As we have been hearing throughout this debate, the issue of water is of strategic importance for humankind, and therefore must be given due attention in order to prevent future wars in the upcoming decades. My delegation therefore welcomes the fact that the Security Council has taken on this issue because water wars are most often those of the poor and the weak, far from our gaze and the great public debates.

  2. My delegation would like to emphasize the importance of technology transfers and fighting climate change as relevant approaches for developing countries. That includes strengthening the capacities of those countries in terms of adaptation and the mitigation of the adverse effects of climate change, but also to enabling them to acquire innovative irrigation methods for agriculture and cattle raising, as well as desalination techniques to ensure greater water availability. Addressing water issues and combating climate change through Sustainable Development Goals 6 and 13 offer real prospects for the future. United Nations agencies, such as the Food and Agriculture Organization and UNDP, for their part, should play a particularly active role.

  3. Studies show that, by 2025, within national borders, close to 4 billion people across the world could find themselves in a situation of water stress. A report of the United Nations Development Programme (UNDP) from 2006 indicated that 90 per cent of the population of the Middle East and North Africa will live in countries affected by water shortages by 2025. In addition to those areas mentioned in the UNDP report, much of sub-Saharan Africa is also concerned by this issue, with potential implications for agriculture, food, health and the economy. In countries such as mine, where the cycle of life, in particular the agricultural cycle, is intimately linked to the natural phenomenon of precipitation, water stress sometimes can be a source of tension and even open conflict among farmers, cattle breeders and their communities.

In that regard, my delegation would like to refer to article 54 of the Protocol additional to the Geneva Conventions of 12 August 1949, and relating to the protection of victims of international armed conflicts, known as Protocol I, and to article 14 of Protocol II of 8 June 1977 additional to the Geneva Conventions; to article 29 of the Convention on the Law of the Non-navigational Uses of International Watercourses; and to article 12 of the International Covenant on Economic, Social and Cultural Rights. In conflict areas or post-conflict situations, water issues should also be taken into account in the mandate of peacekeeping operations or peacebuilding processes. Water is the most abundant resource on Earth, but only a small amount - about 2.53 per cent - is freshwater that can be used for agriculture, industry and human consumption.

  5. For our part, Cote d'Ivoire actively participates in the efforts made by the Mano River Union for political, economic and security cooperation among Member States. In the same vein, it would be useful for States to incorporate in their national legislation international legal instruments for the prevention and punishment of criminal acts and war crimes related to the access or use of water.

  6. Faced with the risk ofwater-related conflicts, people have been thinking for a long time about the options we have for peaceably managing our water and settling our disputes. The mechanisms proposed so far often involve mediation and cooperation and are based on bilateral, multilateral and international agreements, as was rightly pointed out in the concept note (S/2016/969, annex) underlying our debate. Such agreements have enabled us to avoid many potential conflicts around the world. It is therefore important to ensure that the international community, in particular the United Nations through the Security Council, continue to encourage Member States to use such mechanisms, especially in the case of transboundary cooperation.

  7. Through its many and essential functions, water is of a strategic dimension for human, animal and vegetable life. Human activities linked to inappropriate or restrictive uses of this natural resource can sometimes become a source of conflict. The history of peoples unfortunately shows us that water has been used for strategic and military purposes and exclusive and even criminal designs. The link between water, peace and security is therefore a question of great relevance because today, as in the past, it continues to fuel tensions undermining international peace and security. Experts in the area of the geopolitical role of water even speculate that future wars will waged over it and that that war has already been declared.

  8. Mr. Bouah-Kamon (Cote d'Ivoire) (spoke in French): At the outset, I congratulate you, Sir, on the dynamic manner with which Senegal has presided over the Security Council this month. I also thank today's briefers, whose statements allow for a better understanding of what is at stake with regard to water management throughout the world. As was the case during the most recent open debate (see S/PV.7816), my delegation is especially pleased to participate in today's debate devoted to the issue of water, peace and security, which provides us an opportunity to exchange views on this important topic. Water is a natural resource and, at the same time, it is a food, a source of energy, a means ofcommunicating and an essential component of the agricultural cycle. Simply put, water is the source of life, and some might even say that water is life.

Ultimately, this plan has enabled the Ivorian Government to achieve notable results, including the smooth running of the presidential election of October 2015, the capacity of the Ivorian justice system to operate independently, and the promotion of youth employment. All these achievements of the Ivorian Government headed by President Alassane Ouattara led the Security Council to adopt resolution 2284 (2016) on 28 April, extending the United Nations Operation in Cote d'Ivoire for a final term, until June 2017. The Ivorian experience can be continued and strengthened. However, I cannot conclude my statement without reiterating the gratitude of the Ivorian Government and people for the invaluable role that the United Nations has played and continues to play.

