  2. An agreement should be reached to hold such meetings once every three months unless significant developments warrant otherwise. Regarding the subject of our discussion today, I would like to reiterate my country’s position on this file. First, my country reaffirms the importance of maintaining constructive dialogue between the Organization for the Prohibition of Chemical Weapons (OPCW) and Syria. In that regard, we welcome the meeting held between the two sides in Beirut last June to discuss the twenty-fifth round of consultations and other outstanding issues that are pertinent to making progress on this file.

We also listened to the briefing delivered by Mr. Mohamad Katoub. Before I deliver my statement, I would like to reiterate what the United Arab Emirates has previously recalled, namely, the need to use the time and resources of the Council wisely, including by convening meetings that have a purpose and that are not limited to restating positions that are already widely known to all, in the absence of any developments. The Council should therefore reassess the effectiveness of convening monthly meetings on chemical weapons in Syria.

We therefore do not think it is appropriate for the Yemeni Government to lay blame for its political and administrative failures on the United Arab Emirates, as that is based on the concept that offence is the best defence, which was exemplified in its negative statement today. We did all that despite the fact that the legitimate Government in Yemen was unable to manage its own affairs and to perform properly, as well as despite the atmosphere of rampant political and regional internal division that the Government was unable to resolve through constructive dialogue and reaching out to all Yemeni stakeholders. We would like to reiterate our call to all the parties involved to conduct a responsible and serious dialogue in order to resolve all internal differences and to work on preserving unity at this decisive stage, so as to maintain security and stability.   6. We must not forget the important role that my country has played in the liberation of Aden and most of the territories that were occupied following the Houthi coup d'etat. The United Arab Emirates has thereby prevented terrorist groups from taking advantage of the security vacuum during these critical and difficult stages. My country has managed to play a great role in rebuilding liberated areas, thereby compensating, in many instances, for the weak performance, management and governance that the Government has suffered from, as attested by observers. My country has also offered generous financial and technical support and has managed to neutralize the threat posed by Al-Qaida in the Arabian Peninsula. We have also supported efforts made by the coalition to protect the freedom of navigation in the Bab Al-Mandab Strait and the Red Sea.

  7. The team sought to coordinate and achieve calm among the various parties. That is the expected role from States that place the safety and security of the region as their primary objective. We flatly reject the allegations that were made today. We would like to remind the Council that the United Arab Emirates, based on an official request from the legitimate Government of Yemen and as a member of the coalition to support legitimacy in Yemen, led by the Kingdom of Saudi Arabia, has taken decisive measures against Houthi hostilities and in support of the legitimate Government.   8. We categorically reject those claims in their entirety. It is worth noting that, in an official statement, my country has expressed its deep concern about the armed clashes in Aden between the legitimate Yemeni Government and the Southern Transitional Council. My country has called for calm and non-escalation and for safeguarding the safety and security of Yemeni citizens. That is the same position we adopted as a main partner in the coalition led by the sisterly Kingdom of Saudi Arabia. Moreover, the United Arab Emirates, as a partner in the coalition, will make every effort to de-escalate matters in southern Yemen. My country was part of the joint team, in cooperation with the Kingdom of Saudi Arabia, that sought to safeguard the national institutions in Aden when the Southern Transitional Council was formed.

Fifthly, Arab leaders have signalled the need to focus on achieving inclusive development to improve the situation of the region through intensified collective efforts aimed at enhancing and stimulating economic cooperation and by investing in the natural, financial and human resources of Arab countries. We also reaffirm the need to intensify efforts aimed at increasing the volume of trade exchange and launching investment projects, which could contribute to forming an Arab economic bloc. In conclusion, on behalf of the Arab Group, we stress that the League of Arab States, as an incubator of joint Arab action, is best positioned to contribute to achieving the desired settlement and reconciliation for the crisis in the region.

