As the occupying Power, Israel has a responsibility with regard to what happens in Jerusalem and should therefore respect the current legal and historic status of the city, uphold the provisions of international law and international humanitarian law regarding the duties of the occupying Power and refrain from violating basic principles, especially with regard to the historic status of the Muslim and Christian institutions in Al-Quds, the Al-Aqsa Mosque/Al-Haram Al-Sharif, all of which are under the Hashemite custodianship. In that regard, we reiterate that pursuant to the provisions of international humanitarian law, the Jordanian administration of Al-Quds and the Al-Aqsa Mosque is the only responsible party for managing all affairs related to the Al-Aqsa Mosque in its entire area of 144,000 square metres.

The Hashemite Kingdom of Jordan reiterates the importance of reaching a just and comprehensive solution to the Palestinian question, based on the existence of two States. There can be no security, stability or prosperity in the region without a solution that guarantees the establishment of an independent Palestinian State within the borders of 4 June 1967, with East Jerusalem as its capital, living side by side in security and peace with Israel. We need effective action to make political progress that can lead to a just and comprehensive peace based on a two-State solution.

In the context of Jordan’s efforts to maintain calm and respect for the historical and legal status quo in Jerusalem, we demanded that Israel take a number of measures that it was hoped would contribute to preventing clashes, including, but not limited to, allowing free access for Muslim worshippers to the Al-Aqsa Mosque/Al-Haram Al-Sharif, lifting the restrictive barriers to Jerusalemites and the people of the West Bank and removing all restrictions aimed at limiting the right of Christians to free and unhindered access to the churches of the Old City, especially the Church of the Holy Sepulchre.   10. Israel, the occupying Power, bears responsibility for what is happening in Jerusalem. It must respect the legal and historical status quo, abide by the provisions of international humanitarian law and international law related to the duties of the occupying Power and not attempt to infringe upon basic principles, especially with regard to the historical status quo at Muslim and Christian holy sites, in particular in the Al-Aqsa Mosque/Al-Haram Al-Sharif, all of which fall under the historical Hashemite custodianship. In that vein, we stress that the Jordanian administration of the Jerusalem Islamic Waqf is the only entity authorized under the provisions of international humanitarian law to manage all the affairs of the Al-Aqsa Mosque in its entirety, amounting to 144,000 square metres.

I also thank Mr. Tor Wennesland for his briefing. The dangerous Israeli escalation at the Al-Aqsa Mosque/Al-Haram Al-Sharif requires international coordination to prevent any illegal escalating measures aimed at altering the historical and legal status quo in Jerusalem. The storming of the Al-Aqsa Mosque by the Israeli army and police in recent days, which led to injuries among worshippers and the arrest of hundreds, is a dangerous and condemnable escalation that threatens to ignite tensions. Those incursions have caused a major rift in the most basic rules of coexistence in the holy land.

We are committed to moderation and believe that regional and international disputes can only be resolved through peaceful means, diplomacy and dialogue, while refraining from resorting to force or the threat of using it. The United Nations and responsible countries renounce the escalation of violence in order to spare the world further wars and human suffering as a result of military confrontation. Jordan, which joined the United Nations in 1955, fully believes that this international Organization cannot succeed in carrying out its responsibilities unless it is committed to implementing its resolutions and related operations in compliance with the values of justice and international law. The international community, at all levels, must implement all the commitments resulting from those resolutions. Jordan has had to deal with the effects of those waves of refugees, which has meant that we in turn have required assistance to alleviate the consequent burden, particularly given our social and economic situation as a receiving State alongside our hosting local communities. In that regard, I would like to thank our regional, international and United Nations partners that have alleviated the burden of refugees on Jordan. UNICEF recently reported that 15 million children do not go to schools in the Middle East and North Africa, which will lead them to illiteracy, ignorance, hopelessness and a lack of opportunities for development, which in turn could lead to despair and provide fertile ground for recruitment to extremism.

Since the beginning of the crisis in Syria, the Hashemite Kingdom of Jordan has worked with the international community to bring about a peaceful solution to the crisis so as to spare the country and its people suffering further death, destruction, displacement and other humanitarian consequences, in accordance with resolutions 2139 (2014) and 2165 (2014). The Hashemite Kingdom of Jordan has consistently called for a peaceful solution to the crisis through the Geneva process and on the basis of resolution 2254 (2015), which is acceptable to the Syrian people and preserves the unity and sovereignty of Syria. Jordan was one of the leading States in the Middle East welcoming refugees on behalf of the international community.

  28. The families of Palestinian refugees and Palestinian communities need full and continuous support until such a time as their status as refugees is justly resolved. Funding for the United Nations Relief and Works Agency for Palestinian Refugees in the Near East (UNRWA) must therefore be continuous so as to ensure the Agency's ability to implement the mandate accorded to it by the General Assembly. Moreover, we reaffirm the need to pursue international, political and financial support for UNRWA so that the Agency does not find itself on the long list of victims of a lack of collective action to bring peace to the Middle East.

  29. On top of those practices is the continued Israeli violation against the Al-Aqsa Mosque and Al-Haram Al-Sharif. The most recent violation was perpetrated by Israeli forces against worshipers and administrators of the Waqf Al-Quds. We categorically reject those senseless actions and all unilateral attempts to change the historic and legal status of the city. We call on the international community to take effective measures and apply pressure to Israel to ensure that it stops the violations and assumes responsibility in line with international law and international humanitarian law. The schools providing education to Palestinians and centres providing them with health and social services must remain open.

