“The presence here of the Director of UNMAS also impels us to stress once again the importance of continuing to mobilize the international community's support for humanitarian demining and the clearing of improvised explosive devices in Syria, which continue to wreak havoc among the population and hamper the delivery of aid and assistance. Peru continues to follow with deep concern the continuing conflict in the Syrian Arab Republic and the serious deterioration of the humanitarian situation there. Women and children, as is often the case in savage conflicts such as the one that brings us together this afternoon, are the most affected. The north-eastern part of the country remains the focus of attention. According to United Nations estimates, in just a few days 180,000 cases of displacement were recorded, in addition to the civilian deaths and injuries reported. We commend the efforts under way by the United Nations and other humanitarian agencies to assist these people, who are experiencing conditions of extreme vulnerability.”

“Lowcock has recalled, the humanitarian crisis seems to be intensifying on the ground. There is an imminent threat of widespread famine, and it has been reported that the number of cases of cholera has increased this year. We believe that the Council must fulfil its responsibilities and ensure strict compliance with the presidential statement adopted in August (S/PRST/2019/9). This includes, inter alia, facilitating the safe and unhindered delivery of humanitarian assistance as well as the unrestricted flow ofcommercial goods, especially food, medicine and fuel, as speakers have emphasized this morning. “It is clear that the implementation of the important agreements reached in Sweden is an extremely complex undertaking, as the marked lack of confidence between the parties represents a major obstacle in that respect. The violations of the ceasefire and delays in the process can largely be attributed to that factor. However, Mr. Griffiths has reported some positive signs. If we act quickly and resolutely, these could lead to tangible progress towards achieving sustainable peace in Yemen. Here we refer specifically to the unilateral release by Ansar Allah of detainees and its offer to stop its attacks on Saudi territory. We expect a similar willingness by all parties, in keeping with the expectations of the international community.”

Peru is following the ongoing conflict and grave humanitarian situation in the Syrian Arab Republic with deep concern. It is clear that, since April, despite the fact that there has been an evolution on the ground, the level of violence has escalated, especially in north- western areas such as Idlib and Hama. Women and children, as in all such bloody conflicts, are the principal victims. We condemn in particular the extensive damage to the area's infrastructure, including schools and medical centres, as a result of air strikes that do not discriminate between combatants and civilians.”

“Consequently, Peru regrets and condemns any kind of excess and abuse of that international norm, as such practices only hinder and undermine peace in Syria. Making progress in that area would therefore represent a gesture of humanity that has the courage to attend to the open wounds and ease tensions, both of the families concerned and of Syrian society. That would also help to create a better climate of understanding in order to advance the process of political dialogue, accountability and reconciliation. Peru commends the work done in that regard by the Astana group, which is achieving auspicious results, including the release of dozens of detainees since November 2018. The severity and scale of the problem, however, require even greater efforts.”

We would like to begin by underscoring the importance of the topic that brings us together today, in particular the high levels of human suffering, the economic impact and the breakdown of the society that lead to the detention and disappearance of persons in conflict situations, which is especially dire in the case of Syria. “Thirdly, with respect to development, it is vital to work to provide basic social services and establish infrastructure across the national territory. The peace agreement places particular emphasis on recovery and development programmes to complement the political and security reforms. We welcome the efforts made to align the implementation of the agreement with the national recovery and peacebuilding plan. At the same time, we consider it essential to work towards establishing the truth, justice, reparations and reconciliation commission, which by ensuring access to justice and accountability will make it possible to assist victims of sexual violence and address the issue of the recruitment of children by armed groups, among other things.”

“Secondly, with regard to security, we are concerned about the fact that the signatory armed groups continue to violate various provisions of the agreement, and we believe that the Government should consider possible measures to counter such conduct. We consider it particularly important to address the difficulties of redeploying the national defence and internal security forces throughout the territory of the Central African Republic, since they are needed to tackle the ongoing violence against the civilian population, illegal taxation and the obstruction of the delivery of humanitarian aid. “First, on the political front, it is essential to ensure as soon as possible that the relevant authorities can complete the drafting of an electoral code that provides the guarantees and legal framework for preparing and holding the presidential, legislative, regional and municipal elections in 2020 and 2021. It is also vital that the Government of the Central African Republic work for gradual decentralization, which has the potential to promote the country's development, starting with the involvement of communities that have been marginalized by the conflict. We also reiterate the importance of implementing a gender parity law, which is an effective way to ensure that Central African women can play a key role, together with young people, in determining the kind of society they wish to build.”

“We are encouraged by the recent progress made in the political arena, such as the formation of an inclusive Government, the establishment of monitoring and implementation mechanisms and the signing of reconciliation agreements at the intercommunal level. Nonetheless, we reiterate that the peace agreement's true impact will be in its full implementation. Its results must lead to tangible improvements in the country's security and socioeconomic development, as well as in the serious humanitarian situation. We would like to mention some aspects that we believe should be prioritized in that context.”
