“The Government of Tajikistan has decided to provide scholarships to approximately 1,000citizens of Afghanistan until 2025. Tajikistan will continue its efforts to further strengthen cooperation with the Government of Afghanistan and international partners in the social, economic and security spheres with a view to supporting peace, stability and socioeconomic development in that neighbouring country. At the same time, we believe that an increase in targeted assistance by the international community, with the United Nations playing a central and coordinating role, remains vitally important. We are confident that the Central Asian countries need to further intensify economic cooperation with Afghanistan. Afghanistan's active involvement in regional projects is crucial.”

“In that regard, I would like to highlight the importance of the timely implementation of regional transport, communications and energy projects, including the Central Asia South Asia Electricity Transmission and Trade project - CASA-1000. To facilitate trade with Afghanistan, Tajikistan, with the assistance of the international community, has built five bridges on the Panj River and established two free economic zones on the border with Afghanistan, which significantly increased the volume of trade between the two countries. One of the factors contributing to the maintenance of peace and stability in Afghanistan is the development of the education system. Currently, more than 500 students study in Tajikistan universities.”

“Tajikistan, as an advocate of the restoration of peace and security in Afghanistan through economic and social development, believes that regional cooperation is an important element for strengthening stability in that war-torn country and in the entire region. The joint promotion of projects in the fields of transport, communications, energy, investment, education, human resources, border management and other areas could become a basis for the rehabilitation and sustainable development of Afghanistan. Being at the crossroads of Eurasia, Afghanistan could gain access to some of the fastest-growing markets in the world and serve as a transit hub for the expansion of trade between Europe, Asia and the Middle East.”

“I consider it necessary to emphasize that all countries of the region should give priority to developing cooperation in combating illicit drug trafficking and developing concerted actions aimed at counteracting this evil. The complex military and political situation in Afghanistan requires us not only to mobilize domestic resources, but also to improve the military and security infrastructure at the border and to provide the border guards with modern technologies and equipment so as to ensure efficient border management and prevent undesirable incidents at the border. At present, the law enforcement agencies of Tajikistan and Afghanistan are closely collaborating on those issues.”

“I must note that the Government of the Republic of Tajikistan adopted a national strategy on combating illicit drug trafficking for 2013-2020 and a sectoral programme for the implementation of that strategy with a view to combating illicit trafficking in narcotics. It is obvious that the fight against drug trafficking requires the joint efforts of countries at the regional and international levels, because no country alone can deal with this threat and its related crimes. Unfortunately, nowadays, despite the growing threat of drug trafficking, as evidenced by the record expansion ofthe opium poppy cultivation area in Afghanistan in 2017, not enough attention is paid to combating it.”

“Combating drug trafficking and drug abuse is part of the fight against organized crime, international terrorism and extremism, and the fight is carried out through implementation of foreign policy and through economic, legal, organizational, technical, operational, preventive and other measures. Coordinated activities of the Central Asian States in this sphere of common interests are carried out by their special drug-control coordinating agencies. The Republic of Tajikistan, like any other State in the region around Afghanistan, bears the brunt of the fight against drug trafficking. Thanks to the measures taken by the Government of Tajikistan, as well as the support of donor countries and international organizations, including the United Nations Office on Drugs and Crime, our country has made visible progress in that direction.”

“Tajikistan, which shares a long border with Afghanistan, bears the brunt of the security challenges and cannot remain indifferent to the current situation on that border. The activation of radical terrorist groups such as the Islamic State in Iraq and the Levant, the Taliban, the Islamic Movement of Uzbekistan, the Ansarullah Movement and others in the northern districts of the country against the backdrop of the significant influx of narcotics, weapons and human resources is a matter of great concern to us. Another threat that has a significant impact on the adoption of measures to ensure stability and security in Tajikistan, Central Asia and beyond, and which requires the joint effort of the international community, is illicit drug trafficking.”

“Today, the worsening situation in the Islamic Republic of Afghanistan and the threats coming from its territory are of particular concern. The military- political situation in the bordering northern provinces of the country has a steady tendency towards complication. The expansion of international terrorism, the increase in extremism, transnational organized crime and drug trafficking and the exacerbation of environmental issues such as climate change and desertification are among the most pressing challenges faced by the region today. That current situation requires that the countries of the region take more robust action and make firm commitments by facilitating regional cooperation and partnerships based on a fair, effective and mutually beneficial economic system.”

“It continues to build the separation wall, confiscate lands, demolish houses, construct new settlement neighbourhoods, and excavate beneath the blessed Al-Aqsa Mosque. All these activities seek to completely change the facts on the ground, and ultimately to isolate occupied East Jerusalem from its Palestinian surroundings. Settlement construction, if allowed to continue, will make Jerusalem the capital of hatred, fanaticism and violence instead of the capital of tolerance and coexistence. The choice before Israel, the occupying Power, is clear. If peace and international justice are to prevail, the demolition and colonial settlement policies must stop.”

