The military aggression against Ukraine is a tragedy for the peoples of Russia and Ukraine, and it must therefore end, and end now. As I stated yesterday, we are concerned that a military mindset will be perpetuated and that it will prevent dialogue and negotiation. We are also concerned about the possibility of escalation and spillover of the conflict. A little more than 24 hours before the new year, I hope that in 2024, diplomacy will proliferate, weapons will be silenced and the front lines will no longer be along borders and in cities, but in this Chamber and in the existing peaceful settlement mechanisms. Finally, at the previous meeting, I expressed a few words of sincere gratitude to delegations and the Secretariat.”

4. “I would therefore recall that on 6 May 2022 (see S/PRST/2022/3), the Council expressed deep concern regarding the maintenance of peace and security of Ukraine. On that date, the Council also reiterated that all Member States have undertaken, under the Charter of the United Nations, the obligation to settle their international disputes by peaceful means. Today my delegation expresses the wish it shares with all the peoples of the world: to put an end to this and all conflicts in the world. Of course, none of the foregoing and no provision of the Charter of the United Nations undermines the inherent right to self- defence. We reiterate to the parties their obligation to refrain from attacking the civilian population or civilian infrastructure and to respect the principles of distinction, proportionality and precaution.”

15. “In the text of the resolution, the Council condemns the violations of international humanitarian law, violence against civilians and acts of terrorism. It also demands the immediate and unconditional release of all hostages. It cannot be otherwise. Ecuador reaffirms its full condemnation of the terrorist acts perpetrated by Hamas since 7 October and believes that the text could have clearly mentioned the fact that the hostages are in the hands of Hamas and other groups. But Ecuador is well aware that the perfect is the enemy of the good and that the top priority is the humanitarian situation. Likewise, at times such as these, it is imperative that the text reaffirms the commitment of the Security Council to the two-State solution. Ecuador is convinced that that is the only path to peace and security in the region.”

16. “The text of the resolution we adopted is aimed at significantly increasing the amount of aid and calls for taking the necessary steps to make that happen. In that regard, the resolution calls for increasing the number of entry routes and establishing mechanisms to optimize the inspection process. For Ecuador, it is of the utmost importance that humanitarian aid be sufficient and continuous and, at the same time, that it be subject to adequate inspections to ensure that such aid is secure and reliable. The resolution in no way contradicts the provisions of the previous resolution 2712 (2023), which we adopted last month, and must constitute a further step towards a humanitarian ceasefire, which we believe to be inevitable and urgent.”

46. “We reject acts of violence and stand in solidarity with the victims and encourage the countries of the region to continue to cooperate in combating terrorism, while respecting human rights and international humanitarian law. An additional threat in the region is the expansion of organized crime and its links to the illegal exploitation of natural resources. 47. “We regret the breakdown of constitutional order in a number of countries of the region and urge a return to democratic life. We expect the planned electoral processes to be carried out in a peaceful, transparent and inclusive manner. In that regard, we appreciate the efforts being made, with the support of UNOCA, in preparation for the constitutional referendum to be held in a few days in Chad. We also welcome the transition plan put forward in Gabon and wish success to President Touadera of the Central African Republic who is leading the political facilitation of the Economic Community of Central African States in that country. With regard to security, we are concerned about the continued violence caused by non-State groups operating in the region.”

48. “I shall now make a statement in my capacity as the representative of Ecuador. I would like to begin by thanking the Special Representative of the Secretary-General and Head of the United Nations Office for Central Africa (UNOCA), Mr. Abdou Abarry, for his statement. I underscore the importance of UNOCA’s work, including with the countries and organizations of the region, focusing on good offices and addressing the causes of conflicts. I now would like to highlight the following elements. On the political front, we are witnessing a wave of instability in the region linked to the discontent of the population with regard to the deterioration of living standards, a lack of jobs and limited access to basic services, among other factors.”
