its operations in the region. Our national efforts to combat piracy and armed robbery at sea include the adoption of a comprehensive national strategy that focuses on several important factors, such as participation in military operations to combat piracy and international commitment to track, detain and try pirates and to suppress their financiers and cut off their resources, in accordance with international law.   21. Those impacts necessitate coordination and the engagement of the Security Council to face the phenomenon. We must not only enhance military, judicial and legal procedures but also make fundamental changes in the security and stability conditions on land. Moreover, we need to address the root causes of piracy, such as civil conflicts and humanitarian crises in the coastal countries, which make for vulnerable security situations that encourage acts of piracy. As with the successes in international efforts in Somalia, we must help affected countries manage their internal crises, demarcate their maritime borders, defend their exclusive economic zones, re-energize their national economies and build their national capacities.

Combating piracy and fighting impunity are indeed important, and we appreciate the leading role that the Security Council is playing, especially by encouraging efforts to close security gaps in the maritime areas most affectedthrough naval counter-piracy operations, legal procedures to detain and try pirates and multilateral cooperation, in particular among concerned Governments. The phenomenon of piracy has a great negative impact on national economies and on the shipping and insurance industries. It also impedes the delivery of humanitarian assistance, thereby exacerbating human suffering.

We hope that the international community will increase its economic, financial and humanitarian assistance to the Palestinian people, and we urge donor countries to fulfil their share of the commitments to contribute $1 billion to the annual budget of the Palestinian Authority for 2012, based on the calculations made by the Ad Hoc Liaison Committee for the Coordination of the International Assistance to Palestinians at its March meeting in Brussels, in order to enable the Palestinian Authority to bring its growing fiscal deficit under control and fulfil its responsibilities to the Palestinian people. On the humanitarian front, we call on Israel to immediately and unconditionally release all Palestinian prisoners living in difficult and illegal conditions in Israel's prisons and detention centres.

Accepting Palestine's request for admission as a full Member of the United Nations does not at all mean closing the door to the continuation of the Israeli-Palestinian peace negotiations; rather, it would mean a positive step towards supporting efforts to soon resume peace negotiations. The halt in the negotiations led by the Quartet is due primarily to Israel's failure to abide by the Quartet's work plan. Therefore, the urgent and unconditional resumption of those negotiations is contingent above all on making Israel fully and immediately cease all illegal settlement activity throughout the Palestinian territories, especially East Jerusalem. It will also require a commitment to a clear and specific time frame for those negotiations so as to reach a comprehensive, just and lasting settlement based on the two-State solution.

The United Arab Emirates also hopes that the Council's deliberations will lead it to take the unanimous decision to recommend to the General Assembly the acceptance of the Palestinian application as soon as possible, and in a manner consistent with the positions of the vast majority of the world's countries, which have officially recognized an independent State of Palestine based on the 4 June 1967 borders, with East Jerusalem as its capital, and on the basis of the resolutions of international legitimacy, the Madrid Peace Conference, the Arab Peace Initiative and the vision of the two-State solution, as stipulated by the General Assembly in its resolution 181 (II) partitioning Palestine into two States, as well as the relevant Security Council resolutions, especially resolutions 242 (1967) and 338 (1973).

The United Arab Emirates supports that historic request and entitlement of the Palestinian people, especially in view of the fact that the Palestinian Authority has fulfilled its obligations in establishing the institutions of Palestinian statehood, as recognized by the Quartet and other relevant international organizations.

Those include the adoption of all necessary, serious and effective measures to compel Israel, the occupying Power, to immediately cease all settlement activities in the Palestinian territories, nullify all illegal decisions and measures it has taken unilaterally in that regard, and urgently lift its siege of Gaza. We hope that the international community will enhance the scope of the humanitarian, economic and financial aid offered to the Palestinian people and their National Authority so that they can overcome the great challenges they continue to face. Today's meeting of the Security Council is of special political significance, as it is follows the Palestinian Authority's request for the admission of the State of Palestine as a full Member of the United Nations.

We warn that the continued disregard of the international community for such Israeli actions and unilateral measures will only encourage Israel to pursue its practices aimed at entrenching its occupation of Palestinian land and property. That is especially true of its actions in Al-Quds Al-Sharif, whereby it aims to change the city's demographic, historical and religious nature. The United Arab Emirates demands that the international community, and especially the Security Council, fully assume their responsibilities now more than ever before.

The most serious issue is the Israeli Government's continued campaign to expand its illegal settlements in the heart of Palestinian cities and villages; its demolition, destruction and confiscation of Palestinian homes, properties and land; and its continued siege of the Gaza Strip. We condemn all of those dangerous Israeli practices, which have exacerbated the deteriorating humanitarian plight of the Palestinian people and caused them to hit rock bottom. Those practices have also been a direct reason for the failure of the peace negotiations thus far and the growing state of tension, frustration and instability in the region.

Mr. Al-Jarman (United Arab Emirates) (spoke in Arabic): At the outset, I would like to convey our deepest condolences to the Government and people of the Kingdom of Saudi Arabia on the passing of His Royal Highness Crown Prince Sultan Bin Abdulaziz Al-Saud, Deputy Prime Minister and Minister of Defence and Aviation. We also extend our condolences to Turkey in the wake of the recent earthquake, which exacted a heavy toll. In his regular briefing this morning, Under- Secretary-General for Political Affairs Lynn Pascoe underscored the growing suffering that the Palestinian people continue to endure as a result of the Israeli authorities' ongoing policies of aggression and occupation.
