The Syrian Arab Republic calls on the Security Council to uphold its responsibilities and pressure the Israeli occupation authorities to stop their violations against Syrian sovereignty and their illegal practices against Syrian citizens of the occupied Syrian Golan. Those crimes include killings, arrests, plunder of property, depriving the residents of the Syrian Golan of natural resources and preventing the return of those who have travelled for study, work or any other reason to their cities and towns in the occupied Syrian Golan. The Syrian Arab Republic condemns, in the strongest terms, all those crimes, hostile practices and provocative statements and emphasizes that they will not change the established fact that the Golan was, and will remain, Syrian Arab, that it will inevitably return to the homeland sooner or later and that all actions taken by the Israeli occupation authorities are null and void and have no legal effect. In addition to those statements, on 11 October the so-called Israeli regional strategic economic development conference was held in the settlement of Haspin, located on the ruins of the Syrian village of Khasfayn, in order to perpetuate and prolong the occupation by establishing more settlement projects in the occupied Syrian Golan. Israeli occupying forces stormed the village of Majdal Shams and arrested Syrian citizen Salman Awad at his home after a vigil organized by our people in the village of Mas’adeh to protest such statements and the accompanying measures to establish settlement projects on their land, such as the project to build “wind turbines” on the territory of the villages of Majdal Shams, Ayn Quniyah, Buqatah and Mas‘adah.

The assassination by gunfire by Israeli occupation authorities of Syrian freedom fighter Midhat Salih al-Salih from inside the occupied Syrian Golan while he was returning to his home in the town of Ayn al-Tinah, which faces the occupied town of Majdal Shams, was a flagrant violation of the 1974 Disengaement of Forces Agreement between Israeli and Syrian forces and United Nations resolutions on the occupied Syrian Golan. That is in addition to the hostile statements made by the Prime Minister of the Israeli occupation entity regarding the expansion of settlements through the establishment of 7,000 settlement units in the occupied Syrian Golan, with the aim of increasing the number of settlers from 40,000 to 100,000 as part of efforts to change the demographic character of the occupied Syrian Golan.

The Syrian Arab Republic reaffirms its firm commitment to the return of the entire Syrian Golan, which has been occupied since June 1967, and stresses that all resolutions and actions taken by Israel, the occupying Power, to change its natural and demographic features, or to impose its laws, powers and administration on it, are null and void and have no legal effect under international law and relevant United Nations resolutions, in particular resolution 497 (1981). The Syrian Arab Republic emphasizes that any resolutions or measures that are incompatible with the relevant United Nations resolutions and that do not preserve established Palestinian rights are unacceptable in form and substance and have no legal effect. We stress that the humanitarian situation of the Palestinian people necessitates full support for the work of the United Nations Relief and Works Agency for Palestine Refugees in the Near East so that it is able to implement its mandates and respond to the growing humanitarian needs of the Palestinians.

The war crimes and crimes against humanity that Israel continues to commit in the occupied Palestinian territory — in particular annexation, settlements, blockades, the seizure and demolition of homes, population expulsions and forced displacement, arbitrary detention practices and racial discrimination against Palestinian citizens — must not be tolerated. The continuing series of Israeli attacks on the territory of the Syrian Arab Republic, the most recent of which occurred on Thursday, 22 July 2021, further entrenches Israeli policies of State terrorism and continued support for armed terrorist groups in Syria, which is also in flagrant violation of international counter-terrorism instruments. The Syrian Arab Republic has kept the Secretary-General and the President of the Security Council informed of all these attacks by sending identical letters conveying the details and warning of the major threat they pose to the security and stability of the region.

