“Iraq also commends the Security Council for its support and for condemning the various acts of terrorism that Iraq has endured, as well as for consistently affirming Iraq’s demands for its territories not to be used as an arena for settling scores, political purposes or under the pretext of combating terrorism. “First, on the relations between the federal Government in Baghdad and the Kurdistan Regional Government, understandings have been reached, and dialogue continues between Baghdad and Erbil in order to resolve a number of important outstanding issues, including the issuance of oil and gas legislation, the distribution of oil revenues and customs revenues and the appointment of a chairperson for the special committee on article 140 of Iraq’s Constitution. The Arab Group also values the continued efforts made by the Arab Republic of Egypt, under the auspices of His Excellency Mr. Al Sisi to bring about Palestinian reconciliation and reconstruction for the Gaza Strip. The Arab Group again emphasizes the centrality of the Palestinian question to the entire Arab nation and of preserving the Arab, Islamic and Christian identity of occupied East Jerusalem, the capital of the State of Palestine. We also underscore the right of the State of Palestine to absolute sovereignty over all of its territories occupied since 1967, including East Jerusalem, as well as its maritime and air spaces, territorial waters, natural resources and its borders with neighbouring countries.”

“The Arab Group values the continued efforts of the Hashemite Kingdom of Jordan to preserve the historic and legal status of Muslim and Christian holy sites, address the Israeli measures against them and preserve the Arab, Muslim and Christian identity of those sites in the context of the Hashemite custodianship under the auspices of His Majesty King Abdullah II. The Arab Group also values the role of the Al-Quds Committee under the chairmanship of His Majesty King Mohammed VI of the Kingdom of Morocco. The Committee seeks to carry out important work on the ground through the Bait Mal Al-Quds Agency in support of Al-Quds inhabitants. The Arab Group welcomes the signing of the Algiers declaration by Palestinian factions at the reunification conference for achieving Palestinian national unity.”

“In addition, Israel must stop killing innocent people and sweeping repeatedly Palestinian cities and villages, including Al-Quds Al-Sharif, and flagrant violations against the Holy Al-Aqsa Mosque perpetrated by the Israeli occupation army and extremist settler groups. The Arab Group requests that urgent international protection be granted to the Palestinian people, in accordance with the proposals made by the Secretary- General, which were welcomed by the General Assembly, particularly given the ongoing and escalated Israeli aggression against the Palestinian people. “That is the only way of resolving the conflict and achieving just and comprehensive peace. The international community must make an immediate move to bring an end to the Israeli escalation, which is having harmful consequences for all. “My country’s delegation greatly appreciates the significant support provided by the Security Council to protect the Iraqi funds frozen in Member States pursuant to resolution 1518 (2003). We call upon the Council to urge all States Members of the United Nations to transfer such Iraqi funds to the Government of Iraq as soon as possible in order that they may be invested in the national sustainable development process. We also stress the importance of establishing benchmarks and practical principles to ensure optimal humanitarian exemptions for the specialized organizations that provide assistance in sanctioned countries. In implementing sanctions and adopting humanitarian exemptions to facilitate and provide adequate assistance, services and supplies to protect societies from the consequences of sanctions, it is also important to take such exemptions into account during natural, environmental and health disasters and challenges such as the coronavirus pandemic.”

“They must be targeted, smart and able to achieve their goals without exposing an entire society to shortages and need, because that could lead to violent extremism, the militarization of society or an increase in organized crime. My country’s delegation also stresses the importance of following up the implementation of the sanctions imposed on Da’esh and Al-Qaida and their affiliated individuals and entities, especially in terms of impeding their funding and preventing the cross- border movement of foreign terrorist fighters. My country’s delegation believes that the international community must work together to promote partnership. That principle applies to sanctions regimes as well. “Efforts must be made to prevent any consequences on vulnerable groups, as well as on the health, education and other service sectors of the societies affected. Such consequences would undoubtedly prevent the achievement of the SDGs and impede collective efforts to leave no one behind. We therefore stress the need to protect the interests of all Member States equally. Despite the socioeconomic and humanitarian consequences of any sanctions regime and the high costs incurred by the society affected, they cannot be compared to the scourge of wars and armed conflicts. For that reason, sanctions regimes must be a means to maintain peace and security and not an end in themselves.”

