In that regard, Argentina encourages the Informal Working Group to continue working towards a single comprehensive document in order to consolidate and rationalize all decisions on working methods. The goal of having a more democratic and transparent Security Council presupposes and requires that the path to the Council's transformation be through the practices I have referred to, in consultation with the entire membership, so as to bring it about in the most legitimate and representative way possible. That will ensure that the process of methodological development moves forward in a positive way, while respecting and taking into account the expectations of the entire international community. As has recently been stated, what is at stake is the Council's decision-making culture and its effectiveness, which fully affect its performance.

More recently, Argentina was a driver and supporter of various initiatives to achieve greater transparency and access to the Council for the United Nations membership as a whole, including dialogue between the Council and countries and bodies that are not members of the Council; consultations among the Security Council, the Secretariat and troop- and police-contributing countries; greater involvement by the elected members of the Council in the drafting of Council documents; and the efforts to ensure the continuity of the work of the subsidiary bodies of the Council. Argentina considers essential the regular review of the implementation of presidential note S/2006/507 and other relevant notes aimed at identifying successful practices and possible shortcomings, and at considering the implementation of the necessary adjustments.

  8. What happens regarding the protection of civilians anywhere in the world is not a matter of indifference for the Argentine delegation, because it affects all of us directly. That is why Argentina supports, in this area and in others, the principle of non-indifference among States. We cannot continue to lead from behind; we must roll out a solid, collective policy that ensures accurate diagnoses in order to promote specific therapeutic actions. When civilians in desperate situations approach Blue Helmets, the basic minimum they expect from them is protection. Our responsibility as Member States is to create effective tools so that peacekeeping operations do not fail to live up to that expectation and serve to create a sustainable protection environment.

  9. We acknowledge the efforts of the Secretariat in devising guidelines and doctrinal frameworks for such training. We reiterate the need for broad-based consultations thereon with Member States, particularly police- and troop-contributing countries, because they will have to use them. The effective protection of civilians in peacekeeping operations also requires unwavering political will, effective cooperation at the regional level, the better equipping of contingents, more specific and central planning tailored to the challenges on the ground, and the use of new technologies, in keeping with the principles of the Charter and of peacekeeping. All of this is ofcourse closely linked to the adequate financing of such missions.

In such an environment, the use of force, which is sometimes necessary in order to avert tragedies such as those in Srebrenica and in Rwanda, where peacekeeping operations failed the people they were supposed to defend, constitutes a measure of last resort when other, non-military alternatives fail. Also on the basis of other recommendations contained in the Panel's report, we underscore the importance of non-armed strategies for the protection of civilians in order to move peace processes forward, as well as the creation of the aforementioned climate of protection. We believe that there can be an improvement in many aspects of the implementation of protection-of- civilians mandates in peacekeeping operations, among which we would underscore the specific training oftroop and police contingents.

Against that backdrop and in line with the recommendation contained in the report (S/2015/446) of the High-Level Independent Panel on Peace Operations, which is also acknowledged in this latest report, it is clear that the protection of civilians in peacekeeping operations constitutes an integrated effort on the part of a mission as a whole, requiring primarily close cooperation between the military, police and civilian components, in coordination with Governments, local communities and the humanitarian organizations on the ground. My country therefore understands that this issue cannot be considered from a purely military perspective but has to be understood from a broader and more integrated political and humanitarian perspective that is focused on the fostering of a more secure environment for protection.

In this task, for which host States themselves have the primary responsibility, it is crucial that we have the participation of all relevant national actors, in particular civil society, bearing in mind the key role of women and youth in conflict prevention and in the maintenance and building of peace. This has become a hot topic of discussion over the past few years, particularly given its link to the use of armed force.

The protection-related tasks of the United Nations have a central role to play in the context of the new emphasis placed by the Organization on conflict prevention and the achievement of sustainable peace and development, on the basis of the three reviews that took place focusing on peacekeeping operations, peacebuilding and the implementation of resolution 1325 (2000), on women and peace and security. There can be no doubt that such protection tasks, particularly those carried out by peacekeeping operations of the United Nations, are vital when it comes to sustaining peace before, during and after conflict.

We have also been a consistent promoter of full respect for human rights and for international humanitarian law. In addition, our concept of society assumes that the need to enjoy those fundamental freedoms and to respect for human rights must be complied with by all States, given our belief that for peoples, as for individuals, who are genuinely close and friendly, it is quite easy to cry in solitude and almost impossible to laugh alone. That is why we believe that those who drafted the Charter of the United Nations charted a path for the future that is not contradictory but rather complementary. We consider that vision to be as global as the world in which we live, and it should be seen in that way. It is not an option.   16. The calling to promote peace and friendship through constructive criticism is not disrespectful and should aim at building a lasting prosperity among peoples. It is worth mentioning here that, when the Charter of the United Nations highlights the need to respect human rights and fundamental freedoms for all, Argentina understands that exactly as "all", without distinction as to race, gender or religion, inter alia. Our commitment to these purposes is also expressed in our fundamental norm on the basis of which our own society is built. Accordingly, Argentina certainly supports those processes and has decided that when a conflict or a crisis breaks out, it will cooperate actively to mitigate, to the extent possible, the human consequences of those situations through the participation of White Helmets. Cooperation, peace and intervention in those processes therefore come together on the basis of recovering to the maximum extent the deepest sense of humanity. It is difficult to perceive the fair measure of things, as has always been the case. However, it is preferable to make mistakes in trying to achieve peace and respect for human rights than to show excessive zeal for respecting non-intervention, according to the letter of the law, to such an extent that it becomes indistinguishable from disinterest or indifference to the suffering of others.

