  1. In this regard, we have been promoting initiatives by the Framework agreement guarantors and engaged key Congolese stakeholders. With the same aim, I maintained close contacts with regional leaders, particularly President Sassou Nguesso of the Republic of the Congo and President Lourenco of Angola, in view of their role and engagement on the Democratic Republic of the Congo, as well as the African Union and other partners. Most recently, I facilitated a consultation in Addis Ababa between the African Union Commission Chairperson and representatives of the guarantors and Special Envoys for the Great Lakes region. Regarding Burundi, the political and human rights situation remains of great concern, particularly as the country is heading towards a referendum for constitutional changes.

  2. As a next step, the Joint Follow-up Mechanism on the repatriation of disarmed combatants and their dependants is expected to be launched in Goma at the end of this month. Secondly, I turn to support for peaceful dialogue and electoral processes. Our focus has remained on the situations in the Democratic Republic of the Congo and Burundi, two core countries of the Framework agreement. In the Democratic Republic ofthe Congo, despite the progress made in preparations for the elections, tensions persist between the Government and the opposition over conditions for the holding of the elections. My efforts during the period under review focused on mobilizing concerted regional and international support for the implementation of the 31 December agreement and the holding of peaceful and credible elections.

Based on the outcome of the visit of representatives of signatory countries and the guarantors to the eastern part of the Democratic Republic of the Congo in September 2017, which my Office promoted, the leaders of the region, at the eighth high-level meeting of the Regional Oversight Mechanism, held on 19 October 2017 in Brazzaville, adopted the following decisions, among others. They called for the strengthening of the United Nations Organization Stabilization Mission in the Democratic Republic of the Congo (MONUSCO) Intervention Brigade and for the repatriation, without conditions and no later than 20 October 2018, of disarmed FDLR combatants and dependants still in camps in the Democratic Republic of the Congo and of ex-M-23 members WHO remain in Rwanda and Uganda.

The negative forces, including the Allied Democratic Forces, continue to attack and terrify the population, causing suffering and displacement and fuelling mistrust between the countries ofthe region. The Forces democratiques de liberation du Rwanda (FDLR) remain active and exert control over their disarmed former members and dependants in transit camps, whose continued presence further exacerbates tensions with the host population. The issue of the ex-Mouvement du 23 mars (M-23) members WHO are still in Rwanda and Uganda is yet to be fully resolved.

Mr. Djinnit: Since my most recent briefing to the Council, a year ago (see S/PV.7923), my Office has continued to support the implementation of the Peace, Security and Cooperation Framework for the Democratic Republic of the Congo and the region, in close collaboration with the African Union and the other guarantors of the Framework agreement, namely, the International Conference on the Great Lakes Region (ICGLR) and the Southern African Development Community (SADC). During the period under review, I and my Office focused our engagement on a number of critical areas. The first issue is that of negative forces in the eastern part of the Democratic Republic of the Congo.

(spoke in English) In conclusion, Iwish to commend the leaders and the people of the Great Lakes region for their monumental achievements in overcoming the tragedies and conflicts of the past and for charting the way forward towards shared peace and prosperity. I encourage them to pursue their efforts through decisive steps to address the outstanding issue of the illegal armed groups. I also encourage the leaders of the region to remain committed to assisting Burundi, the Central African Republic, the Democratic Republic of the Congo and South Sudan to address the persistent crisis in those countries. In their efforts, the countries of the region can count on the continued support of the United Nations, working closely with the African Union and subregional organizations.

  7. I reiterate the United Nations readiness to support and assist the Congolese parties in implementing the 31 December 2016 agreement, in accordance with resolution 2348 (2017). In that regard, it is important for the United Nations, the African Union, the Southern African Development Community and the International Conference on the Great Lakes Region, as guarantor of the framework agreement to continue to work closely and coordinate their actions to facilitate the implementation of the 31 December 2016 agreement. I would like to recall that, apart from the Democratic Republic of the Congo, Angola, Kenya and Rwanda will also hold elections in the coming months. I encourage all stakeholders in those countries to create conditions that are conducive to the holding of transparent, inclusive and peaceful elections.