Iraq shares the views of many Member States on the need to reduce the negative consequences of the sanctions regimes imposed on countries. Iraq’s position is aligned with the clear and transparent position of the Movement of Non-Aligned Countries on sanctions. “Iraq’s compliance with its commitments towards the sisterly State of Kuwait reflects the principles of cooperation, moderation and commitment to international law. These are pillars of our foreign policy, both within the region and throughout the world. Iraq has always sought to contribute seriously and effectively to efforts aimed at promoting regional stability and trust. “Iraq is committed to cooperating with the State of Kuwait, as reflected in its continued commitment to paying all compensation it owes on time, with the most recent instalment of $600 million having been disbursed on 27 July. With respect to missing Kuwaiti persons, Iraq welcomed the announcement by the Kuwaiti authorities of the identification of the remains of eight missing individuals, thereby bringing the total number of those identified to 28 out of the 69 missing. Since August 2019, we have returned the remains of the identified missing persons to Kuwait in two groups. In the meantime, we call on the tripartite commission and the State of Kuwait to announce the results of the DNA testing of the other remains as soon as possible.”

“In line with our commitment to implementing the Yazidi Female Survivors Law, the Prime Minister recently visited Sinjar to meet with a number of female survivors where he listened to their needs. Iraq is also committed to repatriating Iraqis stranded in the Al-Hol camp in Syria. The Iraqi Government recently repatriated 93 Iraqi families composed of 382 members, including 145 children, who were transported to the Jed’ah 1 camp in Ninewa governorate for rehabilitation. The Iraqi Government is fully committed to protecting diplomatic and consular missions and their personnel in Iraq. The Government has made significant efforts to avoid the recurrence of rocket attacks launched by illegal groups that are seeking to destabilize Iraq and undermine its relations with the international community in its actions to combat terrorism.”

“During the fourth round of the strategic dialogue between Iraq and the United States, the parties agreed on the withdrawal of all United States combat forces from Iraq by the end of the year while maintaining cooperation through the international coalition against Da’esh. The parties also agreed on promoting long-term partnerships in a number of areas, including security, the economy, health care, culture, education, energy, the environment and finance. Iraq is committed to providing support for the victims of terrorism, including the female survivors of the attacks on the Yazidi people. The Iraqi Government established the General Directorate of Yazidi Affairs within the Ministry of Labour and Social Affairs in May.”

“With regard to COVID-19, in mid-August, the Government has launched a national vaccination campaign to vaccinate people against the virus. In that regard, we thank the United Nations and the World Health Organization for their role in providing vaccines through the COVAX programme. We also thank the United States for providing Iraq with 500,000 vaccine doses. A number of tremendous security challenges are affecting Government efforts. Terrorism remains the greatest and most persistent threat. The Iraqi Government thanks the Security Council for showing its support and solidarity with the Government and the people of Iraq by condemning the latest cowardly terrorist attack against a market in Baghdad. The significant threats of terrorism are hindering the work of the Government and its efforts, especially its plans for development.”

“The Government has launched an initiative to provide long-term low- interest loans for the Dari housing project, which has received so far 3.5 million applications. Thirdly, we are promoting accountability for those responsible for violations by establishing a team to investigate them and ensure non-recurrence. The Government has taken legal action against members of the security service whose involvement in attacks against demonstrators has been confirmed. We have also arrested a number of people responsible for crimes against civilian activists and demonstrators. Fourthly, we are imposing the rule of law and bringing weapons under State control, while we are promoting security sector reform so to ensure human rights compliance in law enforcement.”

“They were delivered to the Kuwaiti side today, 28 August, in the presence of the Undersecretary of the Iraqi Ministry for Foreign Affairs, Mr. Hazzim Al-Youssifi, Head of the Archives Committee charged with searching for Kuwaiti property and archives, and a representative of the United Nations. The rest of the books will be returned in instalments in the near future so that we can finally conclude our consideration of this issue. As for Iraqi missing persons, we are carefully following all important related developments and are trying to determine the burial locations of Iraqi soldiers in Kuwait. The uncovering of their remains would help alleviate the suffering of the families of Iraqi soldiers missing since the 1991 Gulf War.”

“Moreover, I would like to thank the United Nations, which provided the Committee with modern technology such as underground radar to help both the Iraqi and Kuwaiti sides uncover potential burial sites, which we consider a positive step to resolving this important humanitarian issue. In addition, approximately 162,000 books were found, which belonged to the University of Kuwait and the National Library of the State of Kuwait. The Ministry of Higher Education and Scientific Research of Iraq, in cooperation with its Ministry for Foreign Affairs, collected those books from various markets, bookshops and citizens. The Ministry for Foreign Affairs supervised the packing and transport of 42,000 of the books and dispatched them yesterday on board an Iraqi Air Force C-130 military aircraft.”