They also continue to bury nuclear waste at a number of sites in the Syrian Golan, in a major violation of international law and the relevant international agreements that poses an imminent environmental threat to the region and its inhabitants. Since 1967, the Israeli occupation authorities have made sure to prevent any United Nations fact-finding missions, including those provided for by World Health Assembly resolutions, from gaining access to the occupied Syrian Golan to investigate conditions and make recommendations. Israel also prevents the World Health Organization from gaining unrestricted access to the people of the occupied Golan to assess their conditions and attend to their humanitarian needs, particularly during the coronavirus (COVID-19) disease pandemic, in total disregard of its obligations as an occupying Power. Since 27 August 2014, the Israeli occupying authorities have closed the Qunaytirah crossing, the only authorized crossing point through which the people of the occupied Syrian Golan are able to remain in contact with their motherland.

  17. In addition, the Israeli occupation authorities continue to engage in racia l discrimination against the people of the occupied Syrian Golan. They practice arbitrary detention, torture, displacement and abduction. They are trying to bring about demographic change by imposing Israeli citizenship and Israeli educational curricula. They are stealing the Golan’s natural resources by constantly drilling for underground resources. They are looting the archaeological heritage of Syria and tampering with historical and archaeological sites and monuments in an attempt to judaize them and obliterate their Syrian Arab identity.

  18. They have expanded and accelerated settlement construction on the ruins of Syrian villages and lands destroyed and confiscated by the Israeli occupation. They are expropriating the land of Syrian Arab citizens for settlement activities, including a project to construct giant wind turbines on an area equivalent to one fifth of the agricultural land still owned the people of the Golan that serves as the green lung of the occupied Syrian villages. That is in addition to ongoing efforts by the Israeli authorities to displace people from their homes and land. They have also recently set up several water facilities in the occupied Syrian Golan, where they are storing more than 33 million m³ of water to be used for irrigation and drinking by Zionist settlers at no charge while it is off limits to our people.

Syria calls on the countries of the world and the United Nations, including the Security Council, to put an end to these shameful and inhumane practices, to enable the Palestinian people to exercise their legitimate historical rights, and to grant the State of Palestine full membership in the United Nations.   22. The Israeli occupation authorities continue to escalate their systematic attacks and violations against the Palestinian people in the Occupied Palestinian Territory. On top of their barbaric shelling and suffocating siege of the Gaza Strip, the Israeli authorities are allowing settlers to attack unarmed Palestinian citizens – as has happened in the Jerusalem neighbourhoods of Shaykh Jarrah, Bab al-Amud and Silwan – against the backdrop of their attempts to expropriate Palestinian homes on the basis of arbitrary decrees. The Israeli occupation authorities also recently allowed Israeli extremists to storm the Aqsa Mosque in large numbers under the protection of the Israeli police, and attack worshippers inside and outside the mosque.

Lastly, the Syrian Government is continuing to follow the efforts of Special Envoy Geir Pederson; it reaffirms its commitment to a political process with Syrian ownership and leadership and its positive and constructive engagement in facilitating the sixth round of the Constitutional Committee, which we look forward to convening soon. In this context, it stresses the need for full respect for the Committee’s terms of reference and rules of procedure, and for there to be no interference in its work or efforts to force it to come to certain conclusions or to impose on it time frames that are illogical and unrealistic.

Is it not shameful that, under false and illegal pretexts, certain countries that claim to be democratic are endeavouring to further their conspiratorial designs and cover up their failure to achieve their hostile goals in Syria by preventing Syrians from going to their embassies to perform their national duty? Is it not shameful that some in Europe should resort to threatening Syrians who go to the polls with expulsion and prosecution, and to issuing hollow statements against the elections and their legitimacy? All conspiracies targeting the Syrian people, their unity, independence and territorial integrity have come to nothing in the face of their resolve to stand firm and defend their homeland, and their insistence on exercising their electoral right in full view of the whole world. We therefore call on certain countries to hear and see what the Syrians expressed during those elections, to respect the will of the Syrian people, to put a halt to their aggressive policies, to refrain from the imposition of dictates and conditions, and to support the efforts of the Syrian State and its institutions to overcome the crisis and restore security and stability to the entire territory of Syria.

