  2. “We call for a consultative procedure for selecting Chairs of subsidiary bodies that is as transparent as possible. We also want to add our voice to those who advocate for expanding the mandate of the Ombudsperson. We believe that fairness and due process are important factors when implementing sanctions regimes. Resolution 1904 (2009) was an important step forward in that regard, and we call for further improvement in terms of the independence and impartiality of the Office of the Ombudsperson and for expanding it to other sanctions regimes besides that for Al-Qaida and the Islamic State in Iraq and the Levant. We want to avoid situations where the Council is unable to make decisions, including as a result ofthe use of the veto.”

  3. “For example, the General Assembly's discussion on the annual report of the Security Council should be more substantive and should allow for an honest exchange of views. We add our voices to those calling for the timely submission of the 2018 report. In our view, the issue of responsibilities of Security Council members should be addressed honestly and transparently. We do not believe that the Council, with its obviously unequal distribution of burden-sharing, can be called transparent. All Member States should have the possibility to be penholders, and there can be more than one penholder on a single issue.   4. “It is in the interests of all member States of the Security Council, as well as the broader membership, to have new members who come fully informed, prepared and able to start working constructively from day one. Wrap-up sessions are very valuable to the wider membership. Not all States are able to follow every debate, and wrap-ups, besides giving us useful information, also provide us with the unique perspectives of individual Council members. We can only encourage each presidency to plan for a wrap-up that is as interactive as possible and to include them in the programme of work. As the representative of Switzerland pointed out, there are some difficult outstanding issues on which we would like to see more progress.”

  5. “We also encourage continued interaction with the Peacebuilding Commission (PBC), which unquestionably adds a dimension that makes for better- informed decisions. At the same time, interaction with civil society, especially women's groups, as my colleagues from Canada and Italy mentioned, is very important. We therefore urge for including more of such briefers. They can provide useful first-hand information from the ground while receiving guidance from Council members. We encourage the continuation of this kind of dialogue. We strongly support including newly elected members in the Council's work in advance of their formal membership as much as possible and exploring additional ways to promote even greater participation.”

  6. “As a member ofthe ACT group, but also individually as a State Member of the United Nations, Slovenia has always asserted that for the Security Council to be successful and effective, it has to be transparent and efficient in its work. We understand that many of the specific improvements regarding working methods have been agreed on by Council members, and I want to add how important those improvements are. I will mention just a few. Consultations with troop- and police-contributing countries are essential if the Council wants peacekeeping operations to be effective and successful. The Security Council should listen to Member States that deploy their personnel and address any open issues accordingly. In our View that will make operations and missions better prepared, carried out, tailored and hopefully shorter.”

  9. “The complexity of today's challenges requires us to work more closely together, be pre-emptive and address issues early on. We believe that conflict prevention is the greatest priority and should be attempted before the international community finds itself having to manage or solve a crisis. Through efficient preventive diplomacy, including mediation, the management and solving of crises could be avoided altogether. Accordingly, Slovenia adds its voice to those who call for the full implementation of the reforms proposed, including reform of the management of the Organization. Only a financially stable and properly managed Organization can be strong, reliable and effective in discharging all the mandates conferred upon it. Finally, the threats that we are facing today will not be solved by weakening multilateralism.”

They are present in the environment concerned and are therefore the best partners when addressing situations. With regard to your third question in the concept paper (S/2018/982, annex), Mr. President, Slovenia fully agrees with the Secretary-General regarding the need for collective answers to existential threats to people and the planet. As we all know, this body bears the greatest responsibility with regard to the maintenance ofinternational peace and security, and we want it to be efficient and effective and to address all situations that pose a grave concern or threat. Members of the Council have assumed this responsibility and are the ones that need to safeguard this collective mechanism the most.”

Let me start by expressing our support for Secretary- General Guterres and his call at this year's general debate for a "commitment to a rules-based order, with the United Nations at its centre" (A/73/PV6, p. 2). Slovenia's commitment to the multilateral system, based on shared values, the rule of law, respect for international law and human rights, remains as strong as ever. Today, we are witnessing rapid changes that are substantial and fundamental. The international community has spent the past 70 years building the system of a rules-based order, which is intended to ensure equal treatment for all and create a better world for nations and individuals.”

  14. “In 2015, a permanent position for a gender adviser in the General Staff of the Slovenian armed forces was established, as was a network of gender advisers. We are proud that those efforts have shown concrete results and have also been recognized internationally, with Slovenia ranking fourth in the world on the Women, Peace and Security Index. However, there is no time to rest. We will continue to support United Nations action against conflict- related sexual violence. Accordingly, we have joined the Secretary-General's voluntary compact on preventing and addressing sexual exploitation and abuse as part of the overall zero-tolerance policy, which Slovenia strongly supports.”

  15. “Slovenia is addressing the correlation between conflict-related sexual and gender-based violence in two draft strategic documents to be adopted this year. The new action plan on the implementation of Security Council resolutions on women and peace and security for the period 2018-2020 addresses conflict-related sexual violence with activities devoted to accountability, education and training. Violence against women, including sexual violence, alongside areas dedicated to empowering women, will also form part of guidelines on gender equality in development cooperation. At the national level, important achievements have also been reached in education and training on women and peace and security, which were systematically introduced throughout the Slovenian armed forces.”

  16. “Much has already been done when it comes to assistance for victims, but as long as we are faced with tragic stories we must not stop doing everything humanly possible to alleviate their suffering. Conflict-related sexual violence is not only a humanitarian or human rights issue, but a security issue as well. It impedes women in particular from participating in peace and political processes and in post-conflict reconstruction and reconciliation. Preventing and responding to conflict-related sexual violence are important elements in efforts to empower women and achieve gender equality. Sexual and gender-based violence presents a barrier to women's participation, not only in peace-related and post- conflict activities but also in everyday life.”

  17. “All perpetrators should be held accountable. It is of the utmost importance to prevent the trend of continuous sexual violence by fighting impunity. In that regard, the role of international criminal justice has been recognized, in particular that of the International Criminal Court. At the same time, we recall that the primary responsibility to protect civilians and bring perpetrators to justice rests with States. The international community must therefore assist States in addressing all these issues, such as when it comes to investigating and prosecuting perpetrators, including United Nations and other peacekeeping personnel. Although the victims of sexual violence are predominantly women and girls, we should not forget that sexual violence is also committed against boys and men, particularly in detention.”

  18. “I would like to thank Peru for organizing this important debate, and the speakers for their briefings. Slovenia aligns itself with the statements delivered by the observer of the European Union and by the representative of Mali, the latter on behalf of the Human Security Network. I would like to make some additional remarks in my national capacity. Slovenia welcomes the report on conflict-related sexual violence submitted by the Secretary-General (S/2018/250) and shares deep concern with regard to its findings. We join others in condemning the grave violations committed against women and girls, men and boys in conflict situations. As the report once again demonstrates, sexual violence in contemporary conflicts is not a side effect but rather a front-line consideration and a horrifying tactic of war.”