  30. It is imperative that all of us assume our responsibilities to ensure that we bring about just and comprehensive solution as well as lasting peace. Jordan has always called for peace and brotherliness among peoples despite their linguistic, religious and cultural differences. The city ofpeace, Jerusalem, is the top priority of the Hashemite Kingdom of Jordan, given our religious responsibility as the historic guarantors of the Holy Muslim and Christian sites in Jerusalem. That responsibility is also part of our duty to the Arab and Muslim nations. Jordan therefore has no other choice but to oppose all practices that will have a negative effect on the future of the city, its existence and identity, as well as peace and future stability.

  32. The crises are fuelled by political and social injustice and sectarian clashes, which have unleashed the forces of evil, bringing about death, destruction and terrorism. As we gather here today, events in the Middle East reflect a situation of increasing tension that is far from stable. While the Palestinian question remains at the centre of instability and the core issue in the Middle East, no progress is being made in that regard. The greatest challenge facing our region in particular that concerns international peace and stability in general is the continued Israeli occupation of Palestinian and Arab territories. The Hashemite Kingdom of Jordan has met its responsibilities towards the Palestinian question, which is central to us. This is in keeping with the vision of our Palestinian and Arab brothers.

I would like as well to thank the Chef de Cabinet of the Secretary-General for her briefing. The many challenges facing the world today call for the international community to mobilize its efforts to address them collectively and in a complete and sustained manner. That would ensure dealing radically with the circumstances and factors causing these challenges, the most serious of threats to international peace and security. There is broad agreement that the Middle East is being hostage by these political, economic, social and security challenges.

In that regard, I applaud the ACT to Protect campaign launched by the Special Representative of the Secretary-General for Children and Armed Conflict, which will enable us to focus on ending the violations perpetrated against children in armed conflict. This year we commemorate the thirtieth anniversary of the Convention on the Rights of the Child. Bloody conflicts continue to claim child victims in Syria, Palestine and elsewhere, in various regions affected by war and conflict. We must invest in their little bodies. We hope that children's hands will be used to build up, never to tear down. As has been said, we, as individuals and Governments, should prioritize humankind.

We hope that it will be an opportunity to redouble our efforts to achieve our objective of open, modern societies with adequate and effective institutions, anchored by international and regional partnerships, that empower women, protect children, assist young people, build on the principles of peace and reject radicalization, hate speech and terrorism in all its forms. We must reinforce relevant international instruments that protect children and ban their recruitment by armed forces or armed groups. They must be reintegrated into civilian life so that they are immune to the forces of evil in the world.

My country has also launched various training and rehabilitation programmes in cooperation with our regional and international partners, United Nations agencies and civil society organizations to ensure that refugees can pursue their education, build on their skills and integrate into society. The key to our organization is its vision, which is translated into several initiatives. In spite of the challenges related to refugee flows and the negative impact of the situation on our national economy and infrastructure due to the scarcity of natural and economic resources, we in the Kingdom of Jordan have been able to turn that challenge into an opportunity thanks to collaboration among State institutions, on the one hand, and through international and regional partnerships, on the other. It is all part ofa plan to respond to the Syrian refugee crisis. My country has established and strengthened mechanisms and measures to accommodate the refugees, while also ensuring that they can live in dignity by assuring them shelter and basic services, such as health care and education. We also have mechanisms offering support and protection for women and children, in particular girls.

  38. It is also committed to helping them reintegrate into society. The role of a peacekeeping operation is no longer merely to stabilize the situation in conflict areas, but now also includes protection and reintegration, as well as psychosocial and health-care services, provided through various educational programmes and income-generating activities that protect children from recruitment and exploitation. My country hosts approximately 1.3 million refugees from Syria; of those, 226,000 are children between the ages of 5 and 17.

We also believe in the importance of accountability and of ending impunity in order to stop such crimes and deter perpetrators, and in the need to establish protection and reintegration mechanisms for child victims of violations of all kinds. Like all other peace-loving countries, Jordan has endorsed a number of international instruments on the rights of the child, such as the Vancouver Principles and the Safe Schools Declaration. Those texts reaffirm that our priority is protecting children and upholding relevant principles in United Nations peacekeeping operations, while also seeking to end the recruitment of children and to protect children during wars and conflicts. When participating in peacekeeping operations, my country is committed to protecting the most vulnerable, in particular children 4 boys and girls alike.

In a number of resolutions, in particular resolution 2472 (2018), the Security Council has stressed the need to protect civilians in regions affected by armed conflict, especially the most vulnerable, namely, women, children and persons with disabilities. We also have resolution 2475 (2019), but major impediments still exist to noble efforts to uphold justice and peace throughout the world. We must therefore work tirelessly to end the wars by addressing their root causes and the negative impacts of such crimes. We are convinced that there is a need to promote legislative and legal reforms and develop policies that will allow us to address violence against children during armed conflict.

  41. Mr. Al Omoush (Jordan) (spoke in Arabic): At the outset, we would like to thank Poland for having organized this open debate on children and armed conflict. We also commend the efforts of Peru at the helm of the Council last month. We wish you, Madam President, every success for your presidency this month. We also thank the various briefers whom we heard this morning. It has been 10 years since the adoption of resolution 1888 (2009). We continue to see increased numbers of violations being committed systematically against children in armed conflict. The first victim is humankind. The report of the Secretary General (S/2019/509) cites a series of record numbers of violations committed as a result of conflicts around the world. According to the report, there were 24,000 cases involve children and 12,000 cases of killing and maiming in 2018.
