The Security Council became aware early on of the importance of effectively addressing the threat posed by the diversion and illicit trafficking of small arms and light weapons, as reflected in the many resolutions it has adopted on the subject. In that regard, I would like to highlight the following points that could contribute to addressing the issue effectively. First, there is a need to ensure the implementation of the various frameworks aimed at combating the trade in small arms and light weapons, in particular the United Nations Programme of Action to Prevent, Combat and Eradicate the Illicit Trade in Small Arms and Light Weapons in All Its Aspects and its accompanying International Tracing Instrument.

In addition to attaching priority to restoring peace to the countries of the region and improving their socioeconomic growth, Algeria believes that continuing to fight terrorist and criminal groups, including weapons- and drug-trafficking networks, is an important part of our collective commitment to creating a space for development and solidarity. Our approach is also based on the exchange and sharing of experiences and expertise within Arab and African regional mechanisms, including the African Police Cooperation Organization and the African Centre for Studies and Research on Terrorism. It is clear that the misuse and illicit trafficking of small arms and light weapons undermine international peace and security by fuelling and prolonging conflicts.

We also implement the United Nations Programme of Action to Prevent, Combat and Eradicate the Illicit Trade in Small Arms and Light Weapons in All Its Aspects, as well as the International Tracing Instrument to Enable States to Identify and Trace, in a Timely and Reliable Manner, Illicit Small Arms and Light Weapons. At the regional level, Algeria facilitates the settlement of conflicts in some States by peaceful means in order to restore the peace, security and stability needed to focus on addressing challenges of economic and social growth.

  6. That poses a real threat to security and peace at the national, regional and international levels. Algeria therefore attaches great importance to that issue and uses all the necessary financial, technical and human resources under our national legislation to that end. Algeria has also been implementing a strict legal framework that classifies weapons, their transfer and control. We control all activities related to weapons and their munitions, including the manufacturing, import and export of weapons and their components. Furthermore, Algeria has joined the efforts of the international community to combat illicit trafficking in weapons by acceding to the United Nations Convention Against Transnational Organized Crime and its supplementary Protocols, including the Firearms Protocol.

Mr. Gaouaoui (Algeria) (spoke in Arabic): At the outset, I would like to sincerely thank Ecuador for convening this meeting on an extremely important topic, namely, addressing the threat posed to peace and security by the diversion, illicit trafficking and misuse of small arms and light weapons and their ammunition. I also thank the briefers for their comprehensive and valuable statements in that regard. The issue of monitoring arms trafficking and combating the illicit proliferation of weapons is not something new to Algeria. That was always one of our national priorities because it is linked to transnational organized crime, especially since Algeria is one of the States that confront that phenomenon due to the deteriorating security in our region as a result of ongoing conflicts and the fact that illicit armed groups obtain weapons.

  8. That is in addition to multiple and regular capacity-building and technical-assistance programmes for the benefit of brotherly African countries. Algeria is strongly convinced that the cancellation of the debts of many African countries is a tool for their economic development. Hence, during the past decade, Algeria has participated in the cancellation of more than $1.5 billion in debt, with regard to 16 developing countries. In addition, Algeria is a founding member of the New Partnership for Africa’s Development, which seeks to address Africa’s development problems under a new paradigm, with the objectives of reducing poverty, putting Africa on a sustainable development path, halting the marginalization of Africa, strengthening governance and empowering women.

In that context, it is primordial for development countries to fulfil their commitments with regard to official development assistance and climate financing, under the United Nations Framework Convention on Climate Change, in order to address the pressing mitigation and adaptation needs of developing countries, as well as the operationalization of the Loss and Damage Fund. Sixthly, based on the conviction that security and stability in Africa are linked to development, my country’s contribution to the development of the African continent is manifested through several initiatives. In 2020, Algeria decided to allocate $1 billion to finance a development project across the continent through the Algerian Agency on International Cooperation for Solidarity and Development, with a focus on continental integration.

Fifthly, financing for development and for the SDGs, achieving sustainable development and fostering inclusive, sustainable economic growth in developing countries hinges on the consolidation of peace, security and stability. In that regard, we reaffirm the need for robust governance policies and institutions that will support developing countries in the implementation of the 2030 Agenda for Sustainable Development. Furthermore, we underscore the pivotal role of development in fostering sustainable peace, tackling the root causes of conflict, promoting economic growth and reducing poverty. That role is even more crucial in the light of the challenges that developing countries are facing in mobilizing adequate financial resources to eradicate poverty, reduce inequality and accelerate the implementation of the 2030 Agenda.

