Arab countries are still subjected to cruel sanctions by the Security Council on the basis of accusations that have not been proved, yet the Israeli regime continues for half a century to violate international law and the principles of the United Nations Charter. UNICEF has noted that 1,300,000 Palestinian children are living in a state of terror and hypertension, suffering from an inability to concentrate due to their nightly suffering from nightmares and involuntary urination, because of the daily bombardment of their houses and their population centres. All these practices occur daily before the eyes of the whole world, which does nothing about it. This records the degree of man's cruelty towards his brothers.

The result has been more than 600 Palestinians martyred, 100,000 wounded and 10,000 disabled, some of them blinded because the occupying forces are carefully trained to shoot their victims in the eyes. The problem is that, in addition to this arbitrary killing, the forces of occupation regularly bulldoze Palestinian houses, farms and factories; seize Palestinian land and give it to new settlers; prevent Palestinians from working; and stop food, water and even medicine from reaching them. The object is the further destruction of that country, whose people has made a great contribution to human civilization.   27. Although Iraq has largely cooperated with the United Nations and the Security Council, the sanctions have neither been lifted, suspended nor lessened. Iraq has the right not to trust that sanctions will be lifted when it cooperates, because it is mindful of the sanctions imposed against Libya and of the fact that the Security Council refused to lift those sanctions despite unanimous agreement among its members, with one exception, and within the international community that Libya had fully cooperated with the United Nations and satisfied all its obligations. It is indeed strange that, due to such double standards, the major State providing the Tel Aviv regime with the most up-to-date weaponry, to be used against children and women, is the same very State that insists on maintaining the siege of Iraq and that prevents the Security Council from compelling the Tel Aviv regime to respect the resolutions of the United Nations and to protect the Palestinian people. The sanctions imposed by the Security Council against Iraq have become a crime of genocide against the Iraqi people. The States that object to the lifting of those sanctions are guilty of that crime. These States have opened the territory of Iraq to weapons experts and foreign intelligence agencies for almost a decade. No corner of Iraq has been spared inspection; even Iraqi bedrooms have been inspected.

We fully reject the use of sanctions or the use of the Security Council's powers for promoting the interests of a State or group of States, for intervening in the internal affairs of States, for imposing a political regime, for overthrowing or changing a Government or for punishing a state. The authority to impose sanctions and implement them, in addition to the right of veto, has led to disregard for the provisions of the Charter of the United Nations, which says that the Security Council acts on behalf of all Member States of the United Nations. Therefore, the imposition of sanctions on a State must be a collective decision that enjoys the unanimous agreement of all Member States, with one set of standards for the imposition and lifting of sanctions.

  32. Sanctions must be the last resort for the Security Council to consider after it has explored all other peaceful means based on the Charter and on strong legal foundations. Sanctions must be imposed only when peace is threatened or breached and when there is aggression, and within a set time frame. Therefore, we believe that sanctions must be immediately lifted without delay when the reasons for their imposition are eliminated. We believe that sanctions run counter to human rights. They are a violation of the right to life, the right to freedom from hunger and the right to education, health care and development.   39. The hands of General Sharon are stained with the blood of Arabs and Palestinians, and he is proud of that. Now he is in a powerful position at the head of the Tel Aviv regime, resuming his mandate of imposing faits accompli and scorched-earth policies. A professor of sociology and political science at Johns Hopkins University published an article in The Chicago Tribune last month in which he analysed Sharon and described him as a war criminal. He cited many criminal acts and massacres that prove beyond any doubt that Sharon is a war criminal. I would also like to cite something from yesterday's edition of the Israeli newspaper, Yediot Aharonot: "For some five months now, in the territories" - that is, the occupied Palestinian territories - "there has been a slow but systematic and calculated process of annihilation of the Palestinian people. Soldiers who have been trained meticulously to target human beings aim their guns at eyes and knees to injure but not to kill, and they cannot discriminate between a demonstrator and a passer-by. At least 12,000 Palestinian civilians have been injured, become blind or incapacitated, and many have suffered the amputation of their arms. These injured will die slowly, away from the cameras.

It further said not only that the daily killings occur as a result of confrontations between Palestinian demonstrators and the army of occupation, but also that Palestinians are killed every day in their beds, on the doorsteps of their homes or on their way to their house, work or farm.   44. In fact, some Israeli newspapers have started to talk about collective punishment and the tragedies endured daily by the Palestinians. Yesterday, Ha 'aretz, the Israeli newspaper, published an article by the International Committee of the Red Cross condemning the collective punishment carried out by the army of occupation against the Palestinian population. This punishment is in violation of international and humanitarian laws, which require an occupying country to ensure normal living conditions for the occupied population. The newspaper said that the Israeli practices have become untenable and constitute war crimes and crimes against humanity.

We know very little about what happens in the Palestinian territories, because the army of occupation tries to impede coverage of events there. The Committee for the Protection of American Journalists has recently addressed a letter to the occupying Power, expressing its concern about the safety of media representatives in the occupied territories. It expressed in a letter published by The New York Times its deep concern about the brutality committed by the Israeli army against journalists, adding that 12 journalists have been wounded by Israeli army bullets and beaten by internal security forces. Settlers still attack journalists, especially from Reuters and Agence France Presse, with impunity.

  46. It was never an Arab or an Islamic problem. The manner in which that problem was brought to the Arab region, to be disposed of, resulted in the uprooting and displacement of the Palestinian people from their homeland. There is no need to recall the United Nations resolutions that still need to be implemented and that the Palestinian problem cannot be resolved without the return of the Palestinian people to their homeland and the establishment of their independent and sovereign State on their national territory. The Palestinian people have faced oppression and displacement for more than eight decades, and it continues to endure the brutality and horror of occupation.   48. If this matter concerned Iraq, Libya or the Sudan, even by way of mere allegations, the Council would not have taken all this time to adopt resolutions and to implement sanctions.   50. Today, we can only salute the Palestinian people's struggle, pray for its martyrs and condemn Israel's genocidal practices. Israel has succeeded in usurping Palestine, displacing its people and controlling its farms, lands and waters. Today, it is seeking to deprive the Palestinian people of its mosques, churches and other places of worship. The massacre raging in the occupied territories is not the first and will not be the last so long as the international community remains unable to protect the Palestinian people and to help it recover its legitimate and inalienable rights and so long as the United Nations continues to be hamstrung by the considerable pressures exerted by a super-Power in an attempt to prevent the Organization from exerting its authority.
