We hope that the Astana peace process and the Geneva talks, which are both taking place under the auspices of the United Nations, will promote the political process, taking into account the various relevant Security Council resolutions, especially resolution 2254 (2015). We restate the importance of putting an end to the Yemeni crisis. There is a need to restore legitimacy and calm in Yemen, on the basis of the Gulf Cooperation Council initiative and its Implementation Mechanism, as well as the National Dialogue Conference and relevant Security Council resolutions, especially resolution 2216 (2015). We support the plan approved by the United Nations to relaunch the peace process in Libya, and hope that we will be able to provide the Libyan people with a good transitional mechanism.

  3. We have reached an agreement with the United States and the Russian Federation that will end to violence in the south and west of Syria. We emphasize the importance of achieving a political solution to the Syrian crisis that would preserve Syria's territorial integrity and ensure a better future that will meet the aspirations of the Syrian people and allow for the return of Syrian refugees and the reconstruction of the country. We reaffirm our cooperation with all international partners to establish a peaceful and stable environment throughout Syria with a view to allowing access to humanitarian aid for all of those in need and to promoting stability for the Syrian people, who have experienced seven years of violence.

  4. I reiterate the importance of the most recent resolution adopted by the 58 States members of the UNESCO Executive Board. We reiterate the importance of the national reconciliation agreement between the Palestinians as the first major step towards putting an end to divisions and promoting Palestinian national unity, thereby contributing to conditions conducive to Israeli- Palestinian negotiations with the goal of creating an independent Palestinian State within the pre-1967 borders, with East Jerusalem as its capital. We support Egypt's efforts and highlight its role in bringing about Palestinian national reconciliation. With regard to the Syrian crisis, we shall use our relations with all stakeholders to achieve peace in Syria.

That is reiterated in the Arab Peace Initiative, which defined the political horizon necessary to a peaceful solution that would meet the aspirations of the Palestinian people, while also taking Israeli interests into account. Under the Hashemite custodial protection of Muslim and Christian holy sites, Jordan has made great efforts to defend holy sites in Jerusalem and preserve their historic and legal importance. It has undertaken diplomatic initiatives in many international forums, especially UNESCO, and the promotion of international Arab consensus regarding a number of resolutions that retain Jerusalem on the agenda of the UNESCO Executive Board, which reiterates that the legislative and administrative measures taken by Israel to change the nature of Jerusalem and its legal status are null and void.

  6. Reaching a lasting, comprehensive solution to the Palestinian question is a major factor for political stability in the region. We welcome all efforts to seek a just settlement to the question, which could drive forward the peace process and relaunch and reactivate time-bound negotiations between Israelis and Palestinians on the basis of the two-State solution. That is the only means of resolving the issue. Israel's future and its acceptance by the region and the Arab/Muslim world are dependent on the future of the Palestinians. Peace will not emerge between the two parties until an independent Palestinian State is established within the pre-1967 borders, with East Jerusalem as its capital. There are many elements to this issue, especially with respect to the Arab, Muslim and international consensus regarding the two-State solution.

We reiterate that peace will be possible only through cooperation and dialogue, along with joint efforts to address the underlying causes of the conflict and to deal with them objectively, in accordance with international law and relevant Security Council resolutions. Jordan has played a major role in the Middle East's political landscape, especially through our wise and balanced foreign policy in a region that is rife with conflict. We are a haven of peace and enjoy close relations with all of the various regional and international partners. We shall use those relations in order to promote peace and security in the region, tackle terrorism and find peaceful solutions to conflicts, especially the Arab-Israeli conflict.

I would like to thank Mr. Jenea for his extremely useful briefing. The members of the Security Council and the international community have reiterated in various international forums the importance of achieving peace and stability in the Middle East, demonstrating their conviction that stability in the region is in the interests of both the region and the international community as a whole and will foster international peace and security. We agree on that common ground. We share the wish for peace and recognize the need to take into account the aspirations of peoples to achieve stability.

Those developments confirm that the war against those deviant factions has become, as His Majesty King Adbullah II has said, a third world war using different means, which requires international coordination among all the nations of the world. Terrorist organizations have warped the image of Islam - again, necessitating coordination and cooperation among all countries in confronting terrorism. We must show strong determination to unify our efforts and implement the relevant Security Council resolutions to face up to those gangs, in particular the the Islamic State in Iraq and the Sham. We trust that peace, security and stability can be achieved in the Middle East. We in Jordan are determined to contribute to those efforts.