When it concluded its mediation on 27 March, CENCO called for the personal involvement of and accountability from the Head of State, as the nation's guarantor of the swift implementation of the 31 December 2016 agreement. Since then, President Joseph Kabila has appointed a Prime Minister. That appointment was met with opposition from the Rassemblement des forces politiques et sociales de la Republique de'mocratique du Congo acquises au changement, headed by Felix Tshisekedi and Pierre Lumbi. I call on the parties to strictly implement the 31 December 2016 agreement, in order to create the conditions for the holding of transparent, inclusive and peaceful elections, through dialogue and an ongoing quest for consensus. I implore them to refrain from engaging in any action that could spark violence.

In that regard, the next summit of the Community of East African States will certainly provide an opportunity for Heads of State in the region to reiterate their support for the Facilitator's efforts and to show greater commitment to Burundian stakeholders in the quest for a consensus- based solution to the issues the country faces. In close collaboration with my colleague, Mr. Maman Sidikou, I will also continue to encourage inter-Congolese dialogue, which was facilitated by the Conference episcopale nationale du Congo (CENCO) and led to the signing of the comprehensive and inclusive political agreement on 31 December 2016 and to the subsequent negotiations on the specific arrangements. I take this opportunity to commend CENCO's laudable work.

During the reporting period, my office, together with country teams and the other United Nations entities in the region, has continued to support efforts to address the root causes of conflict in the region, in line with that mandate. In addition to ongoing efforts to support the empowerment of women in the region, we are currently promoting initiatives on displacement, illicit exploitation of natural resources, youth unemployment and fighting impunity. jointly with the International Conference on the Great Lakes Region and other partners. Similarly, we will continue to work closely with the other guarantors of the Peace, Security and Cooperation Framework, the countries of the region and partners to tackle the daunting challenge of the repatriation of disarmed foreign combatants in the east of the Democratic Republic of the Congo and neighbouring countries. Although relations between countries of the region have been affected by the activities of illegal armed groups, which have generated suspicion and mistrust, the reporting period witnessed promising steps towards the strengthening of economic cooperation. I encourage the signatory countries of the Peace, Security and Cooperation Framework to continue to engage in joint development projects that contribute to further enhancing regional integration and stability.

Following that incident, I engaged together with Special Representative of the Secretary-General Sidikou and authorities in the Democratic Republic of the Congo and Uganda to encourage an early resumption of the joint consultations, which we facilitated last year - as the United Nations, together with the guarantors of the Peace, Security and Cooperation Framework - between Government officials and ex- M-23 representatives on the implementation of the Nairobi Declarations. We shall pursue those efforts. We have also been assisting the Government of the Democratic Republic of the Congo and South Sudan to address the issue of the presence of the Sudan People's Liberation Movement/Army in Opposition elements in the Democratic Republic of the Congo.

  13. I welcome the launching on 18 February by the Democratic Republic of the Congo, Kenya, Tanzania and Uganda of the Joint Follow-up Mechanism to address the growing threat posed by the ADF. I call on the participating countries to contribute actively to that Mechanism and provide it with the necessary resources to allow it to effectively perform its mission. Against that background, the recent incursion into the Democratic Republic of the Congo by the elements of the former Mouvement du 23 mars (M-23) rebel group, previously cantoned in Uganda, was a setback to the commendable efforts deployed by the leaders of the region to address that recurrent problem in the east of the Democratic Republic of the Congo, through the signing of the famous Nairobi Declarations in 2013.