We look forward to the report of the High-Level Independent Panel on Security and Development in the Sahel, aimed at assessing the situation in the Sahel and making recommendations on ways to foster international engagement and responses to the region’s complex challenges. Fourthly, development is crucial in post-conflict recovery processes in helping to strengthen the capacity of Governments and individuals to prevent, respond and recover from crisis through enhanced socioeconomic inclusion. The development driving peacebuilding efforts in post-conflict contexts should be supported through access to United Nations-assessed contributions for the Peacebuilding Fund.

  12. Therefore, achieving the Sustainable Development Goals (SDGs) is the best response to conflicts and crises. However, the effective implementation of that development agenda requires support for States and Governments over the long term, with a focus on supporting nationally owned initiatives and the capacity to embed the SDGs within Member States’ development programming. Thirdly, prevention and development are mutually reinforcing. While underdevelopment creates fertile ground for conflict, development remains a key element to eradicate the root causes of conflict. Conflicts and political crises that affect the African continent are intrinsically linked to the dire socioeconomic conditions of the population. The Sahel region is one of the most affected areas in that regard.

  13. I would like to congratulate China on assuming the presidency of the Council for the month of November and thank you, Mr. President, for the relevant choice of theme for this open debate. I would like to focus on the following key areas. First, sustaining peace requires a comprehensive, integrated, coherent and cross-pillar approach. Development is one of the key pillars of that approach. As we know, conflict and development are intertwined. Investing in inclusive and sustainable development, with a special focus on targeting the underlying causes of underdevelopment, is the most effective means of conflict prevention. Secondly, conflict and fragility remain the greatest impediment to the fulfilment of the aspirations of the 2030 Agenda for Sustainable Development and Agenda 2063 of the African Union.

In conclusion, the only way to guarantee a lasting solution to the Palestinian question, which should be the objective of any move in the future, is through realizing the inalienable rights of the brotherly Palestinian people to establishing their independent State, with Jerusalem as its capital, and ensuring the return of refugees in accordance with the relevant international legitimate resolutions, especially resolutions 194 (III), 242 (1967) and 338 (1973), as well as the Arab Peace Initiative.

We also stress the importance of revitalizing all mechanisms for supporting and protecting the Palestinian people, including by implementing resolution 904 (1994), which is violated daily by the occupying Power and through arming Israeli settlers in the West Bank. Algeria has always been a staunch supporter of the Palestinian question. Under the personal and direct supervision of the President of the Republic, we hosted the reunion conference for realizing Palestinian national unity, ending division and achieving reconciliation among Palestinian factions as a step to promote Palestinian national unity. That conference culminated in the Algiers Declaration. Algeria also hosted the Arab Summit in November 2022, which asserted anew the centrality of the Palestinian question and absolute support for the rights of the Palestinian people.

  16. We also call on the international community to help the Palestinian Authority to repair the damage to Jenin as a result of the brutal aggression against it. In that context, the President of the Republic, Abdelmadjid Tebboune, decided to grant $30 million to help in the reconstruction efforts of the Palestinian city of Jenin, especially the infrastructure. Algeria reiterates its firm solidarity with the Palestinian people languishing under the yoke of occupation, and we support their legitimate aspirations, primarily the establishment of the independent State of Palestine, with East Jerusalem as its capital.

I reiterate Algeria’s strong condemnation of the recent aggression undertaken against the Jenin camp and call for making the perpetrators of those heinous crimes accountable, which was a reminder of the reality of the Palestinian diaspora and the misery and hardships borne by our Palestinian brothers while the international community is unable to put an end to the bitter reality they face. The Jenin massacre and the brutal aggression that followed it by the occupying Power and the settlers, in addition to the repeated incursions of Al-Aqsa Mosque and the desecration thereof, as well as the persistent settlement policy and detention of brotherly innocent Palestinians, portend a downward spiral that will spin out of control, especially given the impunity enjoyed by the occupying Power, whose unwavering policy is to entrench the status quo and change the demographic nature of the areas and regions it occupies, especially Al-Quds Al-Sharif. That is undoubtedly a gross violation of all international laws and norms.