“I would like to thank the States members of the Tripartite Commission for providing us with satellite imagery, which has acquired vital importance. In addition, the efforts of the Iraqi Ministry of Defence, witness testimony, analysis of the images provided by the International Committee of the Red Cross (ICRC) and GPS coordinates all helped to determine the sites provided by Kuwait and to uncover 46 unidentified remains in Samawah. After conducting the necessary DNA tests on those remains, it was proven that 32 of them belonged to missing Kuwaitis. The Iraqi Government handed over the remains to Kuwait on 8 August.”

“We also attach importance to our relationship with Iran, with which we share a border of 1,400 kilometres. We enjoy many economic and social ties to Iran, and it is in our national interest to enhance our ties with it. The same is true of our neighbour Turkey, to the north. Undoubtedly, Turkey is important from a geopolitical and economic perspective, despite its continuous violations of Iraqi territories. My Government has issued approximately 54 protest memorandums demanding the immediate halt of Turkish shelling of Iraqi territories and calling for respect for the sovereignty of Iraq. In that regard, I would like to confirm that my country is keen on defending the independence and sovereignty of Iraq. In return, Iraq's territories will not be used to launch any threat to the safety and security of neighbouring countries.”

“As for offering support to internally displaced persons, the Ministry for Migration and Displaced Persons has issued repatriation grants to displaced persons from liberated areas and continues to implement social reconciliation measures in the areas where they reside. Moreover, campaigns to rebuild liberated cities destroyed by the Da'esh terrorist organization continue in earnest. My Government is working to send a clear message to our neighbouring countries that Iraq's stability and prosperity is in our common interests. The time has come for the region to have a unified vision for achieving economic prosperity. Iraq's chances of success are real but are in jeopardy. That number totalled 473 children as of 10 July. “118 of 1978, counter-terrorism law No. 13 of 2005 and law No. 111 of 1969 of the amended Iraqi penal code. The children ofDa'esh terrorist families are divided into two categories. The first, minors, are subject to the laws in effect if they are proven to have belonged to a terrorist group or participated in its activities. After sentencing, they are sent to rehabilitation homes and schools. Children below the age of criminal liability make up the second category. After verification of their citizenship status, those children are handed over to the embassies of their countries to be repatriated. Given its sensitive nature, this work requires accuracy. It also requires exhaustive examination into the status and citizenship of the families and children of Da'esh, followed by determination of their specific legal status.”

“In that regard, we call on the Governments of the countries concerned to develop a comprehensive response to the repatriation of their citizens, try them in national courts and work with the relevant bodies for the return children associated with the remnants of Da'esh. “In that connection, we ask the international community to fully respect Iraq's sovereignty and jurisdiction and to support its efforts to hold those terrorists accountable and bring them to justice, in accordance with relevant local laws, so as to curb the return and the spread of terrorist activity. “Da'esh has been among the most successful terrorist organizations in relying on women within its ranks to carry out operations and spread its extremist ideology. The presence of female elements in Iraqi camps and prisons is a great burden that far exceeds the ability of the Iraqi Government to address the problem. The international community, international organizations and the Office of the United Nations High Commissioner for Refugees therefore have a responsibility in that regard. It is not simply a matter of providing medical assistance, food and water, but also of maintaining security and limiting the spread of the extremist ideology of Da'esh.”

“More than one round of talks has taken place between representatives of both Governments, in Baghdad and in Erbil, at which both sides agreed on a raft of economic, agricultural and financial measures, foremost of which is the standardization of administrative procedures at all Iraqi border crossings, including those located in the province of Kurdistan, and the resumption of oil exports from Kirkuk to the Turkish port of Ceyhan. Iraq submitted its first report under the voluntary national review procedure at the High-level Political Forum held in New York last month. “The Supreme Council for Combating corruption has introduced a national anti-corruption strategy in Iraq, including establishing a national integrity index, with the participation of the various Iraqi components and civil society organizations, as well as putting in place effective implementable mechanisms. “In addition, on 1 July, the Prime Minister issued Executive Order 237, which restructures the popular mobilization forces, regulates their military operations and introduces terms of reference with the aim of increasing stability and the State's authority and guaranteeing that weapons are strictly in State hands. In that context, the volunteer factions have stated their intention to abide by the Executive Order and to implement all the orders issued by the commander of the armed forces. All factions that operate outside the law and use the banner of the popular mobilization forces for illegal purposes will be held accountable.”
