We note with deep concern that in northern and central Mali, the criminal activities of mercenaries, drug and arms traffickers, and those who traffic in human beings have become a way of life that is hampering the full implementation of the Peace Agreement and contributing on a daily basis to the deteriorating security situation and political process.

  6. It has been five years since the creation of MINUSMA and three years since the signing of the Agreement on Peace and Reconciliation in Mali. Mali's efforts to achieve the necessary stability still require the full support of the Council and of our Organization as a whole. The complex and fragile humanitarian and security situation in Mali has spread throughout the Sahel region as a result of the interventionism and regime-change policies in Libya. The situation has had repercussions on the volatile security sector, compounded by the presence of terrorist groups and transnational criminal organizations in the country.

Regarding the elections that took place in July, we commend the fact that in spite of certain difficulties, the elections took place in satisfactory conditions and in a peaceful environment, in the presence of international observers and in the context of the deployment and active role of the Malian security forces and the crucial support of MINUSMA, which included mainly logistical support and technical assistance. We wish also to stress the progress that the Government of Mali has been spearheading in areas such as the appointment and deployment of interim authorities in 21 districts of the five northern regions, as well as the progressive operationalization of the mixed units of the Operational Coordination Mechanism.

The pact is, in any case, simply an instrument that represents a positive complement to the interests and efforts of the Malian people, the United Nations and the international community, as it contributes to defusing tensions and to building a system of democratic coexistence that will help to alleviate the difficult situation that prevails today in Mali. Furthermore, we commend the efforts of the Government of the Republic of Mali regarding, first and foremost, the definitive cessation of hostilities on the basis of national plans and the taking of fundamental political measures aimed at achieving peace and stability in the country.

  9. We would like also to express our condolences in connection with the death of a member of the Barkhane force during the discharge of the force's mission. We would like to begin by underscoring the important progress made in the political sphere in Mali. In the framework of the provisions of resolution 2423 (2018), we commend and welcome the signing ofthe pact for peace a few days ago in Bamako, on the margins of the meetings of the Agreement Monitoring Committee. We fully agree with the delegations that have stressed the importance of that event, as it offers an opportunity to revitalize the peace process in that brotherly nation. We also agree with the Secretary-General's statement in paragraph 87 of his report (S/2018/866) that the pact for peace should not "duplicate structures or replace the Agreement".

  10. I shall now make a statement in my capacity as the representative of the Plurinational State of Bolivia. Bolivia thanks the Under-Secretary-General for Peacekeeping, Mr. Jean-Pierre Lacroix, for his briefing on the situation in the Republic of Mali and the activities of the United Nations Multidimensional Integrated Stabilization Mission in Mali (MINUSMA) on the ground. We also welcome the presence of the Permanent Representative of the Republic of Mali, Ambassador Konfourou. We echo other delegations that have expressed their support for the Chadian members of the Mission who were wounded in the course of an attack using an improvised explosive device and wish them a speedy and full recovery.

In that regard, we join in supporting initiatives, such as the Quartet road map, the Madrid principles, the Arab Peace Initiative and others, that would ensure ajust and lasting peace in which both peoples could live within recognized and secure borders. 1 also sincerely commend the humanitarian work of the United Nations Relief and Works Agency for Palestine Refugees in the Near East, benefiting more than 5 million Palestinian refugees in the West Bank, East Jerusalem, Gaza, Jordan, Lebanon and Syria. We call on the States Members of the Organization to continue making their valuable contributions to the Agency so that it can finally overcome its current crisis, which is only resulting in the deterioration of the quality of life of all Palestinian refugees.

We also demand that the Government of Israel end the blockade of the Gaza Strip, which has been living under a regime of collective punishment for 11 years, which deprives Palestinians of access to water and sanitation, infringes on their human right to health care and restricts their access to decent employment and the freedom of movement, together with a long list of violations that everyone in this Chamber has been witness to month after month and year after year. As it has on previous occasions, Bolivia expresses its firm commitment to all international efforts leading to a peaceful solution to the occupation of Palestine.

