“In that context, the Kingdom follows a balanced approach to mitigate emissions and to reach net-zero emissions, in line with its development plans and our economic diversification, without harming our supply chains, while also aiming to develop technologies that contribute to limiting emissions, in cooperation with various countries. The Kingdom is aware of the importance of raising the level of expectations in addressing climate change, particularly in the current decade. We have therefore increased our nationally determined contributions by reducing our emissions by 278 million tons per year by 2030. That is double what was previously announced in 2015. “The Kingdom of Saudi Arabia has always emphasized the importance of addressing challenges of climate change and its effects on sustainable development at the economic, environmental and social levels. “The Kingdom believes in the importance of strengthening regional and international cooperation to respond to those common and emerging challenges confronting the region and the world. “The report showed an increase from the previous year in the number of violations against children committed by the Houthi militias, including recruitment, killings, maiming and abductions. The Houthi militias continue to perpetrate the most atrocious crimes against children in Yemen. They violate children’s rights, including by herding them into stadiums and buildings with the aim of influencing their ideas in order to incite them to commit terrorism and spread extremism and to prepare them to be sent to fight on the front lines. We would like to stress here that all current and future references in the reports related to the Houthi militias should be followed up by the Houthis with genuine implementation, commitment and positive efforts on the ground regarding Yemeni children.”

“The report underscores the coalition’s commitment to supporting legitimacy in Yemen and the protection of children. We also support the continuing important measures being taken to enhance child protection in the conflict in Yemen, based on the relevant international terms of reference. The coalition is in fact a model for other international coalitions when it comes to protecting children in armed conflict. “We fully support the Presidential Leadership Council in implementing its policies to restore stability and security and put an end to the crisis in the Republic of Yemen. In addition to the role played by the Kingdom of Saudi Arabia in supporting our brotherly Yemeni people, we recently announced a $2-billion initiative, funded equally with the United Arab Emirates, to support the Yemeni Central Bank. We have also provided $1 billion, of which $600 million are earmarked for buying oil products and $400 million for supporting various development projects. “In this sacred month of Ramadan, we witnessed an incursion by the Israeli occupation forces into Al-Aqsa Mosque, closing its gates and attacking unarmed worshippers inside and outside of the Mosque. This aggression took place during the holiest month of the year for the Muslims. My country strongly condemns this act of aggression against holy sites and unarmed Palestinians. “We support the findings of the report concerning the phenomenon of terrorist and other armed groups that use sexual violence as a means to destabilize vulnerable societies. We stress that the illegal flow of small arms and light weapons contributes to fuelling sexual violence related to conflict on a large and systematic scale. We would also like to highlight the violations and acts of sexual violence documented in the report and committed by the Houthi terrorist militias against women in regions under their control in Yemen. “We have implemented more than 788 projects in 79 regions throughout the world in the amount of more than $520 million, which have benefited 109 million women. The projects have helped women to participate more in the economic field and workforce, advance their economic capacity-building and participate more in education and learning programmes in countries affected by armed conflict. Our support has included providing psychosocial and societal services, as well as providing female refugees with legal and protection services against the effects of violence. “Mr. Alateek (Saudi Arabia) (spoke in Arabic): At the outset, I would like to congratulate you, Madam President, on Norway’s leadership of the Security Council this month and to wish your delegation every success. I also wish the incoming members of the Council all the best during their terms. The Kingdom of Saudi Arabia stresses its commitment to the constants that make up the question of Palestine, that is, ending the occupation, establishing an independent Palestinian State with Al-Quds Al-Sharif as its capital and guaranteeing the right of return for Palestinian refugees. We also stress that achieving a comprehensive and lasting peace in the Middle East is a strategic option for ending one of the longest and most complex historical conflicts that the modern world has seen.”
