“I welcome the announcement of the International Monetary Fund (IMF) on 9 May that its mission had completed discussions with the Republic of the Congo and had reached an agreement, ad referendum, that could be supported by a programme under the Extended Credit Facility. This favourable development comes after two years of negotiations. In Gabon, the IMF recently noted the stabilization of the macroeconomic situation. In the meantime, President Ali Bongo Ondimba is recovering in Libreville from his health problems. Since May, he has received visits from Presidents Faure Essozimna Gnassingbe' of Togo, Alassane Ouattara of Cote d'Ivoire and Macky Sall of Senegal, as well as the Secretary General of the International Organization of la Francophonie, Louise Mushikiwabo. Other Heads of State are expected in the coming days.”

“While the implementation of the Political Agreement for Peace and Reconciliation in the Central African Republic raises several challenges, it remains an effective instrument for contributing to the achievement of lasting peace in the country. It is crucial that the subregion and the States members of ECCAS play their part in the success of the agreement. To this end, I welcome the reactivation of the joint commission between Cameroon and the Central African Republic in Bangui last month. I encourage the Central African Republic and other neighbouring States to reactivate their bilateral joint commissions, which should facilitate discussions on border management and common security challenges.”

“Many have lost their lives, while about 530,000 are internally displaced in the North-West, South-West and Littoral regions, and more than 30,000 have taken refuge in Nigeria. Affected populations are in urgent need of assistance, while humanitarian access in the North-West and South-West regions remains a challenge due to security concerns. In addition, Cameroon is hosting 278,000 refugees from the Central African Republic and 104,000 Nigerian refugees in the far northern region. I commend the provision of humanitarian assistance by the Government and note that only 13 per cent of the United Nations humanitarian response plan has been funded to date. I call on international partners to consider financial assistance to enable the provision of all the humanitarian assistance that vulnerable populations greatly need.”

“It is also important to stress that the search for solutions to the crisis must be guided by the Government. Conducting inclusive dialogue is the best way to preserve the stability of the country, which is vital to the entire subregion. I therefore encourage the Cameroonian authorities to continue their dialogue efforts and to advance the process of decentralization. I reiterate the availability of the United Nations to work with Cameroon in this and other key tasks, such as disarmament, demobilization and reintegration and peacebuilding, through the Peacebuilding Fund, among other sources of funding. Despite these positive developments, the situation on the ground continues to deteriorate, with frequent clashes between secessionist armed groups and national defence and security forces. Civilians remain the main victims of the conflict.”

“On 9 May, Prime Minister Joseph Dion Ngute announced that President Paul Biya was ready to engage in dialogue on all issues, except those relating to separation and secession, in order to find a lasting solution to the crisis. This is an encouraging step in the right direction. In a statement on the sociopolitical situation in Cameroon, published on 28 May, the Government recalled the efforts made to date to manage the humanitarian situation and engage in dialogue with all stakeholders. He also underscored his commitment to cooperating with members of the Human Rights Council, other Member States, United Nations agencies and other bilateral actors. I recall the statement made by the Secretary-General on the importance of upholding the unity and territorial integrity of Cameroon.”

“I note that the Lord's Resistance Army (LRA) continues to pose a threat to peace and security in Central Africa, particularly in the Central African Republic and the Democratic Republic of the Congo. I encourage the Governments of the subregion and the members of the Security Council to support the efforts of the African Union Commission to establish alternative security mechanisms for the elimination of the LRA, in the framework of regional cooperation and the African Standby Force. Regarding the situation in the North-West and South-West regions of Cameroon, we note several high-level visits to the country and a series of public statements from key partners, who all expressed their concerns on the issues of protection and called for an inclusive and sincere dialogue.”

“The regional strategy for the stabilization, recovery and resilience of the areas of the Lake Chad Basin affected by Boko Haram activities, adopted in August 2018, therefore represents a source of hope for the people living in those zones. I continue to work hand in hand with Mr. Chambas, Special Representative of the Secretary-General and Head of UNOWAS to raise awareness among partners of the need to remain committed to the fight against Boko Haram. I take this opportunity to call once again on the States concerned to intensify their efforts for the implementation of the regional strategy at the national level, and I call on international partners to support these efforts.”

“(spoke in French) Boko Haram has intensified its attacks on Cameroon and Chad since late 2018, killing nearly 100 civilians and members of the defence and security forces. Despite the commendable efforts of the affected countries and the Lake Chad Basin Commission, the terrorist group continues to pose a security threat to Central Africa and beyond. This situation calls for enhanced cooperation and better sharing of experiences and lessons learned between the affected countries and the Multinational Joint Task Force, as well as greater and more sustained international assistance to defeat Boko Haram, address the humanitarian needs of the affected populations and tackle the root causes of the conflict.”

