  2. Joint patrols are becoming increasingly operational, as are the interim authorities and the emergency plan for the development of the northern regions. The State will step up its efforts to provide basic social services and peace dividends to the populations affected by the crisis. Municipal and regional elections are planned before the end of the year. Only today, the Council of Ministers decided to hold the elections on 17 December. The Government of Mali has already acquired the materials for the elections. With regard to the holding of the referendum and regional and local elections, I am pleased to announce to the Council that, under the budget amendment adopted by the National Assembly on 25 August, the Government of Mali has fully addressed the issue of the CAF18 billion gap mentioned in the report of the Secretary-General.

Yes, we asked for sanctions, but we asked for sanctions that would be fair, transparent and equitable, to be used as an additional means to pressure the Malian parties to accelerate the implementation ofthe Agreement, with a View to achieving the legitimate lasting peace that our people await. However, I would like to point out that the delays in the implementation of the Agreement are also and above all attributable to the deterioration ofthe security situation, characterized by asymmetrical attacks on the Malian defence and security forces , which are on the front line of the fight against terrorism. Those attacks have also targeted Blue Helmets, the French forces, civilians and even the signatories of the Agreement. Regarding the other dimensions of the implementation of the Agreement, the Government's resolve remains steadfast.

Thus, the efforts of the religious and traditional leaders of Mali, together with those of the High Representative of the President of the Republic of Mali for the Implementation of the Algiers Peace Agreement, have restored calm and enabled the signing of a ceasefire agreement between the two armed groups. Those efforts also allowed for the return of the Governor of Kidal. In that regard, I also thank the Special Representative of the Secretary- General in Mali and his team. Those positive dynamics need to be reinforced. I welcome the adoption ofresolution 2374 (2017), through which the Security Council instituted a sanctions regime against the spoilers of the peace process in Mali, at the request of the Malian Government.

  5. I understand the impatience of the Secretary-General, the members of the Council and our other partners with the delays in implementing the Agreement. I know that the Council also understands the complex challenges facing our peace process, many of which are out of the hands of the Government of Mali. At the domestic level, the lack oftrust and persistent tensions between the two signatory movements constitute a major concern for the Government. The deadly clashes between the Coordination des mouvements de l'Azawad and the Platform coalition of armed groups last July in the Kidal region are a perfect example of that. Faced with a situation thatjeopardizes the peace process, the Government has turned to its own national crisis-settlement mechanisms.

The Secretary-General has expressed satisfaction in his previous reports and hailed the progress made in the implementation of the Agreement and the commitment of the Government of Mali, led by President of the Republic His Excellency Mr. Ibrahim Boubacar Keita, to pursuing his efforts. Such satisfaction makes it clear that the peace process is well under way, despite the difficulties. Despite all the challenges, I can assure the Council that the Government of Mali remains committed to expediting the implementation of the Agreement, because we are convinced that there is no credible alternative to that peaceful solution to the crisis, in particular in light of the agreement that was concluded today among all Malian actors.

It is also evidenced in the effective cessation of hostilities between the armed groups and the Malian defence and security forces, which continues to this day. At the outset, I should like to welcome the clarifications made by the Special Representative on the period covered by the report, in which the Secretary- General states that "almost no progress was made in the implementation of the Agreement on Peace and Reconciliation in Mali" (S/2017/811, para. 77). I thank the Special Representative for his efforts in that regard. Indeed, the Government of Mali was astonished at that assertion, which at first glance gives the impression of widespread inertia regarding the implementation of the Agreement, despite the efforts of the Government of Mali and the international community. The Government of Mali recognizes the difficulties that have plagued the peace process, but it considers that remarkable progress has been made in the implementation of the Agreement, a product of the Algiers process.

The first pillar continues to be the resolve of the Government of Mali to accelerate the implementation of the Agreement for Peace and Reconciliation in Mali in the framework of the political process agreed to and supported by the international community. The second pillar is the stabilization ofMINUSMA in the context of a strengthened mandate. The third pillar is the support of the French Operation Barkhane in the fight against terrorism. The fourth pillar is the operationalization of the G-5 Sahel joint force to manage the regional dimension of the crisis. It is essential that the Security Council simultaneously take action on those four mutually reinforcing pillars. We must consider those four aspects together in the framework of a sustainable response if we are to have a lasting impact.

