“The Israeli occupying Power continues its daily aggression against the Palestinian people and their holy sites and property, the most recent of which was the provocative act of storming the Al-Aqsa Mosque complex, which has enraged Muslims around the world and which the Kingdom of Saudi Arabia has condemned in the strongest terms. That was a clear violation of all international laws and norms. In addition, acts of aggression by extremist settlers have been directed against unarmed Palestinians, while at the same time hate and discriminatory speech continues with disregard for human values, international law and relevant international resolutions. “The Houthi militias deliberately put obstacles and impediments in the way of United Nations monitors as they carry out their inspection tasks, in addition to the fact that Al-Hudaydah is still full of mines everywhere, and we believe that the port in its current state represents a threat to international peace and security. I would like to express my sincere thanks to our allies in the United States of America. Last week, a United States marine force intercepted a ship off the coast of Oman containing weapons and ammunition in transit to the Houthi militias, which are supported by Iran. That constitutes another violation against the Security Council resolutions related to the arms embargo.”

“In short, we can say that, since the 2014 coup, the Yemeni people have become hostages in the hands of the Houthi militias, who control their destiny and impose their extremist ideology on them, as well as blackmailing the international community with the humanitarian situation and threatening the security of the region and the world. In the face of such atrocities and crimes, and in view of the responsibilities entrusted to the Security Council, more stringent measures should be taken against those militias if they continue to procrastinate and reject peaceful solutions. “In that regard, we recall that the convoy of the Head of the United Nations Mission to Support the Hodaydah Agreement, General Michael Perry, and his accompanying team were exposed to an explosion last year due to a mine planted by the Houthi group in Al-Hudaydah. The crimes and atrocities of the Houthi militias also include collective punishment by depriving the Yemeni people in areas not under the control of the militias from obtaining power by targeting the export of natural resources, the income of which is used to pay teachers and workers in the public and health sectors, as happened when the port of Al-Dabba in Hadramawt was targeted late last year.”

“This is a historic moment, and we hope that the Houthis will abide by all the commitments they have already made during the negotiations and avoid thwarting peace efforts at the last minute. History will record that the Security Council has failed to take firm action regarding the atrocities and crimes that continue to be committed by the Houthi militias against the Yemeni people, which are prohibited by all international laws and norms, such as planting extremist and terrorist ideas in the minds of younger generations within educational institutions, the continued recruitment of children and sending them forcefully to the battlefronts, the continued siege of the city of Taiz, the arbitrary arrests of journalists and activists, the liquidation of opponents, the imposition of taxes on humanitarian work, the looting of international aid and directing it to those who do not deserve it through the Houthi arm called the Supreme Council for the Management and Coordination of Humanitarian Affairs and International Cooperation, and indiscriminately planting mines that lead to the killing and injuring of innocent civilians.”

“On the other hand, the legitimate Government did not reciprocate with the coup forces and did not change its noble, humanitarian and national positions or retreat from the concessions it made during the truce phase, Sana’a airport is still operating and civil, commercial and humanitarian flights to a number of destinations are continuing. The ports of Al-Hudaydah, Ras Issa and others are operating smoothly and normally according to the United Nations Mechanism for Inspection and Verification. That undoubtedly reflects the awareness, wisdom and patriotism of the leadership of the legitimate Government when it comes to putting the interests of the Yemeni people — all its groups and affiliations — above all other considerations.”

“We have all witnessed the insistence of regional and international partners, along with the legitimate Government in all its components, on taking the peaceful path and supporting the United Nations efforts led by Mr. Grundberg to reach a comprehensive political solution that will get the brotherly Yemeni people out of their current plight. “They have been turned into a hub to smuggle weapons, internationally prohibited materials, terrorists and those wanted internationally, in the absence of any international inspection mechanisms. The question here is whether international silence regarding those violations serves the Yemeni people. “First, the Arab Coalition to Support Legitimacy in Yemen should pay the salaries of its outlaw fighters who are committing humanitarian crimes against the Yemeni people, and secondly, those salaries should be paid in United States dollars, not in the local currency. In flagrant violation of the truce agreement, those militias still refuse to deposit the revenues from the Al-Hudaydah ports in the Central Bank of Yemen, in accordance with the first truce agreement. The Houthi groups are currently using the revenues from those ports to fund their military operations in Yemen. They also continue to impose a blockade of the city of Taiz, which is witnessing a dire humanitarian situation, while the international community is unaware of the humanitarian catastrophe in that city.”