“Recent intercommunal tensions in eastern Chad, opposing nomadic herders and sedentary farmers, as well as the attacks against villages in the Central African Republic on 21 May, remind us of the urgent need to address the issue of pastoralism and transhumance. I am pleased that this is receiving increasing attention in Central Africa, and I welcome the conclusions of the workshop organized on 27 and 28 May in Kinshasa, which finalized a draft regulation instrument on pastoralism and transhumance. UNOCA will continue to support the efforts of ECCAS in this area and to promote, together with UNOWAS, cooperation and the exchange of good practices between Central, East and West Africa on the issue, given the interregional dimension of the phenomenon.”

“Following a closed session on the financing of regional institutions and cross-border transhumance, the members of UNSAC, inter alia, first, invited the ECCAS general secretariat to conclude the process of drafting a community regulation on pastoralism and transhumance; secondly, called for the holding of a high-level conference on this issue; thirdly, encouraged ECCAS member States to participate in meetings dedicated to the reform of the organization; and fourthly, emphasized the importance of setting up mechanisms to ensure the regular payment of financial contributions. Recurrent and often deadly clashes between pastoralists and farmers in several countries continue to be a source of serious concern and a threat to regional security and integration.”

“I have just arrived from Kinshasa, where the Committee held its forty- eighth ministerial meeting on 31 May, which focused on the political and security situation in Central Africa. Members of UNSAC took note of the holding of elections in the Democratic Republic of the Congo, on 30 December 2018, which enabled the country to experience a peaceful alternation of power. They also welcomed the signing of the Political Agreement for Peace and Reconciliation in the Central African Republic and expressed their support for efforts to advocate the complete lifting of the arms embargo. They took note of the efforts of the Government of Cameroon to find a lasting solution to the crisis in the North-West and South-West regions, and encouraged the Government to pursue dialogue to that end.”

“UNOCA remains committed to helping to enhance these capacities, building on the valuable expertise already available. The reform should also provide the organization with a more adequate mandate and tools, as well as the means to carry out such a mandate. I appeal to ECCAS member States to enhance their support to this process so as to ensure its timely completion and the launch of a reformed ECCAS for the benefit of regional peace, stability and integration. To date, the United Nations Standing Advisory Committee on Security Questions in Central Africa (UNSAC) remains the primary platform where ECCAS member States meet regularly to discuss peace and security in Central Africa and recommend actions to address threats to regional stability.”

“Mr. Fall: I thank you, Mr. President, for this opportunity to brief the Security Council on the situation in Central Africa and the activities of the United Nations Regional Office for Central Africa (UNOCA). Since my last briefing (see S/PV.8421), the Economic Community of Central African States (ECCAS) has made noticeable progress with regard to the reform process. Following the finalization of the reform documents in January, the ECCAS Council of Ministers is expected to convene on 21 June to validate these documents. It is our hope that the Assembly of ECCAS Heads of State and Government will endorse the documents before the end of this year. This reform process should contribute to the transformation of ECCAS into a more effective organization for regional integration, conflict prevention and resolution, as well as peacebuilding.”

“To date, UNSAC is the only forum enabling Central African States to meet regularly at the ministerial level to discuss common security issues. The Secretary-General of ECCAS and I took that opportunity to call on all ECCAS member States to ratify the Central African Convention for the Control of Small Arms and Light Weapons, Their Ammunition and All Parts and Components That Can Be Used for Their Manufacture, Repair and Assembly - known as the Kinshasa Convention. Together with the Director of the United Nations Regional Centre for Peace and Disarmament in Africa, we launched a joint project on the margins of UNSAC, entitled "Support for African States towards achieving the vision of "Silencing the Guns in Africa by 2020': capacity-building of Central African States".”

“In that regard, the United Nations Standing Advisory Committee on Security Questions in Central Africa is facilitating discussions on that issue, which is transnational in nature and has economic, security, political and environmental implications. UNOCA will continue to work with ECCAS to address that issue, while maintaining close cooperation with UNOWAS, given the issue's interregional ramifications. During the first half of 2019, Special Representative Chambas and I will conduct a field visit to some of the areas affected by the conflicts between farmers and herders. “Accordingly, a meeting of experts from the ECCAS secretariat and the ECOWAS Commission has been planned to agree on a joint action plan for the implementation of the Lome Declaration. In the meantime, I continue to work closely with the Special Representative of the Secretary-General for West Africa and the Sahel, Mr. Mohamed Ibn Chambas, in coordinated support of efforts to address the threats posed by terrorism and violent extremism. “The joint summit of the Heads of State and Government of the Economic Community of West African States (ECOWAS) and the Economic Community of Central African States on peace, security, stability and the fight against terrorism and violent extremism, held in Lome on 30 July, marked an important step for both subregions in their fight against shared security threats. “Parfait Onanga-Anyanga. The Lord's Resistance Army (LRA) continues to threaten the security of the population in the Central African Republic and the Democratic Republic of the Congo. I therefore encourage the African Union to adopt a comprehensive and cautious approach in its ongoing efforts to replace the Regional Cooperation Initiative for the Elimination of the LRA in order to eliminate the possibility of any security vacuum that the group could exploit to relaunch and intensify its destabilization activities. Violent extremism and terrorism remain a significant threat to the security and development of the subregion. Although much progress has been made in the fight against Boko Haram, that terrorist group continues to pursue its indiscriminate attacks on defence and security forces and civilians.”