The question of Palestine has recently been subject to serious escalation on the part of the occupying Power. That escalation has claimed the lives of many innocent Palestinians, especially in the West Bank, as a result of the use, for the first time in more than two decades, of heavy weapons and drones.

  20. To that end, conscious policies should be adopted that take into account the needs of women and promote women’s meaningful participation in political, development and security institutions. Putting an end to sexual violence in times of conflict is a top priority and a moral and political imperative incumbent upon us all. It is unacceptable that the dignity of women and girls is undermined while we are not able to address that scourge and punish the perpetrators. The best defence against conflict-related sexual violence is to build a society in which social justice and equal opportunities reign and in which all women and girls enjoy their rights and equal protection under the law.

  21. Fifthly, impunity must be prevented, since, unfortunately, as the Secretary-General emphasized in his report, “in most contexts, impunity remained the norm” (S/2023/413, p. 4). Therefore, in order to ensure that all those who have perpetrated acts of sexual violence against women are punished, it is necessary to enshrine the principle of the rule of law and build strong national institutions, at various levels, to reduce the risk of women and girls being subjected to conflict- related sexual violence. Sixthly, the root causes of conflict-related sexual violence must be addressed by taking the measures necessary to tackle the structural causes that make women vulnerable and more subject to sexual violence during conflicts, especially poverty, the collapse of State institutions and lack of development.

  22. Security forces must protect women from all forms of sexual violence during conflicts. Thirdly, we need to adopt a comprehensive approach so that, in particular, protecting women from sexual violence in times of conflict is not limited to a specific entity. We need concerted efforts by all actors, including State institutions, international organizations, the United Nations and civil society to put in place a robust legislative, security and legal system that curbs the phenomenon and addresses it effectively. Fourthly, victims of sexual violence must be guaranteed timely access to justice through effective grievance mechanisms, measures to provide compensation for damages and comprehensive reparations processes.

  23. First, we need to update legal frameworks and national laws so that they correspond to current developments in the world involving the spread of conflicts and their changing nature. They must be in line with the international community’s adopted instruments, especially the relevant Security Council resolutions. Secondly, we need to implement the relevant Security Council resolutions, of which there are many, beginning with resolution 1820 (2008) and through resolution 2467 (2019). As the consecutive reports of the Secretary-General demonstrate, sexual violence in times of armed conflict continues to persist. We therefore must take measures to guarantee the implementation of those resolutions by including their provisions in the mandates of peacekeeping operations and consistently punishing perpetrators.

  24. Algeria, as a State, has worked to establish a robust and integrated arsenal of laws and policies to combat violence against women and girls. We will work both within and outside the Council to combat that phenomenon, especially during times of conflict, to bring about a world free from violence. We also highly value the role of women in resolving conflicts and overcoming their repercussions. The resilience and effective participation of Algerian women played an important role in fighting terrorism in the 1990s. Thanks to their participation, Algeria was able to overcome that destructive scourge. Based on our national experience in combating violence against women, I would like to underscore the following points.

Furthermore, we have updated laws to protect women from all forms of violence, while adopting a number of protection mechanisms that have been implemented in coordination with various sectors at the local level, in civil society and in the media. Moreover, we have promoted the legislation to curb violence against women, which reflects the political will at the highest levels in the country, including by adding a provision in the Constitution that condemns violence against women and makes it incumbent upon the State to protect women everywhere and under all circumstances. During this debate, we are discussing how to implement the existing commitments and frameworks, particularly those adopted by the Security Council, as set forward in the report of the Secretary-General (S/2023/413), along with its valuable recommendations.

Consequently, Algeria ratified all international conventions on combating violence against women in response to their aspirations and to establish a culture and values that counter all forms of women’s marginalization and to guarantee their participation in sustainable development. Since 2007, Algeria has been a pioneer in developing its national strategy to combat violence against women and girls, which includes three areas of intervention: tailoring services; mobilizing society and achieving social and national solidarity; and building alliances. In line with that strategy, we conduct regular training sessions for the judiciary, the gendarmerie and the police to ensure its effective implementation.