We should therefore continue to beef up efforts aimed at neutralizing the illegal armed groups, including the Forces de'mocratiques de liberation du Rwanda, the Allied Democratic Forces (ADF) and others, building on the progress made so far by the armed forces of the Democratic Republic of the Congo, with the support of the United Nations Organization Stabilization Mission in the Democratic Republic of the Congo (MONUSCO). In that regard, it is important to further strengthen the cooperation between the two forces. It is equally important, as stressed in resolution 2348 (2017), that the Force Intervention Brigade, with the support of MONUSCO as a whole, enhance its offensive operations targeting the armed groups.

  15. The Summit generated renewed ownership and commitment by the leaders of the region to the implementation of the Peace, Security and Cooperation Framework. I am pleased to report that other countries, including the Republic of the Congo and Uganda have offered to host future summits of the Regional Oversight Mechanism. The persistent activities of the illegal armed groups remain one of the main threats to the security of the populations and to the stability of the Democratic Republic of the Congo and the region.

Mr. Djinnit: I would like to thank the Security Council for the opportunity to brief it on the progress on the implementation of the Peace, Security and Cooperation Framework for the Democratic Republic of the Congo and the Region, and on the challenges to it. I would like to begin by highlighting some of the progress that has been made in implementing the Framework during the period under review. On 26 October, as a result of the successful reform of the governing structures of the Framework initiated by my Office with the support of the other guarantors, Angola hosted the seventh Summit of the Regional Oversight Mechanism in Luanda, the first meeting of the Mechanism to take place in a signatory country since the Framework agreement was signed four years ago.

Finally, the Mechanism welcomed efforts aimed at promoting regional economic integration, including the successful holding of the first Great Lakes Private Sector Investment Conference, held in Kinshasa in February 2016, and encouraged follow-up actions to promote the role of the private sector in support of peace and stability in the region. It is my hope that the decisions taken by the Regional Oversight Mechanism Summit last week will be followed by vigorous and decisive action on the part of all stakeholders. This is particularly crucial as developments in the region, including challenges related to elections and the threat posed by negative forces, continue to highlight its fragility. Concerted efforts are needed to avert any reversal of the commendable gains achieved thus far.

In a statement made on that occasion, the Prime Minister of the Central African Republic expressed support and appreciation for the work of the United Nations Multidimensional Integrated Stabilization Mission in the Central African Republic, in a context of renewed tension in some parts of the country. With regard to the negative forces, the Regional Oversight Mechanism endorsed the recommendations adopted at the 20 July meeting of Ministers of Defence and welcomed the establishment of the joint follow-up mechanism on the ADF. Furthermore, the leaders of the region encouraged efforts aimed at promoting the role of women in peace and development processes; welcomed the declaration of the Framework Women's Platform, issued in Goma on 12 July; and directed their respective national institutions to follow up on its effective implementation.

The leaders urged the region, the States member of the Intergovernmental Authority on Development, the AU and the United Nations to assist the Government of the Democratic Republic of the Congo in finding a durable solution for the removal of the SPLM-IO elements from the Democratic Republic of the Congo as soon as possible. On the Central African Republic, the Regional Oversight Mechanism welcomed the efforts of the Government to promote reconciliation and called on all armed groups to engage in dialogue with national authorities so as to ensure peace and stability.

  22. I equally urge all stakeholders to pursue their political objectives through peaceful means and dialogue. Concerning the situation in Burundi, the Regional Oversight Mechanism called on all Burundians to seek peaceful solutions to addressing grievances and to commit to inclusive dialogue, and extended full cooperation to the East African Community facilitator with a View to expediting the dialogue process. The conflict situations in South Sudan and the Central African Republic also featured in the discussions at the Regional Oversight Mechanism. In particular, the Mechanism recognized the potential of the presence of elements of the Sudan People's Liberation Movemen/Army in Opposition (SPLM-IO) to further exacerbate existing tensions and the security situation in eastern Democratic Republic of the Congo.

