2. “After kidnapping several hundreds of young students, who are still being held, Boko Haram recently used young girls wearing suicide vests to commit attacks. In those three countries in conflict, women and girls are being targeted by Boko Haram, in Nigeria, and by the psuedo Islamic State, in Iraq and Syria, precisely owing to their gender. It is the responsibility of all of us to ensure that the horrific crimes that are being committed do not go unpunished. We need to help the States in question to prosecute the perpetrators of such acts and, on the basis of the principle of complementarity, to allow international justice to be administered, in particular by the International Criminal Court.”

In that regard, it is essential to improve the participation and leadership of women in decision-making committees and structures in refugee and displaced persons camps so as, inter alia, to ensure that they can express and highlight their concerns with regard to matters of organization, health and safety. Thirdly, we must accord the necessary priority to financial support for women heads of households in situations of displacement and in refugee camps, because without income, their precarious situation puts them at further risk.”

My country is concerned about the persistence of sexual and gender- based violence against women in conflicts. The violent acts committed in Nigeria by Boko Haram and in Iraq by the Islamic State in Iraq and the Levant are further evidence of a determination to deliberately target women and girls, kidnap them, enslave them or even sell them as slaves. It is an abhorrent development to which we absolutely must find an appropriate response. We know that the vast majority of displaced persons are women and girls.”

9. “Despite some recent positive developments, Belgium remains very concerned about the continued lack of full access to the crash site. Belgium is deeply disturbed about the reports of representatives of armed groups meddling with wreckage, equipment, debris, personal belongings and remains. Our first priority now must be the identification and repatriation of the bodies of the victims. We demand that this be done in a dignified, respectful and professional manner. Belgium stands ready to support all efforts in that regard. We call on all parties, especially those in the region, to use their influence on the actors on the ground to allow for immediate access and the start of the international investigation. The adoption by consensus of resolution 2166 (2014) today should contribute to that.”

10. “Mr. President, I thank you for giving me the floor and for allowing me to explain the position of the Belgian Government with regard to resolution 2166 (20140, which was adopted today and which Belgium decided to co-sponsor. Last Friday, before the Security Council, Belgium supported the Australian proposal for a Security Council resolution. We are grateful to Australia for preparing the text that was adopted today and would like to thank all countries that expressed support for it. Belgium has condemned in the strongest terms the downing of Malaysia Airlines Flight MH-l7. Belgium reiterates its call of last Friday for an immediate, full, thorough and independent international investigation, led by Ukraine in close cooperation with the International Civil Aviation Organization.”
