We call upon the Security Council today to intervene forcefully: not merely to condemn Israeli aggression but to order the Israelis to withdraw immediately from southern Lebanon, in accordance with resolution 425 (1978), and to compensate Lebanon for all the human and material losses it has suffered as a result of this occupation and this aggression. We call upon the international community to remind Israel - and the United States of America, which has given its blessing to these acts of aggression - that this barbaric aggression against Lebanon and the humiliating manner in which Palestinians are being treated in the occupied territories do not serve security and do not make peace. Rather, they merely push every Arab to the very brink of despair.

  3. What logic is this that calls on the victim to put an end to resisting the aggressor? The Israelis, by this air, land and sea blitz on Lebanon, want to impose the unthinkable on the Lebanese authorities: they want the Lebanese authorities to put an end to the Lebanese resistance, and then to stand guard for the occupying army until it is sated by its occupation. Ultimately, they want to terrorize the Arab and Islamic nations. They want them to kneel, to accept the fair accompli and, finally, hoist the white flag.

  4. The media have shown us columns upon columns of women and children. Are those children the fighters and combatants of Hezbollah? Those other children, torn to pieces, in an ambulance - are they also combatants? Do they deserve to be bombed in order to be an example to others ? What is the reason for all this Israeli madness, for such muscle-flexing and violence? It is that the Lebanese resistance has hit the forces of an occupation rejected by the entire world, an occupation on which the Security Council adopted resolution 425 (1978), demanding Israel's withdrawal from all Lebanese territory. Although 18 years have passed, Israel has not implemented that resolution. Israel continues to occupy a part of southern Lebanon, on the pretext that Lebanese resistance continues to fight for its land.

  5. Mr. Azwai (Libyan Arab Jamahiriya) (interpretation from Arabic): The Security Council is meeting for the second time today to consider events in the Middle East. This morning the Council met to consider Israeli practices in the occupied territories, practices that, as is well known, have reached a level of harshness that may destroy the dreams of peace of the most ardent optimists. None the less, the Security Council merely heard the statements of a number of countries without taking any measures. We all know the reasons. The Council is meeting this evening to consider the crimes perpetrated by the Israelis against the brother people of Lebanon, crimes perpetrated using military machinery of all kinds to bombard towns and villages in Lebanon with the pretext of attacking Hezbollah bases.

That aggression targeted Tripoli and Benghazi, and used hundreds of American military aircraft to bombard civilian targets, including the home of Colonel Muammar Al-Qadhafi, the leader of the revolution, in an unprecedented and despicable attempt to assassinate the leader of a country and his family before the eyes of the whole world. As we all know, the whole world condemned that barbaric aggression. But the Security Council alone was unable to adopt a resolution condemning the aggression, because the aggressor used its veto power. The Security Council also ignored General Assembly resolution 41/38, which instructs the Council to remain seized of the question of the United States aggression.

  8. This policy is destructive to the credibility of the United Nations, and of the Security Council in particular. Our conviction is based on long and repeated experiences relating to the Arab-Israeli conflict, the repeated acts of aggression against Lebanon and the violation of its territorial integrity.   9. Blood that is shed can be washed away only by blood. Violence and persecution are the weapons of the foolish. However, we in the Libyan Arab Jamahiriya were not taken by surprise by these events. We have pointed out before, that genuine, just, and comprehensive peace will not be achieved by the imposition of agreements of capitulation and surrender. We have repeatedly stated that only in a non-racial democracy can Arabs and Jews live together, in a country that lives in peace and believes in equality and in the future - a country that can come to be only under the kind of regime that led to peace in South Africa. We have also repeatedly stated that the double standards applied by the Security Council, under the pressure of the United States and its allies, whenever something affects the Israelis, are the wrong policy.