One such example of that policy is illustrated by Israel's plan to demolish the Bedouin-Palestinian village of Khan Al-Ahmar, located in Area C to the north-east of East Jerusalem in the West Bank, where the Israeli Defence Forces forcibly entered with heavy equipment to demolish the homes of almost 200 Palestinian civilians, who will be relocated by force and compelled to abandon their homes, their daily lives and their history. We therefore call on the international community, including the Security Council, not to recognize any change whatsoever to the 1967 borders. The Gaza Strip and the West Bank, including East Jerusalem, constitute a single territory.

In that order of priorities, we categorically reject the clear intention of the Israeli Government to alter the demographic composition and territorial character of the State of Palestine, including East Jerusalem, which has been under occupation since 1967. All such actions are illegal and constitute a violation of the basic principles of the Charter of the United Nations, including the inadmissibility of the acquisition of territory by force, as reaffirmed in resolution 2334 (2016), on the legal invalidity of Israeli settlements in occupied Palestinian territories, which constitute a flagrant violation of international law. Bolivia expresses its unequivocal rejection of Israel's expansionist and annexationist policy.

Accordingly, I will begin my statement by expressing Bolivia's firm rejection of the extreme violence with which the Israeli Defence Forces have been repressing the Palestinian civilian population. Such actions, which are unjustified no matter where they occur, only undermine the achievement of a long- sought, just and lasting peace for the Palestinian people, who have been living under the Israeli siege for more than 70 years. The illegal actions of the Government of Israel, including its settlement policies in the occupied Palestinian territories, constitute an obstacle and a threat to stability in the region, and, as members of the Security Council, we bear the unavoidable responsibility to act in order to prevent Israel from continuing to enjoy impunity as a State.

  22. I shall now make a statement in my capacity as the representative of the Plurinational State of Bolivia. First of all, I thank Mr. Mladenov for his briefing today. I also thank Mr. El-Ad, and, on behalf of the Security Council, apologize to him for the ill-treatment received by him today. I initially wanted to return to what happened to make a clarification concerning the human rights record of the Plurinational State of Bolivia, of which we are very proud, but that would show a lack of respect to the State and the people of Palestine. The purpose of this meeting is to discuss the human rights of the Palestinians, which continue to be violated by the Israeli occupation, and not those of the Bolivians.

That is why the Security Council encouraged the Democratic Republic of the Congo to take further action, in accordance with national and international law, including international humanitarian law and international human rights law, as applicable, and with the support of the United Nations Organization Stabilization Mission in the Democratic Republic of the Congo, in accordance with its mandate to end the threat posed by armed groups, especially the Allied Democratic Forces. As a result of this deplorable humanitarian crisis, the budget for the humanitarian response plan has doubled. In that regard, the Security Council welcomed the cooperation of the international community and other international partners in raising funds to meet humanitarian needs in the Democratic Republic of the Congo.

We called on the Government of the Democratic Republic of the Congo to investigate all such allegations, including those reported to involve the possible participation of the national police or the armed forces, and urged the Government of the Democratic Republic of the Congo to hold accountable any actor responsible for violations of international humanitarian law or violations and abuses of human rights, as applicable, in particular those that may amount to war crimes and crimes against humanity. The Security Council further condemned the persistence of such violence and the impact of armed groups in various parts of the country, as they are primarily responsible for the deterioration of the humanitarian situation.

After having heard all the different interlocutors, the Security Council remains concerned about the security and humanitarian situations in the Democratic Republic of the Congo, given the ceaseless violence in some parts of the country, in particular Ituri, North and South Kivu, and the Kasai's, which includes disputes over natural resources, clashes among armed groups and between communities, and inter-ethnic violence. The Security Council condemned all acts to exacerbate tensions and incite violence, and all acts of sexual exploitation and sexual violence.

