  2. Like other countries, Algeria has not been spared the repercussions of international and regional developments, particularly in the Sahelo-Saharan region, which has been witnessing an unprecedented situation with the increase, expansion and worsening of tensions, crises and conflicts, in the form of insecurity and instability that extends from the Red Sea to the Atlantic Ocean. Against that backdrop, the action plan adopted by my country, consisting of three main axes, namely, participation, prevention and protection, constitutes a proactive and preventive strategy aimed at the advancement of women’s status in society and the acknowledgement of their role in peace and security issues, particularly by supporting their enduring and sustainable participation in negotiation processes, peacekeeping and peacebuilding.

There is no doubt that the adoption of the national action plan on the implementation of resolution 1325 (2000), as provided in recommendation (d) of the Secretary-General’s most recent report (S/2023/725) on the issue, will contribute significantly to strengthening that orientation and consolidating the gains achieved by Algeria, especially in the following areas: first, recruiting women into the security and military forces, with a view to their effective participation in the maintenance of security and stability; second, supporting the appointment and promotion of women to leadership positions in the security sector; third, raising women’s and men’s awareness of the importance of women’s participation in the security and military sectors and promoting their involvement therein; fourth, advancing the presence of women in the various national, regional and international bodies related to peace and security; fifth, training women workers and leaders in security and military institutions on negotiation and conflict management and resolution, in preparation for regional and international peacekeeping missions; sixth, establishing a database of women with experience and potential in negotiation and peacekeeping; and seventh, involving feminist activists in civil society associations and movements across all fields.

We call on the Security Council to be aware of the obvious reality — namely, that lasting security cannot be based on crime and injustice; lasting security cannot be built on marginalization, exclusion and discrimination; and lasting security in the Middle East can be built only on a just and lasting solution to the Palestinian question, according to international law, the principles and substance of which have been developed at the United Nations, within this Chamber. Would the Security Council accept not implementing the 87 resolutions that have been adopted since the beginning of that conflict just because the occupying Power had decided not to respect them? Would the Council accept for those resolutions to remain only within this Chamber because the occupier is above any accountability?

  10. First, the Council must lift the unjust blockade on the Gaza Strip, given the fact that it is indisputably a war crime and a crime against humanity. Secondly, the Council must end the senseless bombing, which has led to the deaths of thousands of innocent people. That is also a war crime and a crime of genocide. Thirdly, the forced displacement of Palestinians, which could also constitute a crime of ethnic cleansing, must end. Fourthly, the Council must allow for humanitarian assistance to be delivered to the people in Gaza, without conditions. That is the least that the Council can do. With regard to the long term, I would like to mention the political solution.

They could choose, on the one hand, to abandon their land and national legitimate rights, or, on the other, genocide and ethnic cleansing leading to the final elimination of the Palestinian national question. Those developments are putting the United Nations and its principles and values to an important test. We must ensure that the logic of law prevails, not the logic of force, and the logic of legality, not double standards. The legally binding criteria must be respected, and we must oppose the logic of impunity and tolerance for such crimes, particularly in the context of the Israeli settlement occupation. In that regard, we call on the Security Council to immediately take the following measures.

  12. We all know that immunity has led to the creation of an unprecedented Israeli Administration and to extremist acts. We are seeing a competition in settlement expansion, the violation of the rights of the Palestinian people and the elimination of the possibility of establishing a Palestinian State. We are facing today a new catastrophic chapter in the Israeli occupation, owing, in part, to its bloody and destructive nature and the horrific toll that the occupation has levied against an unarmed people whose rights have been violated; a people who have been deprived of the means of subsistence; and a people who no longer have prospects and whose hopes have been destroyed. The situation today is extremely clear to us, and there is no room for interpretation. The Palestinian people are faced with a very difficult choice.

There is an absolute immunity granted for the Israeli occupation, which resulted in the annexation of Palestinian land by force and control over more than 78 per cent of the territory of the West Bank. That has come at a cost, with negative effects for the two-State solution, which is a framework to reach a peaceful, just and permanent solution to the Arab-Israeli conflict. We also recall that the immunity granted to Israel has led to a racist policies that are rejected in the occupied city of Jerusalem. The aim is to change its legal and historic status through the larger project of Judaizing Jerusalem by force. We recall that that immunity has led to further killing, the forced displacement of tens of thousands of Palestinians and the destruction of homes and vital infrastructure over the past two decades.

The marginalization of the Palestinian question means that it has completely disappeared from the priorities of the international community, which is not shouldering its responsibilities or upholding its resolutions and promises vis-à-vis the creation of an independent Palestinian State within the 1967 borders, with Jerusalem as its capital. The marginalization of the Palestinian question also means that there have not been any serious peace initiatives since the 1990s. The current period has seen a paralysis in international diplomacy for nearly three decades, which also means that the Palestinian question has recently fallen victim to a dangerous illusion. Peace, security and stability have been sought in the Middle East on the ruins of the legitimate rights of the Palestinian people and their national State.