“We have all witnessed the resumption of the Houthi militias’ terrorist acts that targeted the ports of Al-Dabba port in Hadramaut, the sea ports of Qan‘ah and Al-Nashima in Shabwah and the targeting of refugee camps in the city of Ma’rib, in addition to the exploitation of Yemeni ports, namely, Al-Hudaydah and Ras Issa, to perpetuate the smuggling of weapons, ammunition and contraband to the Houthi militias, and the smuggling of military experts from neighbouring countries and international terrorists from some regional countries that support those militias. The United States marine force confiscated in mid-November explosive material contrary to relevant international resolutions, including resolutions 2624 (2022) and 2216 (2015). The Houthi militias still require the following conditions for the extension of the truce.”

“As we have exhausted our efforts, the Houthi militia rejects all measures that might lead to a peaceful solution. It insists on rejecting the calls for achieving peace and stability in Yemen. It is therefore incumbent upon the international community and the Security Council in particular to reconsider that extremist group, which is holding the entire future of Yemen hostage. It is time for the Houthi militia to be classified as a terrorist group and to be boycotted and its funding sources to be dried up. In conclusion, the Kingdom of Saudi Arabia reiterates its commitment to supporting international efforts aimed at achieving peace in Yemen. We also reiterate our right to defend ourselves in case that militia resumes attacks against us. We will spare no effort to deter its hostile acts.”

My country’s Government has supported the efforts of the Special Envoy to ensure the truce, in addition to those of the sisterly countries and members of the Coalition to Support Legitimacy in Yemen, the United States, the United Kingdom and many other countries. The objective is to achieve a comprehensive political solution in Yemen. Let us recall that the Houthi militia had already violated the truce many times. They refused to transfer the oil revenue into the Central Bank so that civil- servant salaries might be paid. They organized military parades in the city of Hudaydah in flagrant violation of the Stockholm Agreement, which stipulates that the city should be free of a military presence. In addition, the militia continues to besiege the city of Taiz.”

“Those who are rejecting the Special Envoy’s proposal are also hampering the repairs of the FSO SAFER oil tanker, which risks causing an unprecedented environmental disaster in the Red Sea. These are the very people who continue to recruit children and lay mines that kill innocent and civilian people. They continue to smuggle illegal weapons, hijack humanitarian assistance, support inhumane military activities and target the civil infrastructure of neighbouring States using drones. That militia is not a peaceful group. It does not care about the interest of the Yemeni people. In brief, it is a terrorist group pursuant to resolution 2624 (2022). Although the proposals to extend the truce might in some way partially favour the Houthi militias, the Yemeni Presidential Council accepted them for the sake of the Yemeni people.”

“Since then, Yemen and the entire region have been suffering from the terrorist acts of that militia. I would like to pose some questions about the nature of what has been happening in Yemen by the Houthis. Although they claim that they seek to ensure the interests of the Yemeni people, what causes the Houthis to reject a truce proposal? That truce proposal includes the following: first, maintaining the cessation of military operations; secondly, increasing commercial air flights; thirdly, putting oil revenue in a joint account to pay civil-servant salaries; and fourthly, opening the roads to Taiz and other regions, which are under Houthi control, for humanitarian purposes.”

“That militia puts its extremist ideological interests at the forefront, thereby threatening peace and stability in Yemen and the entire region and preventing a comprehensive peaceful solution of the conflict in the country. Last week, for the first time, the Security Council issued a press statement (SC/15054) firmly and clearly stating that the Houthis were responsible for hindering a proposal to extend the truce. It called on the Houthis to cease their provocations and military operations in Yemen, in the region and in the Red Sea and to return to dialogue. I note in that regard that the practices of the extremist Houthi militia, including its rejection of proposals made by the Special Envoy for extending the truce, are a part of the dark period that began in 2014, when that militia undertook a coup against the legitimate Government.”
