  1. Far from indicating any such readiness, the Prime Minister of Israel, ever since his accession to power, has affirmed that he will not deal with the Golan in its entirety. He recently surprised the world by declaring that he would leave the question of withdrawal from Golan to a referendum, as if the question of Syrian Golan, contrary to all international law and custom, were an internal domestic Israeli issue. Thus, it is the Israeli voter who will decide the fate of negotiations between Arabs and Israelis. With reference to talks with Lebanon, Israel requests that Lebanon take action against its southern population and that it suppress the legal opposition to its military occupation.

Since the peace talks began Israel has been attempting to extract a peace document from the Arab side before it will accept, even on principle, the concession which peace demands - the return of the occupied territories to their rightful owners. Ever since the Madrid Conference, and despite the changes in the Israeli administration, the Israeli negotiators have been trying to change the purpose of the Middle East peace talks from peace for land to peace for Arab concessions. Indeed, in its discussions with my country, Israel is asking Syria to agree to the normalization of all bilateral relations before any official mention of Israel's readiness to withdraw completely from the occupied Golan.

  3. Therefore, we hold the occupying State responsible for crimes perpetrated by settlers. We call for the disarming of the settlers and for implementation of the provisions of the Fourth Geneva Convention with a view to ensuring the protection of Arab citizens in the occupied Palestinian and Arab territories. Syria is aware that the whole world condemns this odious massacre. Syria is also aware that words of condemnation and reproof are not sufficient to put an end to the cycle of violence and terror. Only the end of the Israeli occupation without further delay in the current peace talks and the accession of the Palestinian people to its right to self-determination can guarantee an end to extremism and violence and the establishment of a just and lasting comprehensive peace.

This terrorist act proves to the entire world the gravity of the continuing Israeli occupation of Arab territories and the establishment of Israeli settlements in those territories, carried out contrary to all laws and scorning all resolutions of the United Nations and the Charter. It is a flagrant act of defiance. It is obvious to the whole international community that the obstinate attitude of Israel, its expansionist aims and its delaying tactics in the peace talks for more than two years are directly or indirectly responsible for extremism in the region. The terrorist act which cost the lives of worshippers praying in the mosque of Ibrahim during the holy month of Ramadan was a deliberate, premeditated crime, not an irresponsible, individual act, as Israel claims.

  5. Mr. Awad (Syrian Arab Republic) (interpretation from Arabic): I am pleased to convey to you, Sir, my delegation's pleasure at seeing you preside over the Security Council this month. I also wish to take this opportunity to thank Ambassador Olhaye for his efforts as President of the Council last month. I am also pleased to welcome the representatives of the new members of the Security Council. The entire population of the Syrian Arab Republic was deeply shocked by the news of the abominable massacre of Palestinian worshippers praying at dawn on Friday in the Al-Haram Al-Ibrahimi mosque in the city of Hebron, a massacre in which there were scores of martyrs and hundreds of wounded. This odious terrorist act reminds Arabs and Muslims of the Deir Yassin massacre in 1948.

The Israeli authorities ceaselessly call for confidence-building measures in the region, prompted only by their interest in water, the environment, electricity and commerce, and conveniently forget that more important than any of these are the people under occupation, their fate and the land they live on. It seems that the Israeli understanding of the peace process runs counter to the consensual international developments and counter to the wishes of the co-sponsors of and the participants in the peace process. Otherwise, how can we possibly consider the mass expulsion of Palestinians from their territories and from their families, children, spouses and businesses as a step towards creating confidence in the region? I leave it to this august gathering and to world public opinion to answer that question.

The entire world has come to realize that double standards are no longer acceptable, that the principles of international law, rather than the law of the jungle, should be respected, and that the resolutions of the United Nations, rather than brute force, must be implemented. Security Council resolutions 681 (1990) and 726 (1992) were unambiguous in identifying the victim and the accused, and in defining the parameters of the collective international position regarding Israel's cynical disregard for international covenants and norms. Regardless of the pretexts and arguments invoked by the rulers of Israel, Israel bears full responsibility for the tension in the region and for obstructing the process of peace. Therefore, it is responsible and stands condemned under the full force of the resolutions of international legitimacy. It is incumbent upon the entire international community firmly to stand up to Israel's acts of provocation and to combat its daily terrorizing of the Arab population in the occupied territories.

Today, Israel's so-called "doves" emulate its "hawks" by resorting to the deportation of hundreds of Palestinians from their homeland in a manner precedented only in those days of mass expulsions of Palestinians from their villages and cities in 1948, in complete disregard of the Geneva Convention relative to the Protection of Civilian Persons in Time of War, international law, international humanitarian law and international legality and its resolutions which condemn the Israeli policy of deportation and denounce the decisions of the Israeli Government, which is the occupying Power.

  10. One day, the Israeli occupation authorities feel like closing down an entire Palestinian city for months and arresting thousands of its inhabitants. On another day, it imposes a curfew over all the occupied territories, declaring them closed military zones. On still other occasions, it closes down Palestinian universities for years on end and then takes it upon itself to demolish mosques and churches. As if all of this were not enough, the Israeli occupation authorities gave themselves the right to occupy southern Lebanon, establish the so-called security zone, annex the occupied Syrian Golan and appropriate occupied Jerusalem by way of implementing the fallacious doctrine of vital corridors, which is based on illusions harboured at the expense of the rights and lands of others.