  18. It is necessary that States not conceal the absence of respect for human rights within the handy premise of non-intervention in the affairs of other States. In an increasingly interdependent world, events can no longer be seen apart from their impact on world society. What happens in each of those events affects everyone, and the most delicate responsibility rests on striking a fine balance in terms of what opinions can be considered a violation of a principle or construed as strict respect for another. The United Nations therefore made a decision to support peace processes with special missions, staffed by men and women with experience, to avoid further deepening conflicts.

It was in the context of the dynamic balance between non-intervention in internal affairs and the need to respect human rights that one of the premises of the Sustainable Development Goals, among others, was born: the promotion of peaceful and inclusive societies for sustainable development, access to justice for all and the creation of effective, responsable and inclusive institutions at all levels. Strengthening the rule of law and promoting human rights were basic to that process. The promotion of peace and justice was thus established as one of 17 Goals of the 2030 Agenda for Sustainable Development (General Assembly resolution 70/ 1). We therefore must make progress by having a comprehensive approach to the consolidation of all of those Goals.

In that process, there was no shortage of sacrifice and effort, paving the way for the tireless search for peace. The levelheadedness ofthose thinkers, for whom the memories of the ravages of war were still fresh, allowed them to assert, without major debate, that cultural, social and humanitarian problems should be solved. They also noted the need for economic development and for encouraging respect for human rights and fundamental freedoms for all, regardless of race, gender or religion, among other things.   21. Friendship, cooperation and respect were therefore the words that dictated the path set out in San Francisco, when that universal constitution was drafted. Mutual respect was also one of the pillars that supported the fundamental principles with regard to relations among States. The sovereign equality of all Members of the United Nations, refraining from the use or threat of the use of force against the territorial integrity and political independence of any State, and non-intervention in internal affairs were the cardinal and guiding principles that motivated that iron-clad collective will. At that time, one had to be extremely bold to have dreams and translate them into reality, avoiding the arrival of a day in which those hopes might be merely faded memories.

  22. The men and women who drafted the Charter of the United Nations possessed an explicit will to integrate and a vision as long as history itself. What is more, they knew that an idea without a goal was only a dream and accordingly drafted a number of guiding principles, the architecture of which was intended to be nearly indestructible. The maintenance of international peace and security and the desire to take all the necessary measures to ensure both would materialize only if acts of aggression were suppressed and disputes were resolved through peaceful means, based on justice and international law. The battle fatigue that followed the brutal war was the most compelling reason to appeal to the collective will to not repeat the past.

  26. Hopefully, both results will be achieved quickly, with all countries with influence over the parties acting in concert to achieve an early agreement. In that regard, we support the efforts of the Special Envoy of the Secretary-General, Mr. Staffan de Mistura. At the same time, we must prevent the further militarization of the situation, and therefore we appeal that an end be put to the supply and flow of weapons to all parties. At this stage efforts must be focused on eradicating the terrorist threat posed by the Islamic State in Iraq and the Levant and the Al-Nusra Front, in order to protect the civilian population, in strict observance of international law and international humanitarian law. This year, the Republic of Argentina will celebrate the bicentennial of its independence.

Argentina is pleased that, after years of misunderstandings and disunity with regard to Syria, the members of the Security Council were able to speak with one voice in support of this political solution, which should lead to preserving the sovereignty, independence and unity of Syria and respecting the principle that only the Syrian people have the right to determine their own future. Two years after the Geneva II Conference on Syria, we are pleased that negotiations between the Syrian parties will resume in a few days, under the mediation of the Special Envoy of the Secretary-General. The negotiations should lead to a political transition process led by the Syrians themselves and set the terms for a total ceasefire throughout the country.

  28. The serious violations of international law and international humanitarian law go far beyond what has happened in Madaya and require that those responsible for them be held accountable. The International Criminal Court may have a very active role to play in that regard. A solution for the conflict in Syria will have to be political, not military, much less terrorist, which was recognized in resolution 2254 (2015), unanimously adopted by the Council on 18 December.

  29. These numbers make us realize the size and impact of the conflict, which has left in its wake a country destroyed, a people experiencing untold suffering and a region at the boiling point. But just when we thought we had seen it all in Syria, our conscience was struck once again by the images from Madaya from a few days ago. We agree with the Secretary-General that the use of food as an instrument of war constitutes a war crime under international humanitarian law. There will likely be other situations in Syria like that of Madaya, which makes it necessary for urgent and unconditional access be given to humanitarian assistance throughout the territory of the country.