Fourthly, Arab leaders have highlighted the importance of taking concrete measures to implement international resolutions relating to the establishment of a zone free of weapons of mass destruction in the Middle East. We also support the major conference that the United Nations will hold on that issue, the first session of which will be held in November and chaired by the Hashemite Kingdom of Jordan. We urge all the parties concerned to participate in the conference in good faith so as to establish a stable security system that achieves the collective security of the States of the region, without discrimination.

Thirdly, Arab leaders have stressed strengthening security coordination among Arab States and intensifying international efforts aimed at combating all forms of extremism and terrorism, including the eradication of their sources of financing. The Arab Group will continue to promote the values of tolerance, moderation and human rights and will counter all forms of sectarianism, exclusion and marginalization, which are exploited by terrorist groups and their supporters to disseminate their ideologies.   13. We demand that Iran stop supporting and financing militias and armed parties in Arab States, particularly with regard to its interference in Yemen. We also demand that Iran stop supporting the anti-Government militias in Yemen and supplying them with weapons, and refrain from turning Yemen into a platform for launching missiles against Yemen's neighbouring States or threatening maritime navigation in the Bab Al-Mandab Strait and the Red Sea. Those acts have had a negative impact on the security and stability of Yemen and of the region as a whole. They are also considered a clear violation of resolution 2216 (2015).

We also stress that the cooperation between Arab States and the Islamic Republic of Iran must be based on the principles of good neighbourliness, non-interference in the internal affairs of States and the non-use or threat to use force under international law, as well as refraining from any practices or actions that undermine confidence-building and threaten regional security and stability. The Arab Group therefore condemns the Iranian Government's policy and ongoing interference in Arab affairs, which is fuelling religious and sectarian conflicts. In that regard, I would like to stress the need for Iran to refrain from supporting the groups that fuel such conflicts, especially in Arab Gulf States.

  15. In that context, the Arab Group stresses the importance of upholding international resolutions relating to the occupied Syrian Golan. The Group rejects any action aimed at changing the legal and demographic status of the Golan. Secondly, Arab leaders called for protecting the region from foreign interference and ensuring that all States in the region respect the principles of good neighbourliness and refrain from the use or threat of force and from violating the sovereignty of States.   16. In that connection, the Arab Group affirms that the Palestinian question remains central to collective Arab action. The Arab Group is determined to continue efforts to relaunch serious and effective negotiations within a specific timeline, so as to address final-status issues, including Palestinian refugees, in accordance with international law and the relevant United Nations resolutions. The Arab Group will also continue to work on ending the crises and challenges facing Libya, Syria, Yemen, the Sudan and Somalia, as well as supporting reconstruction efforts in Iraq. In that regard, we stress that establishing security, peace and stability in the Middle East region depends essentially on achieving a just and comprehensive settlement to the Palestinian question and the entire Arab-Israeli conflict. That requires Israel's withdrawal from all the territories it has occupied on June 1967. It also requires the establishment of an independent Palestinian State with East Jerusalem as its capital, based on the 4 June 1967 borders, as well as putting an end to all forms of religious extremism exercised by Israel, the occupying Power, in the holy sites of Al-Quds, including Al-Haram Al-Sharif, and stopping its attempts to alter the existing historical and legal status, which would increase tension in the region.

  18. In that context, allow me to underscore five measures that Arab leaders determined must be implemented in order to achieve regional security and stability. First, they called for stepping up efforts to end all forms of tension and conflict.   19. Today our region suffers from serious challenges posed by several existing crises and conflicts, the spread of extremism and terrorism and interference in the internal affairs of Arab States. The current situation, which has transformed the Arab region into an arena for regional and international clashes, religious and sectarian conflicts and a safe haven for terrorist groups, cannot continue. All those issues led Arab leaders to hold an emergency meeting in Mecca at the end of May. The declaration of the thirtieth annual Arab Summit, which was held in Tunisia on 31 March, underscored the Arab efforts to addressing the region's security, economic and development issues in our mutual pursuit of protecting our communities and shared interests.

