However, the activities of the Security Council today lag too far behind the principles enshrined in the Charter. The present reality of the Council is that one permanent member State seeks to act as the world police through either military blocs or bilateral military alliances that have nothing to do with the United Nations, or through abuse of the Security Council. The large-scale military exercises of an aggressive nature conducted by that permanent member against a State Member of the United Nations are ignored, but self- defence capabilities built to defend sovereignty and the right to existence are brought up as a threat to peace and security, and sanctions are imposed.”