“I was also encouraged by the commitment of national authorities to ensure the safety and security of the population in the Tibesti desert, near the border with Libya, affected by recent attacks carried out by armed elements. “I encourage national authorities to pursue such efforts, including by implementing confidence-building measures as soon as possible. On 30 November, President Biya signed a decree creating the National Committee on Disarmament, Demobilization and Reintegration, based in Yaounde, with regional centres in Bamenda, Buea and Mora, respectively in the North-West, South-West and Far North regions. The National Committee, which is under the authority of the Prime Minister, is responsible for organizing the disarmament, demobilization and reintegration of former combatants of Boko Haram and the armed groups in the North-West and South- West regions.”

“During my Visit to Cameroon from 17 to 22 November, I met with key Government officials and stressed to all actors the necessity for inclusive dialogue as a constructive and sustainable way forward towards a peaceful resolution to the crisis. I welcome the efforts of the Government to provide humanitarian access and assistance. That is a step in the right direction. In that regard, I also appeal to the Government to continue to safeguard access by humanitarian partners to the populations in need and to ensure that all human rights Violations are addressed. I was encouraged by the Government's commitment to putting in place plans to address the root causes of the crisis, including through accelerated decentralization and the activities of the National Commission for the Promotion of Bilingualism and Multiculturalism.”

“I reaffirm the United Nations commitment to the territorial integrity and unity of the country. Violence has not diminished, and allegations of human rights Violations by all sides continue to be reported. A Kenyan priest was shot dead on 21 November in Kembong, South- West region, and, on 24 November, three priests from the Archdiocese of Buea, South- West region, and one driver were abducted by unidentified gunmen. The number of internally displaced persons and refugees in neighbouring Nigeria is still high. Several schools remain closed in the South-West and North- West regions. I am particularly concerned about the effect of the crisis on women and children.”

“However, speculation over President Ali Bongo Ondimba's health conditions remains a source of concern, while some opposition and civil society leaders continue to criticize the decision by the Constitutional Court to amend article 13 of the Constitution, on 14 November, in order to authorize the Vice-President to chair the Council of Ministers in the event of the temporary unavailability of the Head of State. Meanwhile, in close coordination with key international partners, I have continued to hold meetings with political actors in Libreville and to urge all Gabonese to respect the Constitution and to preserve the unity, peace and stability of the country. I remain concerned about the situation in the North- West and South-West regions of Cameroon.”

I must commend all stakeholders in Sao Tome and Principe for their commitment to resolve their differences through constitutional mechanisms to defuse the tensions that arose following the 7 October legislative elections. I also congratulate the people of Sao Tome and Principe for their tireless efforts to maintain peace and stability. This is a positive example to follow. In Gabon, the situation remains calm after the legislative and local elections held in October.”

Allow me to highlight a few issues and update members on the most recent developments. In Sao Tome and Principe, on 22 November, the National Assembly was inaugurated and Delfim Santiago das Neves, from the opposition coalition, was elected as the Assembly's new President. On 29 November, President Evaristo do Espirito Santo Carvalho appointed Jorge Lopes Bom Jesus, the leader of the Movement for the Liberation of S510 Tome' and Principe/Social Democratic Party, as the new Prime Minister. On 3 December, the President swore in the new Government of Mr.”

“Since its mandate was last renewed, in 2015, UNOCA has proved its effectiveness as a tool for advancing the Secretary-General's prevention agenda in Central Africa. The activities of the Office have also been crucial to strengthening the capacity of ECCAS in enhancing United Nations coordination in the subregion. “I am convinced that the participation of women and youth will be crucial to ensuring a successful ECCAS and Economic Community of West African States (ECOWAS) joint summit, which is expected to take place in July, under the theme "Peace, security, radicalization and violent extremism within the ECCAS-ECOWAS space." I call upon ECCAS and ECOWAS member States to ensure that women and youth are involved in developing and implementing strategies to prevent violent extremism and terrorism, in line with the relevant Security Council resolutions. “In response to that challenge, the first conference of States parties to the Central African Convention for the Control of Small Arms and Light Weapons, Their Ammunition and All Parts and Components That Can Be Used for Their Manufacture, Repair and Assembly - the Kinshasa Convention - is taking place right now in Yaounde, with the participation of UNOCA. “UNOCA is engaging subregional organizations, including the ECCAS secretariat, the Lake Chad Basin Commission, the Multinational Joint Task Force and other stakeholders, to fight Boko Haram and address related issues and, more broadly, violent extremism in the subregion, including to facilitate the implementation of the regional strategy against Boko Haram. I also continue liaising closely with the Special Representative of the Secretary-General for West Africa and the Sahel, Mr. Mohamed Ibn Chambas, for coordinated support to regional efforts to address the Lake Chad basin crisis. On 8 and 9 May, the Lake Chad basin governors' forum for regional cooperation on stabilization, peacebuilding and sustainable development held its inaugural meeting in Maiduguri, Nigeria.”