The Regional Oversight Mechanism welcomed the signing on 18 October of the comprehensive political agreement on the organization of peaceful, credible and transparent elections in the Democratic Republic ofthe Congo; called on all parties to seek peaceful solutions to the political crisis, in line with the constitution of the country and resolution 2277 (2016); and, in this respect, encouraged the Government and other stakeholders to take additional confidence-building measures. I seize this opportunity to reiterate the call of the Secretary-General on the Government of the Democratic Republic of the Congo to continue to engage with all political stakeholders, including those who reject the recent round of talks and the resultant agreement, and to take additional confidence-building measures with a view to seeking an inclusive process.

  24. I wish also to thank President Denis Sassou Nguesso of the Republic of Congo for the offer to host the next high-level meeting of the Regional Oversight Mechanism in 2017. Other signatory countries have also expressed interest in hosting future meetings of the Mechanism and its Technical Support Committee. The Regional Oversight Mechanism meeting reviewed and endorsed the progress report on the implementation of the commitments under the Framework Agreement, which was extensively discussed by the Technical Support Committee and the meeting of Ministers of Foreign Affairs. It also discussed challenges in dialogue and elections processes in the region, notably in Burundi and the Democratic Republic of the Congo.

The meeting of the Regional Oversight Mechanism in Luanda was held as a result of the reform process of the governing structures of the Framework Agreement, initiated last year and endorsed by the sixth meeting of the Mechanism in New York in September 2015 and by the sixth Ordinary Summit of ICGLR in June 2016. I am pleased to report that there was a good high- level participation in the Regional Oversight Mechanism in Luanda, which demonstrates the continued interest in and commitment to the Framework Agreement. I wish to express here my sincere gratitude to President Dos Santos for hosting this important event and for setting in motion the process to strengthen the ownership of signatory countries in the implementation of the Agreement.

  26. I encouraged him to pursue his efforts aimed at creating conditions for inclusive dialogue under the auspices of the East African Community. I am pleased to note that the facilitator intends to intensify his formal and informal contacts with Burundian stakeholders and the leaders of the region. I further encouraged the efforts of the East African Community on the occasion ofa meeting I had with President Museveni in Entebbe on 19 October. Less than a week ago, I was in Luanda for the seventh high-level meeting of the Regional Oversight Mechanism on 26 October, chaired by President Jose Eduardo dos Santos. This seventh meeting had a symbolic value, as it was the first to be hosted by a signatory country.

In liaison with my colleague Special Representative of the Secretary- General Sidikou, and in accordance with resolution 2277 (2016), we have taken a number of initiatives and deployed sustained efforts, including through regular engagements with national stakeholders, as well as regional and international actors, and the establishment of the international support group to promote inclusive dialogue in the Democratic Republic of the Congo, as facilitated by Mr. Edem Kodjo on behalf of the African Union. I have also been following closely the situation in Burundi. On 17 October, I visited former President Benjamin Mkapa in Dar es Salaam, Tanzania, to seek his candid assessment of the status and the challenges faced in the inter-Burundian dialogue.

The network, comprising representatives of States members of the ICGLR, with the support of regional and international organizations, will contribute to combating impunity in the Great Lakes region by building trust and confidence among member States and promoting the effective implementation of the regional commitments on judicial cooperation. Supporting women, youth and civil society has continued to be an important objective to my Office, as demonstrated by the convening of an important meeting of the Women's Platform for the Framework Agreement in Goma on 12 July. During the period under review, considerable efforts were deployed to promote inclusive dialogue processes in the region, including in Burundi and the Democratic Republic of the Congo.

Furthermore, in implementation of a recent decision of the ICGLR summit in Luanda, concerned countries of the region have also been working on the establishment and operationalization of a joint follow-up mechanism to address the growing threat posed by ADF in eastern Democratic Republic of the Congo and across the region. Progress was also achieved in strengthening judicial cooperation in the region and in investigating and prosecuting cases of violations of human rights, including sexual and gender-based violence. I am pleased to note in this regard that, as a result of the joint efforts of my Office, ICGLR, the United Nations Development Programme and the United Nations Office on Drugs and Crime, the Great Lakes Regional judicial cooperation network will be launched in Nairobi on 10 November.

