  3. “The rule of law must prevail, and all those responsible must be held to account. What took place one month ago risked pulling the region back to a darker time in its history. Following those events, as we saw leaders work to de-escalate the situation, we were reminded that peace is not simply the passive absence of fighting, but also the culmination of concerted action. Dialogue and diplomacy take courage, and we commend the steps taken by the leadership of Kosovo and Serbia to de-escalate the situation. At the same time, momentum must continue in the implementation of the agreements made under the auspices of the EU-facilitated dialogue. The United Arab Emirates reiterates its full support for the dialogue, which remains the best means of resolving outstanding issues.”

  4. “Those landmark agreements offered the promise of a new chapter for the peoples of both countries. They were followed by the joint declaration on missing persons, which was endorsed in May. Yet throughout this year, the situation on the ground in northern Kosovo began to fray. Following a difficult election period, violence erupted in late May, during which dozens of Kosovo Force peacekeepers, as well as law enforcement officials and civilians, were wounded. We condemn all attacks against peacekeepers. And there was a collective feeling of fear and uncertainty when the world witnessed the events of 24 September, during which a policeman was killed and others wounded. The United Arab Emirates condemns attacks on law enforcement officials and shares its condolences with the families of those killed and injured.”

  5. “I thank Special Representative of the Secretary-General Caroline Ziadeh for her valuable briefing today. I welcome the participation of Prime Minister Brnabić and President Osmani-Sadriu in today’s meeting. When the Council most recently met to discuss this file in April (see S/PV.9312), there was hope for greater stability and prosperity in the region. Indeed, in that meeting, the United Arab Emirates stated, “[t]he recent agreement between Serbia and Kosovo is the most significant breakthrough in relations between both States in over a decade”(S/PV.9312, p.18). The conversations about the future of both countries and their relationship with one another had notably shifted, leading to the Ohrid and Brussels agreements, facilitated by the European Union (EU).”

  6. “In that regard, we note the Fact-Finding Mission’s recently issued report on the Kharbit Masasnah incident. Secondly, the threat of chemical terrorism remains an important challenge that requires considerable attention, especially as Da’esh continues to carry out terrorist attacks without hesitating to use any available means or weapons to restore its control in Syria. It is a serious threat to the security and stability not just of Syria but the entire region. In conclusion, the United Arab Emirates stresses once again the importance of making progress on the Syria chemical weapons file, as well as across all files related to resolving the Syrian crisis.”

  7. “Mr. Bastaki (United Arab Emirates) (spoke in Arabic): I thank Mr. Adedeji Ebo for his briefing. I would also like to reiterate the firm position of the United Arab Emirates whereby we reject and explicitly condemn the use of chemical weapons by anyone, anywhere and under any circumstances. Their use constitutes a flagrant violation of the provisions of the Chemical Weapons Convention and international law. In the context of today’s topic, I would like to note two issues. First, a meaningful dialogue between the Organization for the Prohibition of Chemical Weapons (OPCW) and Syria remains essential if we want to achieve tangible progress on this file. We reiterate the need to work in accordance with the principles that the OPCW, with its technical nature, was founded on, foremost of which are consensus and non-politicization.”

  8. “Accordingly, the United Arab Emirates is continuing to provide aid to the Palestinian people, especially in the Gaza Strip. Recently, our efforts have also focused on helping Palestinians combat the pandemic, including by providing support to Gaza hospitals. In conclusion, I reiterate the firm commitment of the United Arab Emirates, which is in line with the Arab position to achieving the independence of a sovereign Palestinian State, based on the borders of 4 June 1967, with East Jerusalem as its capital, in line with the relevant United Nations resolutions, the Arab Peace Initiative and other agreed international terms of reference.”

  9. “We also reiterate the need to preserve the legal and historical status of Jerusalem and respect the Hashemite Kingdom of Jordan’s guardianship over its holy sites. Concerning the difficult conditions of the Palestinian people, we stress the need for the international community and the relevant United Nations agencies to continue taking concrete measures to respond to their increasing humanitarian needs. According to the Office for the Coordination of Humanitarian Affairs, two out of five Palestinians will require some form of humanitarian assistance in 2022. As for the Gaza Strip, it is suffering particularly from a significant shortfall of development, food and health aid, owing to its collapsing infrastructure, in addition to the unemployment rate, which is nearing 44 per cent.”

  10. “Creating an environment conducive to peace requires safeguarding the prospects for a two-State solution and stopping illegal practices in the occupied Palestinian territory. To that end, we note the continued construction and expansion of settlements, including the recent construction of new settlement units in the West Bank, as well as the continued displacement of Palestinians, especially in the Sheikh Jarrah neighbourhood in Jerusalem. It is also important to note that more than 905 Palestinian homes and structures were confiscated or demolished in 2021, in addition to restrictions on the movement of Palestinians, which have exacerbated humanitarian and economic conditions. In that regard, Israel should uphold its responsibilities in accordance with international law and the relevant United Nations resolutions.”

  11. “Accordingly, we hope that the two parties will continue to meet to build confidence and address the most pressing issues in the interest of achieving security and stability. We commend the recent increase in cooperation and coordination between the United States and the two parties in support of the Middle East peace process. We also welcome the recent meetings of the Middle East Quartet, and we look forward to their outcome. On the other hand, we stress the need to maintain the recent ceasefire for the long term to avoid another escalation, as well as support opportunities for peace. We underscore the importance of continuing to build on regional and international endeavours to end the conflict and reiterate that diplomacy and peaceful dialogue are the best options to achieve tangible progress.”

What we heard today about the fragile humanitarian, security and political situation in the occupied Palestinian territory serves to underscore the need to actively relaunch a credible peace process that leads to the two-State solution, with the State of Palestine and the State of Israel living side by side in peace, security and mutual recognition. As Mr. Wennesland previously stated, current efforts must focus on providing a political context that will ensure that the positive engagement we have witnessed in recent months is not squandered.”