We wish to take advantage of the presence of the representative of the Sudan to commend the role that his country has played in the signing of the recent Agreement on the Resolution of the Conflict in the Republic of South Sudan, and we understand that the process may have delayed the meetings of the Joint Political and Security Mechanism. While it is necessary to take such variables into account, we encourage the parties to hold meetings of the Mechanism that could lead to concrete results. Finally, we thank the Secretary-General for the recommendations he has presented. Bolivia supports the extension of the UNISFA mandate while maintaining its operational capacity and support for the Mechanism, as well as continuing to encourage the parties to work together to establish specific measures, as we did in resolution 2386 (2017).

Another important point for my delegation is, undoubtedly, maintaining UNISFA support for the development of the operational capacity of the Joint Border Verification and Monitoring Mechanism, which is crucial to maintaining good relations between both countries. Moreover, while emphasizing that UNISFA cannot replace the role of the State, the cooperation of both countries is necessary in consolidating institutions that manage the area properly and can guarantee basic services to the population of Abyei. Likewise, international cooperation is critical to financing projects that meet the needs of the communities of the area, mainly in the areas of reconciliation and development.

  37. Similarly, we agree that it is necessary for UNISFA to reinforce its support for the parties in the implementation of the signed agreements. We commend the good offices of UNISFA for bringing the parties together and rekindling the political process, as well as promoting understanding and reconciliation between the Dinka Ngok and Misseriya communities by promoting coexistence between them through commercial activities and the creation of community protection committees, helping to establish bonds of trust that are critical to the inhabitants of the area. In particular, we must continue working to further reduce the tensions in the Amiet common market, which, as we know, is the economic centre of the region and allows for the meeting of both parties.

It is clear to us that it is the Governments of both countries that must advance more in the development of measures to build mutual trust, which would allow for the implementation of the 2011 Agreement between the Government of the Republic of the Sudan and the Sudan People's Liberation Movement on temporary arrangements for the administration and security of the Abyei Area and for identifying the definitive status of the Area. In that regard, we have taken note of the recommendations of the Secretary-General to adjust the UNISFA mandate. We agree in principle that its objective should be the implementation of the cooperation agreements with respect to border issues, security arrangements and the final status of Abyei, in collaboration with the African Union Commission and the African Union High-level Implementation Panel.

We highlight the commitment of its staff and the cooperation of the Government of Ethiopia, which have led to the current state of relative stability in Abyei and along the border between the Sudan and South Sudan. It has been a long time since we discussed this topic in an open meeting. We also thank the Under-Secretary-General for Peacekeeping Operations, Mr. Jean-Pierre Lacroix, and Special Envoy of the Secretary-General for the Sudan and South Sudan, Mr. Nicholas Haysom, for the information that they have shared with the Security Council today. The Plurinational State of Bolivia agrees with the Secretary-General that the United Nations Interim Security Force for Abyei (UNISFA) is one of the most successful peacekeeping missions.

We repeat that the Syrian conflict has no military solution, and we therefore reject any attempt at break-up or sectarianism in the country. On the contrary, we wish to state that the solution is to sustain and implement the Sochi final declaration, whose main aim is the establishment ofa constitutional committee. We hope that Mr. De Mistura's efforts in that regard will bear fruit.

  43. That is why we must strengthen the Astana agreements, one of the international initiatives that helped to reduce violence and facilitate peace and stability in Syria. In that regard, we call upon the parties to continue working for the full implementation of resolution 2401 (2018), while highlighting once again that those local agreements helped not only to reduce violence and allow the evacuation of people in need, but also to facilitate the arrival of humanitarian assistance. We hope that those agreements will continue with the aim of allowing access for convoys, including cross- border convoys, emergency medical evacuations and humanitarian corridors that will enable the voluntary, unhindered, dignified and safe movement of civilians to their places of origin.

