  2. The issue of sexual violence in conflict and the plight of the tens of thousands of women and girls who are victims of that barbaric practice remain one of Belgium's major concerns. We advocate a victim- centred approach and the need to make further progress in ensuring that the perpetrators of sexual violence are held accountable, as underscored by resolution 2467 (2019). Justice must be served for those crimes. We advocate the specific inclusion of sexual Violence as a designation criterion for sanctions. It is encouraging that the Federal Government of Somalia has committed to working on a new national action plan and to encouraging the involvement of the federal member states. In conclusion, I would like to congratulate Special Representative Swan on the dynamic manner in which he has begun the first few weeks of his mandate.

Weapons alone are not enough to protect people from security threats; well-trained, well-prepared and well-supported armed forces and police, with a well-thought-out strategy and a clear code of conduct, are needed. I would add that successful security-sector reform requires coordination among all relevant actors, including international actors. The plight of the people of Somalia remains at the heart of our concerns, as 5.4 million people are in need of humanitarian assistance, including more than 2.6 million internally displaced persons, of whom 220,000 were newly internally displaced in the first half of the year. Somalia is also particularly vulnerable to climate shocks. Droughts are increasingly frequent and undermine the resilience of the population.

  4. Government ownership of security - that is, by the Somali armed forces - is a priority. The continued use by Al-Shabaab of improvised explosive devices makes clear the need to maintain and implement the arms embargo in a prudent and thoughtful manner. We would like to see a greater number of initiatives aimed at creating the conditions necessary for a gradual withdrawal of the African Union Mission in Somalia (AMISOM). In that regard, we thank Ambassador Madeira for the importance he attaches to monitoring the transition, as set out in his briefing to the Council. We pay tribute to the men and women who are risking their lives for Somalia as part of AMISOM. and mourn the victims of the recent attacks.

Federalism can work, but only if there is readiness to engage in dialogue along with a spirit of cooperation, as well as an ongoing quest by the Federal Government and member states to reach compromise. That also means being ready to cede some power and share rights and responsibilities. It is also time to make progress in preparing for the general elections to be held in 2020- 2021. We call on the federal authorities to redouble their efforts to adhere to the electoral timetable by reaching an agreement with the federal member states on key electoral issues and by rapidly adopting the electoral law with the necessary amendments. The Secretary-General's report (S/20l9/66l) once again confirms that Al-Shabaab is the primary threat to the country's security and stability. Terrorist attacks have continued to plunge Somalia into mourning.

  6. Mr. Cooreman (Belgium) (spoke in French): I would like to thank the briefers for their insightful briefings on the situation in Somalia. Today I will focus on the political situation, security issues and, lastly, the humanitarian situation. Elections will be held in Jubaland tomorrow. Presidential elections at the level of a federal member state provide an opportunity for the Somali political class to demonstrate its willingness to participate fully in the exercise of democracy. We hope to see a calm and transparent process and a peaceful and non-violent transition of power, regardless of the outcome of the election. The future president of Jubaland must contribute to rebuilding relations between the Somali Federal Government and its federal member states.

The success of the Geneva conference and the adoption of the resolution on Afghanistan at the General Assembly (resolution 73/88) demonstrate the willingness of the international community to unite to support progress, sustainable peace and development. Belgium is an unconditional ally of Afghanistan through our membership in the European Union and NATO. We will substantially increase our contribution to the NATO mission and also contribute to the training of the Afghan National Army. We also support the humanitarian response to the drought through our contributions to the Central Emergency Response Fund, which Belgium will increase considerably. Let me conclude by paying tribute to the victims of violence in Afghanistan and the resilience ofthe Afghan people and security forces.

  9. As the Council knows, Belgium attaches great importance to the role of women in peacebuilding. I am proud to announce a new Belgian contribution of €2 million to UN Women in Afghanistan to support the implementation of the national action plan for the implementation of resolution 1325 (2000). In this regard, we welcome the technical revision of the Law on the Elimination of Violence against Women, which is currently under way. Belgium notes with concern shortcomings in the application of this law, such as the use - not provided for by the law - of mediation. We also encourage the Afghan Government to redouble its efforts to increase women's participation in public institutions. Thirdly, Belgium joins in international support for peace and progress in Afghanistan.

  10. The heinous attacks on schools and medical facilities in the pre-election period further remind us of the importance of full respect for international humanitarian law. In this regard, Belgium remains deeply concerned about the high number of civilian casualties and calls on all parties to protect the civilian population, in particular women and children. My second point is on the peace process. The Kabul process must form the basis for a comprehensive and inclusive Afghan-led and Afghan-controlled peace process. Belgium calls on the Taliban leaders to respond to President Ghani's unprecedented peace offer and to engage in direct peace talks. The Afghan Government can already establish an inclusive and high-level negotiating team. The international community, including regional actors, must support this process by acting in unison.

First, Belgium congratulates the Afghan authorities and citizens on the parliamentary elections held on 20 October, which marked another important step in the consolidation of democracy in the country. It is now important to learn from these elections. The Afghan Government and institutions owe it to the courageous citizens to have orderly, inclusive and credible presidential elections in 2019. Electoral commissions must maintain their independence and carry out their mandates on the basis of experience they have acquired thus far. In addition to addressing the serious security threat, logistical and technical problems must also be addressed and investment made in transparency and communication.