In fulfilment of the constitutional requirement to hold presidential elections, on 20 May our embassies and diplomatic missions abroad saw an unprecedented turnout of Syrians living outside Syria coming to cast their ballots and choose their candidate from among the three candidates who met the constitutional requirements to run in the electoral race. Today, polling stations in all Syrian provinces have seen a massive turnout of millions of Syrians to participate in these elections. Fulfilment of this important constitutional requirement means preserving the sovereignty, unity, territorial integrity and political independence of the Syrian Arab Republic, a principle underpinning all Security Council resolutions related to the situation in my country, and the cornerstone of any effort to resolve the crisis in Syria.

We reiterate that the mechanism for delivering assistance from inside Syria is the optimal system, most closely aligned with international law, for the delivery of assistance, and that the Syrian Government is providing all necessary facilities for the work of the United Nations. In this regard, we recall the approval granted by the Syrian Government to the convoy to Atarib in the north-west 13 months ago and note that the Office for the Coordination of Humanitarian Affairs has still not been able to obtain the approval of the Turkish occupation and its terrorist organizations to carry out the convoy. That is also the case with the convoy to the town of Sarmada.

In this context, my delegation reiterates its position on this politicized mechanism, which over the past years has revealed the serious flaws that have dominated its operation, both in terms of its violation of Syrian sovereignty and the manner in which it serves the interests of the Turkish occupation and terrorist organizations loyal to it, notably Hay’at Tahrir al-Shams/the Nusrah Front, which, along with its associated entities, controls Idlib. Added to which, the Erdoğan regime is continuing the construction of two additional dams, raising the number of dams built by Turkey since 1970 to seven, another serious violation of bilateral agreements, including the 1987 Syria-Turkey protocol on matters pertaining to economic cooperation, deposited with the United Nations Office of Legal Affairs, and also the Convention on the Law of Non- Navigational Uses of International Watercourses and other treaties related to international rivers. These practices of the Turkish regime are aggravating the humanitarian and living situation of millions of Syrians and increasing the burden borne by the Syrian Government and its partners in their efforts to improve the humanitarian situation in all areas where Syrian lives depend on water supplies from the Tigris and Euphrates rivers.

This is in clear violation of the relevant bilateral agreements between the two countries, seriously affecting the supply of drinking water, irrigation water needed for crop production in Aleppo, Raqqah and Dayr al-Zawr governorates and their surrounding areas and limiting the ability of the power stations along the river to generate electricity, not to mention the catastrophic effects on brotherly Iraq.

Not only has the Turkish regime cut off drinking water from the Uluk station 23 times, depriving the people of the city of Hasakah and its surrounding areas, it has also disrupted the supply of water to Syria by blocking the flow of the Tigris and Euphrates rivers at the Syrian-Turkish border. This has led to a significant decline in the flow rate of water into the Euphrates River, from 500 to about 249 cubic metres per second – in other words, to less than half what it was – and the river level has fallen by approximately 5.5 metres.

In Syria, we have been witnessing on a daily basis the repercussions of the aggressive policies of the United States and some of its Western allies, since they started fuelling and drawing out the crisis in my country. These countries ignored the emergence of the growing threat of terrorist organizations and covered up the crimes of those organizations, then imposed unilateral coercive measures as a tool of economic terrorism, illegally concocting pretexts for the crimes of the so-called “international coalition” through a distorted interpretation of the Charter of the United Nations.

Those who point to the reaction of the Palestinian resistance to avoid having to condemn Israeli violations would do well to remember that, during the marches of return, which were launched at the same time in 2018 in response to former President Trump’s transfer of the United States embassy to occupied Jerusalem, hundreds of unarmed Palestinians civilians were killed by Israeli forces without a single missile being launched. Nevertheless, those countries failed to condemn Israel at the time. It will be clear to any observer of developments in the occupied Palestinian territory that the current situation could not have arisen without a green light from the United States and the West.