I call on the Security Council to adopt, without delay, the resolution authorizing the deployment of the Group of Five for the Sahel (G-5 Sahel) joint force in order to help protect our populations and our common space from the dangers of terrorism and thus, protect the rest of the world from a real threat to regional and international peace and security.   14. Mali, which has ratified virtually all international human rights legal instruments, remains fully committed to defending and promoting human rights. In conclusion, I would like to reiterate the commitment of the Government of Mali and the President of the Republic to continuing and expediting the implementation of the Agreement on Peace and Reconciliation in Mali, negotiated in Algiers.   15. We also have a different approach to identifying human rights abuses, as determined by the Human Rights Division of MINUSMA. Quite often, victims or civil parties do not file a complaint, and there is a lack of corroborating testimony and investigative units in the areas where such violations have been committed. Therefore, despite the goodwill of the Government, prevailing conditions make legal prosecution of those cases difficult. Nevertheless, the Chief of the General Staff of the armed forces of Mali has an international humanitarian law and human rights division that is willing to collaborate with the Human Rights Division of MINUSMA. In any event, Council members may rest assured that all reported or documented cases of violations are systematically investigated and, where appropriate, punished, in accordance with existing law.

Mohamed Najim, Permanent Secretary of the G-5 Sahel, who travelled here to New York with us in order to help bring this important regional initiative, in which the Security Council is to participate, to fruition. With regard to the human rights situation mentioned in the report under consideration, the Government of Mali notes that the Mali defence and security forces have, unfortunately, been accused of alleged human rights violations, in a context of counter- terrorism efforts and asymmetric attacks involving the civilian population. In this regard, I would point out that the majority of the violations documented and attributed to the Malian defence and security forces were committed in areas where judicial and investigative services are absent owing to insecurity.

It should be recalled that the creation of the concept of operations of the force took place in the framework of a participatory process involving all our regional and international partners in the area of security. We have also planned operational coordination mechanisms for the interventions of all forces present in the region. On behalf of the States members of the G-5 Sahel, I should like to express the deep concerns of President of Mali, Acting Chairman ofthe G-5 Sahel, concerning the difficulties that the Security Council is encountering in adopting a draft resolution on the immediate deployment of the joint force, news of which had given rise to a great deal of hope among the peoples of the Sahel region. The adoption of such a draft would send a strong and unequivocal signal from the international community to terrorist groups and traffickers of all kinds and make clear its unanimous support for the efforts of the region, which is facing a situation that, as we all are aware, threatens international peace and security and therefore falls wthin the purview of the Security Council.

  19. The situation is marked by the persistence and proliferation of terrorist attacks, which constitute the main obstacle to the implementation of the Agreement on Peace and Reconciliation in Mali. Faced with this situation, the Heads of State of the States members of the Group of Five for the Sahel (G-5 Sahel) decided on 6 February last to create ajoint force to fight terrorism, transnational organized crime and trafficking in human beings. It is also important for the Mission, as we stated repeatedly and as everyone agrees, to be provided with the material, financial and human resources necessary to strengthen its operational capacity so as to enable it fully and effectively to discharge its mandate. One year after the adoption of resolution 2295 (2016), of 29 June 2016, which calls on MINUSMA to adopt a more proactive stance and gives it a robust mandate, we cannot but note that the major innovations contained in the resolution have not yet been translated into facts on the ground. Despite the improvements that have been noted on the ground, as a whole the MINUSMA posture has remained fairly static and defensive, which has facilitated freedom of movement for terrorist and extremist groups. They have made the most of this in order to better organize themselves and multiply attacks against the civilian population, the Malian defence and security forces and foreign forces. It is important, in considering the renewal of MINUSMA's mandate, for the capacity of the Mission to mobilize to be strengthened and for patrols to be intensified.

Concerning the prospects for the implementation of the Agreement, I can assure the Council that beyond 20 June, the second anniversary of the signing of the Agreement, the interim authorities will continue to work on the organization of the referendum and of local and regional elections, in accordance with the timetable established by the Government. The Government will also continue its efforts in the framework ofthe process of cantonment and disarmament; demobilization and reintegration (DDR) efforts; reform of the security sector; the effective operationalization ofjoint patrols; and the provision of peace dividends to the populations affected by the crisis. With regard to the process of reviewing the Constitution, I am pleased to inform the Council that the National Assembly of Mali, following several days of intensive, constructive debate, on 2 June adopted the bill on that issue submitted by the Government. The text that was adopted includes several major innovations that bolster Malian democracy and take into account the relevant provisions of the Agreement on Peace and Reconciliation in Mali, in particular with regard to the creation of a second parliamentary chamber, the senate. The bill will be put to a referendum on 9 July. The Government will make every effort to ensure that the referendum is held under the best possible conditions. The Government is also working to provide basic social services to the people and to relaunch the local economy where security conditions so allow.

