  2. “Allow me to put forth three points on the recent developments in the Middle East. First, it is heartbreaking to see the increasing number of civilian casualties and the pain that the people are enduring. My delegation urges all parties to exercise the utmost restraint, abide by international humanitarian law and engage constructively in dialogue in order to de-escalate the situation and achieve a ceasefire or a humanitarian pause. Secondly, the lives and safety of civilians must be protected from harm in conflicts. My delegation therefore urges all sides not to target civilians and civilian infrastructure and to allow humanitarian access for the delivery of essential aid such as food, water and medicine to those in need, in accordance with international humanitarian law.”

  3. “I would first like to express my appreciation to you, Mr. President, for convening today’s open debate. The recent escalation of conflict and violence in the region is of great concern. My delegation joins others in mourning the loss of so many innocent lives, including that of a Cambodian citizen. We convey our deepest sympathies and condolences to the families of those killed on both sides in the ongoing conflict. Cambodia condemns all acts of violence and condemns terrorism in all its forms and manifestations. We urge in all circumstances for peace to be prioritized to enable both nations to exercise their rights to development rather than suffering a protracted war. It is of the utmost importance to address the root causes of the Palestine-Israel conflict if both nations are to coexist in harmony.”

  4. “We suggest that concerted efforts should be made to match partners in carbon trading as a way to generate funds for adaptation activities such as the expansion of best practices on climate-resilient food crop cultivation, the application of modern technology and — because people need more land to cultivate — investment in studies on whether certain food crops or plantations can serve as carbon sinks, as natural forests do. Finally, Cambodia hopes that by redoubling their efforts, Member States will be able to achieve Sustainable Development Goal 2 by 2030, as we aspire to.”

  5. “We commend the strategic and macro-level efforts, but perhaps more can be done at the micro level to mobilize support from the private sector and private individuals through more campaigns at the grass-roots level and by creating a simple system for allocating contributions, even very small ones, that go to helping people in need of food in specific parts of the world. The United Nations, national Governments, the private sector and civil society could work in partnership to that end. Fourthly, to strengthen the resilience of food systems in the face of climate change, we should make coordinated efforts to mobilize more funding for adaptation. We strongly welcome the commitment to increasing investment for adaptation and support calls for innovative approaches.”

  6. “With its own first-hand experience of conflict-induced famine and food insecurity, Cambodia would like to re-emphasize the importance of prioritizing peacebuilding and conflict prevention, particularly in the light of current worrisome trends. We support the suggestion that the Peacebuilding Commission should play a bigger advisory role on appropriate actions in conflict areas. Secondly, we support the calls for parties to armed conflicts to respect international humanitarian law. Weaponizing food supplies and depriving people of access to food by any means is a violation of human rights. Thirdly, while many efforts have been made to confront famine and acute malnutrition, the Global Report on Food Crises 2023 still shows a bleak picture. My delegation wholeheartedly supports the call for enhanced public-private partnerships.”

  7. “To begin with, Sir, I would like to congratulate the United States on its assumption of the presidency of the Security Council, and to thank your delegation for convening today’s debate on famine and conflict-induced global food insecurity. It is also crucial that the concerns of each and every nation be fairly taken into consideration and that peaceful means and diplomacy should remain supreme in resolving disputes and addressing concerns. The state of peace, security and development in my country, Cambodia, now and in earlier times within our living memory, stands as an example of what trust and a severe depletion of trust, nationally and internationally, can do to a nation and its ability to contribute to regional and global peace and development.”

  10. “It is apparent that there are many differences among United Nations Members in the interpretation of the principles that support peace and peaceful coexistence. It is also apparent, from the current fragility of world peace, that there is a huge deficit of trust in all dimensions and an eroding spirit of international solidarity. Nevertheless, the fact that we have all gathered here to discuss the root causes of eroding trust and on the best approach to rebuild and consolidate it reflects our faith in multilateralism and collective efforts to maintain and build a world where all nations, large and small, can enjoy peace, security and socioeconomic development. For small States like Cambodia, multilateralism and the principle of mutual respect is our best defence.”

  11. “First, allow me to congratulate Switzerland on assuming the presidency of the Security Council for the month May. I thank you, Madam President, for organizing today’s debate on the important topic of futureproofing trust for sustaining peace. I highly appreciate the comments and views of all the briefers and speakers who took the floor before me, all of which I found relatively valid. Upholding the principles of the Charter of the United Nations is absolutely fundamental to maintaining universal peace and security and fostering human development, and all Members of this body have time and again reaffirmed commitment to them. Yet we continue to see wars and armed conflicts breaking out within and between Member States.”