With regard to national reconciliation and sustainable cohesion, in addition to creating the ministry responsible for social cohesion and compensation for Victims, in 2011 the Ivorian Government set up a dialogue, truth and reconciliation commission, which was recently superseded by the National Commission for Reconciliation and Compensation of Victims. Moreover, the high rate of implementation of the disarmament, demobilization and reintegration process - around 94 per cent - and the promising results of security sector reform help strengthen the defence of territorial integrity and the establishment of the rule of law. Furthermore, the creation of a high authority for good governance contributes to promoting the values of public management.

In order to consolidate those gains and take into account the remaining challenges, a second phase for the period from 2015 to 2017 is under way, with funding in the amount of $15 million, including $12 million already mobilized by the Peacebuilding Support Office and $3 million mobilized by the Ivorian Government. The implementation of this phase will eventually make it possible to iron out and resolve land disputes in rural areas and difficulties linked to identification, among other issues.

With the support of the United Nations system, my Government has put in place the national Peacebuilding Priority Action Plan, which centres on several programmatic areas, including the restoration of State authority and community safety; support for national reconciliation, social cohesion and conflict- risk reduction; and identification of and support for vulnerable populations. The first phase, covering the period from 2011 to 2014, was funded by the United Nations Peacebuilding Support Office in the amount of $11.15. The implementation of that phase made it possible to rehabilitate several security and administrative structures in urban areas, particularly in the west of the country; to build the capacity of the police and the gendarmerie; to register several hundred thousand births; and to reform the Ivorian civil State.

  14. One of the keys to the success of an effective peacebuilding process remains the existence of a common strategy that enjoys national ownership and has clear priorities. In cote d'Ivoire, which endured nearly a decade of unrest that undermined the strength of its main institutions, the authorities were able to refocus on progress, relying on the Ivorian people's capacity to develop resilience and achieve peace. For the Ivorian Government, social cohesion, national reconciliation and the normalization of political life are fundamental factors in building a climate of lasting peace conducive to development.

  17. My country adheres to the Secretary-General's zero-tolerance policy and to the relevant provisions of the subsequent resolutions of the General Assembly. My delegation welcomes the fact that the report of the Secretary-General mentions the efforts undertaken by the Government of my country and the entire readiness of the Ivorian authorities to cooperate in complete transparency with the competent entities within the United Nations system. Nevertheless, my delegation has questions with regard to certain allegations contained in the report, such as that of a victim of 2 years and 10 months of age. As far as it is concerned, the Ivorian Government is fully committed to continue its tireless efforts aimed at combatting sexual violence within its military units.

The plan of action is defined along four major lines, namely, strengthening the capacities of the FRCI to respond to conflict-related sexual violence; strengthening the institutional framework for the prevention and suppression of sexual violence within the FRCI; increasing outcomes in the fight against impunity in connection with crimes of sexual violence committed by the FRCI; and monitoring and evaluating the activities and efforts aimed at fighting sexual violence committed by the FRCI. The the plan of action of the FRCI aimed at fighting sexual violence enjoys significant budgetary support from the State. As I have just indicated, the Ivorian Government is determined both to act to suppress sexual violence linked to conflict and to work to prevent it.

  19. Accordingly, the reported cases of sexual violence in C6te d'Ivoire committed during the period of conflict have today a legal framework in which they can be put on the docket. Along with the ongoing capacity-building of the judiciary, the majority of perpetrators - whether their status be civilian or military - once apprehended, are prosecuted before the competent courts. With regard to military personnel in particular, the Ministry of Defence has implemented several specific measures since 2011, including a plan of action for the Forces republicaines de Cote d'Ivoire (FRCI) in connection with violence linked to conflicts.

That violence, which has disastrous consequences for the victims, their families and the community, is unacceptable and constitutes a grave violation of international humanitarian law, international criminal law and international human rights law. Sexual violence in conflict must therefore be vigorously combated, and the perpetrators must be prosecuted before the competent courts to answer for their actions. My country, which has undergone nearly a decade of crisis, has unfortunately recorded cases of sexual Violence, essentially in the form of individual and mass rapes. In its firm will to combat that phenomenon, the Ivorian Government has, in addition to availing itself of the existing legal frameworks, implemented a national strategy against gender-based violence.