  30. To the extent that States make progress in resolving their conflicts, gaps that serve to fuel the growth of fundamentalism and extreme violence will disappear. I would now like to express Argentina's concern about the humanitarian situation in Syria, which has undoubtedly contributed to the deterioration of the situation in the region and added extraordinary pressure to countries hosting refugees. Next March marks the fifth anniversary of a tragedy that horrifies us daily, having led to the worst humanitarian crisis of our time. The figures are well known but still dramatic: more than 250,000 people dead, half of them civilians, 6.6 million internally displaced and 4.3 million refugees. Half the Syrian population, approximately 13.5 million people, require urgent humanitarian assistance.

It is essential that a substantive and committed dialogue for peace resume immediately, with the clear objective of ending the occupation and bringing about the full independence and sovereignty of the State of Palestine, so it can become strong, living in peace side by side with the State of Israel, on the basis of terms accepted by the international community, that is, the two-State solution, with pre- 1967 borders, guaranteeing Israel's right to live in peace with its neighbours, within secure and internationally recognized borders. The quest for peace must be a cherished goal for all parties. Examples such as the expansion of the self- styled Islamic State/Daesh are possible only as a result of States' failure to resolve internal and external conflicts and of the power vacuum that ensues.

Moreover, Argentina believes that the establishment ofa zone free of nuclear weapons and other weapons of mass destruction in the Middle East would represent a major step forward in the peace process in the region. In that regard, my country regrets that the failure to reach agreement on the subject at the ninth Conference of the Parties to the Treaty on the Non-Proliferation of Nuclear Weapons, held in May 2015 here in New York, prevented the adoption of a consensus outcome document. We believe that the revival of the peace process in the Middle East could decisively contribute to greater stability in the region.

Accordingly, my country vigorously condemns such terrorist acts against Israel and is convinced that just as there is no military solution to this conflict, so there is no solution that can be imposed by terrorist methods. Regional instability is being fuelled by a terrorist threat that is far more complex than in the past. It is a threat that includes violent extremism and the flow of foreign terrorist fighters to the Middle East, particularly to Syria and Iraq. This serious threat shakes the very foundations of humankind. As such, terrorism must be firmly and unambiguously condemned in all its forms and manifestations and must be met in an effective manner through joint action by the international community.

  34. Israel must end its occupation of the territories occupied in 1967, find a mutually acceptable solution to the status of Jerusalem and resolve the refugee issue in a fair manner. Israel must end its policy of building settlements in the occupied territories, including East Jerusalem, which are illegal under international law and an obstacle to peace. The negative impact of settlements on the ground is enormous and works to undermine the two-State solution. At the same time, Palestinian leaders should honestly address Israeli security concerns. Hamas and other Palestinian groups must stop incitement and attacks against Israeli civilians. The launching of rockets from the Gaza Strip into Israel must cease immediately.

But it should also be clear that the international community represented here, in particular the Security Council, has a collective responsibility and cannot stand at the sidelines of a conflict that perpetually goes on without any prospects for a solution. Throughout the years we have noted that there can be no military solution to this conflict, so we as the international community must devote ourselves as a priority to creating anew a genuine political plan and redouble our efforts so that the Palestinians and Israelis can regain the hope that peace is still possible. The volunteers are to be deployed to assist Syrian refugees in Jordan, Iraq, Lebanon, Turkey and wherever the United Nations deems it most appropriate, thus underscoring our solidarity and commitment to improving humanitarian situations affecting fraternal peoples in the region. As in any conflict, the primary responsibility for finding a solution lies first and foremost with the leaders of the parties directly involved, in this case the States of Israel and Palestine, which must show that they are willing to work to build sustainable peace and security for the benefit of their peoples.

Indeed, with respect to the crisis in the Syrian Arab Republic and the situation of its refugees, Argentina has not only expressed solidarity with them but has sent a team of White Helmet volunteer experts to camps under the direction of the Office of the United Nations High Commissioner for Refugees and has also sent humanitarian supplies to the Lebanese Republic, with the same aim of supporting assistance that is being provided there to Syrian refugees. Furthermore, our country is formalizing its provision to the Secretary-General of expert teams of White Helmet volunteers for managing refugee camps, distributing food, medicines and other donations, providing psychological and social support and general logistics, and training for local staff on these issues.

As we are familiar with the quality of Uruguayan diplomacy and the contributions it has made to the United Nations through eminent persons who played a part in developing international policy, and international public law in particular, we are convinced that, during its two-year mandate, your country, Sir, will make a considerable contribution to the work of the Council. The year 2016 marks the twenty-fifth anniversary of the holding of the Madrid Peace Conference, and next year will mark a half-century since the adoption of landmark resolution 242 (1967). Argentina is deeply concerned about the proliferation of conflicts in the Middle East. Those conflicts, tensions and violence have triggered a humanitarian crisis of unprecedented scale, with hundreds of thousands dead and wounded, internally displaced persons and refugees.