  24. The relevant authority in my country has signed more than 45 memorandums of understanding with international entities to combat money-laundering and terrorism financing. In addition, my country co-sponsored resolution 2347 (2017), which is the first Security Council resolution to deal exclusively with combating the destruction and illegal trafficking in cultural heritage by terrorist groups in armed conflict. The resolution was adopted following the launch by the United Arab Emirates, in cooperation with France and UNESCO, of the International Alliance for the Protection of Heritage in Conflict Areas. This is an international fund to protect cultural property and combat the theft, smuggle and sale of such property by terrorists to finance their destructive activities.

  25. At the international level, my country has spared no effort to combat this phenomenon. In addition to its accession to regional and international treaties and conventions relating to combating the financing of terrorism, the United Arab Emirates has co-sponsored and implemented Security Council resolutions on this issue. Most recently, we co-sponsored resolution 2462 (2019), which calls on Member States to take further measures to prevent and combat the financing of terrorism. My country is also a founding member of the Middle East and North Africa Financial Action Task Force, which plays an important role in the exchange of information between financial intelligence units to combat terrorism financing in the region.

It must be emphasized that our efforts to combat the linkages between organized crime and terrorism cannot be effective without close cooperation with the private sector and non-profit and charitable organizations. In addition, the United Arab Emirates seeks to protect its domestic financial system by applying the latest and most efficient global systems, including by providing financial intelligence units with the necessary equipment and expertise, enabling them to analyse and investigate suspicious transactions. In that regard, we are proud to be the first country of the Gulf region to launch the goAML platform to collect and analyse financial information on anti-money-laundering and combating the financing of terrorism, in cooperation with the United Nations Office on Drugs and Crime.

Accordingly, my country has issued wide-ranging legislation to address these crimes, including Federal Decree No. (20) of 2018 on countering money-laundering and combating the financing of terrorism and illegal organizations. That law includes provisions covering the obligations under the FATF recommendations. My country has also established a national committee to counter money-laundering and combat the financing of terrorism and other illegal organizations within the Central Bank of the United Arab Emirates. The committee receives and analyses suspicious transactions from financial institutions and refers them to the competent authorities for appropriate action.

In this context, I would like to note a number of initiatives and actions taken by the United Arab Emirates to disrupt the linkages between terrorism and organized crime, especially in the area of financial support, which have contributed to my country's ranking among the top five countries of the world in terms of commitment to combating money-laundering and terrorist financing, according to the Global Competitiveness Report. At the local level, the United Arab Emirates has strengthened its legal frameworks to combat the financing of terrorism and implement the latest recommendations of the Financial Action Task Force (FATF), which contribute to ensuring continued compliance with international standards related to combating money-laundering and countering the financing of terrorism.

As speakers have pointed out today, there is a growing linkage between organized crime and terrorism, whereby terrorists benefit from trafficking in persons, weapons, cultural heritage and natural resources, as well as kidnappings and bank robbery, to finance their operations and support their terrorist activities. Therefore, the elimination of international terrorism requires cutting off all sources of financial and logistical support, including organized crime. The concept paper submitted for this debate (S/2019/537, annex) points to the importance of sharing best experiences and practices to address the linkages between terrorism and organized crime and to explore ways of enhancing cooperation among regional, international and subregional organizations.

  32. The United Arab Emirates believes that the United Nations action plan for Libya represents the most viable framework for resolving the political crisis in that country. We welcome the progress made so far and reaffirm our full support for the tireless efforts of the Special Envoy for Libya, Mr. Ghassan Salame', to implement the action plan, starting with the convening of a national gathering early this year, to include all Libyan actors, with the aim of agreeing a solution to the currentpolitical crisis. However, we express our concern at the growing threat of terrorist groups in Libya and emphasize the need to prevent their spread to all areas of the country and to vital Libyan infrastructure. We express our full support for the efforts of the Special Envoy of the Secretary- General for Syria, Mr. Geir Pedersen, in seeking a Syrian-led and Syrian-owned political solution within the framework of resolution 2254 (2015). On the situations in Syria and Yemen, it is clear that Iran is the common denominator in both conflicts. It represents a serious threat to the stability and security of the Middle East region. We therefore call on the international community and the Security Council to put pressure on Iran in order to end its destabilizing and expansionist intervention in the region, let alone supporting and arming terrorist and sectarian militias in the Arab countries.

