3. “Our Foreign Minister's participation in three debates has affirmed our firm commitment to the cause of peace and is an achievement that will go down in the participation record books, as the Minister for Foreign Affairs of Australia highlighted. We considered it important to give the Force Commanders of the United Nations the opportunity to participate in consultations, including through video teleconferencing, in order to be able to respond directly to questions. Similarly, we made an exception in order to enable the Office for the Coordination of Humanitarian Affairs to take part in almost all our consultations, thus giving it the opportunity to ensure that a closed debate did not mean that humanitarian and human-rights issues were short-changed.”

5. “We also regret the fact that after the expiry of the silence procedure, we returned to the halted negotiations on the presidential statement. We would like to emphasize that the silence rule was thus bent, a bad precedent that unfortunately threatens to set a precedent itself. The second open debate (see S/PV.7351), also presided over by His Excellency Mr. Moussa Faki Mahamat, was devoted to the growing and dangerous intersection between terrorism and cross-border crime. The resolution adopted unanimously at this high- level debate (2195 (2014)) emphasizes strengthening cooperation between States and United Nations capacity and coordination in efforts to combat these two phenomena.”

6. “Moussa Faki Mahamat, Minister for Foreign Affairs and African Integration of the Republic of Chad, addressed cooperation between the United Nations and regional and subregional organizations, with particular stress on the United Nations- African Union partnership, particularly in the field of peacekeeping operations. Presidential statement S/PRST/2014/27 was adopted at that debate. We trust that the report requested of the Secretary-General on the question will allow this strategic partnership to develop further to the benefit of the two organizations. The participation did not meet our expectations. However, some 40 delegations attending stressed the importance and relevance of the theme, and we commend them for that.”

10. “Regarding negotiations between Iran and the P5+1 in the framework of the Joint Plan of Action, we regret that the negotiations aimed at resolving the nuclear issue continued through 24 November without leading to a decisive agreement. We note, nevertheless, that the negotiations resumed yesterday, 17 December, in Geneva, Switzerland, and are scheduled to continue to 30 June 2015. It is our hope that those diplomatic efforts towards a comprehensive long-term solution will bear fruit in this round. In conclusion, given that Ambassador Quinlan has taken the floor before the Council for the last time in his capacity as Chair of the 1737 Committee, on behalf of my delegation I would like to pay a heartfelt tribute to him and his entire team for their leadership and commitment at the head of 1737 Committee over the past two years.”

34. “We regret that humanitarian personnel continue to be a target for armed individuals and encourage the Government of the Sudan to pursue the perpetrators of attacks on peacekeeping forces and bring them to justice. Not only has the situation of civilians not improved; in some cases it deteriorated during the current reporting period. We condemn the violence, regardless of its origins and whatever the circumstances, and the perpetrators must answer for their actions. We take note of the Sudanese Government's efforts to improve the situation and urge it to maintain its commitments to its citizens by guaranteeing them security and justice. It is important to recall that in order to put an end to the civilian population's suffering, the war in Darfur must be stopped.”

35. “On the question of the alleged cases of rape of 200 women in the village of Thabit, in view of the fact that the Government is totally denying it and in the absence of confirmation from other independent sources, we believe that only a more thorough independent and impartial investigation can clarify the situation. Various cases ofviolations ofhuman rights have also been cited, including, among others, arrests of political party leaders and students. In our view, their release could help clear the political atmosphere and improve dialogue between the Sudanese Government and the opposition. I would like to thank Ms. Fatou Bensouda, Prosecutor of the International Criminal Court (ICC), for her statement and to congratulate her on the quality of her report, which takes stock of the deterioration in the security situation in Darfur in 2014 and in particular of the negative effect it is having on civilians. During the reporting period, the Prosecutor's Office noted a decrease in aerial bombardments, although tribal violence over land and natural resources has grown and has had a serious impact on innocent civilians. There have also been reports alleging 42 incidents of rape of 340 women, for 300 of whom Government forces and militia are presumed responsible.”

Chad takes note of the conclusion of the third meeting of the Ministerial Coordination Platform for the integrated strategy for the Sahel, which was held in Bamako on 18 November. Tuwei, Special Envoy of the African Union for the Issue of the Lord's Resistance Army. The Security Council will now begin its consideration of the item on its agenda.