Yesterday’s destruction by Israel of the Jala Tower in Gaza City, a building housing global media headquarters, can mean only one thing: Israel wants to cover up its war crimes and prevent the world from finding out the truth about what is happening to the Palestinian people, of whom 181 have been killed and 1,225 wounded so far. It is a disgrace for the United States and certain European countries to describe what is happening in the occupied Palestinian territories as “a reciprocal cycle of violence”, thereby turning villain into victim on the pretext of self-defence, and to condemn Palestinian attacks against Israel before condemning Israeli attacks against Palestinians.

  44. No exception has been made for United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA) schools. Indeed, Israeli aerial bombardment has caused severe damage to several UNRWA schools in Gaza, destroying at least 29 classrooms. Furthermore, UNICEF has confirmed that an Israeli airstrike on the Shati refugee camp left eight Palestinian children dead, bringing the number of children who have lost their lives in airstrikes to more than 52 in a six-day period; 31 women have also been killed.

The real reason for what is happening is aggressive practices and illegal measures taken by Israel aimed at expelling the Palestinian inhabitants from their homes in Jerusalem, not the reaction to this of the Palestinian resistance. The Netanyahu Government bears full responsibility for the escalating situation in the occupied territories. The Syrian Arab Republic condemns in the strongest possible terms the ongoing barbaric behaviour of the Israeli occupation forces against the Palestinian people in Jerusalem, the Gaza Strip and elsewhere. It also condemns western coverage of Israel’s indiscriminate bombardment and killing of civilians, mostly women and children, and the massive and deliberate destruction caused by Israeli airstrikes on public and private property and civilian facilities.

Israeli settlers attacked unarmed Palestinian citizens in the Shaykh Jarrah, Damascus Gate and Silwan neighbourhoods, violating the sanctity of their homes and attempting to dispossess them on the basis of outrageous, sham decisions in clear violation of the obligations of the occupying Power under the Fourth Geneva Convention of 1949. And matters did stop there. Provoked by hordes of settlers and Israeli occupation forces storming the Al-Aqsa Mosque compound in occupied Jerusalem, Palestinian worshippers were prevented from performing their religious duties during the holy month of Ramadan. The occupation forces then introduced an internal state of alert, designed to inflame the situation and serve the racist policies of the Netanyahu government by enabling it to export a crisis of government to the occupied Palestinian territories.

My country’s delegation deplores the procrastination of the United States delegation over the convening of this meeting, considering it a blatant attempt to allow the Israeli occupation forces more time to continue their attacks against the Palestinian people. The escalation of barbarous practices by Israel against the Palestinian people in Jerusalem coincides with the 73rd anniversary of the rape of Palestine and is but part of a relentless series of sustained war crimes and outrages committed against the Palestinian people, aimed at expelling them from their land and changing its demographic and religious character.

Those countries continue to this day to develop various types of weapons of mass destruction, and they added another weapon — the use of lying and deception in order to spread chaos and destruction by creating pretexts for launching acts of aggression against countries that respect their international obligations and defend the independence of their national decisions. Those Western countries cannot be entrusted with the maintenance of international peace and security or with the evaluation of other States’ fulfilment of their international obligations.

Our colleague from the United States noted the delay in reaching the site of the alleged incident in Douma, and this is true, but it happened because his country, France and Britain had launched a military aggression with missiles on Syrian territory, which prevented the Technical Secretariat from allowing the investigators of the Fact-Finding Mission team to enter Syrian territory. In conclusion, the Western countries that claim today to be keen on strengthening the non-proliferation regime are the ones that invented weapons of mass destruction of all kinds and used them in the First and Second World Wars.

It also reiterates its request to the Organization for the Prohibition of Chemical Weapons and its Director-General to pay due attention to the calls to address the concerns raised by a large number of experts and academics about the reports of the Fact-Finding Mission in relation to the alleged use incidents in Syria, foremost of which is the Douma incident report, and to take the necessary immediate measures to correct the grave defects in them. The organization’s disregard for the fundamental observations and legitimate inquiries of important players, specialized experts and prominent academics is unacceptable and jeopardizes the credibility of the organization’s work. It also raises doubts about the keenness of those in charge of the organization to maintain the professionalism and objectivity of its work.