It is a great pleasure for my delegation to take part in this debate on sexual violence in conflict situations. We thank the Secretary-General for his report (S/2016/361), and through him we also wish to thank Ms. Zainab Hawa Bangura and her team for their commitment and determination to figh sexual violence in the context of conflicts. I also wish to thank and congratulate Ms. Maria Grazia Giammarinaro and Ms. Lisa Davis for their excellent respective briefings. The rise and recurrence of sexual violence during conflicts are without doubt one of the major problems facing countries in conflict and those emerging from conflict.

  22. In that regard, I would like to emphasize that my country will shoulder all of its responsibilities commensurate with its commitments and obligations. My delegation welcomes the adoption of these two resolutions, and sees them as a recognition of the many efforts made by the Ivorian Government since the end of the Ivorian crisis in 2011. In them, we also see the effectiveness of the resolute commitment of the United Nations and the entire international community to Cote d'Ivoire.

Before concluding, I should like to say that the commitment of the United Nations to C6te d'Ivoire under Chapter VII of the Charter represents for numerous observers a real success story that should go down in the history of our institution's peacekeeping operations throughout the world.   26. My delegation takes note of that report and endorses the proposals seeking to extend for one last time UNOCI's mandate before its full drawdown on 30 June 2017. My Government hopes that the transitional assistance phase will give high priority to training and assisting the Ivorian defence and security forces, as well as to preparing the United Nations country team so as to ensure a smooth handover to the Ivorian Government. It is to be noted that tremendous ongoing and continuous progress has been made, especially if we consider where we started from. My Government will continue its efforts to overcome any residual and emerging challenges. The Government's programme of action also provides, as mentioned earlier, an important place for the promotion of youth employment because of the role that young people can play not only in economic growth, but also in the restoration and consolidation of peace. That inclination for equal justice for all resulted, during the establishment of the last Government, in the creation of new ministries for rights and civil liberties, solidarity and social cohesion, and for the compensation of victims. Proceedings against people of all political persuasions have been and will be brought progressively, based on the independence of the judicial system. The ability of Ivorian justice to henceforth handle its duties led the Head of State to affirm that from this point forward, no other Ivorian citizen would be handed over to the International Criminal Court.

  32. As such, the disarmament, demobilization and reintegration and security sector reform processes have attracted the attention of the Government and partners. There has been an implementation rate of 94 per cent for the former, and promising results for the latter. Efforts continue, as indicated in the Government's latest report on security sector reform and the disarmament, demobilization and reintegration process, which was conveyed to the Sanctions Committee in March. In particular, the adoption of a law on military programming 2016-2020 and a law on programming domestic security forces 2016-2020, and the establishment of the coordination, monitoring and reintegration cell were undertaken in order to take control of the residual activities of the former Disarmament, Demobilization and Reintegration Authority.

The President of the Republic, convinced that national reconciliation and social cohesion are essential to laying the foundations of a unified nation, and echoing the wishes expressed during consultations, has taken several important steps, including the provisional release of several individuals detained during the post- election crisis who were awaiting trial, the unfreezing of the accounts of several opposition figures, the voluntary return of several exiles from Liberia, the announcement of the establishment of a high authority for rural land ownership, as well as the revision of the Constitution. That is in order to remove all conflicting elements in the fundamental law and to strengthen State institutions. In addition to national reconciliation, security also remains key to stability and peace.

Following the successful presidential election, a new Government was set up and given specific new tasks focused on national reconciliation, social cohesion, good governance, the improvement of living conditions and the people's purchasing power, the promotion of youth employment and equal justice for all. Putting words into action, the President of the Republic and the Government have since undertaken a wide range of actions. After his re-election, the President of the Republic undertook consultations with an important sector of society, including traditional kings and chiefs, religious leaders, the National Commission for Reconciliation and Compensation of Victims of the Ivorian crises and the Front populaire ivoirien, the main opposition party.

In referring to the progress made in Cote d'Ivoire in his December 2015 report on the United Nations Operation in Cote d'Ivoire (UNOCI), the Secretary- General stressed that "the successful conduct of the presidential election is the most powerful demonstration of the progress made in Cdte d'Ivoire" (S/2015/940, para. 89). He went on to indicate his optimism about the country's future. Three months after that report, it is with the same confidence and conviction that I take the floor today before the Council to say that Cdte d'Ivoire is determined and will continue its march forward.

The outstanding progress implemented on the ground, to which I referred earlier, and the restored stability lead us to anticipate the time when my country can be removed from the agenda of the Security Council under Chapter VII so that, as the President of the Republic said in his latest message to the nation, we can return in the very near future to the traditional relations of a country at peace with our shared Organization. The announced participation of the so-called radical opposition in the upcoming legislative elections confirms once again the return to a peaceful political climate and that democracy and peace have taken root in cote d'Ivoire. My Government therefore believes that the end of 2017, and if necessary 2018, will be a propitious and perfectly feasible deadline for the withdrawal of UNOCI.

