27. “Meanwhile, the humanitarian situation has continued to deteriorate in Syria, mainly due to the continued hostilities, but also to the failure of the parties to implement resolution 2139 (2014). Rwanda welcomed the unanimous adoption of resolution 2165 (2014), which authorized United Nations humanitarian agencies to use four additional border crossings. We hope that the new resolution will enable humanitarian actors to assist up to 2 million hard-to-reach people. However, Rwanda believes that the Council should be vigilant as well as fully prepared to take concrete measures under the Charter of the United Nations in the event of non-compliance with both humanitarian resolutions in Syria. 28. “Indeed, only a political solution based on a two-State solution with two peoples living side by side in peace and security will provide a sustainable settlement to the six- decade conflict. For the past three years now, the conflict in Syria has been destroying a people, with massive violations of human rights and a worsening humanitarian situation. Over 150,000 have died and more than 10 million are in dire need of humanitarian assistance. It is the responsibility of the Syrian parties, supported by those countries that have influence on them, to end that war. 44. “Last Thursday, the Security Council convened an emergency meeting to discuss this tragedy (see S/PV.7214), which was followed by the third press statement of the month on the situation in Israel and Palestine, issued on Saturday (SC/11472). In that statement, Council members called for the de-escalation of the situation, the restoration of calm, the reinstitution of the November 2012 ceasefire, and respect for international humanitarian law, including the protection of civilians. Unfortunately, the situation today in Gaza shows that parties on the ground did not heed this call. Hostilities have further escalated, leading to dire humanitarian consequences. The conflict has now claimed over 260 lives and left over 48,000 displaced.”

49. “It is unfortunate that this tragic event comes at a time when national and regional efforts are under way to find a political and diplomatic solution to the Ukrainian crisis. This act undermines valuable initiatives of the trilateral contact group of senior representatives of Ukraine, the Russian Federation and the Organization for Security and Cooperation in Europe, who were making all necessary efforts for a resumption of consultations with separatists in eastern Ukraine. On Tuesday, the group reconfirmed its support for President Petro Poroshenko's peace plan, as well as its commitment to a sustainable ceasefire, as stated in the joint declaration issued in Berlin on 2 July by the Foreign Ministers of Germany, France, the Russian Federation and Ukraine.”

50. “In that context, we further urge all parties to cease fire, to fully cooperate with the investigation and to grant unhindered access to the crash site in order to allow international investigators to carry out their work. We note that yesterday's criminal act follows the downing of a Ukrainian fighter jet on Wednesday and that of a military cargo plane on Monday. The frequent use of surface-to-air missiles during the past few months raises the question of access to such weapons, which, as we have now seen, are capable of downing a civilian airplane flying at over 30,000 feet. Therefore, the Security Council and the broader international community can no longer afford to turn a blind eye on the matter.”