Those crimes and violations would not have taken place if the Houthis had not received support and care from Iran, which continues to violate resolutions 2216 (2015) and 2231 (2015) by supplying the Houthis with weapons, ballistic missiles and drones, as documented by the reports of the Panel of Experts of the Committee established pursuant to resolution 2140 (2014), as well as reports of the Secretary-General concerning the implementation of resolution 2231 (2015). We are all aware of Iran's negative and destabilizing influence in Syria. The Iranian presence in that Arab country is obstructing any political solution that would allow the Syrians themselves to determine the future of their country without external interference. In that regard, we stress the importance of an Arab role in reaching a political solution.

  35. The coalition welcomes the Stockholm Agreement on Al-Hudaydah and resolutions 2451 (2018) and 2452 (2019). It has proved its commitment to implementing them at a practical level. The Houthi militias have not fulfilled their obligations and continue to violate the agreement on a daily and repeated basis, committing the most heinous crimes against the Yemeni people and threatening the security and stability of the region, as well as international navigation. They are also looting international aid. All of those acts are documented violations.

  36. In 2017 and 2018, the United Arab Emirates donated more than $173 million to assist Palestine and the United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA). We stress our historic commitment to supporting UNRWA and our brotherly Palestinian people directly. We continue to assist in restoring peace and stability within the coalition to support legitimacy in Yemen by meeting the humanitarian needs of the Yemeni people and supporting the political process overseen by the United Nations with the aim of expediting a lasting and sustained political solution based on resolution 2216 (2015). In that regard, we underscore the responsibility of the international community, under international law and the Charter of the United Nations, to take all measures that advance the peace process in the Middle East and end the Israeli occupation of all Palestinian and Arab territories. My country believes that ending the Israeli occupation of all Arab and Palestinian territories; reaching a just, comprehensive and lasting solution to the Palestinian question; and the establishment of an independent Palestinian State within the borders of 4 June 1967 and with East Jerusalem as its capital, in line with the resolutions of the international legitimacy, the Arab Peace Initiative and the Madrid principles, are all prerequisites for stability in the region.   39. The current situation in the Middle East requires the international community and the Security Council to find solutions to the crises in the region. That would prompt us to move from crises management to a comprehensive conflict resolution approach in order to prevent the outbreak of conflicts and work seriously toward establishing peace and stability. The international community - and the Security Council in particular - must confront the parties that continue to undermine regional stability and peaceful coexistence. That would enable the region to invest its energies and resources in building societies that enjoy peace, prosperity and tolerance free of conflicts, violence and terrorism.

The United Arab Emirates launched the Youth Delegate Programme in 2016, which involves Emirati youth in the official United Arab Emirates delegations that participate in General Assembly meetings, committees and relevant international forums. Convinced of the importance of such programmes, we encourage all States to launch programmes for youth delegates and enrich the work of the General Assembly with a youth perspective.

In the United Arab Emirates, we take pride in supporting a tolerant and moderate model that provides alternatives to the cycles of extremism and violence in our region, with the aim of unlocking a talented, creative and innovative generation. At the heart of that model is a focus on prevention that underpins the stakes and investments that we have made in pursuing a policy of engaging and empowering youth. Building on that, the United Arab Emirates is home to such initiatives as the Arab Youth Centre, which provides opportunities for young Arab pioneers in different fields to mobilize their peers and take part in the sustainable development of their communities. In conclusion, it is our duty as Member States to mainstream and embrace youth in our work at the United Nations as one of the solutions to reach our goals.