  40. Of the 93 reforms that need to be implemented, 34 were completed by late September 2015, representing an implementation rate is 31.62 per cent. To date, 44 reforms are being implemented and 12 remain to be started. The security index over a three-year period decreased from 3.2 to 1.11 in 2015, enabling C6te d'Ivoire to achieve a satisfactory level that is likely to guarantee its stability and development. My Government reiterates its request for the total lifting of the arms embargo on C6te d'Ivoire in order to ensure that our defence and security forces can be properly equipped so as to better monitor our borders, particularly in the west.

Given these remarkable results, the National Authority for Disarmament, Demobilization and Reintegration has been replaced by a more flexible structure, the Coordination and Social Reintegration Cell, under the National Security Council, responsible for assisting and guiding former combatants. The reform of the justice sector is also under way with a View, inter alia, to facilitating access to justice for all, completing the post-crisis judicial procedures, combating impunity and ensuring more effective protection for human rights. On behalf of my Government, I wish to thank the United States of America, France and the European Union, which have stood beside us in this important reform. Reforms undertaken in the security sector for the period 2012-2016 have already shown promising signs of success.

  42. That process resulted in the collection of 39,279 weapons, including 35,628 assault rifles, Kalashnikovs and grenades; 3,651 shells and rockets; and 3,277,000 munitions. The reintegration programme has to date assisted 57,514 former combattants, out of 74,068 in the 2012 database. That is an implementation rate of 94 per cent for this project. In terms of resource mobilization, I underscore that, of a total of 84,740,953 CFA francs necessary for the financing of the DDR process, 20,346,932 CFA francs have been collected from partners.   43. In his new year message to the nation, the Head of State decided to release about 3,100 prisoners, many ofwhom had been detained following the post-electoral crisis of 2011. He contributed thereby to reducing tension within the political climate in the country. The success of the presidential election, like the social and political context in which it took place, embodies the dynamic of progress made over recent years on many fronts, in particular reconciliation, which I mentioned earlier; the disarmament, demobilization and reintegration (DDR) programme; and reform of the judicial system and the security sector. Alassane Ouattara, announced the main areas of reform of this five-year term and underscored the attention he will focus in this final term in office on national reconciliation and the adoption ofa new constitution to guarantee equality for all, national cohesion and institutional stability. Putting his words into action, the President of the Republic has started initial consultations to that end. In December 2015, in an atmosphere of great openness, he met with representatives of the traditional chiefs, whose proposals were very important to him, and he pledged to consider them very carefully. In the same spirit and at the same time, he also met with the National Commission for Reconciliation and Compensation of Victims and with religious leaders, and commended their contribution to the smooth running of the presidential election.

I also wish to convey my sincere gratitude to the Secretary-General and his Special Representative, Ms. Ai'chatou Mindaoudou, and her team for their outstanding work in cooperation with the Ivorian authorities and French forces in C6te d'Ivoire. My delegation takes note of the report of the Secretary- General (S/2015/940). In 2015, political life in C6te d'Ivoire was marked by the organization of the presidential election. The election took place on 30 October 2015, and turnout was 51.86 per cent. According to national and international observers, the vote was free, transparent, fair and inclusive. Following the count, the candidate Alassane Ouattara obtained 83.88 per cent of the votes cast and was immediately congratulated by the other candidates in a spirit of republicanism and fair play.

In that regard, my delegation would like to reiterate the Ivorian Government's request regarding the total lifting of the embargo on arms coming into Cote d'Ivoire to allow our defence and security forces to appropriately fulfil the State mission and to protect and secure future elections. My delegation also takes note of the Security Council's wish to see UNOCI, the United Nations Mission in Liberia and the country teams in the region closely cooperate for greater oversight of the embargo and of the fight against the proliferation of and illicit trafficking in small arms and light weapons.

  50. It is understood that the successful organization of that election is the primary responsibility of the Government, as the resolution just adopted asserts so well. Nevertheless, the support of the United Nations and the international community will be useful with the approach of this crucial deadline in the political life of Cote d'Ivoire. From that perspective, my delegation welcomes the Security Council's decision to allow UNOCI to provide logistical support to Cote d'Ivoire for the election planned for October 2015. Among other things, that support will enable access to the areas most difficult to reach. Ensuring security around the upcoming elections again presents the problem of providing the national police and the Force Republicaines de Cote d'Ivoire with adequate and sufficient material to maintain order and secure the borders.
