Iran is spending approximately $7 billion dollars a year to finance its networks — of course, to the detriment of its own citizens and their needs — and is exporting its missiles, as well as excessively disseminating its devastating ideology in violation of Security Council resolutions, particularly resolutions 1559 (2004), 1701 (2006), 2216 (2015) and 2231 (2015). Iran has openly called for the destruction of Israel, a State Member of the United Nations since 1949.”

“Mr. Bourgel (Israel) (spoke in French): We have taken note of the concerns expressed by certain members regarding the subject matter that my delegation chose to focus its statement on during this debate (see S/PV.8706). In that connection, we recall that the theme of this open debate is “The situation in the Middle East, including the Palestinian question”. It is therefore naturally up to each delegation to freely decide on the subjects it chooses to address, in accordance with its positions and concerns. That is the very essence of the wealth of our exchanges and we cannot imagine that some would seek to impose a single way of thinking on this matter from which it is prohibited to deviate.”

“The Security Council must firmly condemn Iranian violations and take all useful measures to end them. On 1 September, barely a few days after the renewal of the mandate of the United Nations Interim Force in Lebanon, Hizbullah launched several anti-tank missiles from southern Lebanon at targets in Israeli territory. Israel has regularly warned the international community against the efforts of Iran and Hizbullah to strengthen the latter's arsenal, in flagrant violation of the relevant Security Council resolutions, especially resolutions 1559 (2004) and 1701 (2006). Hizbullah's precision-guided missile programme is the most alarming manifestation of that strategy.”

“Mr. Bourgel (Israel) (spoke in French): I should like to offer a brief response to the statement made by the representative of Iran. I recall yet again that the Islamic Republic of Iran is one of the greatest sponsors of international terrorism. Iran exports its missiles, promotes terrorism and broadly disseminates its destructive ideology, in Violation of resolutions 1559 (2004), 1701 (2006) and 2216 (2015). Be it in Lebanon, Syria, Iraq, Yemen or the Gulf, the Iranian regime acts under the same modus operandi, in full impunity, with a View to destabilizing the region and exporting its revolution. Moreover, the Islamic Republic of Iran is seeking to turn Syria into a platform for launching attacks on Israel. The deployment of Iranian armed forces to Syrian territory poses a grave threat to regional and international security.”

“No one should accept any assault on UNIFIL troops or any seizure of their material. The Security Council must ensure that the Lebanese authorities investigate such attacks thoroughly and swiftly. Turning a blind eye is simply not an option. The Secretariat's report regarding the implementation ofresolution 1701 (2006) should reflect accurately the dangerous situation developing on the ground. In that sense, the creation of a map that would show where UNIFIL is successfully operating at this time and where it is not would be very helpful. Weapons are pouring into and out of Lebanon and the Lebanese authorities show no sign of making any effort to fix this urgent problem. The international community and the Security Council must ensure that the arms embargo set forth in resolution 1701 (2006) is fully implemented and duly reported.”

“The Lebanese Armed Forces and the Lebanese authorities have the responsibility to extend sovereignty over their land and are failing to do so. As a result, they are only serving Hizbullah's game. This situation should be unacceptable to anyone whose goal is to prevent a new war. Today more than ever, the question of where the Lebanese Government ends and where Hizbullah begins remains pressing and needs to be answered. The restriction of movement of UNIFIL forces in its area of operations is cause for alarm. UNIFIL should report all restrictions in its movement to the fullest extent, detailing where the restrictions took place, who was responsible and why. The Security Council should demand detailed maps with coordinates pointing to the locations of those incidents.”

“All of those activities are taking place in parallel to the exponential growth of Hizbullah's rocket and missile capabilities. Eight months ago, we came to the Chamber following Israel's initiation of Operation Northern Shield (see S/PV.8432). The discovery and demolition of six terror tunnels, in violation of both Israeli sovereignty and resolution 1701 (2006), should have, at least, raised questions regarding the claim that UNIFIL's area of operations remains relatively calm. Let us be very clear - UNIFIL's area of operations is anything but calm. Eight months have elapsed and UNIFIL has yet to be granted access to the tunnel's entry points on the Lebanese side. The claim of private property cannot continue to deny UNIFIL the ability to discharge its mandate.”

“After hearing Lebanon's statement, allow me to make some clarifications regarding the situation in our region. This 11 August will mark 13 years since the adoption of resolution 1701 (2006), calling for the establishment, between the Blue Line and the Litani river, of an area free of any armed personnel, assets and weapons other than those of the Government of Lebanon and of the United Nations Interim Force in Lebanon (UNIFIL). It is clear that this call has yet to be answered. For the past 13 years, Hizbullah's presence in UNIFIL's area of operations has only amplified, converting all villages into command-and-control centres, weapons warehouses and intelligence bases. Hizbullah has only entrenched itself further into southern Lebanon, strengthening and widening its grip.”

“I would also like to point out that the Syrian regime has offered its territory as a platform for Iranian terrorism. On 20 January, for example, in complicity, the Iranian Quds Force launched a medium- range ground-to-air missile from Damascus towards the Israeli Golan Heights. With regard to Lebanon, Hizbullah, which is internationally recognized as a terrorist organization, is part of the Lebanese Government, in which it plays an open, active and important role, while it has stockpiled more than 130,000 missiles that can be fired at my country at any time, not to mention the six attack tunnels recently discovered across our borders. Hizbullah's fanatical position clearly poses a serious threat to the stability of the entire Middle East as well as my country's security.”

It uses the arms that it manufactures and sells to fuel and encourage terrorism all over the world, especially in Syria, Lebanon and Yemen. I will try to do that in the four minutes I have, as I know it has been a long day for everyone. If the goal of this open debate were truly to discuss the situation in the Middle East and not just about putting one side on trial, we should be considering broadening the discussion and establishing the underlying causes of the destabilization in our region, which are the destructive activities of Iran and those who do its bidding. In that regard, I would like to remind the Council once again that the Islamic Republic of Iran is one of the world's main sponsors of terrorism.”

“With regard to the statement made by the representative of Iran, the firing of surface-to-surface missiles by the Quds Force to Israel from Syrian territory is evidence of Iran's intention behind its entrenchment in Syria. Iran seeks for Syria, like Lebanon, to be a launching pad for the products of its missile programme, with Israel as the target. That is the very programme that was prohibited by resolution 2231 (2015). It is indicative of Iran's imperialistic and subversive enterprise that it is exporting missiles and terror throughout the region, in Violation of resolutions 1559 (2004), 1701 (2006) and 2216 (2015), and proliferating its destructive revolutionary ideology. Iranian missiles bear a chillingly unequivocal slogan, "Death to Israel".”

“I have asked for the floor to comment on some of the remarks made here earlier today, and I will do my best to be brief, which I am sure that you, Madam, will appreciate after so many hours in the Chair. With regard to the comment made by the representative of Iran, it is worthwhile to remind Member States of exactly who was talking. The Islamic Republic of Iran is the world's leading State-sponsor of terrorism. It spends approximately $7 billion each year funding its proxies and terrorist organizations, at the expense of its own citizens. Iranian-made and Iranian- supplied weapons are fuelling conflicts and promoting terror around the world, especially in Syria, Lebanon and Yemen. Iran's activities violate multiple Security Council resolutions. Iran was also recently caught trying to murder European citizens on European soil.”
