There is no military solution to the Somali question, and the only road to a peaceful future is through dialogue. The TFG, which Turkey fully supports, should continue to pursue assertively its outreach policy vis-a-vis the opposition groups. Likewise, the TFG has to appeal to the hearts and minds of the Somali public so as to minimize the adverse effects of the propaganda machine of radical elements, which have their own agenda. We strongly condemn the terrorist attacks in Kampala and Mogadishu. We should not let radical elements drive the Djibouti peace process. Stability in Somalia can be consolidated only if the gains in the political and security fields are supported by reconstruction activities.”

Haitians cannot live forever in transitional periods where uncertainty prevails and short-term actions are taken to meet urgent needs. 29. “However, due to the high number of displaced persons living in precarious conditions, we have to remain vigilant so that the security situation does not deteriorate in a way that would endanger the ongoing humanitarian assistance and stabilization efforts. In this context, MINUSTAH certainly has an important role to play, and there is still room to increase the number of troops and police officers serving within the Mission to reach the levels authorized by resolutions 1908 (2010) and 1927 (2010). MINUSTAH should also keep on building the capacity of the Haitian National Police, but no matter who has the primary responsibility, we cannot expect security to be maintained through military and police means alone. Hence, we are glad to learn that the immediate humanitarian needs of the displaced population have been addressed to a large extent, although there remains much more to be done. In particular, the number of displaced persons is quite high, and a sustainable resettlement plan has to be implemented to protect this vulnerable group, especially women and children.