  11. It organized massed, forcible expulsions that recalled the bleakest and most sorrowful pages of human history. In the not so distant past, the land of Palestine witnessed events, which are still preserved in the annals of the international Organization, and which constituted the Israeli version of "ethnic cleansing" policies against the people of Palestine with a view to forcing it in vain to forsake its history, renounce its geography and bargain over its very humanity. In the recent past also the Security Council and the General Assembly met on scores of occasions to condemn Israel's offensive conduct of forcibly and collectively deporting Palestinian citizens. However the resolutions of international legality were only met with neglect, condescension and disregard on the part of Israel.

This act of provocation - likely to jeopardize the current peace process, imperil the civilian Palestinian population and make it suffer - can no longer be condoned now that Israel has been allowed to repeat such conduct without moral scruples or international deterrence. Israel's repeated deportation of Palestinian citizens is a flagrant violation of the Fourth Geneva Convention governing the conduct of an occupying Power, Furthermore , this provocative step illustrates Israel's cynical way of taking lightly the Arab negotiator who is strenuously seeking to salvage the peace option in the Middle East. In the not so distant past, within the Palestinians' living memory, Israel indulged in the practice of deporting Palestinians from their lands, homes and families.

The Security Council meets again, as its authority is being blatantly defied, to discuss the serious situation in the occupied Arab territories in the wake of Israel's deportation of hundreds of Palestinians from their homeland on Thursday, 17 December.

  14. The Security Council has adopted a series of resolutions calling upon Israel to cease its deportations and to ensure the safe and immediate return of those deported earlier. These resolutions have also affirmed that Israel must desist forthwith from the deportation of any further Palestinian civilians from the occupied territories. It is clear that the Israeli authorities have not taken taese Snternational resolutions into consideration in any way and have dealt with them in a defiant and disrespectful manner. Perhaps it is high time that the international community expressed its faith in the use of one yardstick in dealing with those who disregard international law. Perhaps it is high time rights of the Arabs in the occupied territories.

  15. The Security Council must take all the necessary actions to put a brake on Israeli extremism and provocation. Needless to say, the best solution at the current stage, the solution that would spare Arab civilians further suffering and end their plight, would be to apply Chapter VII of the Charter of the United Nations in order to make Israel abide fully by the international community's resolutions. Until that is done, the explosive situation resulting from the continued Israeli occupation of the occupied Arab territories and settlement therein, as well as the Israeli disregard of the legitimate national rights of the Palestinian people, can only lead to further threats to international peace and security. Israel, and Israel alene, is responsible for the existence of these threats.

The situation is further exacerbated by the fact that this occupation has turned into illegal Jewish settlement, in total disregard of that same international law for which the international community has made great sacrifices in order to ensure its observance by one and all without exception. The six paragraphs of article 49 of the Fourth Geneva Convention of 1949 prohibit deportations or the forcible transfer of protected civilian persons; the first paragraph of article 49 points to the fact that Geportations are always coupled in the thoughts of humankind with the deportations that took place during the Second World War. It is among the responsibilities of the Security Council to act swiftly to put an end to these violations and practices by Israel, which affront human dignity.

It expresses, in all its aspects, the need for the supporters of international law to be vigilant, so that they can deal with the terroristic and repressive measures taken by the Israeli authorities against unarmed Arab civilians who reject occupation, expansion and settlement by Israel in their motherland. The immoral Israeli practices in the occupied Arab territories are aimed at expelling the Arab inhabitants of the territories through intimidation, harassment, curfews and collective punishments, and by demolishing homes in order to displace the Arab inhabitants out of their homeland and replace them with alien settlers. The continued occupation by Israel of the Arab territories is a continued act of aggression under the United Nations Charter and under the rules of international law.

  18. This provocative step by Israel is in disregard of the Arab negotiators and interlocutors who are attempting to salvage peace in the Middle East. The reaction by the international community is stronger this time than it has been in the past, especially as these deportations coincided with Israel''s allocation of a large portion of its budget to expanding existing settlements and establishing new ones in the occupied Arab territories, and also because Israel is distributing arms to the settlers in the occupied territories and this could lead to massacres of Palestinian civilians in order to drive home the message that the only choice they have is to leave or to die. The matter under consideration today is of extreme political and moral importance, and cannot be made contingent ou flimsy Israeli pretexts.

Once again the Security Council is meeting after defiance of its resolutions has become abundantly clear: the Council is meeting to consider the grave situation in the occupied territories as a result of the Israeli authorities' decision to deport 12 Palestinian citizens from their homes on Wednesday last, 1 January 1992, in a provocative action that could well jeopardize the current peace process and subject the Palestinian civilians under Israeli occupation to grave dangers and suffering. This can no longer be condoned: this conduct by Israel has been repeated many times in the past, in the absence of international deterrence, and without regard to morality. Israel's totally unjustifiable deportation of Palestinian citizens is a glaring violation of the Fourth Geneva Convention which governs conduct by occupying Powers.
