“Since every chain is as strong only as its weakest link, international dialogue and partnership involving public opinion and capacity-building are key elements in the protection of critical infrastructure. As many speakers have already mentioned, at this stage of global affairs the importance of connections means that the infrastructure connecting the people very often has transborder effects on society. Sometimes those connections are stronger than borders, and in respecting and defending borders we must be aware that the fact that the nationalities should cooperate to defend the connections. We are therefore ready to support the role of the United Nations, as the resolution suggests, in identifying and spreading best practices for protecting that infrastructure. A key element of partnership is information exchange.”

“Those are just a few examples, but their impact shows how vital it is for the international community to swiftly act upon this threat. It is a transnational threat that requires a transnational response. Clearly, the United Nations has a prominent role in recognizing - just as we are doing today - the need for international cooperation in coordinating a coherent response, including through regional organizations. First of all, we must identify which targets are critical. Secondly, we must announce cross-border synergies to prevent terrorist attacks and mitigate their impacts. Thirdly, we must respond to the threats with cooperation along borders and among States.”

“As previous speakers have underlined based on their experience, terrorists target critical infrastructure in many ways, and at times they succeed in disrupting our way of life. It is a matter of the resilience of the State, of public involvement and the fear that terrorists cause in our societies. Last year, for excample, terrorist attacks at airports in Brussels and Istanbul showed how ruthless and effective terrorist groups can be. The targeting and exploitation of facilities by Da'esh in Iraq is another clear, although qualitatively different, example of very damaging attacks on critical infrastructure. In the framework of Iraq Italy remains committed - and we are proud this - to the protection of the Mosul Dam, which has been targeted by Da'esh since 2014, threatening the lives of hundreds of thousands of people living nearby.”

“It is a pleasure for me to be here today to engage in this discussion on such a crucial topic. Let me thank the Ukrainian Minister, Mr. Klimkin, for convening today's debate and bringing today's resolution 2341 (2017) to the Security Council for adoption. The threat posed by terrorism and the need to protect critical infrastructure perfectly serve to describe the complexity of the security challenges that affect us all today. The Security Council called for a comprehensive and pre-emptive approach to address their potential impact on global security. Security involves the resilience of States and the cohesion of public opinion. Indeed, resolution 2341 (2017) allows the international community to fill a critical void. Italy therefore welcomes and supports this initiative.”

“Progress in sectors such as the rule of law, the fight against corruption, economic governance, electoral reform and respect for human rights, women's rights and women's empowerment is essential. We therefore commend the Government's determination and commitment to reform and the encouraging results obtained, such as increased fiscal revenues, key appointments and new measures to fight corruption. We look forward to further tangible achievements based on mutual accountability principles. “We also encourage and support initiatives for interconnectivity, trade and infrastructure projects aimed at fostering economic integration and cooperation in the region, which would significantly contribute to the development and prosperity of the region as a whole. Afghanistan is the first beneficiary of Italy's development aid, and reducing the country's structural connectivity gaps represents one of the main goals of our cooperation. This is the first priority of our effort in a Mission that is the second-largest in terms of foreign contingents. The Afghan Government has started a reform process that we support. It is fundamental to Afghanistan's democratic consolidation and self- reliance.”

“To that end, effective collaboration among all regional players is pivotal. Terrorism is a global and destabilizing threat. We therefore support all diplomatic efforts, such as those undertaken by the Quadrilateral Coordination Group, aimed at creating the conditions for an Afghan-led and Afghan-owned peace process, by engaging neighbouring countries and establishing constructive dialogue. That process cannot stop, because a failure in the peace process could endanger the achievements gained over the years in the sphere of human, civil and social rights, particularly for women and girls - as has been stated already - reflected in the Afghan Constitution. That is one of the pillars of Afghanistan's democratic growth and partnership with the international community.”

“Against that challenging backdrop, I wish to reiterate the full Italian support for the efforts of the Afghan National Unity Government towards peace and stability and to defend the gains achieved in Afghanistan in the past 15 years in terms of democracy, basic freedoms, human rights and women and girls' education. The purpose of Italy's participation, as a framework nation for the Western region, in the Resolute Support Mission is to provide training and assistance to the Afghan National Defence and Security Forces together with NATO members and other partners. The security forces are carrying out their task to protect their country and its people with great courage and sacrifice. A long-lasting peace in Afghanistan will hardly be sustainable without a political solution.”

