I would like to take this opportunity to congratulate New Zealand ahead of time on its assumption of the presidency in July and wish it every success.   2. With regard to sexual abuse during United Nations missions, which has been unanimously and strongly denounced by all delegations, we believe that the zero-tolerance policy must be made a reality. In that connection, we endorse the proposal to include more women staff in peacekeeping operations, including in high-ranking posts. With regard to violence against children in armed conflict, our country agrees with the Secretary- General's recommendation, namely, that the Council should ensure that grave violations perpetrated against children be considered crimes subject to Security Council sanctions. We encourage States and financial partners to shore up actions to reintegrate former child soldiers and prevent their recruitment into armed forces.

The need to guarantee the security of the Blue Helmets themselves was underscored with concern by force commanders and by delegations, who talked about, for example, the planting of mines and improvised explosive devices by armed groups in Mali. We think that appropriate means should be made available to United Nations forces to allow them to protect themselves. With regard to the restrictions imposed by some countries on the ways in which their troops can be used, we think there is a need to have a single chain of command within military and police contingents and to uphold the hierarchy of which they are a part, without giving priority to the orders of national authorities.

  4. Concerning the political crisis in Burundi, we underscore the necessity for the international community to take action to help Burundi overcome the political crisis it is experiencing. We also note the primary role ofthe West African community in settling the crisis and call for close cooperation between the United Nations and the African Union, so as to support regional efforts for an exit from the crisis in the interest of the Burundian people. During the month of June, the Security Council examined ways to make peacekeeping operations more effective, to protect civilians and to guarantee the security of mission staff.

We remain concerned by the lack of consensus in the Council regarding extremely serious situations that threaten international peace and security, namely, those in Syria, Iraq, Ukraine, Yemen and Libya, as well as other threats, such as terrorism, violent extremism and the spread and circulation of light weapons, illicit trafficking and migration issues. We believe that Council members can do better by listening to each other and by taking into account each other's legitimate concerns in a spirit of consensus. The adoption of resolution 2220 (2015) on the strengthening of cooperation to counter the illicit trafficking in small arms and light weapons, adopted with nine votes in favour and six abstentions, reveals the power play within the Council and the position of some member States with regard to the others.

Mrs. Alingue (Chad) (spoke in French): First of all, allow me congratulate you, Mr. President, on your leadership of the Council during your presidency, and the whole of the team that has supported you. I would also thank you for organizing this monthly meeting to assess the Security Council's work in accordance with note S/2010/507 of the President of Council. We believe that such meetings remain the only means of ensuring transparency in relation to non-members and allowing them to follow our work. The assessment meetings at the end of each presidency make it possible to systematically review the Council's work and give us an overview of the priorities reflected in the media.

In this context, we encourage the Tribunal to continue implementing its strategy to completion while continuing to consider appropriate diligent steps that it intends to take to achieve that end. That having been said, we believe it is also important that the Tribunal further streamlines the judicial activities in order to avoid the accumulation of delays. Mr. Ibrahim returned to the Chair. In conclusion, we regret the lack of progress in the cooperation between the Tribunal and some States of the region to try alleged perpetrators. In this regard we encourage States to make every effort to see that these judgements take place as soon as possible.

  8. The ICTY's communication activities and efforts to heighten awareness continue to develop. However, the European Union funding for this purpose will end in August, which suggests that there will be difficulties in pursuing these efforts. Delays in keeping on schedule remain for various reasons. Many postponements of judgements and appeals will be logged in spite of the predictions made in the latest report. The health of some defendants, the slow pace of the process, among other things, have delayed the Tribunal's work during this period, but the great challenge remains the departure of staff. Although these problems are known, they could not be avoided despite the warning by the Tribunal, which came up with solutions that unfortunately did not receive the necessary support of the competent United Nations entities.

  9. We also take due note of the activities carried out during the last six months and encourage all teams to complete their work on time. However, we regret that the six fugitives have not yet been found. In this regard, we call on the countries where they are supposedly located to show solidarity with the Republic of Rwanda which must rebuild its nation scarred by genocide by having the fugitives tried by the Residual Mechanism and, in particular, by its own national courts. Regarding the ICTY, it is also actively working to wrap up its mission, particularly in the context of its completion strategy. With the passing of two important rulings during the period covered by the reports, there remain seven judgements and orders to be made. We should acknowledge in this regard that of the 161 accused 147 have received final verdicts.

  10. We take due note of the significant efforts made by the Tribunals to complete their work in spite of the obstacles that remain as the completion date of ICTY approaches. In the six months elapsed, the judicial and legal activity of the ICTR essentially brought about the completion of the appeals pending and the transition towards the Residual Mechanism, which continued to benefit from its technical and administrative support. Given that this transition is nearly completed, there remains one trial on appeal before the Tribunal - namely, the Nyiramasuhuko et a]. (Butare) case - before its completion scheduled for this year. The Tribunal nevertheless continues the reduction of its staff while providing assistance to Rwandan national courts in the context of cases that are being transferred to them.

Mrs. Alingue (Chad) (spoke in French): I would like to congratulate the delegation of Malaysia on its assumption of the presidency of the Security Council and wish you, Madam President, every success - for yourself and for your team - in taking on your mission; Chad assures you of its support. I would also like to acknowledge the excellent Lithuanian presidency for the month of May and personally congratulate Ambassador Raimonda Murmokaite and her team for that success. I also thank the Presidents and Prosecutors of the International Tribunal for the Former Yugoslavia (ICTY), the International Criminal Tribunal for Rwanda (ICTR) and the International Residual Mechanism for their respective briefings and reports.

