  3. In addition, the Palestinian delegation was granted the necessary authorization by the General Assembly to represent the Group and speak on its behalf. We hope that that action is a positive omen for the creation of a Palestinian State, with East Jerusalem, as its capital within 4 June 1967 borders, living side by side with Israel in peace, harmony and coexistence. However, successive events, tensions and upheavals in the Middle East undermine our optimism. The dire circumstances facing the Palestinian question paint a grim picture.   9. The use of excessive force against unarmed civilians in such a way that causes casualties among them is deplorable and to be condemned. Such actions only exacerbate tensions and perpetuate the cycle of violence. The use of force and violence has never been the key to peace or the peaceful solution that is so sorely desired and needed today. Conditions that are not conducive to a decent life cannot support the peace process. The settlement activities continue in violation of United Nations resolutions, especially resolution 2334 (2016), which only serves to provoke the Palestinians and the international community. The 50 years of occupation of the West Bank, including East Jerusalem, the policy of Judaization and the settlement policy have given rise to a sense of failure among the Palestinian people, who feel that the international community has betrayed them. This has had many negative repercussions, including an increase in the level of violence and the resort to terrorism by some who believe that they have no other option. Jerusalem is a symbol of coexistence. It has a special status not only among the people of Jerusalem but also for adherents to the three faiths. We reiterate that, regrettably, the Palestinian question remains at an impasse, without any possible opening or detente that would allow the parties to sit at the negotiating table, because the international community is preoccupied with events in the region and in the international arena. This negative state of affairs is reflected in the deteriorating Palestinian situation and the deadlock that has characterized it since 2014. In that regard, my country supports all attempts to restart the peace process on the basis of a precise time frame decided upon by the parties, as well as on the basis of the two-State solution within the borders of 4 June 1067, with East Jerusalem as the capital of the Palestinian State.   21. Unprecedented violence in the region is dashing Palestinian hope. They have the feeling that the international community has abandoned them to turn to other issues. It is certainly true that other questions are no less important, but they should not lead us to forget the Palestinian question. It remains the main crisis in the Middle East. In political terms, the years we are living through are very difficult ones when compared to previous years. We see that the occupation has continued for 50 years in the West Bank and East Jerusalem, while settlements, colonialization and Judaization continue. Those policies cannot lead to peace.

However, the road ahead is still long and arduous. As we have said in previous statements, the resolution of the situation in the Middle East is conditional on finding a solution to the Palestinian question, which is the central and pivotal question of the Middle East. There have been successive calls for the cessation of Israeli settlement-building in the occupied territories, as well as successive efforts through the Arab Ministerial Committee for the Arab Peace Initiative comprising of Morocco, Egypt, Jordan and Palestine to end to the Israeli occupation, international efforts and initiatives to save the two-State solution, and the international Quartet and its recommendations to end the Israeli-Palestinian conflict, in accordance with international legitimacy. During the inauguration of the Al-Quds Committee under his current chairmanship in Marrakesh in January 2014, His Majesty stated that we needed to stress that Jerusalem lies at the very heart of the Palestinian question and the Palestinian cause, and that there can be no peace without clarifying the final status and situation of East Jerusalem as the capital of an independent Palestinian State. We need to focus on the statement that resulted from that meeting, given the fact that the issue of Jerusalem is crucial for the Umma. It lies at the very heart of any political solution, and any harm brought to the Al-Aqsa Mosque will inevitably exacerbate tensions.

His Majesty has repeatedly stressed through all the means available to him, including bilateral meetings and international forums, the need to put an end to the settlements and the Judaization of Al-Quds. He warned against any unilateral actions that could undermine, even harm, Muslim monuments in Jerusalem. His Majesty exchanged letters and correspondence with the relevant international stakeholders regarding the very serious actions in Jerusalem being carried out by the Israeli authorities as part of a plan to change the legal, historical, spiritual and demographic status of Jerusalem. My delegation thanks Spain for responding to the request by Jordan, the Arab member of the Council, to convene a meeting to consider the question of Palestine and to examine the very serious consequences of Israeli arrogance and its misguided policies, which we entirely reject because they simply disregard international law as they attempt to Judaize Jerusalem and change the status quo through the lynching and massacring of innocents. His Majesty Mohammed VI of Morocco, who is the president of the Al-Quds Committee of the Organization of Islamic Cooperation, has warned against the very situation that we are witnessing today. He rang the alarm bell, and the international community should have taken up its responsibilities vis-a-vis the Palestinian people and Jerusalem more specifically.

We also back the Secretary- General's good offices aimed at finding a fair, lasting solution to spare the Palestinian people more bloodshed, which has, however, reached such a scale that the international system bears an unprecedented responsibility for finding a rapid, fair and lasting solution to the Palestinian question in order to extricate the Palestinian people from the current horrendous situation, including that in occupied East Jerusalem. The situation in Palestine more generally speaking, and in Jerusalem more specifically, which is the third holy site of Islam, has experienced some very alarming developments. There have been brazen violations of international law.

The use of religion by terrorist groups to justify their ideological, political, expansionist and destructive goals has nothing to do with Islam and harms the teachings of Islam, which calls for coexistence, tolerance and peace. In that context, we reiterate our condemnation of terrorism in all its forms and manifestations. We must not link terrorism to any religion, race, nation or civilization. Terrorism must be fought relentlessly, and the phenomenon of the foreign terrorist fighters must also be fought and eliminated. In that regard, the Kingdom of Morocco commends resolution 2178 (2014), adopted in September, to address that scourge.

After the important strides that were made in the peace process the consensus reached under the auspices of the Special Envoy of the Secretary-General, the situation has deteriorated once again and could jeopardize what has been achieved so far. We therefore call upon all the stakeholders in Yemen to show wisdom and give priority to the common interests of Yemen, including its sovereignty and territorial integrity. I began by saying that we should sound the alarm. We should indeed, because the scourge of terrorism has taken a very worrisome turn and is today threatening not only the Middle East, but the entire world. It is jeopardizing our safety and security. The best proof of that is the expansion of the so-called Islamic State in Iraq and the Levant and the killing and degrading treatment in which that group is engaged.

  49. Morocco is ready to provide more humanitarian assistance to the Syrian people and to alleviate the burdens of displaced persons and refugees. My delegation would like to reiterate the need to safeguard Syria's sovereignty, independence and territorial integrity. I reiterate once again my delegation's commitment to Lebanon's independence and territorial integrity. I commend the national spirit and great responsibility shown by the various segments of the Lebanese population in safeguarding the country's security, stability and sovereignty. The deterioration of the situation in Yemen is also a source of concern for us.

  50. The Syrian crisis, which has been growing daily at all levels, must also be brought to an end. The Syrian people have paid a high price as a result of the killing and displacement of millions of Syrians, famine and the degradation of their living conditions. In that connection, we welcome the appointment of Mr. Steffan de Mistura as the Special Envoy of the Secretary- General for Syria. We support his efforts at finding a political solution and initiating a democratic transition based on the Geneva communique (S/2012/522, annex) of 2012, with a view to avoiding further destruction and human suffering. We also call for the provision of more medical and humanitarian assistance to the victims of the bombing and the blockade.