“As the Afghan Ambassador has already underlined, Afghanistan's security and stability are still under threat from the ongoing violent attacks of the Taliban and other hostile insurgent groups. We condemn in the firmest possible terms those barbaric acts, such as yesterday's attacks in Kabul and in Badakhshan. An unprecedented number of civilian casualties in the conflict have been documented by UNAMA, with nearly 2.000 civilian victims in the first quarter of 2016 alone. It is particularly worrying that children represent almost one-third of all victims. Internally displaced people and flows of Afghan migrants have considerably increased, also as a result of the precarious economic scenario.”

“Iwish to express my condolences for what happened yesterday in Baghdad. When I last visited Iraq, I visited an Italian-Iraqi institute that defends the beautiful archaeological heritage of the country. In that Visit, we studied what is taking place in Mosul. Via satellite imaging, we saw the first destruction of antiquities by Da'esh. What they are doing in Iraq, what they have done in other places, is an attack on the very idea of the Mediterranean region. The Mediterranean region is an idea of identity and diversity that together created the most intense experience of civilization in the past century.”

“These minority groups, especially Da'esh in the Middle East and North African region, want to create borders between the values of the majority that we respect and a new community that wants to become a State. My final point concerns culture and education. In our multidimensional approach, by focusing on culture and invest in education we are investing in building a bridge of understanding. This is not just a narrative; it involves promoting and reorganizing our society based on the concept of inclusion and shared values. Terrorists seek to divide us by race, ethnicity, nationality and values. This is the opposite of the identity and diversity of the Mediterranean region, which is a melting pot of various religions and cultures that together create an intense and beautiful heritage.”

“Our twofold responsibility and twofold actions requires us to create and build bridges of understanding in our societies. After the recent attack in Paris, our Government proposed and approved a new concept in our budgetary legislation. For each euro that we spend on counter- terrorism - last year we spent â‚¬1 billion - we must spend the same amount on culture. That entails building within society a space for involvement, inclusion and strengthening. That is a message from a society that respects freedom and the inclusion of the young generation in particular. It is a commitment and action based on what we are doing now, not just on the local or national level, but also involves opening ourselves up to a multilateral dimension that prevents conflict, helps refugees to escape war and attempts to solve conflicts through political means.”

“Secondly, we must fully implement the relevant United Nations resolutions adopted to cut off the financial sources of terrorism. But we must also show the value of community when we have crises, like that of refugees flowing from the theatres of war. We must show solidarity, as we are doing in Italy by developing human corridors to save the lives of refugees escaping from war, especially those from Lebanon. Thirdly, we are speaking about counter-narratives, which means building bridges of understanding, starting from our resolutions on youth, in particular. That is because we must engage the youth community, especially when it is marginalized, around the discussion of shared values and mutual respect. At the same time, we must of course fight together to introduce innovative counter-terrorism legislation.”

“We need to address the conditions, such as the lack of socioeconomic opportunities, marginalization and discrimination, poor governance and violations of human rights and the rule of law, as well as radicalization in prisons and in marginalized communities. Our twofold responsibility entails acting together not simply to combat those organizations but also to respect the freedom and values that every society should defend and especially disseminated to the young generation. We need to prevent sectarian political conflict, which we believe opens the door for totalitarian political organizations, such as Da'esh. At the same time, we need to fight Islamophobia, which serves as a major asset to terrorist organizations, since a minority within certain groups want to become the majority.”

“Together, we will defeat the military terrorist organizations, but together we must eradicate the roots of those extremist activities, and we must do it all together. First and foremost comes prevention. I would like to reiterate the Italian support for the Security Council's discussion and debate and for the Secretary- General's Plan of Action to Prevent Violent Extremism (A/70/674), because the Plan of Action involves a comprehensive approach that encompasses not just security-based counter-terrorism measures, but also systematic preventive ones. We have a twofold responsibility, because for any long-term solution we must base our actions on understanding the forces that alienate individuals, young people in particular, and lead them to join extremist groups. That means tackling the root causes of the phenomenon.”

“I thank you, Mr. President, for organizing this timely debate on an issue that demands a comprehensive global response and cannot be associated with any religion, nationality, civilization or ethnic group. The evaluation of the threat confirms the need to face this challenge through a global response of a wide-ranging nature. It is a challenge without borders, and it is a challenge that requires a multidimensional answer. Italy advocates that our response must be holistic in terms of answering through holistic political, cultural and diplomatic actions. Italy's approach focuses on training local security forces and countering financial flows to extremist groups. It takes into consideration all aspects of those borderless challenges.”
