3. “France notes the request from the Congolese authorities for a review of the MONUSCO transition plan. That transition is already under way. The Mission left Tanganyika province in June, where the country team needs to be strengthened in order to preserve the gains achieved. Ultimately, the gradual withdrawal of MONUSCO will depend on meeting the benchmarks set out in the transition plan. Until then, MONUSCO must continue to implement its robust mandate on the protection of civilians. The Mission can count on France’s support in that regard. That same goal — the protection of civilians — should also guide the regional force announced in Nairobi, which should work in close coordination with MONUSCO. Lastly, efforts to stabilize the country must not waver ahead of the 2023 elections.”

4. “They agreed to work together towards the withdrawal of the Mouvement du 23 mars from occupied areas as soon as possible. Commitments have been made to put an end to the activities of all armed groups in the region. The United Nations Organization Stabilization Mission in the Democratic Republic of the Congo (MONUSCO) must regain the freedom to take action to protect civilians. France deplores the death of Congolese citizens and Blue Helmets during the recent demonstrations against the Mission. It is primarily up to the Congolese authorities to ensure the safety of the United Nations and to combat disinformation. The status-of-forces agreement must be respected, and the Mission’s freedom of movement must be restored. A full investigation of the serious incident that occurred in Kasindi must be carried out.”

Security must be restored in the eastern Democratic Republic of the Congo. Civilians and security forces remain the targets of armed groups. A coordinated response from the States of the region is urgently needed. France welcomes the efforts of the East African Community and Angola. The Nairobi process and the Luanda process should help to demobilize armed groups and restore trust in the region. The support of the United Nations, the African Union and the International Conference on the Great Lakes Region will be crucial. Only a solution involving two States living side by side in peace and security, with Jerusalem as the capital of both, will bring just and lasting peace to Israelis and Palestinians and the entire region. We welcome the open-mindedness demonstrated by the Israeli Prime Minister at the recent general debate of the General Assembly (see A/77/PV.8). Indeed, we hope that his words will be translated into action. France calls on the Security Council to take steps towards resuming peace negotiations as soon as possible. Ending unilateral measures remains the priority. Colonization, which is at variance with international law, undermines any possibility for the resumption of the peace process and beyond that for a two-State solution. France therefore requests Israel to end the current process of expanding or establishing new settlements. The demolitions and evictions must stop. We also recall the importance of respecting the status quo of holy sites. Inaction is no longer a solution. A political horizon must be re-established. France is determined to work to that end and will support all initiatives aimed at bringing the parties to the negotiating table.”

16. “In the absence of any progress in the political process, the French and European positions on the lifting of sanctions, normalization and reconstruction remain unchanged. A few weeks after the renewal of the cross-border humanitarian mechanism for six months only, we are seeing the operational difficulties that it is creating on the ground. Costs have increased owing both to inflation and the reduced length of the mechanism’s renewal, as well as uncertainty among the humanitarian actors. As winter approaches, we need to ensure that the humanitarian community will be able to respond to people’s needs. Progress on cross-line access must continue, but it is not enough. The cross-border operations represent an average of 800 truckloads of aid crossing the Turkish border each month.”

17. “France supports the Special Envoy in pursuing that goal. Although the number of missing persons in Syria is estimated at more than 100,000, the regime still refuses to publish lists of prisoners or issue death certificates. That attitude is one of many examples that clearly demonstrate the regime’s lack of respect for human rights and, more cruelly, for its own people. Against that bleak landscape, I want to thank in particular Mr. Darwish for his courage and his work for the cause of missing persons and freedom of expression in Syria. We also welcome the publication of the report of the Secretary-General on missing persons in Syria (A/76/890). I repeat, the fight against impunity remains a priority for France, and those responsible for the crimes committed in Syria must be held accountable for their actions.”

Clearly, there will be no lasting peace in Syria without a political resolution. The situation on the ground remains volatile because the war is still not over. The political process has stalled. The Constitutional Committee is no longer meeting. The regime has not agreed to share any information about the implementation of the most recent amnesty decree. After 11 years of conflict, Syrians have the right to enjoy peace according to the conditions established in resolution 2254 (2015), which I would like to remind the Council was adopted unanimously. One of its provisions acknowledges that the ceasefire and the implementation of a tangible political process go hand in hand.”

Nothing will remain hidden. The perpetrators will be held accountable. The work of the International Criminal Court and the Independent International Commission of Inquiry on Ukraine, created by the Human Rights Council, is indispensable to this effort of documentation, analysis and the fight against impunity. 22. “France is very concerned about reports of the forced transfer of Ukrainian civilians to areas occupied by Russia or to Russia itself. Those acts were documented by various independent bodies. Reports also document Ukrainian civilians, including children, being forcibly transferred to Russian-occupied areas or to Russia when they were merely seeking to flee hostilities. Russian authorities have also subjected Ukrainian civilians to deplorable detention conditions and to “filtration” processes. We must shine a light on those extremely serious acts, which, if proven, could constitute war crimes and crimes against humanity. Since the beginning of the war of aggression launched by Russia, we have not ceased to receive testimony of serious violations of international humanitarian law and human rights.”

28. “We welcome the Government’s determination to combat the threat of Al-Shabaab. The implementation of the Somalia Transition Plan is essential for an appropriate response to that threat, as the Secretary- General has stressed. France calls on the Federal Government and the federal member states to step up force generation to enable the Somali army to increase its strength, with the support of the African Union Transition Mission in Somalia (ATMIS), including in relay. It is imperative that ATMIS begin its drawdown this year, as mandated by resolution 2628 (2022), so that Somalia can eventually provide its own security. The international community must support that transition. The European Union remains one of Somalia’s main partners.”

29. “I welcome the Government’s appointment of a Special Envoy for the Drought Response. The international community must mobilize. The European Union has announced €633 million to respond to the humanitarian and food crisis in the Horn of Africa, in addition to its humanitarian assistance to Somalia, which amounts to €61 million in 2022. The European Union also launched a humanitarian air bridge in July to provide urgent assistance — primarily food and medicine — in areas that are difficult to access by road. France is playing its full part in providing that assistance. This situation bears witness to the ravages of climate change and its consequences for peace and security. Al-Shabaab is exploiting the suffering of the people. France firmly condemns its attacks against civilians and Somali, regional and international forces.”