We believe that any effort or measure taken within the framework of resolution 2401 (2018) that provides for the fight against terrorist groups designated by the Council, or other armed groups, in order to separate them from the civilian population must also consider the protection of civilian lives under international law. In that connection, we welcome the agreement reached hours ago at the highest levels between Russia and Turkey in Sochi. That agreement will enable the removal of all radical combatants from Idlib, including the Al-Nusra Front, which has links to Al-Qaida, and heavy weaponry belonging to all armed groups. We highlight the initiatives of the Astana guarantors to reduce violence throughout the Syrian territory.

  45. We insist on the need to ensure the protection of the 2.1 million people in need of humanitarian assistance in the province of Idlib, including the 1.4 million internally displaced persons. We also reiterate our deep concern about the possible escalation of violence in Idlib governorate, where there are approximately 3 million people, including the regrettable presence of almost 80,000 members of non-State armed groups and terrorist groups, designated as such by the Council. Bolivia takes this opportunity to reiterate its categorical rejection of all acts of terrorism as criminal and unjustifiable, wherever, whenever and by whomever it is committed.

We underscore that in eastern Ghouta during the latest reporting period, according to the Secretary- General's most recent report, many displaced persons were able to return to their homes and resume their normal lives and even commercial activities. We also note that, according to the report, the humanitarian agencies of the United Nations have been able to reach more than 2.37 million people with food assistance, as well as with medicines to some hard-to-reach areas. We stress the need to include in the agenda the release of people detained and kidnapped by terrorist groups, as well as the identification of the bodies of victims of violence in the conflict.

However, we insist that the parties must respect their obligations under international law, particularly international humanitarian law, in order to ensure the protection of civilians, hospitals and educational institutions, as well as to protect the workers of the various humanitarian agencies on the ground. Part of that protection must go hand in hand with the prompt and active clearance of explosive remnants of war throughout Syrian territory, beginning with densely populated areas. We consider that to be an urgent and fundamental action, since those remnants pose a risk to medical and humanitarian personnel and, most critically, to the civilians who are returning to their places of origin.

Mrs. Cordova Soria (Bolivia) (spoke in Spanish): We thank Mr. Staffan de Mistura, Special Envoy of the Secretary-General for Syria, and Mr. Mark Lowcock, Under-Secretary-General for Humanitarian Affairs, for their informative briefings. My delegation reiterate its appreciation and support for their sensitive work. We also express our condolences to the Government and the people of Russia for the loss of lives during yesterday's incident. We are meeting once again to discuss the sensitive issue of the current and future situation of the Syrian people. However, we stress that, according to the report of the Secretary-General (S/2018/845), military activity in the south-west has decreased as a result of the Government recovering territory held by armed groups and its consolidation of control in that region.

Finally, and as we have noted previously, we condemn in the strongest terms the terrorist attacks that took place on 5 September in Kabul, which were claimed by the Islamic State in Iraq and the Levant, and on 11 September in Nangarhar, both of which resulted in the death of at least 61 people and an as-yet undetermined number of wounded. Bolivia reiterates that any act of terrorism is criminal and unjustifiable, regardless of its motivation, andwherever, whenever and by whomever it is committed. The international community as a whole must join forces to cooperate with Afghanistan in combating this evil within the framework of respect for its sovereignty, independence and territorial integrity.

  50. The attacks on civilian infrastructure, schools, hospitals and media and communications offices highlight the violence to which Afghan society is subject. Bolivia calls on all parties to fulfil their obligations under international human rights law and international humanitarian law in order to prevent attacks on the civilian population and civilian infrastructure. On the other hand, serious restrictions on obtaining redress in cases of sexual and gender-based violence, along with the high prevailing degree of impunity, highlight the need to ensure the promotion and protection of human rights. We believe that the Afghan authorities should take all the measures needed to assist the Afghan Independent Human Rights Commission to play its fundamental role as an effective and independent institution.