Praiseworthy efforts are being made by its leaders and peoples to leave behind the instability that it has faced for a long time now and to lay the foundation for sustainable development and peace. As with any transition period, it is still vulnerable to relapses, and it is therefore imperative that the gains of peace and democracy in the region be consolidated. In that regard, I can only encourage the Council to continue to pay attention to the region and to invite the international community to continue to do the same.

The Framework is not only a key tool fir addressing the root causes of conflicts in the region, but also represents a collective and coordinated platform for partnership between United Nations entities working in the Great Lakes region, international partners and Member States for effective solutions for conflict prevention and resolution, and for the attainment of durable peace, as envisaged in the Peace, Security and Cooperation Framework. We will continue to work with civil society in general, and with women's and youth networks, as well as with the recently established Great Lakes Private Sector Forum, and support their active contribution to the ongoing efforts for economic and political development in the region. Finally, I would like to invite the Council to give its blessing to the United Nations Great Lakes Region Strategic Framework, which was developed jointly by my Office and the United Nations country teams in the region in support of the implementation of the Peace, Security and Cooperation Framework and the development of the region. The Strategic Framework represents the culmination of a process launched by the Secretary-General during his joint mission with the World Bank President to the Great Lakes region in May 2013.

In an effort to promote the implementation of the Peace, Security and Cooperation Framework for the Democratic Republic of the Congo and the Region, we have also continued to engage with civil society, including through supporting a series of national civil- society consultations in the Democratic Republic of the Congo, Rwanda, Burundi and Uganda and assisting in the convening of the second General Assembly meeting of the ICGLR Regional Civil Society Forum in Dar es Salaam. The Women's Platform for the Peace, Security and Cooperation Framework, which was established by my predecessor, continues to remain a catalytic instrument for women's empowerment in the region. Over the past two years, my Office has supported a number of grass-roots women's organizations in the Democratic Republic of the Congo, Burundi, Rwanda and Uganda.

I wish to take this opportunity to commend the Government of the Democratic Republic of the Congo for its recent decision to transfer Ladislas Ntaganzwa, a suspect in the 1994 Rwanda genocide, to the Residual Mechanism for International Criminal Tribunals, in compliance with an order issued by the International Criminal Tribunal for Rwanda calling for his transfer to Rwanda. The refugee and humanitarian situation resulting from the influx ofmore 250,000 refugees from Burundi to neighbouring States remains a matter of the utmost concern.

The debate should also include urgent measures that need to be taken with the support of the Security Council to improve natural resources governance and cut off the economic lifelines of armed groups in eastern Democratic Republic of the Congo, as those groups continue to benefit from the illegal exploitation of resources, such as gold and charcoal, while taking advantage ofvulnerable persons, including women and children. The region will not enjoy long-term peace and stability if the culture of impunity prevails and individuals are not held accountable for the crimes they have committed. My Office has been working with the ICGLR Executive Secretariat and other partners to support initiatives aimed at promoting judicial cooperation among the countries of the region, particularly in relation to gender and sexual-based violence.

As a follow-up to the Kinshasa Conference, where the issue of natural resources featured prominently, and as I suggested during the Development Partners Ministerial Forum in Addis Ababa on 12 July last year, my Office will continue to consult on the idea of convening a forum to review the progress in initiatives taken by various national, regional and international stakeholders with regard to the responsible exploitation of natural resources in the Great Lakes region. The proposed forum will seek to offer a fresh and comprehensive look at the issues involved.