  27. It is also providing various types of logistical support to the planned battalions, including health services and even death grants for victims' families. The Government therefore took the opportunity to hold the 18th meeting of the Agreement Monitoring Committee in Bamako on 5 June in order to brief its partners on the technical and logistical aspects of operationalizing the Mechanism in Kidal as soon as possible. With regard to the follow-up to the recommendations of the Conference for National Harmony, as you emphasized just now, Mr. President, which took place from 27 March to 2 April, I am pleased to inform the Council that the preliminary drafts of the Charter for Peace, Unity and National Reconciliation and the map of Mali's territory have been finalized by the Special Commission established for the purpose.

I will omit the long list of measures and concrete actions taken by the Government of Mali in the context of implementing the Peace Agreement, of which I think the Council is well aware, partly thanks to the Secretary- General's coverage of those developments in the report. In the past few months, as shown in the report's annex on the benchmarks for monitoring the implementation of the Agreement, approved by the Government and MINUSMA on 28 May, major progress has been made on the peace process. As of today, interim authorities and temporary colleges are functioning in five regions in the North with the exception of Kidal, where technical difficulties continue. With regard to the mixed patrols, the Government of Mali, despite its limited resources, is working to fully operationalize the Operational Coordination Mechanism.

It has been almost two years since the Algeria process saw the signing of the Agreement on Peace and Reconciliation in Mali, and as that period comes to an end, I welcome Secretary-General Antonio Guterres's recognition of the leadership and personal commitment of His Excellency Mr. Ibrahim Boubacar Keita, President and Head of State of the Republic of Mali, to the implementation of the Agreement on Peace and Reconciliation in Mali. Mali has come a long way, and under the President's leadership the Government has worked extremely hard to achieve the significant progress that has been made, with the cooperation of all the signatories and the support of our bilateral and multilateral partners, needless to say.

Allow me to recall Julien Barbe', a French solider who lost his life yesterday while carrying out a mission in Mali. I would like to express to the Council, to President of France Francois Hollande and the people of France the deepest condolences of the President of the Republic of Mali and all the people of Mali. This is a tragedy and it once again reminds us of the sacrifices made by France and many other countries to bring about stability in our country.   37. With regard to the human rights situation referred to in paragraphs 33 to 40 of the report of the Secretary- General, the Government of Mali took note of the statistics provided. It should be recalled that the majority of cases of alleged violations that have been documented and attributed to the Government have been carried out in areas in which judicial and investigative units are absent owing to the lack of security. In any event, I reiterate the determination of the Malian authorities to take all necessary measures to prevent and, ifnecessary, punish proven cases of human rights violations. In that regard, I should say that, at this stage, we are dealing only with leads and only an investigation on the ground can allow us to establish the facts and gradually bring the perpetrators to justice.

I welcome the Secretary- General's support for the establishment of the force, which will work in close coordination, in perfect harmony and in full complementarity with MINUSMA, the Barkhane force and all the countries, institutions and partners involved in the region. I would also like to say that the goal of the Heads of State of the G-5 Sahel is not to become involved in an endless war. We believe that, by engaging in this fight against terrorism, we are creating an environment that will be more conducive to the success of MINUSMA in carrying out its work. By doing this, we are fully aware that we are becoming part and parcel of the implementation of the Agreement on Peace and Reconciliation in Mali.   39. In its capacity as current Chair of the G-5 Sahel, Mali is coordinating this process in order to establish this force as quickly as possible. Its strategic concept of operations will be considered during the week of 13 April by the African Union Peace and Security Council, which will then submit it to the Security Council for approval.   40. The Security Council is well informed, as was mentioned by an eminent member of the Council, about the situation in Libya and the threat that this presents for the Sahel region. The Council last month visited the Lake Chad basin region and witnessed the gravity of the situation in Cameroon, Nigeria, the Niger and in Chad owing to the activities of the Boko Haram terrorist organization. To deal with this worrisome security challenge, the Heads of State of the Group of Five for the Sahel (G-5 Sahel) decided, during their second ordinary summit held in Bamako on 6 February, to create a joint force to fight terrorism, transnational organized crime and illegal immigration throughout the G-5 Sahel territory.