Mr. Attaf (Algeria) (spoke in Arabic): My delegation expresses its gratitude to you, Mr. President, for convening this special meeting of the Security Council under the exceptional circumstances that resulted in a distortion of the fundamental elements of the Palestinian question, which is the topic of our deliberations today. Two phenomena have exacerbated the situation. The first is the nearly complete marginalization of that question and its underestimation at the international level. The second is the unjustifiable tolerance of the Israeli occupation, while unjustly granting it absolute, unrestricted and unconditional immunity.

That is why the international community - primarily represented by the Council, the sponsor of the peace process - and all parties involved must today, more than ever before, make serious efforts to reactivate the peace process in the Middle East by requiring Israel to renounce its intransigent policy of rejection. This policy has led to the tragic situation we are considering today and will doubtless lead to others if we do not find a definitive solution to the situation. Secondly, given the obstacles currently hindering the peace process in the Middle East, the Security Council has the responsibility once again to emphasize the Madrid agreements as a general framework for the peace process in the Middle East. The Council must also enshrine the principle of "land for peace" as a basic condition for this process and reaffirm that its resolutions form the basis for this process. At the most recent Cairo summit, the Arab leaders reaffirmed their commitment to the peace process as a strategic choice. However, this process must not be a one- way street.

At a time when the Palestinian territories are going through a tragic period, which follows upon a period of hope, and when the peace process as a whole is at a total standstill, the Security Council must fully shoulder its responsibilities by issuing a just opinion sustaining a just cause, rejecting the policy of fair accompli and condemning Israel's refusal to respect the commitments it has undertaken. This means, first, that the tunnel must be closed, since its use is a violation of the sanctity of the Al-Aqsa Mosque. In addition, the deteriorating situation in the occupied territories requires that Israel fully respect its commitments under the Oslo and Washington agreements and that it lift all its repressive measures, which run counter to a policy of peace and are causing the sufferings of the Palestinian people today.

Fifthly, no one can today deny that the Israeli position is a defiance of the international community, and in particular of the Security Council in its function as the organ responsible for the maintenance of international peace and security. The failure to resolve the Arab-Israeli conflict is, in fact, a violation of the Council's resolutions. Finally, the events at the Al-Aqsa Mosque fall within the framework of a well-known and carefully thought-out plan for total judaization of Al-Quds Al-Sharif, in contravention of international legitimacy, including the position of the Security Council.

What kind of peace can be established and maintained without the total recovery by the Palestinian people of its rights, including its right to the creation of its own State with Al-Quds Al-Sharif as its capital? What peace can be established and maintained without the complete withdrawal of Israel from the Syrian Golan Heights? What kind of peace can be established and maintained without a full and unconditional Israeli withdrawal from southern Lebanon? Fourthly, given Israel's scornful flouting of its commitments, we can only assume that it entertains the unrealistic notion that peace can be based on the rejection of Arab rights and Israeli security on Arab insecurity.

  21. Secondly, the present policy of the Israeli leadership runs counter to the very logic and meaning of the peace process. It no longer considers itself bound by the agreements of the Madrid Conference or the resolutions of the Council. It no longer respects the Washington and Oslo agreements. The resumption of negotiations with Syria and Lebanon at the point at which they were interrupted are no longer acceptable to the Israeli administration. Thirdly, based on the above, it is clear that, while claiming to desire the unconditional relaunching of the peace process, Israel is exploiting the delay in order to redefine and threaten it as a whole.

It recently took concrete form, as everyone knows, through the freezing of the Israeli withdrawal from Hebron, the refusal to resume negotiations on the final situation in the occupied Palestinian territories, the return to the policy of settlements, the blocking off of the Palestinian territories, the confiscation of Arab lands and the collective economic sanctions and daily acts of violence against the unarmed civilian population. My country condemns this policy, which runs counter to peace as a whole and peace in all its particulars. How can the Security Council meet the challenges it faces today in fully shouldering its responsibilities in a conflict wherein the conditions for a settlement are set down in its own resolutions, which today have been flagrantly and arrogantly flouted by Israel?

The Israeli design still fails to respect the rights of others and is aimed at imposing a peace that benefits only one party, posing the possibility of the security of that party to the detriment of legitimate Arab security. The horrendous Israeli provocations, that violate the fundamental duty of respect for holy sites, recognized by the entire world, are represented by the opening of a tunnel under the Al Aqsa Mosque. This is part of Israel's intransigent flouting of everything the international community has decided about commitments and conditions for the settlement of the Arab-Israeli conflict. This policy has an end and a means.

Mr. Attaf (Algeria) (interpretation from Arabic): The Security Council is meeting today at a time when the Palestinian territories are enduring an extremely dangerous situation that can be described as a new downturn in the peace process in the Middle East. The international community has been keenly involved in this process. Because of the obstacles experienced and the serious hindrances caused by the Israeli leadership's failure to respect its commitments, our Council must today face the logical results of such a situation and of the Israeli attitude, which differs greatly from what the international community has set down as the fundamental principles for a peaceful, comprehensive and lasting settlement of the Arab-Israeli conflict.