Perhaps the increased number of refugees and their continued flow from Syria to neighbouring countries and to Europe is proof of the scope of the humanitarian crisis in Syria, which is affecting the entire region. Jordan continues to act based on its moral obligation to the Syrian refugees. That is taking its toll on our limited resources. We are under great pressure. This requires the international community to fulfil its obligations and to provide greater support, in accordance with the promises made in London last month. Syrian refugees are facing great difficulties. We are deeply concerned that terrorist organizations continue to control areas of Syria, Iraq and Libya. Such groups also continue to act based on extremist ideologies and to perpetrate attacks in Saudi Arabia, Iraq, Belgium, Turkey and on the borders of Jordan and Syria.

  11. This is not just a Palestinian demand, but an international demand to give the Palestinian people the right to live in peace and sovereignty on its soil. The situation requires greater efforts by all parties to give momentum to the negotiations to allow for a political resolution to be achieved, particularly based on resolution 2254 (2015). Jordan continues to support the Special Envoy of the Secretary-General, Mr. Staffan de Mistura, and the International Syria Support Group. We hope that the negotiations will succeed and that we will reach an agreement for the transitional phase in Syria that will allow peace and stability to return to that nation and for the Syrian refugees to return to their homeland and contribute to its reconstruction.

  12. Indeed, in line with our historical custodianship of the region, Jordan will stand up to anyone who tries to commit acts of transgression against holy sites. We will take any and all measures, diplomatic and legal, to counter Israeli violations in Jerusalem. All Israeli acts in this area are null and void and without any legal consequence because they have been authorized by an illegitimate occupying Power. Regional or international initiatives designed to solve the Palestinian question will not be realized without genuine political will and the commitment to push such initiatives forward. But, more importantly, their success will depend on the seriousness ofIsrael and the sincerity of its intention - or the lack thereof- to achieve a lasting peace. The practices of Israel in the occupied Palestinian territories must stop.

Nevertheless, in this context, Jordan reiterates the importance of resuming serious negotiations based on the two-State solution, but with a deadline, with a View to establishing an independent, completely sovereign Palestinian State on Palestinian soil and within the 4 June 1967 borders, with East Jerusalem as its capital, in accordance with international law and the Arab Peace Initiative. This goal is consistent with Jordan's interests, as my country is vitally connected to all aspects of the Palestinian question. His Majesty King Abdullah II ibn Al Hussein has always given and will continue to give attention to a related question of grave concern, namely, attacks on Palestinian and Muslim holy sites. His Majesty is using all his considerable influence to oppose Israel's attacks on our sanctuaries.

  14. We cannot allow Violent and extremist groups to take advantage of this conflict and exploit the gaps it creates with a view to expanding their influence in the region and the world as a whole. Every day, the Israelis Violate international law, destroy homes and expel populations. Their goal is to change the reality on the ground. They categorically reject all efforts to achieve a systemic settlement. We are therefore obligated to ask the Council to live up to its responsibilities and end the settlement activity immediately. The settlements in Jerusalem and the West Bank are in violation of international law, and what Israel does on the ground contradicts its public statements. On the way to relaunching negotiations between the two sides, it places greater obstacles to any possible success.

  15. Through its recent membership in the Security Council, Jordan exerted great efforts and was able to bring the question to the fore in an attempt to resolve all conflicts in the Middle East. We have expressed our thoughts on how to resolve conflicts in the region and have often reiterated that the main issue continues to be the Palestinian question, with its absence of peace and the lack of a just and lasting solution. This conflict is constricting all other efforts to achieve peace anywhere else in the Middle East. The relationship between peace in the region and the Palestinian question is clear. What we need is a comprehensive approach to resolving this issue, as well as a real effort on the part of the international community to resolve it permanently.

I would also like to express appreciation to the Secretary-General for his briefing this morning. Our region is witnessing great intellectual and political challenges due to an indescribably bitter reality. Our words will never be able to match the suffering and devastation that has been seen in our region, be it in Syria, the Palestinian territories or Yemen. These challenges force us to ask ourselves if the international community is doing enough to resolve these conflicts, pursuant to international agreements and law. Indeed, are we doing everything possible to achieve peace and stability?

Let me stress here the importance of implementing the provisions of Security Council resolution 2250 (2015) on youth, peace and security, based on the initiative of Crown Prince Al Hussein bin Abdullah II during Jordan's presidency of the Security Council in April 2015 and the Amman Youth Declaration on Youth, Peace and Security, of August 2015. Furthermore, we must deal with the struggle within States to prevent Da'esh from recruiting new members internationally, luring them through social media, in addition to using the electronic media to smuggle millions of dollars' worth of archaeological treasures. Jordan reasserts its support for the Secretary- General's Plan of Action to Prevent Violent Extremism. We look to its contents very positively, as long as it goes along with national plans.