Like others, I would like to thank Representative Yamamoto for his briefing, but also for his tireless efforts towards lasting peace in Afghanistan. 1 also thank Commissioner Ghizaal Haress, Executive Director of the United Nations Office on Drugs and Crime Yuri Fedotov, and His Excellency Ambassador Kairat Umarov, Chair of the Security Council Committee established pursuant to resolution 1988 (2011), for their briefings. I would like to highlight three points: the elections, the peace process, and the international community's support for Afghanistan.

  13. However, whatever solution is reached, it must be compatible with the budgetary requirements that we, the Member States, require of the United Nations. Lasting solutions can come only from a candid and sustained dialogue between the Security Council and the African Union Peace and Security Council. We must establish a genuine multiparty dialogue that involves all the parties concerned: the Security Council, the General Assembly, the Secretariat, regional organizations - the African Union as well as the European Union - Member States, troop contributors and the financial donors. I am convinced that we can move the consensus on this issue forward. It is in that spirit that we will approach our term on the Security Council starting on 1 January 2019.

In theatres where an African Union mission works together with a United Nations mission, the reference and compliance frameworks and the obligations with regard to respect for international humanitarian law and human rights and to civilian populations should be consistent. That is a fortiori the case for theatres where the African Union conducts operations alone. The increasing involvement of African States in crisis management also means strengthening African capacities to rapidly deploy forces. Belgium and the European Union support the African Union and African troop contributors in the areas of both troop capacity- building and rapid deployment. Finally, the Security Council is clearly not the ideal forum to discuss specific funding modalities.

  15. The question is not as much about the principle as about the specific modalities for funding such operations through the United Nations budget. In that context, we commend the African Union and its member States for the progress made in setting up and financing the Peace Fund, which will ultimately have to fund African peace operations to the tune of 25 per cent of. We are also very pleased with the ongoing work of the African Union and the United Nations to develop a joint communique to describe the progress made and a road map for the next steps. There can be no question ofimposing more stringent criteria on missions conducted by the African Union than those applied to United Nations operations or of lowering such criteria.

Not only are they more involved in peacekeeping and peace enforcement activities, but they are also at the helm of the political processes that pave the way for sustainable conflict resolution and are at the forefront of preventive diplomacy and mediation efforts. Neither the United Nations nor the African Union alone can address all the peace and security challenges facing Africa. The partnership therefore represents not a choice, but a necessity. I welcome the fact that the Declaration of Shared Commitments on United Nations Peacekeeping Operations, to which 150 States and 4 international organizations have subscribed, gives priority attention to the partnership. For Belgium, operations under African command contribute to international peace and security. They therefore warrant multilateral support.

I would also like to pay tribute to the peacekeepers who fell in the service of peace, especially the Blue Helmets from Malawi and Tanzania, who showed exceptionalcourage lastweekintheDemocraticRepublic of the Congo and in the Central African Republic. We thank the Chinese presidency of the Security Council for organizing this debate on a highly topical subject. The African Union and subregional organizations now play the leading role in peace and security on the continent.

  19. Belgium already attaches priority to the financing of the general budget of the agencies of the United Nations, by giving them the means to implement the gloval approach. In the broader context, Belgium is working on the humanitarian-development nexus, some aspects of which can have an impact on environmental security. Several flexible humanitarian funds financed by Belgium have enabled contributions when natural disasters occur. That was the case following the recent hurricanes that affected the Caribbean region. In addition, Belgium has also adopted a new, flexible approach in transition contexts that seeks to create bridges between humanitarian aid and development activities, with a View to addressing the causes of vulnerability and to strengthen the resilience of populations.

In addition, the current Special Representatives of the Secretary-General could report on the threats to environmental security linked to their respective mandates so that they can be discussed by the Council and other competent agencies of the United Nations. The appointment of the special representative could be an integral part of the broader reform of the peace and security pillar. We welcome the adoption today of resolution General Assembly 72/ 199, which supports the vision of the Secretary-General, and we eagerly await concrete proposals. Belgium will continue to take an active part in the discussions and will attempt to firmly anchor the global approach in the peace and security pillar of the United Nations and in our national policies.

  21. Desertification, the melting of the ice-caps, sea-level rise, the decline in forest cover and arable land and the increasing scarcity of water resources have disturbing and immediate effects on societies in the areas affected. Such environmental changes force people to migrate, fuel tension and spark violent conflicts, with repercussions that transcend the borders of the countries and regions concerned. It is therefore vital that upsets in the climate and in ecosystems be analysed and assessed in a security context that allows the Security Council to play its role in promoting sustainable solutions to contain the potential sources of conflict. To facilitate that endeavour, Belgium favours the appointment a special representative for environmental security, whose work will enable the Security Council to act in a timely manner.

  22. Mr. Cooreman (Belgium) (spoke in French): I thank you, Mr. President, for convening today's debate. I would like to congratulate you on your country's presidency of the Security Council. Much has been said about the maintenance of peace and the complexity of the multidimensional challenges to international peace and security. It is our view that those challenges must now be addressed with a comprehensive and integrated approach. In that regard, I wish to focus my statement on the issue of environmental security. The environment is one of the fundamental dimensions of sustainable development and should be part and parcel of our comprehensive approach to security.
