“Sixthly, it is essential to limit the length of statements during open debates with the participation of many delegations, in order to ensure that all Member States have an equal opportunity to speak. However, restricting the right of States concerned in an agenda item to express their position in meetings in which their countries’ situations are being discussed thwarts their ability to present their national perspectives and respond to the concerns raised. Lastly, we welcome the participation of representatives of civil society and non-governmental organizations in open briefings, but they should bring added value to the Council’s work.”

“Neither should the General Assembly violate Article 12 of the Charter, which states that the Assembly should not make any recommendations with regard to a situation being discussed by the Council. Fifthly, it is important to mitigate the impact of Security Council sanctions on the humanitarian situation of the populations of targeted countries and to rationalize their use. Sanctions should not be considered an end in themselves. When they are implemented, we have seen that they primarily affect ordinary citizens, making them suffer and depriving them of their right to a dignified life, food, health care, development and other basic human rights.”

“Secondly, it is important to streamline the Council’s efforts, time and resources by limiting the number of intense and recurring meetings held in a short space of time about the situation in a specific country. Such meetings should not be used as a platform to put pressure on the country concerned or to offend it, but should be used for objective and constructive debate aimed at finding solutions to crises. Thirdly, the working methods and practices of the Security Council must be respected. They should not be used selectively, based on the whims and interests of certain States. Fourthly, it is important to respect individual mandates. The Security Council should work within its own mandate and not encroach on those of other United Nations bodies such as the General Assembly, the Human Rights Council or others.”

“Mr. Aldahhak (Syrian Arab Republic) (spoke in Arabic): My delegation supports efforts to ensure efficiency and transparency in the work of the Security Council and to improve its working methods in line with the purposes and principles of the Charter of the United Nations. We would like to focus on the following points. First, membership of the Security Council requires all its members, and especially the President, to communicate professionally with non-member States that are being discussed as items on the Council’s agenda. They should conduct a constructive dialogue with them and take their concerns into consideration when drafting resolutions and issuing presidential and press statements, without attempting to antagonize, exclude or alienate them.”

“The success of the work of the OPCW and its mandate will neither be achieved by subjecting it to pressure and dictates, nor by politicizing the work of its organs and compelling the Executive Board to adopt resolutions that are impossible to implement, nor by the suspension of Syria’s rights and privileges by the OPCW Conference of States Parties. The success of the work of the OPCW depends on undertaking a comprehensive review of all erroneous working methods used by the Technical Secretariat and its teams and on returning to the purely technical, non-politicized nature of its work. It should not become a tool that serves the agendas of some countries at the expense of the non-proliferation regime and our shared values.”

“With regard to its cooperation efforts, the Syrian Arab Republic submitted its ninety-ninth monthly report on its destruction of chemical weapons and associated production facilities. Efforts are under way to facilitate the holding of a high-level meeting between the Minister for Foreign Affairs and Expatriates of the Syrian Arab Republic and the Director-General of the OPCW as quickly as possible, and to define its agenda and work programme to allow progress to be made on certain issues related to the erroneous practices of the teams of the OPCW.”

“The Technical Secretariat of the OPCW bears full responsibility for the delay of the twenty-fifth round of consultations. That is because its Director-General has stated, right here in the Council, that it was too hot in Syria during the summer months for its staff to go there. He then linked the delay to the non-issuance of a visa to one member of the Team. Just one individual was denied a visa. It was not, as speakers have said today, that all Team members were denied visas. Work does not depend on that one person who was not granted a visa. My country, Syria, is not obstructing the deployment of the Team. This is yet another example of the pressure being exerted and of attempts to undermine Syria’s cooperation efforts.”

“In addition, the Mission uses open sources and information from terrorist groups and their sponsors, which leads to erroneous results and undermines the credibility of its reports and the professionalism of its work. My country, Syria, voluntarily acceded to the Chemical Weapons Convention and destroyed its stockpile of chemical weapons and their production facilities. We were mindful of addressing specific outstanding issues by cooperating with the OPCW in order to close this dossier permanently. In that regard, the Syrian National Authority has facilitated the holding of 24 rounds of consultations with the Declaration Assessment Team over the years. We welcome the twenty-fifth round of consultations, to be held in Damascus or in The Hague.”