  43. Those steps underpin an open policy of engagement that is the cornerstone of nurturing a peaceful and thriving society. It is a common understanding that maintaining peace does not equate to simply ensuring the absence of violence. The United Arab Emirates is of the View that many of the challenges in our region cannot be solved without exploring the potential of young people and their active involvement. Our role as key policy-makers is to provide young people with the proper tools for success, such as good education, competitive job markets, equal opportunities and a nurturing environment, all of which, as the progress study illustrates, are among the most important factors of growth and peace.

Given the high number of young people who experience violence worldwide, as highlighted in the study, and against the backdrop of a region beset by conflict in recent years, the United Arab Emirates looks to its youth and the youth of the region to become positive drivers of peace. With strong political backing at the highest level, the United Arab Emirates has taken concrete steps nationally towards the meaningful inclusion of youth in decision-making processes. In 2016, the United Arab Emirates appointed a young female Minister of State for Youth Affairs. Since the appointment, several mechanisms and initiatives have been established, including the establishment of youth councils at every level of Government and the adoption of a national youth strategy.

We find the study especially valuable in addressing long- held stereotypical beliefs and ideas concerning youth, and called for a more detailed and balanced approach when crafting policies related to young people. The United Arab Emirates attaches great importance to developing a more comprehensive notion of peace, with a focus on the prevention of extremism and violence, while addressing the root causes of those issues. The study highlights the fact that in our quest for peace and security, young are indispensable allies. I would like to underscore the importance of the work of women and girls. We see that the agendas of youth, peace and security and of women and peace and security overlap in several areas. We therefore encourage building on former achievements.

Mr. Alshamsi (United Arab Emirates) (spoke in Arabic): I thank you, Mr. President, for convening this important debate on youth and peace and security, and for your continued support for youth issues. We also thank the Secretary-General's Envoy on Youth and the lead author of the progress study on youth and peace and security (see S/2018/86) for their briefings. Thanks to the leadership of the Hashemite Kingdom of Jordan, resolution 2250 (2015) was adopted three years ago. Since then, significant efforts have been made to mainstream and highlight the positive work of young people in issues ofpeace and security. The United Arab Emirates welcomes the efforts that led to the progress study and commends its participatory approach.

In this context, we take this opportunity to express our sincere thanks and gratitude to all Member States that voted in favour of General Assembly resolution ES-10/19 at its most recent emergency session. We take this opportunity to express our great appreciation for the noble humanitarian work of the United Nations Relief and Works Agency for Palestine Refugees in the Near East in aiding over 5.5 million Palestinian refugees, particularly during the critical times the Agency is facing. We call on the members of the international community to honour their commitments to Palestinian refugees. We also express our sincere appreciation for the efforts of the funding countries to reduce the Agency's deficit.

  49. Secondly, they should refrain from establishing diplomaticmissionsinJerusalem,pursuanttotherelevant Security Council and General Assembly resolutions. Thirdly, they should emphasize that the issue of Jerusalem is a final-status issue that must be decided through negotiations between the parties, and refrain from taking any steps that would prejudice the results of final-status negotiations. Fourthly, they should demonstrate the seriousness of unilateral actions that threaten the two-State solution. And, fifthly, they should intensify and accelerate their efforts and support activities at the international and regional levels to achieve a comprehensive, just and lasting peace in the Middle East.

Moreover, the General Assembly confirmed in its resolution ES-10/19, adopted on 21 December 2017, the importance ofMember States maintaining the status quo in Jerusalem, complying with all Security Council resolutions on Jerusalem and not recognizing any actions or measures contrary to past resolutions. Therefore, based on international law and United Nations resolutions on the Palestine question and Jerusalem, the Arab Group demands that the following measures be taken by the Security Council and Member States. First, they should not recognize any unilateral measures or procedures that target Jerusalem's character or its demographic composition, stressing that these procedures are null and void and have no legal impact.
