Children should not be made part of conflict. My appreciation also goes to the Secretary- General for his annual report on children and armed conflict (S/2022/493) and to all the briefers for their valuable contributions. Children always deserve better, whether in times of peace or in times of armed conflict. It is in that strong belief that I wish to underscore the following three points. First, Thailand supports the call by the Secretary- General for all parties to conflict to adhere to international law and principles in order to protect children and ensure their rights. Not only do they establish the collective response of the United Nations to conflict situations, but they also shape the direction and tone of the public’s discourse and perception on the issues. The third idea is to take action by mobilizing science and technology to help increase supplies, improve food storage and minimize food waste. To that end, leading Thai food companies, academic institutions and local farmers have been cooperating with international partners to develop alternative seafood and meats, including plant-based proteins, which have high-feed conversion efficiency, emit relatively few greenhouse gases and have innovative storage capabilities. International cooperation in that area should be further advanced.”

38. “And because sustainable development with food security is so critical to sustainable peacebuilding, our peacekeeping contingents provide training in sustainable agriculture to local communities. The second idea is to take action on supply chains, promoting secure and resilient global and regional supply chains and distribution channels, especially for agricultural and food products. An economic landscape conducive to such supply chains is necessary to promote world food security. The relevant rules and regulations under multilateral trade forums need to be more supportive and facilitative towards international trade in food products. Meanwhile, in countries and regions affected by disaster and conflict, priority should be given to transporting humanitarian supplies, including food, to people in affected areas.”

39. “Against that backdrop, Thailand believes that some actions could be considered as part of multi-stakeholder efforts to help ensure better food security. Those actions are anchored on three ideas: sustainability, supply chains and science and technology. The first idea is to take action on sustainability by encouraging sustainable agriculture and food production in order to generate sufficient food supplies for the long term, both regionally and globally. As one of the world’s leading food producers, Thailand pursues a food strategy based on food safety, food security, the sustainability of natural resources and agroecology. The most affected countries are low-income, food- deficit countries, and the most vulnerable groups are women and children, particularly girls. As several delegations mentioned earlier, 1.7 billion people in 170 economies are severely exposed to one of the three crises, including rising food prices, as referred to by the Secretary-General. Some seven decades after the Charter of the United Nations committed us to better standards of life and greater freedom for all, humankind has the technological and financial means to help ensure better food security, but that has been difficult to achieve. Fifthly and lastly, Thailand believes that national action plans are an important vehicle for the implementation of the women and peace and security agenda and provide a framework for a coordinated, whole-of-Government approach. 44. “Thirdly, women’s economic empowerment is key to achieving the 2030 Agenda and to promoting sustainable peace. Governments and stakeholders should strengthen their efforts in enhancing women’s ability to generate and exercise control over productive resources. There should also be measures to promote access to decent work as well as to ensure that women’s voices are heard and their meaningful participation in economic decision-making at all levels, from the household to global institutions. We should also work to promote women’s access to education, employment and health-care services as well as to financial tools. Fourthly, partnership is a crucial element in the women and peace and security agenda.”

45. “We believe that the agenda should cut across the whole conflict cycle to ensure the sustaining of peace. More efforts should also be made in terms of linking the agenda with the 2030 Agenda for Sustainable Development, particularly Sustainable Development Goals 5 and 16. Secondly, women are active players in peace processes. They must be included in the decision-making process at all stages to ensure their full and equal participation. Women personnel in United Nations peacekeeping operations have contributed positively to mission success. Their ability to access communities and to build trust has proved to be a valuable skill set. As a troop-contributing country, Thailand is pleased to have achieved a high ratio of women peacekeepers to male peacekeepers and will continue to work to further promote women’s participation at higher levels.”

46. “Thailand wishes to express its appreciation to the United Arab Emirates for having convened this open debate to advance the important women and peace and security agenda. We thank Minister Mariam Almheiri for the initiative. We also wish to thank the heads of UN-Women and the International Monetary Fund, as well as the representative of civil society, for their briefings. I am pleased that we are gathering here today, on International Women’s Day, to reaffirm the importance that we attach to women’s economic participation and empowerment. Those are key elements in promoting lasting peace, sustainable development and inclusive societies. In that regard, I would like to share the following five points. First, Thailand fully supports the women and peace and security agenda and continues to explore ways to strengthen its commitment.”
