While we understand the concerns of the relevant authorities concerning the required arrangements for the visit, the issue of one particular expert’s participation in the consultations is insufficient reason not to convene them. We understand that every organization includes personnel with extensive experience, and, while it is difficult to avoid relying on them for certain tasks, that does not mean that the work cannot be accomplished without them. Ensuring the continuation of the work should be the principal objective.”

  4. “Mr. Almazrouei (United Arab Emirates) (spoke in Arabic): I thank Mrs. Izumi Nakamitsu for her briefing. In line with today’s discussion, we reiterate the position of the United Arab Emirates represented by the explicit rejection and condemnation of the use of chemical weapons, by anyone, anywhere and under any circumstance. We all agree that the use of such weapons constitutes a flagrant violation of the provisions of the Chemical Weapons Convention and international law. I would like to remind everyone that the ultimate goal of the Syrian chemical dossier is to address the gaps and outstanding issues between the Syrian authorities and the Organization for the Prohibition of Chemical Weapons (OPCW). That goal should continue to guide our discussions.”

We take note of the official notice of the death of two fugitives and commend the prosecution’s efforts to track the remaining four fugitives. Secondly, the United Arab Emirates expresses its concern about the unresolved situation of the eight acquitted and released persons. We urge the Mechanism to continue to work with all the relevant parties to find an appropriate solution to the current situation. Thirdly and finally, we commend the work of the Mechanism in implementing the recommendations of the Office of Internal Oversight Services.”

  7. “The Mechanism plays a critical role in fighting impunity for serious violations of international law in Rwanda and the former Yugoslavia, as well as in delivering justice for the victims and survivors of those crimes. The United Arab Emirates would like to highlight the following three points. First, the United Arab Emirates would like to commend the Mechanism for the progress that it has made in performing its main functions. In relation to the core crimes, the United Arab Emirates takes note that the Félicien Kabuga case is expected to be the last trial conducted by the Mechanism, which is expected to commence following the judicial decision on his fitness for trial.”

  8. “The International Tribunal for the Prosecution of Persons Responsible for Serious Violations of International Humanitarian Law Committed in the Territory of the Former Yugoslavia since 1991 and the International Criminal Tribunal for Rwanda played a prominent and significant role in the procedures for achieving international justice and law enforcement. Today the International Residual Mechanism for Criminal Tribunals is playing an essential role in completing the final tasks of their work and closing all its files. In that context, the United Arab Emirates fully supports the mandate of the International Residual Mechanism and welcomes its twentieth progress report.”

We also express our appreciation to Judge Agius for his tireless efforts as President of the Mechanism since 2019 and wish him well as he prepares to step down from the role. I welcome the presence of Her Excellency Ms. Maja Popović, Minister of Justice of Serbia, and the representatives of Croatia, Rwanda and Bosnia and Herzegovina at this meeting.”

  10. “In that context, we would like to express our sincere appreciation to all UNISFA personnel who have served in the mission, and we welcome the new peacekeeping forces as well as the Force Commander, who has already started his engagement with local communities and the Sudanese and South Sudanese Governments. We echo the Secretary-General’s call for the re-operationalization of the JBVMM Sector 1 headquarters in Gok Machar and the two team sites. In conclusion, we welcome the Secretary-General’s recommendation to extend UNISFA’s mandate and support for the JBVMM for an additional period of six months, taking into consideration the views of Khartoum and Juba when discussing the mandate renewal as well as a renewed focus on engaging with all local communities and utilizing the available tools to reduce tensions.”

We are confident that building on that progress will contribute to the reaching of a lasting solution regarding the final status of Abyei. We also welcome the meeting of the Joint Political and Security Mechanism and its outcome document and look forward to the resumption of the meetings of the Abyei Joint Oversight Committee, with the support of the African Union.   13. “Those developments have negatively impacted the work of humanitarian organizations, especially the killing of humanitarian workers and the evacuation of nearly 800 aid workers as a result of the recent clashes in Agok. Therefore, it is essential that all measures be taken to ensure the safety of humanitarian workers. Addressing those worrying developments requires efforts to promote dialogue and peaceful coexistence in order to deal with the root causes of current tensions and strengthen intercommunal relations. In that context, it is encouraging that steps are being taken to address those tensions, including through investigations and the recent agreement for the cessation of hostilities in South Sudan between two tribes.”

We express our support for her and for her important role. I also welcome the representatives of the Sudan and South Sudan to this meeting. Today’s meeting is taking place in conjunction with worrying developments in the Abyei area, including continued intercommunal clashes and violence, attacks against the United Nations Interim Security Force for Abyei (UNISFA) and other incidents that have hampered UNISFA’s operations.”