Force may kill and destroy, but it will never prevent the wronged from avenging themselves against the oppressors, even if it means blowing themselves up with their oppressors, The Israelis and their allies will be gravely mistaken if they think that normalization of relations with Arab countries, embracing their Heads of State and reciprocal visits will succeed in forcing the Arab nation to surrender. These are illusions. The peoples will never surrender or be brought to their knees. History has seen hordes of Tatars, Crusaders and the armies of Western colonialist empires invade the Arab nation by force, and for approximately the same objectives, but all of them were routed, and the Arab nation survived. These are not mere words. These are facts recorded in ancient and modern history, and they bear repeating.

  11. Does this not prove that the Israelis do not believe in peace, but work for the imposition of capitulation? Who are opposed to genuine - just, comprehensive peace - the Arabs or the Israelis? And why have the Israelis not asked themselves why they have not enjoyed peace since the establishment of their entity in 1948? Do they not know that the policy of suppression, oppression and occupation of land by force will never lead to peace? And however weak the Arabs are, however great their differences and however strong the American support the Israelis receive, they will not be able to impose a fait accompli. This policy has been tried before and has never succeeded: the will of the people will never be defeated because it is derived from the will of God.

Why does the whole world raise the roof over resistance to Israel's occupation, while never raising a finger when Israelis take the most terrible measures against the Arabs in Palestine or in Lebanon? The Israelis often invoke security to justify the blockade and the collective punishment, and we would really like to know what kind of security they are talking about now. Are they talking about the security of their occupying forces or the security of their illegal settlements? Yet what danger is posed by a woman in labour that makes them prevent her from reaching the hospital, thus forcing her to give birth before the eyes of laughing occupation soldiers, and later to see her twins die of cold, out in the open, near a roadblock? We have all heard the Prime Minister of Israel declare that he would not sacrifice security for peace.

Scores of resolutions have been adopted calling on them to withdraw from the occupied territories, to observe international treaties in dealing with the inhabitants of these territories and to allow the refugees to return to their homes, among many other things. But the Israelis have never complied. We have every right to ask why the Israelis insist on the non-implementation of Security Council resolutions, and why the Security Council is unable to impose respect for its resolutions? Why is it that no single resolution against Israel has been adopted under Chapter VII of the Charter despite the fact that most Israeli crimes fall under that Chapter?

  14. These tragic events are unfolding for the whole world to see and hear, in violation of all international norms and covenants. The Israelis have interpreted the Summit of Sharm El Sheikh as support for their oppressive and suppressive actions against the Palestinian people, who dare to reject occupation and resist the occupiers, using whatever resources they have available, from stones to suicidal operations. The Israeli Government perpetrates the most heinous crimes against the Palestinians, convinced that this will help it get re-elected and will do away with resistance to its repellant occupation. Of course, reneging on promises is nothing new for the Israelis, and their lack of respect for international legal decisions is also customary.

At the same time, I should like to pay tribute to your predecessor, the Permanent Representative of Botswana, for his successful conduct of the affairs of the Council last month. Today the Security Council is meeting to discuss the tragedy that the Palestinian people has been experiencing in the occupied territories as a result of the campaign of blockade, starvation and collective punishment waged against them by the Israelis.

The policy of humiliation and double standards in international issues is very regrettable, because it is being applied by the Security Council and by a super-Power that is a permanent member of the Council. This cannot go on; it cannot be condoned indefinitely because it agitates peoples and drives them to seek every means possible to rid themselves of the injustice. It might even drive them to reconsider the very usefulness of a United Nations that has lost its credibility in the field of protecting peoples and their rights and sovereignty. Today, the Security Council has before it an extremely sensitive question.   18. Does this not show a stark contradiction between its responsibilities as a permanent member of the Security Council and its actions when it comes to the Israelis? Would not such a position give several countries justification for not complying with Security Council resolutions - including my own country, which is being subjected to unjust sanctions imposed by the Security Council, under Chapter VII, on the mere suspicion of the involvement of two Libyan citizens in the explosion of an American aircraft? Worse still, it is the United States that is impeding any settlement of a legal dispute which should have never been put before the Security Council in the first place, because it does not constitute any threat to international peace and security.

