“The Houthi militias and partisan forces of former President Saleh are contravening resolution 2216 (2015), which calls for a political solution to the conflict. In that context, we call for the re-establishment of peace, security and stability for the people of Yemen, a brotherly nation, in accordance with Council resolutions. In conclusion, we reiterate our support for the role of the United Nations in the protection of civilians in armed conflict, in particular through peacekeeping missions, which must act in accordance with clear mandates. We stress the importance of this debate, as the issue is a crucial aspect of the Council's action. The Council must take the necessary steps to protect civilians in armed conflict and hold accountable those who violate international humanitarian law.”

“We stress the need for active participation in that conference and hope that that humanitarian effort will be supported by political will in accordance with resolution 2254 (2015), allowing us to resolve that humanitarian tragedy and bring an end to the suffering of our Syrian brothers, both domestically and abroad. The actions of Houthi militias and the partisan forces of former President Saleh, who insists on using force to return to power, pose a direct threat to the security of the States of the Gulf Cooperation Council, and have led to the deterioration of the humanitarian situation in Yemen. “The conference will be held in London on 4 February 2016 and will be co-chaired by the United Kingdom, Norway, Germany and Kuwait. It is a follow-up to the efforts of the three earlier conferences in Kuwait, at which we were able to gather $7 billion, $1.3 billion of which were pledged by Kuwait. The London conference on Syria is a new challenge, as it presents an opportunity to address the long-term needs of all those suffering from the conflict in Syria, to set up new areas for work and education, and, above all, to promote engagement and encourage all stakeholders to protect civilians and alleviate their suffering.”

“The Syrian crisis is the most severe humanitarian crisis of modern times, with over a quarter of a million victims and millions of displaced Syrians. Daily news broadcasts have exposed the plight of the besieged Syrian city of Madaya as well as other cities where the Syrian people have been subjected to famine. The Secretary-General of the United Nations has affirmed that the use of starvation as a weapon during conflict is a war crime. The Council must therefore put an end to that crisis and the human rights violations there. The protection of civilians requires that we ensure the delivery of humanitarian assistance. The United Nations is preparing for the fourth conference on the humanitarian situation in Syria.”

“Disagreements among the permanent members of the Council and the use of the veto have increased, further complicating the issue, while the violations continue. We cannot discuss the protection of civilians without considering the suffering of the unarmed Palestinian people. During the more than 60 years of occupation, aggression, repression, injustice and arrest, all of which contravene the essential foundations of international humanitarian law, Israel, the occupying Power, has continued its violations, defying the international community and international human rights law and international humanitarian law. That situation calls for rapid action by the Council with a view to ensuring international protection for the unarmed Palestinian people.”

“Impunity is not an option; therein lies the importance of the issue under consideration. Since the issue of the protection of civilians was placed on the Council's agenda in 1999, the Council has adopted a number of resolutions and presidential statements on the topic, the most recent of which is resolution 2249 (2015). Adopted last November, the resolution reaffirms the Council's commitment to resolutions on the protection of civilians. But despite all of the resolutions, statements and efforts by the United Nations and its relevant bodies worldwide to protect civilians, the international community has been unable to ensure that protection. On the contrary, we have seen an increase in tragedies, massacres, displacement and migration.”

“There are over 60 million displaced persons, in addition to an increasing number of people in need of international humanitarian assistance, the majority of whom are civilians affected by armed conflict and complex emergency situations. We should act decisively to engage the parties to conflict with respect to their responsibilities to civilians, in order to make it possible for humanitarian access to reach the affected civilians and put an end to the violations of the Charter of the United Nations and of international human rights law and international humanitarian law. We should also work to strengthen international mechanisms, criminalize prohibited acts and ensure that the relevant courts are seized of those actions for which perpetrators should be held accountable.”

“While the Organization of Islamic Cooperation warns against the dangers posed by the Israeli aggression to regional and international security and stability, we call on the Security Council to shoulder its responsibility by taking measures to stop the crimes and violations committed by the Israeli occupation. “Those crimes and violations show the horrible reality of the occupation and the racist nature of Israeli policies, targeting the Palestinian people, their land and holy places. Moreover, the recent Israeli crimes and practices have exposed and revealed Israel's lies regarding its army's ethical code of conduct. How can one leave an injured child to bleed after having shot him? How is it possible that a teenager is shot only because his smile provoked an armed and fanatical Israeli settler? There is no definition for such acts other than that of shameful war crimes. The perpetrators of those crimes must be held accountable, and justice must be done. The International Criminal Court was established for such a purpose.”