Such practices are unequivocally rejected and have no place in our present or future world. Thirdly, we must require maintaining the safety of children and their communities and support post- conflict recovery, which will be achieved only through stepping up investment in the protection of children who live in conflict areas. That includes prioritizing mental health, psychosocial support and reintegration, which are extremely important with regard to the protection of children, especially girls, who are subject to abuse, and helping them recover from the trauma of war. In that regard, we note the important role of the strategic outreach between peacekeeping forces and local communities to guarantee the safety and security of children and raise awareness to safeguard them from the dangers of conflict and its repercussions. Fourthly, we stress the need to achieve a lasting and comprehensive peace for all.

  31. That will be achieved only through close cooperation among the Governments and the country teams responsible for reporting and monitoring. Therefore, it is important to support those teams by promoting their capacities and providing them with the necessary funding so that they can fulfil their duties and mandates, without any politicization. We therefore cannot disregard the grievous and systematic violations that the children of Palestine are subjected to as a result of the occupying authority’s policies. We condemn in the strongest of terms those violations, and we call on the international community, especially the Security Council, to shoulder its responsibilities, provide the protection necessary for the children of Palestine and hold accountable all those who have violated their rights.

  32. First, it is important to respect and protect the rights of children in armed conflict. In that regard, all parties to a conflict must uphold their commitments to protect children and end grave violations committed against them, which will be achieved only when attacks on children, educational institutions, health-care facilities and other vital infrastructure are ended. We must work together to stop the use of explosive weapons and to bring about a world free of mines and explosives. Secondly, we must hold the perpetrators of children’s rights abuses accountable. The failure to reach that goal is a moral and humanitarian failure. We must always address violations committed against children in armed conflict so that perpetrators of those crimes that have been verified and documented will be held accountable.

  33. Algeria reiterates the need to adopt a comprehensive strategy that would safeguard all children everywhere from the horrors of armed conflict regardless of the circumstances. International efforts must ensure that no child is left behind. Children are our hope for a future where peace, security and development for all prevails. Clearly, much work lies ahead of us for realizing the protection of children and adapting to the changing realities that escalating and multifaceted conflicts impose on us. Change will be possible if we pool our efforts to uphold justice and the rule of law and address the root causes of conflict, including the lack of development and other related scourges, especially human trafficking and smuggling. In that context, Algeria has ratified all international conventions and instruments, including the Optional Protocol of the Convention on the Rights of the Child on the involvement of children in armed conflict. Algeria has spared, and will spare, no effort to defend the rights of children and reaffirms its steadfast belief in the need to employ all means to ensure improved protection for our children. Algeria was invited to participate in the United Nations high- level event to launch a study on the evolution of the children and armed conflict mandate on the occasion of the mandate’s twenty-fifth anniversary. That invitation is perhaps the United Nations way of acknowledging Algeria’s pioneering role in that regard.

Therefore, I would like to reiterate in this Chamber Algeria’s call to end the blatant and systematic disregard for international humanitarian law and international human rights law in armed conflict, as it impedes our ability and our combined efforts from protecting that vulnerable group. Last month, Algeria was elected as a non-permanent member of the Security Council for the period 2024 to 2025. Algeria places great importance on the protection of children in armed conflict, as it firmly believes in the need to save children from the repercussions of armed conflict and in the importance of raising a healthy generation that will uphold the values of peace and coexistence.

Unfortunately, however, the level of care for children who are suffering from the horrors of armed conflict is falling short of our aspirations and goals. Statistics continue to indicate an increase in the violations that they are subjected to and in the harm that they undergo as a result of decisions and practices the repercussions of which they must bear.

Algeria reiterates its firm and unconditional support to its brother people of Palestine in their quest to enjoy their inalienable rights in full, including the right to self-determination and the right to create an independent and sovereign State, with Jerusalem as its capital, as well as to find a just solution to the issue of Palestinian refugees. We reiterate that the Arab Peace Initiative remains essential to a political settlement of the Palestinian question and is a shared position that is reiterated in the Algiers Declaration, which was adopted at the Arab League Summit. Given its continuing support to the Palestinians and commitment to their unity in any future negotiations, based on a clear vision and the internationally recognized terms of reference, Algeria, under the personal and direct guidance of President Tebboune, hosted a series of reconciliation meetings among Palestinian factions that led to the adoption of the Algiers Declaration. Algeria supports Palestine’s aspiration to become a full member of the United Nations, given that the Palestinian Authority enjoys the functions of a State. If Palestine joins the United Nations, the principle of a two-State solution will be seen to be fully endorsed by the international community.