“The approach to addressing the incident of Khan Al-Assal, which, I repeat, claimed 25 martyrs, most of them members of the Syrian Arab Army, and 110 others who suffered asphyxia and fainting, became the approach adopted by the OPCW Investigation and Identification Mission for all these past years. Requests from the Syrian Government to investigate similar incidents, in which terrorist groups used lethal chemical weapons against civilians and Government forces, have been met with the same delaying tactics. Furthermore, the Fact-Finding Mission has used faulty and dangerous methods that are not in line with the provisions of the Convention and the terms of reference, whereby it accepts and receives samples from anonymous third parties outside of Syria, instead of collecting and preserving samples itself.”

“In the wake of that incident, my country’s Government sent a request to the previous Secretary-General, asking for the creation of an independent technical mission to investigate the incident. Unfortunately, and despite months-long delays, the mission has never visited the site or investigated anything to date. The Khan Al-Assal incident remains evidence of the fact that some well-known countries are covering for the crimes of terrorist organizations, which is living proof of the scope of manipulation and politicization of what is called the Syrian chemical dossier.”

“They are all the product of the extremist religious teachings that they have received and are the ones responsible for committing all sorts of abhorrent terrorist acts around the world. Their actions have nothing to do with Islam, nor do they have anything to do with civilization. The role of those regimes in supporting terrorism is no longer a secret to anyone. Today, we have heard affirmations by States Members of the United Nations regarding the Turkish role in preparing and transferring foreign terrorist fighters to my country. As the Council is well aware, through its support for terrorist groups on Syrian territories Turkey has also interfered militarily. The Erdogan regime is directly and indirectly involved in terrorism through its trading in oil and in stolen Syrian artifacts with Da'esh.”

“They are bringing foreign terrorist fighters and mercenaries from all over the world to my country to serve their own interests, thus increasing the suffering of the Syrians, delaying the solution of the crisis and undermining political efforts. United Nations reports indicate the presence of more than 30,000 foreign terrorist fighters in Syria and Iraq. We in Syria would like to affirm that there are, in fact, many more than 30,000. In addition to the 24,500 terrorists of Saudi nationality alone who have joined the Islamic State in Iraq and the Levant and other Al-Qaida-affiliated terrorist groups, many thousands more are present in other Member States of the Organization.”

However, my delegation would like to respond to statements made by the representatives of the regimes in power in Saudi Arabia, Qatar and Turkey. Their statements included a collection of claims, falsifications and propaganda, in which they seek to present themselves as playing a certain role in fighting terrorism. However, those three regimes are deeply involved in spreading savagely cruel terrorism and hateful extremism, as well as barbaric Wahhabism. They are also financing and arming terrorist groups and providing them with platforms for propaganda. They have also endorsed many of the terrorist attacks that have been witnessed by Member States of the Organization.”

“That support, which Turkey has also granted to numerous terrorist organizations that are active in the region of the Middle East and in North Africa, as well as in Libya, Tunisia, Egypt and other countries, is something everybody knows about. The Turkish regime has not stopped there. It has pursued its illegal relations with Da'esh, in particular when it comes to commerce and the oil trade and the pillaging of various antiquities and other assets as well. Recently there was direct and repeated military intervention by that regime when it saw that its terrorist friends had failed in their mission. That is how the Turkish agenda is developing in the region and how Erdogan is seeking to see the recreate the Ottoman Sultanate in order to once again hold the title of Ottoman Sultan.”

“In that regard, we want to stress the fact that the various terrorist groups, such as Da'esh, Al-Nusra Front, as well as the various foreign terrorist fighters, would not have been able to pose such a threat had they and other groups linked to Al-Qaida not received such significant support from many United Nations Member States, in particular the Government of Turkey. Various United Nations reports have mentioned the presence of over 30,000 foreign terrorist fighters, who have come from over 60 per cent of Member States - in other words 150 Member States - to the territory of my country, Syria, and who basically have been able to carry out criminal terrorist acts. None of that could have happened in the Syrian territory without the multidimensional support provided by the Turkish regime.”

My delegation would first like to affirm the Syrian Government's position on Turkey's recent act of aggression, which we have outlined in letters sent today to the President of the Security Council and the Secretary-General, in which we state that the Turkish regime's acts constitute an act of aggression against Syria's sovereignty and a blatant violation of international law and the Charter of the United Nations.”

I would simply say that the Middle East region has known terrorism only since the Israeli occupation, which in the 1940s brought with it terrorist organizations that began to perpetrate terrorist attacks against the Arab inhabitants of the occupied Arab territories of Palestine, Syria and Lebanon. Those crimes spread to other regions of the world after that.”