“On 11 June, President Teodoro Obiang Nguema Mbasogo of Equatorial Guinea invited all legally registered and unregistered parties, civil society and the diaspora to participate in a national political dialogue scheduled for July. I congratulate the President on his initiative and look forward with great interest to the results of that dialogue, which could further open up political space in the country. (spoke in English) The scourge of terrorism and violent extremism continues to affect populations of the subregion and to lead to the diversion of Government resources from much-needed development programmes to costly security operations. Boko Haram and the Lord's Resistance Army have not stopped their deadly attacks on civilians, committing egregious human rights abuses and causing countless victims.”

“However, I am encouraged by the findings of the second phase of consultations with armed groups, conducted by the panel of facilitators of the African Initiative for Peace and Reconciliation. I hope that the results of those consultations will lead to tangible improvements in the security situation. I urge the countries of the region to participate more actively in the African Initiative, both politically and financially. I also strongly encourage the Central African authorities and neighbouring countries to accelerate the process of establishing joint commissions, which could address issues such as border control and transhumance. I will continue to focus my efforts on mobilizing support for the African Initiative.”

“Tensions continued to erupt in Sao Tome and Principe following a decision by the majority-controlled National Assembly on 4 May to remove judges from the Supreme Court of Justice because of differences over the Supreme Court's decision to return the country's brewery, Rosema, to an Angolan investor. The National Assembly approved a resolution on 23 May on the appointment of new Supreme Court judges, which was subsequently adopted on 30 May. On the following day, the opposition parties asked the Constitutional Court to review the constitutionality of the law. The crisis in the Central African Republic continues to have a negative impact on the situation in the subregion, particularly in neighbouring countries, causing a large number of refugees.”

“A series oftrials took place in the Republic ofCongo involving political leaders arrested following the 2016 presidential election, resulting in long prison sentences for several of them, including 20 years for General Jean-Marie Michel Mokoko, former Chief of Staff of the army and a former presidential candidate. While progress has been made in advancing the peace process in the Pool region, the disarmament, demobilization and reintegration process is progressing more slowly than expected. The United Nations will continue to support that process with other partners.”

“The United Nations has consistently called for an inclusive dialogue with all stakeholders as the best way to find a solution to the crisis, respond to the grievances of the English-speaking population and guarantee the territorial integrity of the country and regional stability. I congratulate the national commission for the promotion of bilingualism and multiculturalism for its efforts, and encourage it to continue its work and duly note the public's recommendations. Diffusing tensions will also contribute to the proper holding of the presidential, legislative and municipal elections scheduled for this year. “I reiterate Special Envoy Michel Kafando's call to the Government and the opposition to resume and conclude the talks as soon as possible and start preparing the ground for inclusive and credible elections in 2020. The escalation of Violence and tension in the north- west and south-west regions of Cameroon, which are also still affected by Boko Haram's activities and the impact of the crisis in the Central African Republic, is a source ofmajor concern. More than 20,000 Cameroonian refugees have already been registered across the border in Nigeria and are in need of assistance. On 25 May, seven English-speaking activists were sentenced to up to 15 years in prison on terrorism and other charges.”

“In order to improve the representation of women and youth in elected positions and decision-making bodies, UNOCA and the United Nations Development Programme (UNDP) supported the Gabonese network of women senators in organizing a training workshop in Libreville, from 5 to 7 June, which targeted women and youth political leaders. Burundi's President Pierre Nkurunziza promulgated a new Constitution on 7 June, following the Constitutional Court's validation of the results of the referendum held on 17 May. Several stakeholders and partners expressed concern that reform could reverse the gains of the Arusha Agreement in terms of peace, stability, democracy and inclusive political participation. It is important that the Council continue to lend its support to the mediation process led by the East African Community.”

“In coordination with our partners, UNOCA stands ready to support the national framework for political dialogue as it takes up the challenge of promoting inclusive dialogue and creating the conditions for credible and peaceful parliamentary elections in November. The newly established electoral body in Gabon has begun preparations for the upcoming parliamentary elections. During my meeting with the head of Gabon's central elections body on 18 May, I reiterated the readiness of the United Nations to support the electoral process.”