“The Organization of Islamic Cooperation strongly condemns the policy of execution and deliberate murder carried out by the Israeli occupation forces against the Palestinian demonstrators in the occupied Palestinian territory, particularly in occupied East Jerusalem. Some of those acts, in which children have been targeted, were captured by media cameras. Furthermore, the Organization of Islamic Cooperation condemns the unprecedented escalation in the acts of violence and terrorism by extremist settlers against Palestinian civilians. Only this past month, Israeli violence has claimed the lives of more than 45 Palestinians and wounded more than 1,800 people, including women and children.”

“That reminds us of similar crimes perpetrated by the Islamic State in Iraq and the Levant. Furthermore, Israel's repeated attacks on the Al-Aqsa Mosque represent only one aspect of the terrorism that has been fuelled and protected by the Israeli occupation. Recent legislation adopted by the Israeli Knesset allows the occupation forces to shoot at Palestinian demonstrators in the occupied city of Jerusalem, which represents an official cover and endorsement of the criminal operations and an explicit provision of impunity for the killing and oppression of the Palestinian people, ensuring the further loss of innocent lives and worsening the injustices committed against the Palestinian people.”

“Furthermore, the current escalation is continuing within the context of unprecedented levels of Israeli aggression against the Palestinian people, Israel's attempts to change the historical status quo at Haram Al-Sharif, and the unparalleled increase in the levels of terrorist attacks and crimes perpetrated by Israeli settlers with the protection and encouragement of Israeli forces. The Organization of Islamic Cooperation reiterates the importance of preserving the Jordanian Hashemite custodianship of the Islamic and Christian holy sites in Jerusalem, including Haram Al-Sharif, as has been exercised by His Majesty King Abdullah II ibn Al Hussein. One example of Israeli crimes was that committed against the Dawabsha family. A young boy, barely two years of age, was burned alive two months ago by Israeli settlers.”

“If they are not halted, they will further fuel extremism, violence and racism and contribute to igniting religious strife, endangering the prospects of peace and stability in the region. We renew our warning once again - as the PalestinianPresident statedbefore the GeneralAssembly three weeks ago (see A/70/PV.19) -that the continuation of Israeli aggression against Islamic and Christian holy sites in Jerusalem risks setting off a religious war, for which only Israel would bear the responsibility. The international community, and the Security Council in particular, cannot ignore those dire warnings. We cannot talk about the recent escalation separately from its context. It follows decades of occupation, oppression and the denial of the fundamental rights of the Palestinian people.”

“Israel's arrogance, disregard for international law and disrespect for agreements with the Palestinian side, as well as the total impunity that it enjoys for its violations and crimes, have brought the situation to a dangerous juncture. Also, consideration must be given to increasing the number of Security Council meetings that are open to all members. “Almost one year has passed since Israel's military aggression against the Gaza Strip. However, the humanitarian crisis continues to worsen at an alarming rate due to Israel's prolonged illegal blockade of the Gaza Strip. There has been no progress in compelling Israel to implement resolution 1860 (2009), which calls for ensuring the sustained and regular flow of goods and people through the Gaza crossings. Therefore, the Organization of the Islamic Conference calls upon the Security Council to take the necessary measures towards the immediate lifting of the blockade imposed upon the entire Palestinian civilian population in the Gaza Strip, in order to end their suffering and ensure their protection.”

“International peace efforts have not succeeded in getting Israel to release Palestinianprisoners, halt settlement activities and to put an end to the blockade of the Gaza Strip and the siege on East Jerusalem. As a result, the international community must redouble its efforts to stop Israel's illegal policies and practices and their impact on the two-State division. We face today a difficult situation characterized by growing frustration given the ongoing illegal conduct of Israel, the occupying Power, its denial of the rights of the Palestinian people and its violations of international law and legally binding resolutions. We must emphasize that Israel's occupation policy to create a de facto reality is not legitimate. While it may serve to establish temporary security, it will never lead to sustainable peace and security.”

“We hope that the international community will endeavour to make the Middle East region one free of weapons of mass destruction. We also hope it will compel Israel to adhere the Treaty on the Non-Proliferation of Nuclear Weapons and subject its nuclear arsenal to United Nations inspections. With the rising tide of extremism, terrorism and violence in the Middle East, the question of Palestine remains the OIC's central concern. Despite the negotiation efforts exerted over the past 25 years, including the recent mediation efforts sponsored by the United States to resolve the Palestinian-Israeli conflict, all have failed to achieve an agreement. That is because Israel, the occupying Power, has failed to honour its commitments.”

With regard to the agreement reached by the P5+1 with the Islamic Republic of Iran on its nuclear programme, and the related resolution 2231 (2015), the OIC hopes that the agreement will serve as a pathway to security and stability in the Middle East.”