The Israelis are exempt from being subjected to Chapter VII of the Charter, notwithstanding the fact that all their terrorist actions against the Palestinian people fall under Chapter VII of the Charter. Arabs and Muslims ask: Why has the Security Council been unable to force the Israelis to comply with its numerous resolutions? And why does the Security Council avoid the application of Chapter VII to the Israelis? Furthermore, why does the Security Council turn a blind eye to the atrocious Israeli massacres of Palestinian Arabs and then turn around and raise hell when a Jewish settler in Palestine is slightly injured? Arabs and Muslims also ask: Why does a super-Power, a permanent member of the Security Council, encourage and even incite the Israelis to refuse to abide by the resolutions of the Security Council?

  20. Moreover, this development will fuel more extremism in the region, the very extremism whose original motivation was the actions of the Israelis and their allies. The patience of the Arab people and the peoples of the Islamic nation is running out, as they witness every day Israeli arrogance and Israeli persistence in humiliating the Arabs and Muslims, in defiance of all the resolutions of the Security Council, because the Israelis are exempt from implementing those resolutions thanks to the biased position of the United States of America. This even encourages the Israelis to continue to perpetrate their violations and their expansion, by force, at the expense of their neighbours.

  21. And here we have to ask: Until what point will the Israelis continue to refuse to implement the resolutions of the Security Council and the international community? And do the Israelis really want peace? The question being considered by the Security Council today is an extremely important and serious one, because Al-Quds Al-Sharif is the key to war and peace now as it was in the past and as it will be in the future. The question, this time, does not concern only Arab Governments that Israel's allies could exert pressure on and contain. It is a matter that goes beyond Arab Governments and touches the very sensibilities of all the peoples of the Arab nation, from the Ocean to the Gulf. It also is a matter of concern for the peoples of the Islamic nation as a whole. No attempt to contain the reaction of angry peoples will ever succeed.

  22. They also continued their excavations designed to undermine the Al-Aqsa mosque, having failed to burn it down in 1969. They also persisted in placing obstacles in the way of Palestinian Arabs living in Al-Quds Al-Sharif, to force them to leave the city - sometimes by sealing it off from the rest of the cities of Palestine, and at other times by inciting fanatic settlers to perpetrate repeated attacks against Palestinian Arabs. Even the recent developments, the so-called Peace Agreements between the Israelis and the Palestinians, have not prevented the Israelis from continuing their violations of Security Council resolutions and encroaching upon the rights of the Palestinian people - rights which have been confirmed and supported by international legality.

In resolution 478 (1980) the Security Council affirmed that the "basic law" was a violation of international law, and determined that all the legislative and administrative measures and actions taken by the Israeli occupying Power were null and void and should be rescinded forthwith, because such measures and actions constituted a serious obstruction to achieving a comprehensive, just and lasting peace in the Middle East. The Security Council also called on all States that had established diplomatic missions in Al-Quds to withdraw them. What happened following the adoption of that resolution? The Israelis continued their defiance of Security Council resolutions and persisted in their actions aimed at the Judaization of the Holy City.

The Council itself has adopted several resolutions on this question, perhaps the most important among them being resolution 478 (1980), in which the Security Council expressed its concern over the enactment of the "basic law" which proclaimed changes in the characteristics and status of the Holy City, and in the strongest possible terms censured that law and the refusal by the Israelis to comply with relevant Security Council resolutions.

The Security Council is meeting to consider an important issue which has repeatedly been placed before it in the past: the violation by the Israelis of resolutions of the Security Council and the General Assembly, in this instance by confiscating 53 hectares of Palestinian Arab land in East Jerusalem in order to build more Israeli settlements, as a part of their continued attempts to Judaize the Holy City and to alter its demographic composition. By taking this step, the Israelis have proved once again that they do not respect international legality, and never comply with any United Nations resolutions. The international community on more than one occasion has opposed measures taken by the Israelis to annex the Holy City of Al-Quds and to change its legal status, geographic features and demographic composition.