  41. I wish also here to reiterate our appeal to all partners to honour the commitments they have undertaken in order to promote the peace process in Mali. One of the major challenges facing the implementation of the Agreement on Peace and Reconciliation in Mali remains the upsurge of attacks by terrorist groups, violent extremists and drug traffickers against the civilian population; against the Malian defence and security forces, as I just mentioned; against the international forces; and, most recently, against the signatory movements, which are increasingly becoming targets for terrorists. We are confronting the terrorist challenge along with the countries of the Sahel region and the rest of the world, as this challenge and threat is global in nature.

  42. In this regard, we welcome the announcement made by Ambassador Seck of Senegal of the deployment of the rapid-reaction force within MINUSMA, made up of a Senegalese contingent. I also wish to underscore, as several Council members, including China, Egypt, Kazakhstan and Senegal, have done, the need to strengthen the capacity of the Malian security and defence forces. Indeed, regardless of the nature of the mandate, it is the Government of Mali and the Malian defence and security forces, which face no limitations in terms of mandate or timeline, that must accomplish the work on the ground. Today our forces are the ones on the front lines of the fight against terrorism and the ones suffering the highest casualties, so it is extremely important to view this issue in parallel with that of the strengthening of the Mission itself.

Ten months after the adoption of resolution 2295 (2016), I wish to note that that the relevant provisions of the resolution are, unfortunately, still difficult to implement on the ground, in particular because of the gaps that Council members have just underscored related to the operational capacities that the Mission requires in order to properly discharge its mandate. Here I would like to underscore the need for the Council to provide the United Nations Multidimensional Integrated Stabilization Mission in Mali (MINUSMA) with the means necessary for it to fully carry out its stabilization mandate in Mali and also to help the Government in its efforts to gradually establish State authority throughout the country's territory.

The first measure is the adoption of an integrated security plan for these regions aimed at ensuring the presence and operationalization of public administration at all levels as well as basic social services, and to enable us to combat the proliferation oflight weapons as well as coordinate, monitor and assess the strategy for fighting insecurity and terrorism in the central region. The second measure aims to operationalize traditional mechanisms for conflict prevention and management, and the third is the creation of a team of judges who will work with traditional leaders in the framework of transitional justice. The implementation of these measures will require substantial support from all of the members of the Council and all partners.

These include issues related to the mobilization of resources for the effective implementation of the agreement and for the cantonment and DDR processes; the restoration of State authority throughout the territory of Mali, as Council members have just mentioned, which is a strategic objective of very high importance for the Government of my country; and the provision of a peace dividend to the people who live in regions affected by the crisis, basically all of the Malian people, who are suffering from the effects of the crisis.   47. The goal here is to focus on the relevant provisions of the peace agreement, in particular through the establishment of a second chamber in Parliament. The Government has already forwarded to the National Assembly a draft law on this issue, which, once adopted by the national representation, will then be submitted to the people of Mali via referendum by the end of the year. Above and beyond these measures, the Government is continuing its development efforts on the ground, when security conditions allow, through such programmes as the emergency programme for development in the north of the country and the programme for economic reconstruction and recovery.

Pursuant to the consultations conducted by the high representative of the President of the Republic in charge of the implementation of the agreement, we hope to see the establishment of interim authorities in Timbuktu and Taoudenni on 13 April, God willing. In the area of defence and security, the Government of Mali has taken the necessary measures to operationalize mixed patrols. The terrorist attack against the Operational Coordination Mechanism in Gao on 18 January, as terrible as it was, in no way weakened the resolve of the Malian parties to ensure a successful outcome to the process. Security-sector reform is also under way, as are the cantonment and disarmament, demobilization and reintegration (DDR) processes. In parallel, the process of reviewing the Constitution is also under way.

Discussions were frank, open and in-depth, in a spirit of complete of freedom of speech, in keeping with article 5 of the agreement, and resulted in relevant recommendations that will form the foundation for the elaboration, under the auspices of the President of the Republic, of a charter for peace, unity and national reconciliation. Another major step in the implementation of the agreement was the compromise reached by the parties at the high-level meeting of the Agreement Monitoring Committee held on 10 February to establish interim authorities for all regions in the north of Mali. The interim authorities were already effectively put in place on 28 February in Kidal and on 2 March in Gao and Menaka.

Today I am pleased to confirm to the Council that in addition to the many institutional measures under way, the conference for national harmony, which took place from the 27 March to 2 April in Bamako, has concluded successfully. This was an opportunity for the children of Mali to come together, and the conference lived up to its promise: it was fully inclusive, as all Mali stakeholders were able to set out together on the path to peace and national reconciliation, including the Government of Mali, the Coordination des mouvements de l'Azawad, the Platform coalition of armed groups, the majority and opposition political parties, and all of the active forces in the country.