  41. We emphasize that those barbaric and criminal practices are a flagrant violation of the holy sites and a stark violation of all international laws and norms. That fact now compels us more than ever to implement the mechanisms designed to protect Palestinians, such as resolution 904 (1994), which calls for measures to be taken to guarantee the safety and protection of Palestinian civilians throughout the occupied territory, including by a temporary international or foreign presence. Furthermore, we reiterate that we must activate all international and regional multilateral mechanisms to provide support and protection for Palestinians. Unfortunately, that support and protection are dependent on some leaders focused on narrow interests and political considerations, and the Palestinians will be the only losers in that situation.

Killings and arrests are part and parcel of the daily life of Palestinians, who continue to live under the yoke of an apartheid regime that denies them the right to freedom and life and undermines their most basic rights. How can anything change when the occupying Power continues to deprive Palestinian Muslims and Christians of their religious rights, including that of visiting their holy sites, as we saw at the beginning of the month and during the religious holidays? And as usual, the occupying authorities are not held accountable in any way. I would like to reiterate Algeria’s firm condemnation of the raids by Israeli occupying forces of the holy Al-Aqsa Mosque and their attacks on worshippers.

I wish you every success for the rest of the month. We are meeting in this Chamber just a few days before the seventy-fifth anniversary of the Nakba — the original catastrophe for the Palestinian people. They were expelled and chased from their homeland and scattered to the four corners of the world. They dream of returning to build a State that is recognized by all United Nations resolutions and international forums. That dream is not being realized because of the obstinacy of the occupying Power and its decades-long status quo policy.

In order to address those asymmetric threats, we must strengthen early-warning systems, enhance the capacity of States and their competent national structures to combat terrorism and violent extremism, strengthen cooperation among national agencies, including regional and international ones, intensify coordination in the exchange of information, promote national security at borders and combat organized crime, which is frequently a source of funding for terrorist and extremist groups. In conclusion, raising the level of prevention and prior warning against any security threats in the peacebuilding phase in order to avoid a return to conflict requires strengthening the capacity of individuals and societies by spreading awareness and educational programmes.

We are fully aware that the rapid evolution of security threats in both scope and nature may at times exceed the ability of peace operations to respond to them, and in some cases those threats can pose an imminent danger not only to civilians but to peacekeepers themselves. That is unfortunately something we have witnessed in recent attacks by terrorist groups on the sites and personnel of some United Nations peacekeeping operations.

At the same time, one of the dangers of conflicts is the huge amounts of weapons that flow from within or from outside and are difficult to control, whether during a conflict or even after it ends. So the activation of disarmament, demobilization and reintegration programmes during and after conflicts plays an important role in restoring stability and aligns with strengthening national military capabilities and unifying their ranks to ensure security and stability throughout countries’ territories and confront various threats, including those of armed and terrorist groups and the proliferation of weapons.

In view of that basic role, and before the mandate of any peace process is terminated, its mandate and mission should be completely fulfilled and its withdrawal carried out gradually and in a way that ensures that no security vacuum is created that could lead to a relapse into violence and conflict. The peacebuilding process requires the establishment of a coherent, comprehensive national political structure based on legitimacy through elections, the building of a constitutional base, the establishment of strong national institutions in all fields that crystallize good governance, the rule of law, justice and respect for human rights without discrimination or exclusion. The process of rebuilding peace is not complete without the political will to develop a comprehensive strategy for building society with the participation of all actors.

Algeria shares the view that every peacekeeping operation should strive to restore sustainable security, consolidate and maintain the pillars of stability and create a foundation for rebuilding peace, sustainable development and preventing conflict, coupled with working to address the root causes of crises and conflicts and eliminating them through peaceful dialogue and negotiations. The success of a transitional phase towards a peaceful solution is tied to the extent to which peacekeeping operations support efforts aimed at genuinely realizing the goals of concluded peace agreements, as well as the political arrangements agreed between the parties to the conflict.