  12. In conclusion, I would like to underscore that all of the achievements and prospects I have mentioned mean that the OSCE is a key ally of the United Nations. The search for peace and stability requires knowledge of the situation on the ground and of the deep-rooted causes of conflicts. The expertise and the legitimacy of the OSCE, in the year of the fortieth anniversary of the Helsinki Final Act, consolidates the foundation of this collective action in favour of peace and stability throughout the world.

Attacks against the media remind us and continue to demonstrate the need to preserve and promote the freedom of expression and the protection of journalists, just like the promotion of the principles of gender equality, the rights of minorities, tolerance and non-discrimination. We welcome the taking into account of threats such as transnational organized crime, human trafficking and illegal migration, as well as the issues of combating corruption, water management and the prevention of natural disasters.Since the topics are cross-cutting and recurrent throughout a number of regions in the world, especially in Africa, we encourage the OSCE to expand its cooperation to other regional organizations, especially in sharing its experience with the African Union.

  14. Special attention should be devoted to the issue of foreign terrorist fighters and the resurgence of violent extremism and the radicalization of conflicts. In Africa, the strategy in the Sahel region for the fight against terrorism is one that is aimed at a comprehensive approach, which includes economic, social and human aspects, especially targeting youth. In that regard, we welcome the desire shown and the efforts made by the OSCE to assist youth in terms of promoting their employment, their participation in political life and their inclusion in decision-making processes in order to counter the recruitment of young people by terrorist networks and organizations.

To that end, we encourage the OSCE to continue its work in northern Kosovo, on the situation between Armenia and Azerbaijan and on the resumption of negotiations within the framework of the 5+2 conflict settlement processes with respect to the Transnistria issue. In the area of humanitarian assistance, we also congratulate the OSCE for the assistance provided to Bosnia and Herzegovina, Serbia and Croatia in May 2014 during the terrible flooding, which left hundreds of thousands of individuals without shelter or jobs. Despite the effectiveness of the work carried out by the OSCE, that work often faces complex and varied threats. Chad welcomes the fact that among the priorities of the Serbian chairmanship is the topic of terrorist attacks and threats, which have had a cruel impact on a number of countries in the region.

Still on the topic of Ukraine, we commend the OSCE Special Monitoring Mission for its support when it comes to the crash ofMalaysia Airlines Flight MH-17, with the experts deployed at the crash site to be able to recover the bodies and investigate the causes of the accident despite the difficulties encountered in the conflict zone. Beyond Ukraine, we welcome the role placed by the OSCE in terms of national dialogue, peacebuilding, the rule of law and restoring links of trust in the region. The conflicts and crises that occurred in Europe during the 19905 have deeply marked and divided the peoples and communities of the Balkans. Reforging links of trust is a fundamental prerequisite for peace and stability in the region.

Faced with the resurgence of the fighting following the adoption, on 17 February, of resolution 2202 (2015), which supports the package of measures aimed at the implementation of the Minsk memorandum and protocol for a peaceful settlement of the conflict in Ukraine, Chad encourages the OSCE to step up its efforts to achieve a ceasefire and a complete cessation of hostilities as well as the implementation of the aforementioned agreements. Chad is concerned by the very serious situation prevailing in eastern Ukraine, where the civilian population continues to find itself in the crossfire between the various combatants. We urge all parties to show restraint, and we reaffirm that the only solution of the crisis can be a political one with respect for the independence, sovereignty and territorial integrity of Ukraine.

To that end, the provisions of Chapter VIII of the Charter define the framework for cooperation between the United Nations and regional organizations, and especially with the OSCE, which plays such an essential role in maintaining peace and security in Europe. In that respect, we congratulate the OSCE for its mediation, assessment and verification efforts undertaken to minimize the impacts of the crisis in Ukraine and throughout the region. That work is carried out in very difficult conditions, such as threats and kidnapping of the personnel of the organization.

Mrs. Alingue (Chad) (spoke in French): I would like to thank Mr. Ivica Dacic, First Deputy Prime Minister and Minister for Foreign Affairs of the Republic of Serbia and Chairperson-in-Office of the Organization for Security and Cooperation in Europe (OSCE) for his briefing and wish him every possible success in his new mission. The end of the Cold War saw the emergence of a new global order where the maintenance of international peace and security has become more complex. In a multipolar world, and despite a global vision and capacity, the United Nations increasingly requires cooperation with regional and subregional organizations to achieve the objectives of global peace and stability.

It is balanced in that it calls on all parties to engage in good faith in the negotiations aimed at finding a solution out of the crisis in line with the relevant provisions of the Gulf Cooperation Council and its Implementation Mechanism, the outcome of the National Dialogue Conference and the Peace and National Partnership Agreement. Against that backdrop, we call on all Yemeni stakeholders immediately to implement the provisions of resolution 2201 (2015), with a view to finding a political solution to this crisis that can serve to overcome all the threats to the country's security and stability. We believe that Yemen can be governed only on the basis of consensus. It is crucial that all the parties to the conflict immediately engage in dialogue and avoid turning to force to resolve their political differences.

  22. Mrs. Alingue (Chad) (spoke in French): First of all, I would like to thank Jordan and the United Kingdom for initiating the text of resolution 2201 (2015). Chad welcomes the unanimous adoption by the members of the Security Council of resolution 2201 (2015). This once again attests to Council unity in the face of the serious situation prevailing in Yemen, which is more than ever endangering the political process and threatening the country's unity and cohesion. We voted in favour of the resolution because it seems to us to be strong, balanced and to the point. It is strong in that it deplores the unilateral actions taken by the Houthis and clearly calls on them to immediately remove their forces from State institutions and to normalize the situation in the capital and in the country's provinces.