  19. I must also refer most regretfuly to an expanding phenomenon that is the fear of Islam and of Muslims around the world. It is a destructive phenomenon, one which leads to erroneous ideologies and thoughts, feeding the extremists and their objectives that seek to divide us. Let me stress that those suffering the most from terrorism and its crimes are Arabs and Muslims, more than any other ethnic or religious groups. We must concentrate on the youth. Jordan was in the forefront of those pointing to the need to protect youth.

  20. Failure to resolve the Israeli- Palestinian conflict is a fundamental factor in this respect. Failure to reach a peaceful and just settlement gives terrorists a pretext to recruit and gain support. We must also stress that there is a need to find a political solution to the Syrian crisis. Let me point to the fact that combating the funding of terrorism cannot be achieved through individual national efforts or independent efforts by individual institutions. There are many sources for the funding of terrorism. We must therefore look into mechanisms that ensure concerted efforts at the national level as well as cooperation at the regional and international levels. Lack of coordination nationally, regionally and internationally is one reason for the success of those groups in obtaining resources.

  21. We must continue to work together to confront more effectively the issue of the flow of foreign terrorist fighters towards the full implementation of resolution 2178 (2014). It is also important to promote and improve the ability of local parties to combat Da'esh. In this regard, Jordan has supported the efforts by the Kingdom of Saudi Arabia to set up an Islamic military alliance to combat terrorism. We participate therein, support it strongly and were among its initiators. A part of the solution to the problem of terrorism lies in understanding the root causes of extremism and terrorism. Failed States, chaos in some conflict regions, sectarian divisions, marginalization, exclusion and the fragmentation of States are all fertile ground for terrorism and extremism.

We have stressed the need to work for a political solution that maintains Syria's territorial integrity and political independence, restores peace and stability, repairs its social fabric and ensures the implementation of resolution 2254 (2015). As a step towards achieving the solution set forth in the resolution, the announcement of the commencement of negotiations on 29 January is very encouraging. My country is hosting a very large number of Syrian refugees, with whom we are sharing our meagre resources. The international community must be aware of all the burdens we are bearing in that regard and it should help us bear them. We therefore call on the international community to support Jordan's appeal for $10 billion for the next three years.

In that context, let me stress that Jordan will continue to confront all Israeli violations, provocations and aggressions that target Islamic and Christian holy sites, in particular the Al-Aqsa Mosque, because His Majesty King Abdullah II ibn Al Hussein is the trustee of all Islamic and Christian holy sites in Jerusalem. Israel must cease its illegal behaviour. The international community must reject all illegal unilateral measures that block the path to peace. We will continue our efforts on behalf of negotiations leading to the two-State solution within a set time frame, and take up all of the final status issues, in accordance with international initiatives and the Arab Peace Initiative. We shall do so in a way that meets all of Jordan's vital interests with regard to those issues, particularly with regard to the refugees and Jerusalem. Unilateral and provocative measures, especially settlement policies, must be abandoned. The Israeli occupation authorities must cease all unilateral measures in occupied East Jerusalem and all Islamic and Christian sites in Jerusalem.

The only way to achieve peace in the Middle East and to prevent bloodshed is for the Palestinian people to recover their legitimate right to live in security, dignity, freedom and security without occupation, in an independent and viable State within its pre-l967 borders, with East Jerusalem as its capital and in accordance with the terms of reference of the peace process and the Arab Peace Initiative, in peace and security with all the States and peoples of the region. Jordan is living the question of Palestine; we are not just outside observers or mere mediators. We have a historic role in that cause and its service.

  29. In 2015, the crisis in the Middle East accounted for 35.5 per cent of the Security Council's meetings on specific States or situations in the region. Furthermore, the region was discussed in numerous other thematic meetings under other items concerning terrorism and defending religions, civilizations and cultural heritage. The situations in the occupied Arab territories, Syria and Yemen were among the subjects most debated during the closed consultations of the Security Council last year and they year before. Those statistics reflect the gravity of the situation in the Middle East, where millions of people are living through a conflict - the Arab-Israeli conflict - that dates back more than 60 years, with the Palestinian- Israeli conflict at its core.

I thank the delegation of the United States for presiding over the Council so skilfully last month. I also congratulate the new members of the Security Council. Jordan fully supports all the efforts of the sisterly Arab Republic of Egypt, the Arab member of the Security Council. Fundamental changes have taken place in the international security architecture over the past several years. Civil wars have spread throughout the world. Conflicts are by their very nature more complex, entailing terrible humanitarian consequences.