“All those illegal acts are being undertaken despite unprecedented international unanimity in calling on Israel to stop such unlawful and unilateral activities, which flagrantly violate The Hague and Geneva Conventions, and the resolutions of the Security Council and UNESCO on East Jerusalem, and defy the united international opinion. East Jerusalem remains an integral part of the Palestinian territory occupied by Israel since 1967. Its illegal annexation by Israel has been rejected and remains unrecognized by the international community. However, Israel, the occupying Power, pursues a systematic process of altering the historical Arab- Islamic identity of the holy city, Judaizing and tampering with its history, and changing its demographic composition.”

“The situation in East Jerusalem is a matter of great concern for the OIC and its member States. Israel's measures in occupied East Jerusalem are aimed at forcefully altering the historical character of the city. We consider Israel's decision to change the structure and shape of the centuries-old walls of the city an assault on its cultural heritage. Changing the demographic fabric of East Jerusalem through the expulsion of Palestinians from the city and expropriating their properties is a grave violation of international law. The situation in Gaza is also very worrying. One and a half million Palestinians are living in harsh conditions as a result of the shameful, illegal and unjustified Israeli blockade. Israel must lift the blockade and allow the reconstruction of Gaza.”

“It is self-evident that building Israeli settlements in the occupied Palestinian territory, including East Jerusalem, jeopardizes the peace process. It also sends signals about Israel's real intentions. Israel cannot pretend to make peace with the Palestinians and at the same time persist in stealing their lands for settlements. It is therefore the responsibility of the international community to compel Israel, the occupying Power, to refrain from actions that would undermine peace efforts. In order for the peace process to succeed, Israel should halt all settlement activities - including so- called natural growth - in all occupied Palestinian territory, including East Jerusalem. Also to be successful, the peace process should have a clear timeframe and clear implementation mechanisms.”

The stalemate in the Middle East process is very worrying, especially as it came as a result of Israel's attempts to dictate its own terms. The peace process cannot achieve genuine progress under the prevailing conditions. Israel should live up to its commitments and obligations, especially those stipulated by the agreements signed with the Palestinian side and enshrined in the Road Map.”

“However, Israel, with disregard for human rights and innocent lives, carried out a military attack in international waters against the peaceful international convoy, killing and injuring innocent, unarmed international peace activists. As Council members realize, tinkering at the margins of the ongoing crisis in the Gaza Strip is not enough. The time has come to end the plight of more than 1.5 million Palestinians, lift the blockade and enable the people to live with dignity. Undoubtedly, the military attack on the freedom flotilla demands a prompt, full, impartial, transparent, independent and credible investigation conforming to international standards, based on the Security Council's presidential statement of 1 June (S/PRST/2010/9) and the resolution adopted by the Human Rights Council on 2 June.”

“More than 1.5 million Palestinians living in the Gaza Strip under the blockade continue to suffer from a scarcity of food, electricity, medicine and construction materials. They await the day when the international community will take prompt action to end their tragedy and suffering by compelling Israel to immediately and fully lift the blockade and open all border crossings to allow for the free movement of persons and goods to and from the Gaza Strip. In response to the unjust Israeli blockade, the international flotilla of civilian activists set sail for Gaza to deliver humanitarian supplies and to break the blockade.”

“Illegal 10-45934 Israeli settlers also continue to carry out provocations against the peaceful Palestinian population. These actions are illegal, discriminatory and provocative, and constitute flagrant violations of international law, including humanitarian and human rights law. The international community, including the Security Council, should act immediately and effectively to compel Israel to cease its illegal actions in the occupied Palestinian territories, particularly in East Jerusalem. “These actions include the recent Israeli decision to build new settlements in occupied East Jerusalem and to demolish Palestinian homes in several neighbourhoods in order to alter the character, status and demographic composition of the city. In addition to Israel's illegal colonial settlement activities, construction of the separation wall and demolition of Palestinian homes, it has revoked the residency rights of Palestinian J erusalemites, including four elected members of the Palestinian Legislative Council in order to deport them from Jerusalem. Moreover, Israel is continuing its illegal activities in the occupied West Bank, including imposing restrictions on the movement of persons and goods through numerous checkpoints, carrying out military incursions and illegally arresting Palestinians.”

“Such a settlement will be achieved only by ending the Israeli occupation of Palestinian territory, including East Jerusalem and other Arab territories occupied since 1967, and by enabling the Palestinian people to establish their independent, sovereign and viable State based on the 1967 borders, with Jerusalem as its capital.