  43. The Conference generated a lot of expectations and hope. We intend to build on the momentum that the Conference has created in order to ensure that the great economic potentials of the region for durable development and peace are fully realized. My Office will work closely with ICGLR to support the Great Lakes Region Private Sector Forum, which was established in the course of the preparation process for the Conference to serve as a permanent mechanism to promote investments in the region. The illegal exploitation of natural resources remains a critical driver of conflicts and a key factor in the proliferation of criminal networks that undermine peace and security in the region. That is an issue that requires collective and decisive actions.

I am pleased to report that, as part of the implementation of the Addis Ababa Action Agenda, adopted by the leaders of the signatory countries of the Addis Ababa Agreement, my Office organized, jointly with the ICGLR secretariat, the Great Lakes Private Sector Investment Conference in Kinshasa on 24 and 25 February. More than 500 participants, including representatives of the private sector, Governments, development partners and experts from all over the world, attended the Conference, which generated passionate and constructive discussions on the need to improve the business climate in the region and promote responsible investments. I thank the Secretary-General, who attended the opening ceremony together with President Kabila and other leaders from the region, for his support for that initiative.

I also take this opportunity to call for genuine dialogue to prevail among national stakeholders in the region and for the strengthening of elections governance and democratic institutions as effective tools for conflict prevention and peacebuilding. Durable solutions for the maintenance of international peace and for conflict prevention and resolution in the Great Lakes region must include social and economic strategies that tackle poverty, create jobs, especially for youth, and foster economic integration and shared prosperity within and among countries of the region.

Issues relating to respect for the Constitution and electoral processes remain very divisive and generate tensions, as is the case in Burundi, where the crisis reached unacceptable levels of violence, with attendant human rights abuses and implications for regional cohesion and cooperation. I wish to commend the renewed efforts of the leaders of the region to strengthen the East African Community mediation under President Museveni, through the appointment of former Tanzanian President Benjamin Mkapa as the new facilitator. I reiterate our collective call for the speedy resumption of an inclusive dialogue process.

As a follow up to a decision of the Regional Oversight Mechanism and the Addis Ababa ministerial meeting of 28 January, the guarantors of the Peace, Security and Cooperation Framework are expected to visit Uganda, Rwanda and the Democratic Republic of the Congo soon to engage the relevant stakeholders on the best ways and means to address obstacles that impede the full and effective implementation of the Nairobi Declarations and the repatriation process. While significant progress has been achieved in consolidating democracy in the region, as seen in the holding ofpeaceful elections in several countries, those achievements remain fragile.

  48. We look forward to the early operationalization of that decision. Little progress has been achieved so far in the repatriation of the former M-23 combatants from Uganda and Rwanda and in the implementation of the Nairobi Declarations. Delays in implementing the latter and in the repatriation process are sources of serious concern. Disturbing reports in recent weeks have alluded to the return of several former M-23 combatants to Masisi, outside the framework of the Nairobi Declarations.

Despite the efforts deployed thus far to eradicate negative force in the eastern part of the Democratic Republic of the Congo, those armed groups - including the Forces democratiques de liberation du Rwanda (FDLR), the Allied Democratic Forces and other Mai Mai groups - continue to kill innocent people, commit serious human rights violations, engage in illegal exploitation of natural resources and contribute to perpetuating mistrust in the area. In that regard, I would like to commend the Government of the Democratic Republic of the Congo for recent decision to authorize the resumption of cooperation between its armed forces and the United Nations Organization Mission in the Democratic Republic of the Congo with a view to neutralizing the FDLR and other negative forces operating in the eastern part of the country.

  50. Council deliberations will certainly touch both on current issues that are a source of immediate concern as well as on the root causes of instability in the Great Lakes region. It must be emphasized that those two levels of the Council's concerns are at the heart of the mandate and the road map of my Office. (Spoke in English) Over the past few years, the Democratic Republic of the Congo and the countries of the region as a whole have made encouraging progress towards implementing the commitments under the Pact and the Peace, Security and Cooperation Framework. However, there is still a long way to go to achieve long-term stability and development in the area.
